1 Description of task

Preparation of Inventory of Hazardous Materials for existing ships in accordance with the “Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships” (SR/CONF 45), EU Regulation on Ship Recycling ((EU) No. 1257/2013) and „Guidelines for the Preparation of Inventory of Hazardous Materials (MEPC Res. 197(62)). 2 Aim and Scope of the survey

4.1 Assessment of submitted documents

The documents mentioned under 3 have been provided to GSR by the Client and have been assessed in respect of the applicability for the preparation of an IHM. Any available information has been used for preparation of the VSCP accordingly. 4.2 VSCP

A VSCP (Visual Sampling and Check Plan) was compiled in which the sampling points were identified. Sampling points are locations where the relevant hazardous materials could have been used due to specific requirements and conditions. The rooms and locations of the vessels were grouped as “of similar built and use” according to the General Arrangement Plan. Out of each group at least one room or location has been inspected visually in full for the check and sampling points. Other rooms of these groups have been randomly checked visually regarding their similarity. In cases where different materials have been identified, those were sampled as well (Attachment 3). 4.3 Detailed check and sampling points of materials

• Sealing masses • Softening agents in chlorinated rubber-based coatings PCB possibly contained in hydraulic oils has been checked according to material safety data sheets for products used. The plan has also been compared to laboratory results achieved for previous assessments. This method was found to be feasible as no PCBs have been found in products or systems provided by European suppliers ever since the nineties.

Excluded from the scope of investigations regarding presence of table A materials were all equipment and components not being fixed to the Ship’s structure. This is especially applicable to spare parts and materials as well as appliances listed in Table D of Res.MEPC.197(62) like computers, monitors, electronic equipment and small batteries.

5 Inspection

5.1 Method of Inspection

Out of each group of specific functions, at least one room or location has been inspected visually in full for the check and sampling points. For this purpose, covers/enclosures and cavities were removed. Other rooms or locations of the constructed areas were also visually checked for verification of similar type of construction. At each sampling point the materials found were documented within the excerpts of the general arrangement plan (Attachment 1). During the inspection, samples were taken of all installed fibre containing materials, all coating systems, and other suspicious materials. Each sample was given an individual number. The labels with the numbers were pre-printed in numerical order to ensure that no duplicate numbers were produced or used. The numbers of the samples were registered in the General Arrangement Plan. Additionally, a photo from each sample was taken. The sample number and location, use and kind of sampled material and the respective photo number were documented. The numbers on various lists in this report and the sample numbers are all identical. All samples were checked against the original pictures to avoid confusion or loss of samples. All samples are listed together with their relevant photo and are attached to this report (Attachment 2).

6 Handling of samples and analysis methods

The samples were visually checked for consistency in the laboratory. At least one of those consistent samples was analysed. Residual samples of the same kind of material were archived and named “Comparison samples”. Any sample still suspicious of containing one or more relevant hazardous materials on second observation was analysed again. Materials that were clearly not suspicious on second observation in the laboratory were archived and labelled as “output- sample”. For PCB-analysis, mixed samples were prepared from coating systems. 6.1 Asbestos

Definition Asbestos can be defined as a group of fibrous materials like silicates. According to the Guideline asbestos is fibrous material that contains one of the following substances:

Chrysotile (CAS nr 12001-29-5;

Amosite (CAS nr 12172-73-5);

Crocidolite (CAS nr 12001-28-4);

Tremolite (CAS nr 77536-68-6);

Anthofilite (CAS nr 77536-67-5);

Actinolite (CAS nr 77536-66-4).

The samples have been analysed in accordance with the German Guideline VDI 3866 – Part 1, 4 and 5:

6.3 Ozone Depleting Substances (ODS)

The samples have been analysed in accordance with the following standard:

Visual checks of refrigerating units have been made according to inspected labels attached. 6.4 Organo Tin containing substances

According to chapter 4.3.4 of this report, no sample taking and respective analysis of Organo Tin containing substances has taken place as the relevant material was not accessible. Verification of organotin content should be carried out on hand of the ship specific antifouling certificate which belongs to the ship. 6.5 EU-SRR, PFOS (Perfluoroctansulfonat)

Since 2006 the EU has restricted the use of PFOS to very few instances. In 2009 the Stockholm

Convention has declared it as „restricted substance“. The presence of PFOS was checked for

impregnated materials, firefighting foams (AFFF) and hydraulic liquids. No PFOS containing

materials have been detected.

7 Summary - Analysis results

All laboratory results are to be found in Attachment 4 (Sampling report NNNNN and MMMMM). The colour coding of asbestos (red), PCBs (blue), Ozone Depleting Substances (violet), and Tributyl Tin (grey) is used throughout all related documents. 7.1 Asbestos containing materials

8 Quantification of identified hazardous material

For the mass calculation of the hazardous materials found, the results of the analysis and the Ship plans are usually used. The masses are usually calculated according to the guidelines of IMO whereby the total mass of the material containing hazardous material is to be calculated, not only the mass of the pure hazardous material contained in a material.

However, in this particular case the documents at hand did not allow for any assumptions / measurements / estimates. Due to wide ranging systems, different modifications and lack of updated plans the identification of individual materials used like taking of all needed measurements, was not possible. Hence, estimation of masses would be too rough. Furthermore, discussions with Ship recyclers have indicated that presence of hazardous materials is by far more important to them than the exact quantities. Also hazardous materials in normal range are automatically considered. Therefore it was decided to put priority on the identification and localisation of hazardous materials for the safe and environmentally sound recycling of Ships instead of identification of masses. In case the owner would like the masses to be further specified, two options are proposed:

1) Reviewing all systems where respective asbestos containing materials have been found and taking measurements of those materials which have been identified to contain asbestos during a later visit of GSR Services, or

2) Reviewing all systems where respective asbestos containing materials have been found and taking of measurements by own staff on hand of a list and photos provided by GSR Services.

9 Recommendations on further actions / handling of identified hazardous materials

Generally, it can be stated that a potential risk through asbestos containing materials like coatings, gaskets and sealings on board exists especially when the ships´ parts are handled not very carefully.

Release of asbestos from the coatings is likely during cutting and handling of blocks. Any occurrence of dust should be prevented (e.g. by water sprinklers) and workers must wear appropriate PPE.

The black foam should be removed under typical precautions prior to any other dismantling activity.

Additionally, for safeguarding the workers, the following can be considered to be useful:

damaged materials which may release fibres should be sealed (e.g. damaged pipe insulations with thick paint)

no coating, gasket or otherwise material which contains or is likely to contain asbestos shall be grinded, cut, or disturbed by any means

personnel working in areas with damaged asbestos containing materials or being exposed to high fibre concentrations shall use appropriate protective equipment and attend an asbestos awareness training for workers

supervisors should attend an asbestos awareness training for management personnel
