1. Project Background
1.1 2014 is the Centenary of the Australian Navy Submarine Service and this will be celebrated,
among other activities around Australia, with a commemorative week in Fremantle from 7th – 17th
November. As well as social activities including Meet and Greet, Submariners Ball and Hail and
Farewell the week will be highlighted by the Award of the Freedom of Fremantle to the Australian
Submarine Force and a special Remembrance Day Service. The Submarine Association Australia in
conjunction with the Submarine Institute of Australia and the West Australian Maritime Museum are
keen to upgrade, refurbish, renew or replace the current Memorials and position them in at a new
Australian Submarine Monument in a new site in the Museum Precinct
1.2 There are two Submarine Memorial sites in Fremantle:
a. Monument Hill with a Periscope Memorial to the Royal Navy, a Torpedo Memorial to the
USN and a small Plinth to the Royal Netherlands Armed Forces who served in Australia in WWII.
There are no intentions to renovate/refurbish or renew any of the Memorials on Memorial Hill in this
Project.
b. HMAS OVENS in the WAMM Precinct with a Memorial Plaque to the WWII USN, RN and
Dutch Submariners as well as a Plaque dedicated to the exploits of HMAS AE2 the first
submarine to force the Dardanelles on 25 April 1915.
1.3 It is the intention of the SAA to seek a grant for a Plaque celebrating the Centenary of
Australian Submarines to be in a suitable place in the WAMM Precinct by Remembrance Day
November 2014. This plaque along with the other memorials, memorabilia etc. should be located at or
near a new Submarine Monument.
2. Project Objectives
2.1 There are two options under consideration by SAA and SIA:
a. A New Monument1 to all Submariners incorporating the current memorial plaques and the new
Australian Centenary Plaque,
b. A New Memorial to those submarine sailors who lost their lives in the World War I and II,
including those Australian who served in the RN Submarine Service. The intention here is to
eventually have a wall/walk with the names of the sailors inscribed leading up to the memorial.2
The AE2 Plaque will be retained in this area although the current WWII Plaque may be
replaced due to errors.
1 Common Definitions of Monument and Memorial
Although the dictionary definitions are almost identical it is usual to hold memorial services in the honour of dead people,
whilst monuments may be raised to commemorate notable events. It is entirely logical to incorporate memorials within a
monument. Therefore a Submarine Monument would be available for public viewing all year round whilst a memorial
would be treated with due deference on those special occasions of Remembrance 2 Some 3500 USN Submarine Sailors lost their lives in WWII
Some 59 RN Submariners lost their lives from Fremantle in WWII
Two Dutch Submariners were killed in Traffic Accidents in Australia

2.2 Consideration of these two options must take into account the overall costs as well as the level
of commemoration desired.
Note: The WAMM has provided an outline design for a Monument for location on the western deck
of the Museum which although unique and pleasant in design does not in itself incorporate the existing
memorial plaques.

3. Other Considerations
3.1 The current location of the HMAS OVENS WWII Memorial is over the crane tracks of the
Finger Wharf as is the AE 2 Memorial. There is some issue as to whether the cranes have to be
relocated for repair refurbishment and therefore the Memorials may have to be moved. It is imperative
that there is a suitable Monument or Memorial in place for 11th Nov 2014. The minimum requirement
is for the Australian Submarine Centenary of Service Plaque be procured and placed in a suitable
location, along with the WWII and AE 2 plaques. If design and funding is available the preference is to
have all three Plaques located at the New Australian Submarine Monument. There is likely to be three
or four choices of position:
a. In the same location on the north side of HMAS OVENS but clear of the crane tracks.
b. Located on the south side of HMAS OVENS on land currently held by the Fremantle Port
Authority.
c. Located on the timber deck at the western end of the Maritime Museum overlooking both the
harbour entrance and HMAS OVENS.
d. Some other suitable location not yet identified. (b or c are the current preferred locations)
4. Desired outcome
4.1 A New Australian Submarine Monument that recognises the Centenary of Australian
Submarine Service remembers and respects the sacrifices made by AE1 and AE2 in WWI and honours
the service and sacrifices of our allies in WWII.
5. Project scope and exclusions
5.1 In Scope.
a. Consideration must be given to incorporating the existing memorial plaques as well as the new
Australian Submarine Centenary Plaque in the design of the Australian Submarine Monument.
b. Public access and space for 150-300 persons to attend Remembrance Day.
6. Constraints and assumptions
a. Financial constraints are likely to preclude the completion of a Roll of Honour of the names of the
sailors who made the supreme sacrifice in the timeframe available.

7. Project tolerances
This project is currently unfunded and no financial estimate is yet available.
This project should complete by 01 October 2014, but must complete by 07 November 2014

Submarine Institute of Australia,
Western Australian Maritime Museum.
9. Interfaces
It will be very important to liaise with the WA Government especially the Fremantle Ports Authority,
for the possible release of land for the Monument, and the West Australian Museum.
10. Outline Business Case
10.1 Application for a DVA Grant will be made shortly for the Australian Submarine Centenary
Plaque estimated to cost in the order of $4000 in cast bronze.
10.2 Funding arrangements for the AUSSUB Monument will depend on the estimated costs and is
likely to consist of grant applications through Legacy, DVA and Corporate and Private Subscription.
