Introduction This document contains an inventory of examples for “best practices” whose applicability can improve or even solve some of the typical problems encountered in the international rail freight transport1. It is the public part of the Deliverable 1 of the TREND Workpackage B1.

The inventory of best practices in this document is neither exhaustive nor a “good-for-all solution”. The examples of best practice are, nevertheless, guiding towards applicable solutions and own the opportunity of their extension to other areas or corridors. The examples provided are typical for the applicability and extension on the new corridors and may lead also to innovative approaches.

The main purpose of the catalogue is to provide a framework for structuring the topics relevant for international (cross border) rail freight transport, and to provide examples of best practices that were known, accessible and experienced positively by at least the operational participants. The catalogue is also including brief presentation of solutions and results from the most relevant research projects carried out at the EU level. The Best Practice Catalogue is an open-ended list. It is starting with some examples (listed hereunder) that are aiming at encouraging further stakeholders to add their experience, practices and ideas, too.

The Best Practice Catalogue takes also into account practical experiences that were gained when executing similar studies on freight corridors in Europe and other studies on European, national or organisational or company level.

Based on the results of five freight corridors studies already carried out in the period from 2001 to 2003 by the consortium members CER, UIC, HaCon and KombiConsult, an increase of rail freight volume could be achieved. It was based on concrete and applicable measures such as competition, guarantees of quality of service, joint service agencies, monitoring of services on the infrastructure, interoperable traction schemes, and other. The methodology already developed has been further improved and the set of impediments and potential measures will be completed and ready to be applied.

The identification of the examples and their selection to build a Best Practice Catalogue is based on the experience of the partners in the project, work groups of the UIC Freight Department (notable in the areas of Quality, Intermodal Transport and Information Technologies), on the work of the UIC Department Infrastructure (infrastructure developments), of the UIC Department System (New technologies, strategy of implementation).

In the framework of TREND WP B1 already a couple of “Best Practices” to overcome impediments of international rail-freight traffic have been collected. The following table is showing their abbreviation of acronym as well as their characterisation with respect to the category of relation affected, subjects addressed and realisation phase.

The work described in this report and moreover the “Best Practices” identified so far are a starting point only. Stakeholders in the trans-European rail freight traffic are invited to contribute to updating and further improving the “Best Practice” Catalogue. In the framework of TREND a particular section of the website at www.trend-project.com has been created for this purpose.

Propose and evaluate the practical measures to shorten the time delays at border crossings

In the case of the freight traffic, pilot applications of the measures established by the ABC-project team has been set up at almost all border crossings between the EU 15 and the countries at east (Poland, Czech Republic, Hungary, Jugoslavia, Romania, Bulgaria, Turkey, Ukraine, Bielorussia, Russia, Latvia).

Description of Best Practice: Subject:

The project ABC has lead a detailed analysis of the principal causes of long stops of passenger and freight trains at the borders between the EU and non-EU countries in Europe. The conclusions and proposals of the project address practical measures that have the potential to shorten this duration. Among these, the following are highlighted with priority: − Organisation of common procedures for clearing

and preparing the trains in cross-border operation; − Application of Hub-to-Hub conception for train

formation and splitting − Concentration of clearing activities on one side of

the border − Intensive use of documentation with IT and

electronic support Each cross-border point has its own specific and concrete and specifically adapted action plans have been set up for each of them.

Implementation of recommended measures In 2004, the liberalisation of the freight railway transport has re-considered some of measures, many of the cross-border points are now inside the EU. For them typical best practice measures are the organisational systems to enable alleviation of difficulties for common information and acceptance of basic common safety rules in the cross border area.

Examples − One best practice has been exercised in the relation Vienna Zvbf / Bratislava Vychod, where the

transfer of all additional tasks in formation and preparation of trains have been transferred to the Vienna Central marshalling yard.

− Organisational measures have also been fruitful (some shortage of cross-border station times) in

the relations to Ukraine, Bielorussia, but the change of gauge remains the major cause for long stays.

− Two frontier points between Romania and Bulgaria (Calafat – Vidin and Giurgiu-Ruse) are

considered for improvements in the moment both countries will simultaneously be members of the EU.

Reduction with 5 – 10 dB of the noise created by braking of the freight wagons Europe

Description of Best Practice: Subject:

The research and extensive tests apply to the use of braking shoes of composite materials that do produce less noise when braking. Results show that braking efficiency is equivalent to the cast-iron shoes, reliability is in the acceptable limits. Some problems could still be identified in the areas of: − mass production of the composite braking shoes − side effects on electric resistance of the axle to

produce shunt effects on the track circuits

With ZSCS it allowed to shorten the stops of the freight trains in the border stations thanks to elimination of data collection on Slovak side. For CD it allowed to reduce data collection in the delivery stations.

Description of Best Practice: Subject:

The measuring system reflects the parameters of the RU-CU quality requirements as defined in the directives 1.1-1.3 of the UIC application guide of the standard ISO 9001:2000. It can be implemented as a “passive” system and enables a further pro-active quality measuring and management. The measured parameters are the deviations of the real situation versus the planned quality parameters. The measuring points are the sites of planned availability of wagons, locomotives, trains, documents, information and info-exchange, sources and destinations of transports. Responsible representatives of each RU in the transport relations are precisely fixed according to an agreed matrix of responsibilities. The measuring system defines also the documentation of measurements such as to obtain, for each measured parameter, comparable and equivalent data along the whole transport relation. The UIC leaflet 450.2 shall be used to define the causes of deviations.

The system can accommodate data from other developments based on satellite positioning of vehicles. Such links are not yet realised.
