PROJECT DESCRIPTION D07-BH FY19(C) PID 99865 The proposed project involves maintenance activities on five bridges in Auglaize, Mercer, and Shelby Counties. The project is necessary to address deterioration of the structures, in order to maintain acceptable condition ratings. At the AUG-364-0036 structure, traffic will be detoured for up to one month to allow for construction. At all other locations, traffic will be maintained, although lane shifts or closures may be required. The project will be undertaken within the existing public right-of-way. The project is funded with federal and state System Preservation Funds. Environmental clearance is currently scheduled for 11/24/2017. The project is expected to be awarded in January 2019. The proposed project involves maintenance activities on five bridges in Auglaize,

Mercer, and Shelby Counties. The project is necessary to address deterioration of the

structures, in order to maintain acceptable condition ratings.

At the AUG-364-0036 structure, traffic will be detoured for up to one month to allow for

construction. At all other locations, traffic will be maintained, although lane shifts or

MER-119-0053, SFN 5401895: This 3-span bridge, constructed in 1956, carries SR 119

over Stoney Creek Creek in Gibson Township, Mercer County.

The following maintenance will be undertaken on this bridge:

Rebuild and seal left slab edge and bridge rail

Retrofit bridge rails

Install slope protection at rear abutment

Patch pier caps

Rebuild wing walls

Install scour protection around pier columns

The project is located in an area of mixed land-use, including a fruit farm, single-family

homes, and mowed lawn. Within the project area, minorities represent 1% to 5% of the

population; individual in poverty represent 19% to 29% of the population.

In the immediate project area, there are no National Historic Landmarks, sites listed or

known eligible for the National Register of Historic Places, or sites for which Ohio

Historic/Archaeological Inventory forms have been completed.

Stoney Creek is a warmwater habitat with a drainage area of 8.6 square miles at the

project location. No wetlands were identified at the project location. Trees within the

project construction limits do not offer suitable roost habitat for the Indiana or northern

long-eared bat. The bridge is located within the designated special flood hazard area

associated with Stoney Creek.

MER-119-0080, SFN 5401925: This 3-span bridge, constructed in 1956, carries SR 119

over Fort Creek in Gibson Township, Mercer County.

The following maintenance will be undertaken on this bridge:

Rebuild deck edges and seal with epoxy-uurethane

Rebuild wing walls

Install slope protection in front of abutments

The project is located in an agricultural area. Within the project area, minorities

represent 1% to 5% of the population; individual in poverty represent 19% to 29% of the

population.

In the immediate project area, there are no National Historic Landmarks, sites listed or

known eligible for the National Register of Historic Places, or sites for which Ohio

Historic/Archaeological Inventory forms have been completed.

Fort Creek does not have an assigned aquatic life use habitat. At the project location, it

has a drainage area of 6.6 square miles. One subfossil mussel shell was identified at the

bridge location; this was likely washed into the project area by flooding of the Wabash

River, approximately 100 feet downstream. Narrow bank/instream wetlands are present

and may be impacted by construction. There are no trees within the project limits at this

location. The bridge is located within the designated special flood hazard area associated

with Fort Creek.

MER-119-0250, SFN 5401984: This 3-span bridge, constructed in 1963, carries SR 119

over the Wabash River in Gibson Township, Mercer County.

The following maintenance will be undertaken on this bridge:

Rebuild and seal right slab edge

Encase rear pier columns

The project is located in an agricultural area. Within the project area, minorities

represent 5% of the population; individual in poverty represent 29% of the population.

In the immediate project area, there are no National Historic Landmarks, sites listed or

known eligible for the National Register of Historic Places, or sites for which Ohio

Historic/Archaeological Inventory forms have been completed.

The Wabash River is a warmwater habitat with a drainage area of 71.7 square miles at the

project location. Mussel beds are present at the bridge location and a relocation will be

required prior to construction. No wetlands were identified at the project location. Trees

within the project construction limits do not offer suitable roost habitat for the Indiana or

northern long-eared bat. The bridge is located within the designated special flood hazard

area associated with the Wabash River.

SHE-705-0307, SFN 7503423: This 3-span bridge, constructed in 1961, carries SR 705

over Loramie Creek McClean Township, Shelby County.

The following maintenance will be undertaken on this bridge:

Patch and seal abutments

Encase pier columns

Replace expansion joint plow fingers

The project is located in an agricultural area. Within the project area, minorities

represent 1% of the population; individual in poverty represent 21% of the population.

In the immediate project area, there are no National Historic Landmarks, sites listed or

known eligible for the National Register of Historic Places, or sites for which Ohio

Historic/Archaeological Inventory forms have been completed. An OHI form has been

completed for the farmstead associated with the agricultural lands in the southwest

quadrant; no right-of-way will be required from this property.

Loramie Creek is a warmwater habitat with a drainage area of 84.6 square miles at the

project location. Mussel beds are present at the bridge location and a relocation will be

required prior to construction. One small instream wetland is present and will be

impacted by construction. There are no trees within the project limits at this location.

The bridge is located within the designated special flood hazard area and floodway

associated with Loramie Creek.

ITEM 614, WORK ZONE IMPACT ATTENUATOR FOR 24" WIDE

HAZARDS (UNIDIRECTIONAL OR BIDIRECTIONAL)

THIS ITEM SHALL CONSIST OF FURNISHING AND INSTALLING A

NON-GATING IMPACT ATTENUATOR. FURNISH AN IMPACT

ATTENUATOR FROM THE OFFICE OF ROADWAY ENGINEERING'S

APPROVED LIST FOR WORK ZONE IMPACT ATTENUATORS, FROM

THE ROADWAY STANDARDS WEB PAGE FOR ROADWAY STANDARDS

WEB PAGE.

INSTALLATION SHALL BE AT THE LOCATIONS SPECIFIED IN

THE PLANS IN ACCORDANCE WITH THE MANUFACTURER'S

SPECIFICATIONS.

THE CONTRACTOR SHALL REPAIR OR REPLACE A DAMAGED

UNIT WITHIN 24 HOURS OF A DAMAGING IMPACT.

WHEN BIDIRECTIONAL DESIGNS ARE SPECIFIED, THE

CONTRACTOR SHALL SUPPLY APPROPRIATE TRANSITIONS.

PAYMENT FOR THE ABOVE WORK SHALL BE MADE AT THE UNIT

PRICE BID AND SHALL INCLUDE ALL LABOR, TOOLS, EQUIPMENT

AND MATERIALS NECESSARY TO CONSTRUCT AND MAINTAIN A
