Shell Eastern Petroleum Pte Ltd was building a Sulphur Recovery Unit on Shell’s Pulau Bukom Refinery. Plant Engineering Construction Pte Ltd was the main contractor for the project.

Sulphur Recovery Unit ProjectThe world is increasingly dominated by high-sulphur, heavier crudes and a changing product mix with tighter product specifications and more stringent environmental regulations. Refiners are therefore required to adjust their sulphur management strategies, introduce new sulphur recovery solutions and upgrade existing refineries. Effective sulphur recovery is a vital tool for optimising environmental performance in refinery operations. Shell has provided high-level sulphur recovery unit (SRU) designs for many years based on the Shell Claus Off-gas Treating (SCOT) system. The SCOT process allows conversion of over 99.9% of the sulphur compounds fed to the SRU to elemental sulphur. New features in the SCOT process allow it to consume less energy through better catalytic systems and to treat lower concentrations of hydrogen sulphide in the treated gas.
Detail of work by BECBEC was involved in the Design & Build of the chimney, including piling, pilecap, slipform, heavy lifting of roof, floors and flues, installation of internal rack and pinion hoist, AWL’s, internal lighting, lightning conductor, earthing works.
Challenges• Extremely limited space available for the construction of this stack inside the live SRU refinery area • Considerable coordination with refinery operations to ensure no delays or stoppages to the live refinery • Specialised construction techniques involved to construct this chimney inside the live refinery area
