GENERAL PROJECT NOTES

CONSTRUCTION MANAGERS. HORIZONTAL DATUM: VA STATE PLANE SOUTH ZONE NAD 83 US SURVEY FOOT. VERTICAL

6. THE CONTRACTOR'S ATTENTION IS CALLED TO THE FACT THAT ADDITIONAL CONTRACTS MAY HAVE BEEN, OR ARE
INTENDED TO BE LET ADJACENT TO HIS WORK AND THAT HE SHALL COORDINATE THOSE PORTIONS AFFECTED BY
OTHERS. HE SHALL COOPERATE WITH THEM IN EVERY REASONABLE WAY SO THAT THERE SHALL BE A MINIMUM
PRACTICABLE INTERFERENCE WITH THEIR OPERATIONS.CONTRACTOR SHALL COORDINATE ALL ACTIVATES (BY
OTHERS) WITH THE CITY PRIOR TO INITIATING CONSTRUCTION ACTIVITIES.
7. THE CONTRACTOR SHALL CONDUCT AN ON-SITE INSPECTION OF THE FACILITY AND RELATED CONDITIONS PRIOR TO
BIDDING THIS CONTRACT.
8. THE CONTRACTOR IS RESPONSIBLE FOR MAKING ALL MEASUREMENTS NECESSARY TO LOCATE, FABRICATE, ERECT,
CONSTRUCT AND OTHERWISE INSTALL ALL NEW WORK IN EXISTING AND NEW LOCATIONS AND RELOCATE AND REWORK
EXISTING WORK ALL TO THE ARRANGEMENTS, GUIDANCE AND INSTRUCTIONS SHOWN OR REQUIRED FOR A COMPLETE
TROUBLE-FREE OPERATING INSTALLATION.
9. IF THERE IS DISAGREEMENT IN WORK SHOWN BETWEEN DRAWINGS IN THE PLANS AND SPECIFICATIONS,THE
CONTRACTOR IS RESPONSIBLE FOR PROVIDING THE MINIMUM WORK NEEDED TO SATISFY FUNCTIONAL, CONTROL AND
INTERFACING REQUIREMENTS.
10. THE CONTRACTOR SHALL LIMIT ALL CONSTRUCTION OPERATIONS TO WITHIN PUBLIC RIGHT-OF-WAY AND THE LIMITS OF
CONSTRUCTION SHOWN. CONTRACTOR SHALL USE CARE IN PLACING MATERIALS AND EQUIPMENT SO AS TO CAUSE THE
LEAST POSSIBLE DAMAGE TO PROPERTY AND RESTORE PROPERTY TO PRE CONSTRUCTION CONDITIONS. IF
ADDITIONAL TEMPORARY CONSTRUCTION AREA OR EASEMENTS ARE OBTAINED BY THE CONTRACTOR, THE LOCATIONS
OF THESE EASEMENTS SHALL BE SUBMITTED TO THE ENGINEER PRIOR TO USE BY THE CONTRACTOR.
11. THE CONTRACTOR SHALL DETERMINE THE LOCATION OF ALL AERIAL OR OVERHEAD WIRES THAT WILL AFFECT THE
WORK AND SHALL COORDINATE TEMPORARY REMOVAL OR RELOCATION OF ALL AERIAL OR OVERHEAD WIRES WITH
THE AGENCY OR OWNER OF SUCH WIRES AS NECESSARY IN ACCORDANCE WITH THE HIGH WIRE VOLTAGE PROTECTION
ACT.
12. THE CONTRACTOR SHALL PROVIDE AT LEAST 72 HOURS NOTICE TO ALL THE VARIOUS PRIVATE AND MUNICIPAL
AGENCIES IN ORDER TO PERMIT THE LOCATION OF EXISTING UNDERGROUND AND OVERHEARD UTILITIES IN ADVANCE
OF CONSTRUCTION, BY CALLING MISS UTILITY OF VIRGINIA OR, IF NECESSARY, BY CONTACTING THE AGENCIES
INDIVIDUALLY.
13. WHEN ABBREVIATED, "NOT TO SCALE" IS DENOTED N.T.S., AND "UNLESS OTHERWISE NOTED" IS DENOTED U.O.N.
14. PIPELINES ARE SHOWN IN PROFILE BASED INTERNAL DIAMETER. OUTER DIAMETER OF PIPELINES WILL DEPEND ON PIPE
MATERIAL USED. SEWER BRICK COURSE THICKNESS IS UNKNOWN.
15. LOCATIONS AND ELEVATIONS SHOWN FOR EXISTING UTILITIES AND SANITARY LATERALS ARE APPROXIMATE. THE
CONTRACTOR SHALL HAVE ALL EXISTING UTILITIES AND SANITARY LATERALS LOCATED PRIOR TO BEGINNING OF
CONSTRUCTION.
16. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO CONDUCT THE WORK IN SUCH A MANNER AS TO AVOID
DAMAGE TO, OR INTERFERENCE WITH ANY UTILITY SERVICES. CONTRACTOR SHALL SUPPORT, PROTECT AND RESTORE
ALL UTILITIES AND APPURTENANCES AS REQUIRED TO COMPLETE THE WORK IN GENERAL, SERVICE LINES TO
INDIVIDUAL HOUSES AND BUSINESSES ARE NOT SHOWN. CONTRACTOR SHOULD ASSUME THAT A SERVICE EXISTS FOR
EACH UTILITY TO EACH HOUSE OR BUSINESS.
17. ALL CONSTRUCTION ACTIVITY TO BE PERFORMED IN COMPLIANCE WITH APPLICABLE OSHA STANDARDS FOR WORKER
SAFETY.
18. DESCRIPTIONS NOTED ON PLAN SHEETS REFER TO THE TYPE OF EXISTING SURFACE ONLY. ALL SURFACE
RESTORATION SHALL BE IN KIND, UNLESS OTHERWISE SHOWN OF SPECIFIED, SHALL MATCH EXISTING GRADE, SHAPE,
THICKNESS, SIZE, QUALITY. AND PERFORMANCE.
19. ALL ROADWAY CONSTRUCTION AND MATERIALS SHALL CONFORM TO STANDARDS AND SPECIFICATIONS Of THE
VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION'S LATEST EDITION, EXCEPT WHERE CITY OF RICHMOND
STANDARDS ARE APPLICABLE, OR AS SPECIFIED ON PLANS.
20. TEMPORARY CONSTRUCTION FENCING SHALL BE INSTALLED AROUND ALL WORK AREAS AND OPEN EXCAVATIONS IN
NON-PAVED AREAS. OPEN EXCAVATIONS SHALL BE ADEQUATELY PROTECTED AT THE END OF EACH WORK DAY,
WEEKEND, AND HOLIDAY IN ACCORDANCE WITH APPLICABLE PERMITS AND REGULATIONS.
21. THE TEMPORARY EROSION AND SEDIMENT CONTROLS SHOWN ON THE CONTRACT DRAWINGS ARE INTENDED TO
PROVIDE A GENERAL PLAN FOR CONTROLLING EROSION AND SILTATION WITHIN THE PROTECTED LIMITS. THE
CONTRACTOR SHALL ADJUST THE LOCATION, QUANTITY, AND TYPE Of EROSION AND SILTATION CONTROLS AS
REQUIRED BASED ON THE CONTRACTOR'S CONSTRUCTION SEQUENCE AND CONDITIONS IN THE FIELD. ALL TEMPORARY

PLAN FOR REVIEW AND APPROVAL PRIOR TO INITIATING CONSTRUCTION ACTIVITIES.
23. ALL WORK AND COSTS ASSOCIATED WITH COMPLIANCE WITH THESE GENERAL PROJECT NOTES SHALL BE INCLUDED IN

SHALL BE LOCATED SO AS NOT TO INTERFERE WITH THE CURB AND GUTTER TO THE
EXTENT POSSIBLE.
5. ALL UTILITY TRENCHES IN PAVEMENT SHALL BE REPAIRED IN ACCORDANCE WITH THE
STATE OF VIRGINIA AND/OR THE CITY OF RICHMOND STANDARD SPECIFICATIONS AND
STANDARD DETAILS FOR FINAL PAVING.
6. WHEN EXCAVATION IS REQUIRED TO COMPLETE SEWER WORK THAT IMPACTS EXISTING
UTILITIES; THE CONTRACTOR SHALL BE RESPONSIBLE FOR IDENTIFYING ALL UTILITIES
LOCATED WITHIN THEIR WORK AREA AND SUPPORTING AND MAINTAINING THE IMPACTED
UTILITIES AND MAKING ANY NECESSARY REPAIRS OR REPLACEMENT THAT MAY RESULT
FROM THEIR DISTURBANCE. SHOULD A UTILITY OR ITS STRUCTURE REQUIRE
DISTURBANCE TO COMPLETE THE SPECIFIED WORK THE CONTRACTOR SHALL RESTORE
THE IMPACTED UTILITY AND/OR ITS STRUCTURE TO SATISFACTORY WORKING CONDITION.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING THE USE OF THIS UTILITY
OR UTILITY STRUCTURE DURING THE PERIOD IT IS IMPACTED BY THE CONTRACTORS

7. CONTRACTOR SHALL ACCOMMODATE POINT REPAIR AND NEW MANHOLE INSTALLATION
REQUIREMENTS WITH ANY EXISTING UTILITIES.
REHABILITATION NOTES
1. THE CONTRACTOR SHALL CLEAN AND PERFORM CLOSED CIRCUIT TV (CCTV) INSPECTION
OF THE EXISTING SANITARY SEWER PRIOR TO REHABILITATION TO VERIFY PIPE
CHARACTERISTICS, IDENTIFY AND LOCATE SEWER CONNECTIONS AND ANY SEWER PIPE
DEFECTS. THE CONTRACTOR SHALL REPORT PIPE DEFECTS TO THE CITY PRIOR TO
REHABILITATION.
2. SANITARY SEWER SERVICE SHALL BE MAINTAINED AT ALL TIMES.
3. POST INSTALLATION CCTV INSPECTION MUST BE CONDUCTED FOR EACH SANITARY
SEWER LINE FOR ACCEPTANCE.
4. FLOW DIVERSION, BY-PASS PUMPING, OR FLOW-TROUGH PLUGS SHALL BE UTILIZED AT
EACH MANHOLE TO ENSURE PROPER FUNCTION OF THE SEWER. SANITARY SEWER
SERVICES SHALL BE MAINTAINED AT ALL TIMES.
5. INVERT, BENCH, WALL REPAIR, PIPE SEAL REPAIR WORK, ADJUSTING RINGS AND COVER
REPLACEMENT SHALL BE COMPLETED AND CURED PRIOR TO COMPLETING ANY MANHOLE
LINING. INSTALLATION OF INTERNAL FRAME SEALS SHALL BE COMPLETED FOLLOWING
MANHOLE LINING.
6. MANHOLE LINING REHABILITATION SHALL BE IN ACCORDANCE WITH SPECIFICATION
SECTION 33 01 30.71 "MANHOLE REHABILITATION".
7. CONTRACTOR SHALL INVESTIGATE LATERAL ACTIVITY VIA PUSH-CAMERA OR APPROVED
METHOD AND REPORT FINDINGS TO THE CITY PRIOR TO MAINLINE REHABILITATION. ALL
ACTIVE LATERALS SHALL BE REINSTATED AND ALL INACTIVE LATERALS SHALL BE
ABANDONED IN ACCORDANCE WITH THE CITY OF RICHMOND STANDARD SPECIFICATIONS
AND PLANS. TWENTY (20) LATERALS ARE ASSUMED TO BE ABANDONED.

1. SOIL STABILIZATION
- PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUED
AREAS WITHIN SEVEN DAYS AFTER THE FINAL GRADE IS REACHED ANY PORTION OF
THE SITE.
- TEMPORARY SOIL STABILIZATION SHALL BE APPLIED WITHIN SEVEN DAYS TO
DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT
FOR LONGER THAN 30 DAYS, BUT LESS THAN ONE YEAR.
- PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS THAT ARE TO BE LEFT
DORMANT FOR MORE THAN ONE YEAR.
2. SOIL STOCKPILE STABILIZATION
DURING CONSTRUCTION, SOIL STOCKPILES AND BORROW AREAS SHALL BE
STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING MEASURES, TEMPORARY
PROTECTION AND PERMANENT STABILIZATION SHALL BE APPLIED TO ALL SOIL
STOCKPILES ON SITE AND BORROW AREAS OR SOIL, INTENTIONALLY TRANSFERRED
OFF SITE.
3. PERMANENT STABILIZATION
PERMANENT VEGETATIVE COVER SHALL BE ESTABLISHED ON DENUDED AREAS NOT
OTHERWISE STABILIZED, PERMANENT VEGETATION SHALL NOT BE CONSIDERED
ESTABLISHED UNTIL A GROUND COVER IS ACHIEVED THAT IS:

4. SEDIMENT BASINS & TRAPS
SEDIMENT BASINS, SEDIMENT TRAPS, PERIMETER DIKES, SEDIMENT BARRIERS, AND
OTHER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE CONSTRUCTED AS A
FIRST STEP IN ANY LAND-DISTURBING ACTIVITY AND SHALL BE MADE FUNCTIONAL
BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
5. STABILIZATION OF EARTHEN STRUCTURES
STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURE SUCH AS
DAMS, DIKES, AND DIVERSIONS IMMEDIATELY AFTER INSTALLATION.
6. SEDIMENT TRAPS AND SEDIMENT BASINS
SEDIMENT TRAPS AND BASINS SHALL BE DESIGNED AND CONSTRUCTED BASED UPON
THE TOTAL DRAINAGE AREA TO BE SERVED BY THE TRAP OR BASIN AS FOLLOWS:
SEDIMENT TRAPS
- ONLY CONTROL DRAINAGE AREAS LESS THAN THREE ACRES.
- MINIMUM STORAGE CAPACITY OF 134 CUBIC YARDS PER ACRE OF DRAINAGE AREA.
SEDIMENT BASINS
- CONTROL DRAINAGE AREAS GREATER THAN OR EQUAL TO THREE ACRES
- MINIMUM STORAGE CAPACITY OF 134 CUBIC YARDS PER ACRE OF DRAINAGE AREA.
- THE OUTFALL SYSTEM SHALL AT A MINIMUM, MAINTAIN THE STRUCTURAL INTEGRITY
OF THE BASIN DURING A TWENTY-FIVE YEAR STORM OF 24-HOUR DURATION
7. CUT AND FILL SLOPES DESIGN & CONSTRUCTION
CUT AND FILL SLOPES SHALL BE DESIGNED AND CONSTRUCTED IN A MANNER THAT
MINIMIZES EROSION. SLOPES FOUND TO BE ERODING EXCESSIVELY WITHIN ONE
YEAR OF PERMANENT STABILIZATION SHALL BE PROVIDED WITH ADDITIONAL SLOPE
STABILIZING MEASURES UNTIL THE PROBLEM IS CORRECTED.
8. CONCENTRATED RUNOFF DOWN SLOPES
CONCENTRATED RUNOFF SHALL NOT FLOW DOWN CUT OR FILL SLOPES UNLESS
CONTAINED WITHIN AN ADEQUATE TEMPORARY OR PERMANENT CHANNEL, FLUME,
OR SLOPE DRAIN STRUCTURE.
9. SLOPE MAINTENANCE
WHENEVER WATER SEEPS FROM A SLOPE FACE, ADEQUATE DRAINAGE OR OTHER
PROTECTION SHALL BE PROVIDED.
10. STORM SEWER INLET PROTECTION
ALL STORM SEWER INLETS MADE OPERABLE DURING CONSTRUCTION SHALL BE
PROTECTED SO THAT SEDIMENT-LAND WATER CANNOT ENTER THE STORMWATER
CONVEYANCE SYSTEM WITHOUT FIRST BEING FILTERED/TREATED TO REMOVE
SEDIMENT.
11. STORMWATER CONVEYANCE PROTECTION
BEFORE NEWLY CONSTRUCTED STORMWATER CONVEYANCE CHANNELS OR PIPES
ARE MADE OPERATIONAL, ADEQUATE OUTLET PROTECTION AND ANY REQUIRED
TEMPORARY OR PERMANENT CHANNEL LINING SHALL BE INSTALLED IN BOTH THE
CONVEYANCE CHANNEL AND THE RECEIVING CHANNEL.
12. WORK IN LIVE WATERCOURSE
WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED:
- PRECAUTIONS SHALL BE TAKEN TO MINIMIZE ENCROACHMENT, CONTROL SEDIMENT
TRANSPORT, AND STABILIZE THE WORK AREA TO THE GREATEST EXTENT POSSIBLE
DURING CONSTRUCTION
- NONERODIBLE MATERIAL SHALL BE USED FOR THE CONSTRUCTION OF CAUSEWAY'S
AND COFFERDAMS
- EARTHEN FILL MAY BE USED FOR THESE STRUCTURES IF ARMORED BY NONERODIBLE
COVER MATERIALS
13. CROSSING LIVE WATERCOURSE
WHEN A LIVE WATERCOURSE MUST BE CROSSED BY CONSTRUCTION VEHICLES MORE
THAN TWICE IN ANY SIX-MONTH PERIOD, A TEMPORARY VEHICULAR STREAM
CROSSING CONSTRUCTED OF NONERODIBLE MATERIAL SHALL BE PROVIDED.
14. REGULATION OF WATERCOURSE CROSSING
ALL APPLICABLE FEDERAL, STATE AND LOCAL REGULATIONS PERTAINING TO
WORKING IN OR CROSSING LIVE WATERCOURSES SHALL BE MET.
15. STABILIZATION OF WATER COURSE
THE BED AND BANK OF A WATER COURSE SHALL BE STABILIZED IMMEDIATELY AFTER
WORK IN THE WATER COURSE IS COMPLETED.
16. UNDERGROUND UTILITY LINE INSTALLATION
UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE
FOLLOWING STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA:
- NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME
- EXCAVATED MATERIAL SHALL BE PLACED ON THE UPHILL SIDE OF TRENCHES
- EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED
THROUGH AN APPROVED SEDIMENT TRAPPING DEVICE, OR BOTH, AND DISCHARGED
IN A MANNER THAT DOES NOT ADVERSELY AFFECT FLOWING STREAMS OR OFF-SITE
PROPERTY.
- MATERIAL USED FOR BACKFILLING TRENCHES SHALL BE PROPERLY COMPACTED IN
ORDER TO MINIMIZE EROSION AND PROMOTE STABILIZATION
- RESTABILIZATION SHALL BE ACCOMPLISHED IN ACCORDANCE WITH THESE
REGULATIONS.
- COMPLY WITH APPLICABLE SAFETY REGULATIONS.
17. VEHICULAR SEDIMENT TRACKING
WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED OR PUBLIC
ROADS:
- PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY
VEHICULAR TRACKING ONTO THE PAVED SURFACE.
- WHERE SEDIMENT IS TRANSPORTED ONTO A PAVED OR PUBLIC ROAD SURFACE, THE
ROAD SURFACE SHALL BE CLEANED THOROUGHLY AT THE END OF EACH DAY.
- SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING OR SWEEPING AND
TRANSPORTED TO A SEDIMENT CONTROL DISPOSAL AREA. STREETS WASHING SHALL
BE ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER.
18. REMOVAL OF TEMPORARY MEASURES
ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED
WITHIN 30 DAYS AFTER THE FINAL SITE STABILIZATION OR AFTER THE TEMPORARY
MEASURES ARE NO LONGER NEEDED. UNLESS OTHERWISE AUTHORIZED BY THE
PROGRAM AUTHORITY, TRAPPED SEDIMENT AND THE DISTURBED SOIL AREAS
RESULTING FROM THE DISPOSITION OF TEMPORARY MEASURES SHALL BE
PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND SEDIMENTATION.
19. STORMWATER MANAGEMENT
PROPERTIES AND WATERWAYS DOWNSTREAM FROM DEVELOPMENT SITES SHALL BE
PROTECTED FROM SEDIMENT DEPOSITION, EROSION AND DAMAGE DUE TO
INCREASES
IN VOLUME, VELOCITY, AND PEAK FLOW RATE OF STORMWATER RUNOFF FOR THE
STATED FREQUENCY STORM OF 24-HOUR DURATION IN ACCORDANCE WITH THE
FOLLOWING STANDARDS AND CRITERIA FOUND IN VESC REGULATION 4VAC50-30-40
MS-19 PARTS A-K.
- CONCENTRATED STORMWATER RUNOFF LEAVING A DEVELOPMENT SITE SHALL BE
DISCHARGED DIRECTLY INTO AN ADEQUATE NATURAL OR MAN-MADE RECEIVING
CHANNEL, PIPE, OR STORM SEWER SYSTEM. FOR THOSE SITES WHERE RUNOFF IS
DISCHARGED INTO A PIPE OR PIPE SYSTEM, DOWNSTREAM STABILITY ANALYSES AT
