SUMMARY

PROGRESS IN BRIEF

1. The total number of complaints received from the 20th June 2009 till 31st December,

2016 is 3832. Complaints received in this quarter are 128. During this quarter 73

cases were closed at the Monitoring Agency level to the satisfaction of the

complainant. 15 cases were escalated to UGC. 2 cases were closed by UGC after

following the due process. As of now 84 cases are pending with UGC.

2. Progress on development of data base of colleges is good. We have a data set of

about 47982 colleges. Out of which we have E mail & phone numbers for roughly

29961 colleges.

3. The campaign to register on line for affidavits is growing & going on strong. It will

continue to grow in the future. As of now we have a data set of 3287893 students

& E mail/Phone Contact data of 2022004 parents.

4. Progress on self declaration of “Compliance of Regulations” by

Colleges/Universities is poor. So far – no work has been done in this regard.

5. Exceptionally high number of complaints continue to be received from Medical

Colleges across the country. 34 complaints were received in this quarter alone .

6. On awareness the Trust has two dedicated internet lease lines that sends 1,50,000

e-mails per day to students & parents to create awareness against Ragging. This is a

very successful awareness model. We are directly targeting the students & their

parents.

7. Our Social Media platforms are also very active. The Aman Movement facebook is

active. Slowly students & parents are connecting to it.

Objective 1: To monitor each complaint received by the Call Centre to its logical conclusion __________________________________________________________________

1. The total number of complaints received from the 20th June 2009 till 31st

December, 2016 is 3832. The annual distribution is given in Table 1. In this year

(2016) the number of complaints received is 515. The details of 128 complaints

received this quarter are given in Annex – 1.

2. Total number of complaints received from the 17th April, 2012 until the 31st of

December, 2016, i.e., roughly in the past 4 years, is 2427 complaints as given in Table

2. Of these 1576 Complaints were closed at the Monitoring agency level. This is

roughly 65%. Between the call centre & the Monitoring agency only 47 complaints are

active. 84 complaints have been escalated to Regulatory Authorities for further action.

That is less than 35%. The distribution of these 84 cases is given in Table 3.

3. It is true to say that more colleges are responding & now roughly 65%

complaints are closed at the Monitoring Level. Details of those colleges, during this

quarter, that have responded & cooperated with the Monitoring Agency & for whom

cases were satisfactorily resolved are given in Annex – 2. The details of those colleges –

whose cases had to be escalated to UGC , during this quarter, – are listed in Annex – 3

4. 35% of complaints that are escalated to the Regulatory Authorities are those

complaints where (i) either the College Authorities have refused to cooperate with the

Monitoring Agency or (ii) the complainant is not satisfied with the action that has been

taken by the College Authorities. Colleges that do not respond or colleges who refuse to

recognize the authority of the “Ragging Prevention Program” get away without being

asked by UGC as to why they have chosen to reject the UGC regulations? It is unfair on

those colleges that are law abiding & cooperative.

5. Number of complaints continues to be received from Medical Colleges throughout the

year. Thirty Four Complaints were received in this quarter too. The details are given in

Table 7. Over all status of complaints pertaining to medical colleges is in Table 8. A

brief report on Medical Colleges, submitted to the Ministry of Human Resources, is

given in Annex – 4.

Objective 2:

To develop, update & verify contact data of all colleges.

The Monitoring Agency has put together a centralized data base of contact details of colleges.

There are about 40,000 entries in this data set. Out of these roughly 30,000 entries are

complete with e mail & phone numbers. Another 10,000 are incomplete. The progress is good.

The task is enormous. Call centre staff that have been employed to make outgoing calls but

they do not have the necessary experience and confidence to make calls. Authorities do not

cooperate with them because they do not speak with authority.

Objective 3: To develop a data set of students and their parents from affidavits submitted by students and their parents to colleges. _____________________________________________________________ There are two web sites for downloading of Affidavits or Undertakings. These are

www.amanmovement.org and www.antiragging.in. Both sites are operational since July 2012,

and both sites perform the same operations. Up to the 31st December, 2016 the number of

affidavits registered at the antiragging.in web site were 31,73,495 & on the

Amanmovement.org web site the number of affidavits registered were 36,55,759 . There is a

lot of duplication in these numbers.

Software is being continuously developed & updated to down load the data from the site sites,

merge these data into a single data set, remove errors, remove duplicates etc. There are 47,

89,749 clean, checked & verified, affidavits (undertakings) in our data base as of now. Table 9

gives a state wise distribution of affidavits (undertakings) received by us.

The Monitoring Agency operates 2 dedicated a 2 mbps phone lines & a 2 dedicated E mail

servers to send e mails to college authorities & Students & parents. We are sending at least

1,50,000 Emails each day to College Students with different awareness messages. The message

that is being sent currently is in Annex – 5. It says that the definition of Ragging has changed.

E mail campaigns are also being done to inform Colleges & Vice Chancellors of Ragging

Related issues.

Objective 4: To ensure that each college & university complies with the regulations of the UGC and other regulatory bodies.
