What the evidence tells us
Whole-of-system approachNo single intervention on its own will stop family violence and sexual violence. Victims and perpetrators have differing and often multiple needs for different agencies’ services. Agencies need to be co-ordinated to best identify and meet needs of victims and perpetrators.
Core components of an overarching system The system is more than the sum of its parts and needs to be well co-ordinated to efficiently deliver services. Successful service delivery requires central system support through national policy and operational frameworks, clear governance, effective information systems, monitoring and evaluation, workforce development and resourcing.
Strategy, policy and guidanceThe literature supports the need for a national policy framework, ideally one with commitment and ownership across political parties and sector stakeholders. An integrated approach requires a “strong steer from the centre” and should begin from a clear vision/overall statement.
Common outcomes measuresAn overarching system requires common outcomes measures that are meaningful and relevant to service users themselves.
Accountabilities, roles and responsibilitiesAgencies must be accountable for the role they have in keeping victims safe and have clear internal actions for each agency. To make this work, agencies need to be clear how they will measure outcomes and successes and how they will hold one another accountable in order to ensure sustained commitment.
FundingOne of the core components of an overarching system is joint funding – ie how government departments move towards jointly funding sustainable specialist family violence and sexual violence services. Such an approach reduces the fragmentation of service provision, the fragmentation of risk information, and is much safer and more effective for victims.
Workforce development and resourcing Uninformed practice can exacerbate unsafe situations and cause undue stress and trauma. Professionals providing general services need to be appropriately trained and the specialist workforce needs to be grown.
Monitoring performanceThere is a need for performance measurement of the system and its components. Well-planned evaluations will help to shape how things are planned and implemented in the system. Significant development is required in the monitoring of performance at a system level, to provide the information needed to assess the effectiveness of the investment in family violence and sexual violence and implement improvements.
Alignment and co-ordination of services Alignment and co-ordination of services can mean better information sharing, referrals, consistent assessment and management and higher quality service delivery to clients. Through mechanisms such as multi-agency approaches for high risk victims and perpetrators, effective co-ordination has been found to contribute to reduced recidivism and improved safety for victims.
