The process is not over for many key legislative instruments. If the bill has made it through both chambers, it

heads to the Governor’s desk for signature into law, veto, or no action allowing the piece of legislation to

become law without signature.

A Message from Medicaid Director J. Ruth Kennedy: Acquisition of Community Health Solutions (CHS)

The Department of Health and Hospitals (DHH) was recently notified that Community Health Solutions'(CHS) has elected to assign ownership of its Louisiana-based business to Centene Corp., the parent company of Louisiana Healthcare Connections (LHC). DHH has approved the assignment of that contract and continues to review final documents regarding this transition. There are no immediate changes for the members enrolled in Community Health Solutions, nor is there any immediate change for providers. Centene will have ownership of the contract with Medicaid as a Bayou Health provider and has entered into an agreement with CHS to continue coordinating services for their 200,000 members. Centene has also requested approval from DHH to end its Shared plan contract at a future date. Medicaid staff is working closely with Centene and CMS to review that request. DHH's first priority is to ensure that any changes result in a smooth and orderly transition process for both members and providers. If approved, cessation of the current CHS Shared plan operations would result in the transition of the approximately 200,000 CHS members into new Health Plans, either of their own choosing or through auto enrollment. Louisiana's auto enrollment process first takes into account a member's household or individual Health Plan relationships. For purposes of auto enrollment, DHH considers a company contracted as both a Shared and Prepaid plan as one Health Plan. Therefore, DHH anticipates that a current CHS member would typically be auto enrolled to LHC in the event the CHS contract is terminated. However, member choice is a critical aspect of Bayou Health and we will work diligently to effectively communicate all options to members throughout the transition process. Details on the move are still in development and DHH will continue to provide information relevant to our key stakeholders. Health Plans and providers should continue to be mindful of communications with members and potential members to ensure they remain compliant with all marketing and provider-steering regulations in effect. All health plan marketing and member materials, including things posted or distributed by providers, must continue to be reviewed and approved by Bayou Health staff. Providers with contracting concerns are encouraged to contact their provider relations representatives with the appropriate Health Plan. Under the “Document Center” go to the Vaccines For Children Program section, there you will find four new vaccine storage and handling resources that will help you and all vaccine providers maintain the potency and safety of the nation’s vaccine supply. Also, a training video demonstrating the keys to storing and handling your vaccine supply. CDC worked in tandem with the provider community on the content and design of these resources and, using audience research and instructional designers, crafted these resources to be clear for all audiences. They reflect the latest ACIP and manufacturer recommendations and align with last year’s Vaccines for Children (VFC) in Action meetings. The Office of Public Health’s Louisiana Healthy Homes and Childhood Lead Poisoning Prevention

Program (LHHCLPPP) is committed to reducing and eliminating hazards in the environment for all

children and their families in the state of Louisiana. If you live in the following zip codes, please

consider completing the 2014 Lead Testing Practices Survey for Physicians: 70112, 70113, 70115,

70117, 70118, 70119, 70121, 70124, 70127, 70131, 70187.

Physician Survey

Louisiana Healthy Homes and Childhood Lead Poisoning Prevention Program has developed a pilot

survey for pediatricians in Orleans parish to assess lead testing practices in their offices. Presently

our lead testing rate for children ages 6 months to 72 months in the state of Louisiana is 16.4%.

Results from this survey will allow us to better gauge the current understanding and practices

relating to lead poisoning testing among physicians, as well as assist us in planning for future

educational efforts that are geared towards improving the existing lead testing rate. Please complete

the Physician Survey by Friday, June 27, 2014.

This survey is electronic and can be completed online and sent back electronically. The survey will

take about 5 minutes to complete and can be accessed by copying/following the link listed below.

Directors has appointed Jay P. Goldsmith, MD, FAAP as a member of the Committee on Fetus and Newborn.

Roberta Vicari, MD, FAAP and Larry Hebert, MD have been selected as the 2014 Master Pediatricians. Each will be offering a presentation at the 2014 Red Stick Pediatric Potpourri in Baton Rouge on August 22-24.

LA AAP Advocacy Day 2014 was held at Our Lady of the Lake (OLOL) Regional Medical Center on Thursday, June 5th. Approximately 40 residents participated in the day long event. Residents were introduced to the legislative process and the tools necessary to successfully and effectively advocate for the specialty of pediatrics. Ashley Politz, the Executive Director of the LA AAP gave the residents an overview of the Legislative Process and the 2013 Legislative Session. A special thanks to Dr. Roberta Vicari for helping lead the discussion and to Representative Scott Simon and Dr. Brad Black who addressed the residents in the afternoon session and led a thoughtful discussion. A wonderful exchange of ideas and experiences occurred between the residents and the speakers. Thank you to OLOL for generously hosting the event.

Summer is all about easy and this refreshing twist on a classic key lime pie

is a perfect make-ahead treat for backyard barbecues and cookouts.

Since this pie is made with yogurt many of your guests who are unable to

tolerate regular milk can enjoy this dish. The good bacteria help with the

digestion process, making it easier to digest. This is sure to be a crowd

pleaser!

Ease: Easy

Prep time: 5 minutes

Cook time: 8 hours

Yield: 6 Servings

Ingredients:

2 (6-ounce) cartons vanilla low-fat or fat-free yogurt (refrigerated, not frozen)

1 (6-ounce) can frozen limeade, thawed

1 (3.4-ounce) box instant vanilla pudding mix

1 (10-ounce) box frozen strawberries, thawed

1 (9-inch) graham cracker crust

Directions:

Mix yogurt and limeade; stir well. Add pudding mix; stir well. Stir in strawberries and pour into crust.

Freeze at least 8 hours.
