          9.30am – 10.30am - Mass briefing & ground rules

          10.30am – 12.00pm – Preliminary Round (submit 1 page proposals)

          12.00pm – 1.30pm – Lunch (catered) + selection of finalist teams (teams that don’t qualify can leave if they want or stay on for the rest of the day)

          1.30pm – 3.15pm – Final Round: A maximum of 13 Finalist teams to prepare short presentation of their Solution (see page 2 of competition form). Teams can visit the library or surf wirelessly (please bring own laptops and use own Wireless.SG accounts).

          3.30pm - 3.45pm – Arrival of GOH

          3.35pm -4.15pm – Presentation by Finalist teams (2 minutes per team; judges may pose clarifying questions)

          4.15pm –4.30 pm – Teabreak (catered) & tabulation of scores

          4.30pm -4.40pm - Closing speech by GOH

          4.45pm – 5.00pm - Prize presentation

Step 1: Form stupid questions

1. Pick a theme that ties in with the issue or problem that needs to be solved. For the Competition, it will be the 3 themes: Climate change, Clean energy & garden city.

2. Create several stupid questions using 3-5 different sets of Yellow + Blue Cards the ASQ cards to generate possibilities.

3. Write each Stupid Question on a post-it note

4. Begin each Stupid Question with: What if…

3. Write a brief description for each Feature, for the benefit of the judges. Try to make sense of each Feature. You can play with different meanings of each word, or swop the placement of the words.

Combine the 4 Features into a holistic idea that addresses your Stupid Question:

Step 3: Generate solution

• Check: Have you decided if your Solution is a Product / Service / Framework / Process / Policy etc? Please indicate by checking the relevant box in the form. Try to avoid creating a super solution that encompasses everything.

• Check: Does your Solution incorporate all 4 Features?

• Check: Does your Solution address the theme you selected?

Step 3: Generate solution

1. List the tangible & intangible benefits of your Solution

2. Describe the possible issues or challenges in implementing your new Product, Service, Framework or Process, and ways to overcome them

3. What is the estimated cost of implementing your Solution (in Singapore dollars)? Please give a break down of the major cost components, e.g. “Manpower = $20,000”. While this will have no bearing on the scoring by judges, it will force the team to think about the feasibility of its solution.

Step 4: Defending your Solution(for Finalists)

Preliminary Round (morning)

Equal weightage for all 4 criteria. Rating on a 5-point scale of 1 (lowest) to 5 (highest):

• Relevance – solution addresses the selected theme

• Creativity – solution is creative and out-of-the-box

• Originality – solution is unique and not common knowledge

• Feasibility – solution is easy to implement and is affordable

This round will be evaluated by NLB’s ASQ facilitators.

Final Round (afternoon)

Weightage of each criterion in parantheses. Rating on a 5-point scale of 1 (lowest) to 5 (highest):

• Relevant & Feasible (25%) – solution addresses the selected theme & is easy to implement or produce or offer as a service

• Creativity & Originality (30%) – solution is unique & out-of-the-box

• Rigor (30%) – solution is well thought out and watertight, and research is evident

• Quality of presentation (15%)

This round will be evaluated by a panel of judges

Judging Criteria (2)

1. Familiarise the team with the use of the ASQ cards. Those used in the competition will have different words & designs, and will be smaller in size, they are used in the same way.

2. Read up on the 3 themes: Climate Change, Clean Energy & Garden City. The yellow Subject cards will focus on aspects of these themes.

3. Stay healthy to minimise chance of falling sick on 5 November.
