PROCESS FOR RECOMMENDATION OF ARTISAN CERTIFICATION
BETWEEN MQA AND ACCREDITED TRADE TEST CENTRES (ATTC):
ATTC will submit applications to MQA (14 working days prior to trade test)
Documents to be uploaded on ISHARE and an email notification to be sent
to [email protected]. The following documents must be
uploaded:
Application to attempt a trade test in NAMB’s format
Learner certified ID copy
Learner’ s learnership contract
Trade test application
Proof of achievement of the knowledge component of the curriculum
(N2 certificate or equivalent with achievement of all four subject)
logbooks
PROCESS FOR RECOMMENDATION OF ARTISAN CERTIFICATION
MQA to review documents and give feedback together with Serial number
(within 3 working days of application)
If the application is approved for trade test then the ATTC can book for a
trade test on ISHARE by updating all completed modules, insert the
planned trade test date.
ISHARE will issue the trade test number (3 days before trade test date)
PROCESS FOR RECOMMENDATION OF ARTISAN CERTIFICATION
After the trade test, the ATTC must update the trade test status on ISHARE
and upload the results summary sheet on ISHARE (within 3 working days).
Upon receipt of trade test results, the MQA compiles the learner POE and
forward the documentation to NAMB for recommendation of certification
(within 7 working days of receipt of documents from ATTC). Note: MQA can
only submit documents to NAMB on Tuesdays.
PROCESS FOR RECOMMENDATION OF ARTISAN CERTIFICATION
NAMB and QCTO TURN AROUND TIMES
NAMB reviews documentation and submit to QCTO for certification (10
working days)
QCTO printing of certificates (21 working days)
NAMB submits certificates to MQA (5 working days)
Upon receipt of certificates from NAMB, MQA sorts the certificates
per ATTC and distributed to respective ATTC (7 working days)

Maintaining an acceptable database :
As part of its delegated functions by the QCTO, the ETQA is required to maintain a
comprehensive learner information management system and also upload learner data
on to the NLRD according to the NLRD load specifications:
Below are some of the functions performed to comply with the above requirement
Granting and Terminating access on the MQA system
Provider data on the system
Capturing of learner data by providers on to the MQA database

ETQA UPDATES
Scope and Site Extension:
Once providers have been accredited or programme approved by MQA, some desire to
extent their scope to include other qualifications/ skills programmes or other sites;
The following process must be followed:
Scope Extension
Register the assessors and moderators for scope seeking approval or extend the
scope of the registered assessors
Submit scope extension application
ETQA office evaluates the application and an evaluation report is sent to the training
provider
Training provide must submit learning material
Site Extension
Submit scope extension application & letter of commitment/Service Level
Agreement (SLA)
ETQA confirms/verifies the letter of commitment/SLA
ETQA office evaluate the application and an evaluation report is sent to the training

ETQA UPDATES
Accredited Scope:
MQA accredits providers for qualifications and/or skills programmes
Providers are expected to implement training on granted scope and not only on
certain unit standards within the qualification/skills programme. Also training to be
done on approved sites only.
Providers are not allowed to train outside their accredited scope
ETQA UPDATES
Moderation:
Moderation is a process to ensure that the assessment system is credible.
Furthermore, moderation stimulates continuous improvement to the quality of
assessment. Moderation ensures that people who are being assessed are assessed in
a consistent, accurate and well-designed manner.
The main functions of moderation systems are:
To verify that assessments are fair, valid, reliable and practicable
To identify the need to redesign assessments if required
To provide an appeals procedure for dissatisfied learners
To evaluate the performance of assessors
The MQA guideline is that at least 10% of assessments be moderated

As the ETQA we are beginning to experience a lot of learner complaints regarding the
quality of training they receive from some of the accredited training providers

•Memo signed by the CEO has been circulated to the sector to inform us of the status of the learner,
if learners are not claimed.

QUALITY COUNCIL FOR TRADE & OCCUPATIONS
QCTO was established through the Skills Development Act
The QCTO became operational in 2010
The QCTO is responsible for:
Establishing and maintaining occupational standards and qualifications
The quality assurance of occupational standards and qualifications and learning in and for the workplace
Designing and developing occupational standards and qualifications and submitting them to the SAQA for registration on the NQF
Ensuring the quality of occupational standards and qualifications and learning in and for the workplace
DELEGATION BY THE QCTO
The QCTO has delegated functions to the AQPs and they will
monitor and evaluate the performance of the Partners through a signed
Service Level Agreement.
AQP- A body delegated by QCTO to manage and coordinate the external
integrated summative assessments of specified NQF registered occupational
qualifications and part qualifications.
MQA has been approved as an AQP for one qualification
Submitted scope extension applications for 8 more qualifications

well as progress on developed qualifications.

the implementation of core sector skills and develop
programmes aligned to the sector qualifications
framework.

Progress and Update
• The DQP submitted 8 Core Mining Qualifications
and 1 Artisan Qualifications to QCTO for registration
on the NLRD with SAQA
• These qualifications are likely to be returned back to
the DQP by SAQA, to effect some changes
• SAQA is requesting that the qualification document
be standardised similar to the way that the unit
standard based qualifications were developed
• This process will result in the delay in the
registration
