Purpose: Provides standardized driver training, testing, and licensing to meet unit readiness.

Course Scope: Provides commanders with safe, trained, and properly licensed vehicle operators to perform Company, Battalion, Brigade, and 19th ESC missions. It lays the basic foundation for unit operator training.

Phase Scope: Provides commanders with trained operator that is essential for efficient maintenance, operation and insuring materiel readiness. It lays the foundation for further vehicle/equipment operator training.

Course Prerequisites: All Active Army, ARNG, U.S. Army Reserve (USAR), and civilian personnel (excluding contractor personnel) to include foreign nationals, whose positions will require operation of Government-owned or -leased vehicles or equipment.

Phase Prerequisites: All Active Army, ARNG, U.S. Army Reserve (USAR), and civilian personnel (excluding contractor personnel) to include foreign nationals, whose positions will require operation of Government-owned or -leased vehicles or equipment.

1. Must have completed assigned units in-processing program.

2. Must have a valid stateside driver’s license, if the individual doesn’t have a stateside driver’s license a USFK 237-E must be submitted and present before enrollment in course.

3. Must have successfully completed the Accident Avoidance Training Course. Anyone who operates an AMV will have first completed the online accident avoidance course as part of licensing procedures. The training includes mishap risk management component of CRM, personal responsibility, driving hazard awareness, defensive driving techniques, accident avoidance.

4. Must successfully complete Ammo-67-DL HAZMAT Familiarization and Safety in Transportation. This course is designed to meet the needs of personnel dealing with hazardous material, and who only require the familiarization and safety training described in 49 Code of Federal Regulations (CFR), Section 172.704. NOTE: This course ONLY meets the requirements of familiarization and safety training for a hazmat.

5. All applicants must have attended Driver education (HSPG Number 4, IAW AR 385-10.

a. Local Area Hazard Training Course II. All Army personnel who are newly assigned to an Army installation/ theater will receive a briefing on the local driving hazards they may encounter while serving at that installation.

b. Intermediate Traffic Safety Training Course IIIA. All newly assigned Soldiers less than 26 years of age will receive intermediate traffic safety training that reinforces the initial traffic safety–training course. Other personnel may be required to attend the training as deemed necessary by the local command.

c. Traffic safety instruction. All newly assigned Army supervisors will receive traffic safety instruction on their responsibilities and the expectations of the Army Traffic Safety Training Program.

6. Successfully complete host nation TMP training, examinations, and licensing. Obtaining a valid OF 346 (U.S. Government Motor Vehicle Operator’s Identification Card), and DA form 348 (Equipment Operator Qualification Record (Except Aircraft).

7. Learners permit must be issued before course start date.

Learner permits.

(1) Learner permits will be issued to persons undergoing a course of vehicle driver or equipment operator training. The words “ARMY LEARNER” will be stamped or marked on the face of the DA Form 5984-E. Learner permits become invalid and must be surrendered upon completion of the course, or after 90 days for active duty personnel and DA civilians, whichever comes first. Learner permits for USAR and ARNG will remain valid as long as the individual is assigned to the unit and is participating in an active driver training program.

(2) Learner permits are valid only during regular training periods (for the period as stated above) and only under the following conditions:

(a) A qualified driver, equipment instructor, or examiner accompanies the trainee in the vehicle or on the equipment.

(b) The vehicle or equipment is operated within a controlled driving range (no other vehicular traffic) or training area under the supervision of a licensed driver or operator.

Logistical mission support to Eighth Army. Without this training, the Army mission would be greatly

hampered to 19th ESC, Eighth Army readiness.

STANDARDS: Inspect the vehicle according to the PMCS Tables in TM 9-2320-280-10, correct all faults within the operator’s level ofmaintenance, and record all others on DA Form 2404 legibly. If no faults are found, make necessary entries on DA Form 2404.

CONDITION: Given instruction, DD Form 1970, DA Form 2404, TVT 55-15 “Operation of the HMMWV” a pencil, TM 9-2320-280-10, equipment records folder, rags, lubricants, coolant, a suitable training area, improved surfaced roads, and a M998 series HMMWV with basic issue items.

STANDARDS: Without accident or injury, operate the M998 HMMWV; start vehicle, read gauges, use high range, upshift and downshift the transmission selector lever through all gear ranges, manipulate thecontrols, use correct braking procedures, and perform basic driving maneuvers to include backing the HMMWV.


1. Always place transmission in neutral, set parking brake, and shut off engine before leaving vehicle.2. Ensure students remove all jewelry and identification tags before performing PMCS.3. Ensure students pay particular attention to the cautions and warnings listed in the operators manual.4. Ensure ground guides are always used when backing the HMMWV during training.5. Maintain a safe following distance and speed limit when driving in the training area (as determined by USFK 385-2, USFK 190-1, and AK 350-4).6. Ensure all occupants wear seat belts while vehicle is in operation.7. Ensure all chock blocks are in place when vehicles are parked.

CONDITION: Given instruction, DD Form 1970, DA Form 2404, a pencil, TM 9-2320-280-10, videotape TVT 55-15,"Operation of the HMMWV," equipment records folder, rags, lubricants, coolant, a suitable training area, an M998 series HMMWV with basic issue items and a requirement to operate the vehicle off road (to include ditches, marshes, gullies, ravines, steep grades, woods, mud, rocky terrain, and shallow streams [30 inches or less]) during day and night.

STANDARDS: Operate the vehicle safely at reduced speeds, taking caution not to damage the vehicle while driving over rough terrain.

STANDARDS: Operate the vehicle in accordance with specific instructions of the march unit commander. Using defensive driving (accident avoidance) methods; maintain vehicle interval, obey highway warning and regulatory signs, interpret and relay all mechanical/hand signals correctly, and use correct braking procedures without accident or injury.

SAFETY RESTRICTIONS1. Ensure all chock blocks are in place when vehicles are parked.2. Ensure transmission is always placed in neutral, parking brake is set, and engine is shut off before leaving vehicle.3. Ensure students remove all jewelry and identification tags before performing PMCS.4. Ensure students pay particular attention to the cautions and warnings listed in the operator’s manual.5. STANDARDS: Recover the vehicle in the correct sequence so that it is free to move under its own power without causing damage to the vehicle or injury to personnel.

SAFETY RESTRICTIONS1. Ensure all chock blocks are in place when vehicles are parked.2. Ensure transmission is always placed in neutral, parking brake is set, and engine is shut off before leaving vehicle.3. STANDARDS: Answer correctly 21 of 30 questions on the written examination and pass thedriver's road test with a score of 70 or higher.

Ensure transmission is always placed in neutral, parking brake is set, and engine is shut off before leaving vehicle.3. Ensure students remove all jewelry and identification tags before performing PMCS.4. Ensure students pay particular attention to the cautions and warnings listed in the operator’s manual.5. Ensure a safe following distance and speed limit are maintained when driving on the road test route (as determined by the local command and traffic control devices).6. Ensure all occupants wear seat belts while vehicle is in operation.
