Purpose of the PART

Provide for a systematic method of assessing the performance of Federal programs, across agencies

Create a better way of linking budget decisions to performance.

Incorporate a review of the broad array of factors that affect program outcomes.

Build on GPRA performance reporting

Program Management Does the agency regularly collect timely and

credible performance data? Are Federal managers and program partners

held accountable for cost, schedule, and performance results?

Are program funds obligated in a timely manner for the intended purpose?

Does the program have procedures for measuring and achieving improvements in efficiency and cost-effectiveness?

Program Results/Accountability

Has program demonstrated adequate progress in achieving its long-term performance goals?

Does the program achieve its annual goals? Does program achieve improvements in

efficiency or cost-effectiveness? Does performance of this program compare

favorably to similar programs? Do independent evaluations indicate that

program is effective and achieving results?

(f) FUNCTIONS OF THE OFFICE OF COORDINATOR- The Coordinator for Education of Homeless Children and Youths established in each State shall —

(1) gather reliable, valid, and comprehensive information on the nature and extent of the problems homeless children and youths have in gaining access to public preschool programs and to public elementary schools and secondary schools, the difficulties in identifying the special needs of such children and youths, any progress made by the State educational agency and local educational agencies in the State in addressing such problems and difficulties, and the success of the programs under this subtitle in allowing homeless children and youths to enroll in, attend, and succeed in, school

(3) collect and transmit to the Secretary, at such time and in such manner as the Secretary may require, a report containing such information as the Secretary determines is necessary to assess the educational needs of homeless children and youths within the State
