PROFILE OF GRAMPANCHAYAT IN NANDED DISTRICT

2.1 INTRODUCTION:

With the liberation of the Marathwada from the clutches of

the Nizam of Hyderabad on 17th September, 1948. Nanded being

the district of majority Marathi speaking people had been attached

to the Maharashtra with Marathwada on 1st of May, 1960 the day

on which state of Maharashtra is formed. Since 1960 not only

Nanded but also entire Marathwada has been witnessed several

desired and undesired changes in its life spheres in the

development. Be it the construction of Jayakwadi Project on the

river Godavari later the Vishnupuri Project on the same river in the

district has boosted agricultural development but still there has

been an imbalance of the regional development that has become

the fate of the farmers of the district in particular and of the

Marathwada in general.

LOCATION

Nanded district lies between 180 - 15’ and 190 - 55’ north

latitude and 770 – 7’ and 780 – 15’ East longitude. The contour of

the district is very irregular in shape. It is situated south-east

fringes of Maharashtra State demarcating the boundaries of Andhra

Pradesh and Karnataka states. It is one of the eighth districts of

Marathwada Division and lies in Godavari basin.

The district has an area of about 20,545 sq.km. having

population of 33,56,566 according to the census of 2011. Taluka

wise distribution of the population is 1) Mahur 2.98%, 2) Kinwat

7.33%, 3) Himayatnagar 3.25% 4) Hadgaon 7.73%, 5) Ardhapur

3.25%, 6) Nanded 21.44%, 7) Mudkhed 3.43%, 8) Bhokar 4.12%,

9) Umri 2.94%, 10) Dharmabad 2.88%,11) Biloli 5.07%,12)

Naigaon 5.44%, 13) Loha 7.19%, 14) Kandhar 7.40, 15) Mukhed

8.76% and 16) Degloor 6.78%. It contributes 3.42% and 2.97% of

the area and population of the state respectively.

2.2 GEOGRAPHICAL LOCATION

The district lies in the plateau of south India on account of

which it is one of the most homogenous district in Maharashtra. It

does not have any well-defined topographical natural zones. The

southern portion of the district is however, little different because

of its poor hilly soil. The north-eastern part of Kinwat taluka is

given different because of its extensive mountain ranges and barren

and uncultivable area. The rest of the central part of the district is

flat with fertile land of black cotton soil.

There is only one main system of hills known as Bhag or

Thanvari range. It traverses the district from northwest to

southeast. There are a few minor ranges of hills like Mudhkhed

hill in Bhokar and Hadgaon taluka and Balaghat Mountain ranges

in Kandhar and Mukhed taluka.

2.3 ADMINISTRATIVE SETUP

For the convenience of administration the district is divided

in three revenue subdivisions namely: Nanded, Degloor and

Kinwat. The district has 16 Talukas or Blocks. Talukas in Nanded

district according to revenue subdivision:

2.4 SOIL

Nanded is known as the most homogenous district in the

state of Maharashtra. Its soil, in general is a fertile black ranging

from coarse sallow to deep black soil. The ridges and spurs from

the lands, which have trap formations, reduce the cultivable area.

The medium black soil is found in the plains of southern part

of the district. The talukas of Nanded, Degloor, Kandhar and

Biloli have a complete plain. Here the soil layer is found from 3’’

to 36’’ with the foundation of murum. The coarse shallow soils are

found in the talukas of Kinwat, Bhokar and Hadgaon, particularly

between the hills. Here the soil layer is just upto 3’’. The special

feature of this type of soil that its surface is filled with small rubble

like stones. The patches of coarse shallow soils are found

everywhere in the district.

The north-eastern portion, due to extensive forests ranging

from spares and stunted to dense and evergreen, cannot offer a

good soil for cotton cultivation.The central area of the district is

flat, fertile land of black cotton soil favourable and grow to cotton

mainly. The southern portion of the district is little different due to

its poor hilly soil.

2.5 SUNSHINE

In view of its semi-tropical climate the district has sunny

days throughout the year except the cloudy days in the rainy

season. In the winter i.e. the months of December and January

mean night temperature ranges from 12.50C to 14.70C., while the

day temperature ranges from 29.20C to 30.30C. The variation

between night and day temperatures is about 180C., so even in

winter when the nights are pretty cold; the day temperature is not at

all low.

2.6 AGRICULTURAL ZONES

The Maharashtra State has been divided into nine agro-

climatic zones taking into consideration factors like soils, crops,

altitude, rainfall, temperature etc. The area of Marathwada region

falls under three zones viz., (I) scarcity zone (ii) assured rainfall

zone, and (iii) moderate to moderately high rainfall zone. The

scarcity zone (<750 mm) includes Western strip of Beed and

Aurangabad districts and Bhoom and Paranda tehsils of

Osmanabad district. The assured rainfall zone (750 – 900 mm)

covers Western half of Parbhani district, Southern Nanded and

remaining part of Aurangabad, Beed and Osmanabad district.

Eastern part of Parbhani district and Northern portion of Nanded

district come under moderate to moderately high rainfall zone

having rainfall above 900 mm.

2.7 LAND USE

The total cropped area in the Nanded region was 60.95 lakh

hectares which was 94.61 percent of the geographical area. The

net area sown was 47.20 lakh hectares which was about 73.20

percent of the geographical area. Regarding Nanded district the

total cropped area is 12.85 lakh hectares. The net area sown was

8.48 lakh hectares which was about 77.31 percent of the

geographical area.

2.8 CLIMATE

The district is notorious for its hot climate, which is

practically semitropical in nature. It is very hot in summer, i.e. in

the months of April and May, the mean temperature reaches 400C

and fairly cold in winter i.e. in the months of December and

January, where the mean temperature comes down to 100C. In the

case of rainfall the maximum of the annual rains (46.91%) are

generally received in the months of July and August. Weather is

more or less dry throughout the year.

2.9 RAINFALL

The average rainfall of the district for ten years from 1960 to

1969 was 1006.08 mm. On an average the district receives about

75% of the rains from the South-West monsoon in the months of

June, July and August. About 16% rains are received during

retreating monsoon period i.e. October and December. Winter

monsoon contributes 2% of the yearly rainfall during January and

February and 7% of the total rainfall is being contributed by pre-

monsoon showers. August records heavy rainfall which is about

45% of the total annual rainfall received in the district.

Nanded district is considered to be with the assured rainfall

zone and are free from chronic scarcity. The district receives

annual rainfall between 700 to 200 mm in other districts the annual

rainfall varied between 600 to 750 mm. The scarcity per area in

the district forms around 20 percent of the total area of the district.

2.10 CLOUDINESS

The rainy season is spread over four months viz. June, July,

August and September. Generally, the second week of June brings

the first showers of the year and rains continue upto the second

week of September. In the month of June, the sky begins to be

covered with low hanging clouds and the frequency goes on

increasing in the months of July and August, thereafter it becomes

normal.

During the months of July and August, except the rainy

days, the sky is clear. In the month of July average rainy days are

12.7, contributing an average rainfall of 215.4 mm. and 11 days in

the month of August contribute 195.3 mm. of the rainfall, on an

average.

2.11 IRRIGATION FACILITIES

Irrigation has a prime importance in the strategy designed to

increase agricultural production. The development of irrigation

assumes great importance as more than 33% area of the state is

prone to frequent droughts.

The topography of the land in the State is also uneven with

steep ground slopes due to which narrow strips of land on both

banks of the river were commanded resulting in longer canals. The

need for storage in the areas with heavy rainfall and discharge of

water through canals in uneven terrains to irrigate areas with

deficient rainfall. renders the irrigation works in the state costlier

than those in north India. Maharashtra State has 1427 large dams,

highest number in the country.

Irrigation plays a vital role in ultimately economic well-

being of the people and economy of the region. Irrigation,

therefore, is set to stabilize agriculture at an appreciably higher

level to achieve self-sufficiency in food production. For this

purpose due priority to the schemes in the irrigation sector has been

accorded in the state, region and district.

Canal irrigation has been first introduced in the year 1962-63

in the district. The Purna project covers 76 villages of Nanded

district. The Upper Penganga project is yet to be completed. The

Manar project covers 29 villages of the district. Prior to these

facilities, a negligible acreage has been under irrigation and the

means of irrigation have been only tanks and wells.

The recent statistics reveal that gross cropped irrigated area

in the region was about 6 lakh hectares which comes to about 12.5

percent of the gross cropped area.The highest irrigated area was in

Parbhani district which was 2.79 lakh ha, followed by Nanded

district 2.73 lakh ha.

The district has 3 major irrigation projects. They are (a)

Purna Project - covering an area of 20,000 hectares, (b) Manar

Project - covering an area of 23,310 hectares, and (c) Vishnupuri

Project - covering an area of 28,340 hectares.

In addition, there are 10 medium projects, 394 minor

irrigation projects and 6620 bore-wells used for irrigation.

The total irrigated area in the district is 47,000 hectares,

which is to just 6% of the total cultivated area. This is far below the

State's figure of 15.41%. Out of the total irrigated area, 48% of the

land was used for cultivation of food-grains and 27% for

sugarcane.

The lack of sufficient rainfall in the district in recent past has

not enabled the irrigation projects to be put to full capacity

utilization.

2.12 POWER

The district has achieved 100% electrification with the

electrification of all villages and towns in the district. During the

year 1997-98 about 499311 thousand KWSPH of electricity was in

the district. Maximum consumption was in agricultural sector -

61.36, followed by Industrial 17.69% and household 15.32%

sector. The industries in Nanded do not face any shortage of

electric power.

2.13 COMPARATIVE MARKETING INFRASTRUCTURE

OF NANDED DISTRICT WITH MARATHWADA

REGION.

The information about infrastructure availability for

marketing in the Marathwada region is given in Table 3.6.

It is seen from Table 3.6 that, the total number of regulated

markets in the Marathwada region was 59 and their sub-yards were

133. The districtwise distribution of the regulated markets in

Marathwada region indicates that, the highest number of regulated

markets were in Nanded district (13) and the lowest in Aurangabad

and Jalna district (5 each). Regarding the number of market sub-

yards, it is observed that, Nanded district has the highest number,

while the lowest number of market sub-yards is in Osmanabad

district i.e. 6.

Table 2.6 further reveals that the number of average village

served by per main market yard of regulated market in the

Marathwada region was worked out to be 132 and that of sub-yard

is 59 villages. The districtwise number of villages to be served by

per main market yard is the highest in Jalna district (180) and the

lowest in Latur district (109). The corresponding figures for

Nanded district is 120, while, for sub market yards, the highest

number of villages served in Osmanabad district (117) and lowest

in Nanded district (42).

2.14 TRANSPORTATION

2.14.1 Roads

The total road length in the district as on March 2011 is 9959

kms. Major district roads are about 2103 kms and 1215 kms is of

other district roads. The length of village roads is about 4218 kms.

About 3648 kms of road length in the district is tarred. 2874 kms

are stone, metal roads and 1703 kms of road length in the district is

made of other materials. The road length per 100 sq.km is 95 km.

Major goods and Passenger Transportation from and to the

city is done by road. Maharashtra State Road Transport

Corporation caters mainly to the passenger traffic need of the

district. The MSRTC operates bus services to most cities of

Maharashtra and also to the neighbouring States of Andhra Pradesh

and Karnataka. As on March 2011, out of the 1515 of inhabited

villages roads are available only in 1050 villages.

2.14.2 Railways

With the recent commissioning of the broad-guage railway

line upto Mudkhed Nanded is directly linked with Mumbai, Delhi,

Amritsar and Bhusawal. Some more railway network like Latur-

Nizamabad and Nanded-Pusad-Yavatmal and conversion of

Mudkhed - Adilabad from meter-guage to broad-guage fostered the

transportation. The total Rail length in the district is 208 kms.

The total railway length in Marathwada region is 971 km.

The districtwise railway length reveals that, Parbhani district has

the highest railway length i.e. 259 km (26.67 percent) and the

lowest is in Beed district 48 km (4.94 percent). The total metallic

road length in the Marathwada region of Maharashtra is 39463 km.

In this the highest road length of metallic one is in Nanded

district i.e. 7545 km (19.12 percent) and the lowest is in Jalna

district i.e. 3329 km (8.44 percent). The length of state highways

in the Marathwada region is 7003 km. The longest state highway

is in Nanded district (1277 km) and the shortest is in Latur (733

km).

2.14.3 Air-Transport

Currently, the district does not have a regular air transport

facility. Although there is an airport, which is about 12 kms from

the city of Nanded.

2.16 HORTICULTURE:

1. In the area of Horticulture, Nanded has a fame for Banana

and Sweet Lime (Mosambi) cultivation. Nanded district is a

major producer of banana. About 14000 hectares of land is

brought under banana cultivation. With overall yield of 60

tonnes per hectare the total production of banana in the

district is about 8,40,000 tonnes.

2. Apart from banana and sweet lime, the other major

horticultural produces of the district are Custard apple,

Oranges etc. The major horticultural produces in the district

are as given in the Table – 3.8.

3. There exist scope for setting up of units of Banana, Sweet

lime, Boor and Custard apple based processing units in the

district.

2.17 LIVESTOCK RESOURCE:

The livestock proposed in the district as per the 1997, 1992

and 2007 livestock census is given below:

The major live stock based activities in the district are dairy-

poultry farmings and goat rearing. For the promotion of these

activities, the Animal Husbandry Department and the State

Government & Zilla Parishad provide veterinary facilities, training

facilities in dairy, poultry farming and goat rearing and financial

assistance under self-employment schemes.

Dairy farming is an important activity amongst the total

population of Nanded District. There are about 787 Milk Co-op.

Societies in the district. During 97-98 under the Government Milk

Procurement Scheme the total milk procurement in the district was

99,78,000 litres. In the district there are about 24 slaughter-houses

and during 1997-98 about 93,639 cattle and 76,062 sheep/goats

were slaughtered. There exist a Meat processing unit in Nanded

district in the private sector.

The climatic condition of Nanded is not congenial for

poultry farming. There is a NCDC farm project in Ghaongaon in

Degloor Taluka and a poultry farm in the private sector at Billoli

Taluka. Apart from these there are no other major poultry farms in

the district. The demand for eggs in Nanded city is met by the

supply farm of the neighbouring State of Andhra Pradesh.

2.18 FISHERIES

In Nanded district Fresh water fishing is done in the rivers

and tanks and reservoirs. River water fishing is carried out in

Godavari River. The river length in the district is about 700 kms.

There are 8 Medium Reservoirs and 69 minor reservoirs, 1371

Zilla Parishad Tanks and 128 Gram Panchayat Tanks in the district.

The district has 79 Fishermen Co-op. Societies. The Annual fish

catch during the years 97-98, 98-99 and 2006-07 is as given below:

The major varieties of fishes available in the district are

Catla, Rohu and Rigola. The Government has formed a Fish

Farmer Development Agency for increasing the fish production in

the district through modern techniques of fish farming. There also

exist fish seed production farms in Barul, Kharad and Loni Taluka.

There exists scope for setting up of a few fish processing units in

Nanded.

2.19 MINERALS:

Although the district of Nanded is not bestowed with rich

mineral resources, the deposits of lime- stone and granite are

noteworthy. Deposits of inter trepan lime-stone are found in

Kinwat Taluka, while Granite is found in large quantities in Biloli

and Degloor talukas. The estimated deposit of Granite in the

district is about 4.70 lakh cubic-meter.

2.20 FORESTS:

The total forest area in the district is about 86000 hectares,

i.e. about 8.30% of the total area. The main forest areas are in

Kinwat, Hadgaon, Bhokar and Billoli Talukas. During the year

1997-98, the Revenue of Rs. 191.65 lakhs was earned through the

sale of forest products of the district. Out of which the revenue

through sale of Major produces like Fire wood and other wood was

Rs. 90.08 lakhs and through the sale Minor produces like Bamboo,

Grass, Tendu leaves and Gum was Rs. 101.57 lakhs.

2.21 BANKING SECTOR:

The State Bank of India is the lead Bank for Nanded District.

There are 24 commercial banks in the district having 142 branches

in the district. In addition, the district also has 8 Co-operative

Banks with 231 branches. In the district the average population per

branch is 11,110 in the urban area and 16,764 in rural area.(1)

As on March 2011, as per Socio Economic report of Nanded

district, the total deposits in the district was 4,953 Crores.(2)

There are about 1462 permanently registered and 5522

provisionally registered SSI units in the district. As far as

permanently registered units are concerned the number of SSI units

in Nanded district turns just one percent of the total number of SSIs

in Maharashtra.

As on 31-3-88 there were 1219 Permanent SSI units in the

district, while as on 31-3-99 there were 1462 units (i.e.), a 20%

increase in the State's rate of 168% from 54610 units in 1988 to

146495 units in 1999. As on 31-3-1988, the number of registered

SSI units in the district formed 2.2% of the total number of SSI

units in Maharashtra. The figure as on 31-3-99 indicates that the

districts share has reduced to 1%. The trade-wise number of

Table - 8. Most of the SSI units are agro-based and Engineering

based units. There are about 41 Oil Mills in the district.

2.23 LARGE SCALE INDUSTRIES:

Out of the 35 Large & Medium Scale Industries, only 5 units

have been reported as functioning. The IEMs have been obtained

mainly for projects like manufacture of Sugar, Sectic Acid,

Industrial Alcohol, Fertilisers, Galvanised Steel Sheets. These

details of large and medium scale units are given in table no.

3.12.

In Nanded district there are 369 units registered under the

Factories Act 1948sss. Out of these, 59 units are reported as closed.

These industries in all provided employment to 9729 persons and

had turnover of Rs. 58732 Crores. As per the Factories Act

Registration during 1997 about 93 industries, Saw Mills, 73 Oil

Mills, 61 Cotton Mills & 84 Sugar Mills.

2.24: GRAM PANCHAYAT PROFILE OF NANDED

DISTRICT:

There are 1309 Grampanchayats in the district; spread across

16 Talukas. The Grampanchayats in the district belongs to

different groups (A, B and C) accordingly the population. The six

audited Grampanchayats under Group-A, 20 from Group-B and 22

from Group-C are taken for purpose of the study. All of these

Grampanchayats has the track record of the audit for the period

mentioned in the study. Not all the Grampanchayats of the district

has required resources, amenities for there has been an even

distribution of the productive resources amongst them.

The district has been experiencing low rainfall since major

Grampanchayats of the district has agro based economy with the

decrease in the production of the agriculture there has been an

increase in the poverty of the villages. Therefore it is need of the

hour to plan seriously for the well being of the rural masses by

giving them the chances to be in the main stream of the

development.
