CBCS-Some General Issues

• What is CBCS? The CBCS provides choice for students to selectfrom the prescribed courses (core, generic elective, skillenhancement and ability enhancement courses).

• What is Credit ? It is a unit by which a coursework is measured

• What is an Academic year? Two consecutive (one odd + oneeven) semesters constitute one academic year.

• What is a Course? Usually referred to, as ‘papers’ is acomponent of a programme. All courses need not carry thesame weight.

CBCS-Some General Issues• How credit is measured for Economics?• One credit is equivalent to one hour of teaching (theory or

tutorial) ‘per week’.• We have assumed there are 15 weeks of teaching per semester.• For five credits of lecture hours (theory) per course there will be

‘five hours of teaching per week’ so that for fifteen weeks all totalthere will be 75 hours of teaching (lecture hours) for theory classesper semester.

• For 1 credit tutorial classes (each of one hour) there will be ‘onehour tutorial’ ( we call it tutorial contact hour) per week. Thus alltotal there are 15 tutorial contact hours for 15 weeks.

• In other words, for a 5 credit (Theory)+1 credit(Tutorial)= 6 creditcourse the total ‘lecture hours plus tutorial contact hours’ (clubbedtogether can be referred to as ‘teaching hours’) for 15 weeks is75+15=90.

• It implies there are 90 ‘teaching hours’ per semester for a 6 creditcourse

• For a 2 credit course there are 30 ‘teaching hours’ per semester.

Some Important Points on Economics Honours• The four Generic Elective papers (courses) for Economics (Honours) students will

be from any two subjects other than Economics.[Effectively not any two subjectsfor Economics Honours students as Mathematics will be treated as a CompulsoryGeneric Elective paper of 200 marks] Similarly Economics as Generic Elective willbe offered to students having Honours in any subject other than Economics.

• The Generic Elective papers in Economics for Honours students (for studentshaving Honours in any subject other than Economics) will be treated as CorePapers in Economics for General students (for BA/BSc General students havingEconomics as a General paper).

• This is also important for preparing class routine in Colleges having BA/BScHonours Courses as well as General Courses

• Students having Honours in any subject other than Economics will select any twoof the four Generic Elective papers offered.[Page 6 of the revised version of thesyllabus that has recently been submitted but not yet uploaded].This sentencemay create a confusion. It should be restructured as follows:

• Students having Honours in any subject other than Economics will select any twoDisciplines for the four Generic Elective papers offered.

[ The word ‘Disciplines’ and ‘for’ (instead of the word ‘of’) should be inserted inthe above sentence to clear confusion]

Some Important Points on Economics Honours

• Please note that the students will actually have to select four GenericElective Courses from Two Disciplines of 200 marks each [It will have tobe Mathematics (which is compulsory) and the other subject can bePolitical Science/Sociology/Geography/Statistics/History].

• Though Mathematics is compulsory as one of the Generic Electives,students can take Mathematics in any two of the four semesters (I to IV)as Generic Elective Course.

• Thus a student can take Mathematics as Generic Elective in 1st and 4th

Semesters and Political Science as Generic Elective in 2nd and 4th

Semesters. This is just a hypothetical example.

Nature and Question Pattern of Examinations of Economics (Hons)Theory and Tutorial

• Pattern of question for Economics (Hons) Theory (Written) Examination of65 marks?

• Difficult to answer at present as it will depend on the time that would beallotted Centrally by the Controller’s Department of the University for 65marks paper.

• It will be notified later

• What will be the nature of tutorial examination for 15 marks?

• The University has decided that the tutorial examination will be conductedby an external examiner.

• Tutorial structure will be paper specific.

• Will be discussed at the time of presentation of different papers.

CIA and Attendance

• CIA depends purely on the Course Instructor

• It is to be conducted internally and preferably more than one time perpaper per semester to justify the term ‘continuous’ in ‘ContinuousInternal Assessment(CIA)’.

• CIAs may take the form of written examination/s, take-home assignments,viva-voce, presentation etc.

• If tests are taken several time before form-fill up for the Final SemesterExamination the Course Instructor should average the marks of thestudents on 10 and should submit it either to the Head of the Departmentfor further action or directly to the Principal/Teacher-in charge/ Officer-in-charge.

• The Course Instructor should be careful about taking attendance of thestudent per class as 10 marks has been allotted to attendance. Themethod of marking regarding attendance will be similar for all subjectsand it will be as per guidelines provided centrally by the University.

Issues Related to BA/BSc Economics (General) under CBCS• As the subject Economics falls under both BA and BSc two types of structures are

proposed for BA/BSc Economics (General). One for BA Economics (General) andthe other for BSc Economics (General). [Example : Economics, Mathematics andStatistics as Core General papers imply BSc (General) whereas Economics andPolitical Science as Core General papers imply BA(General)]

• For any student with Honours in a subject other than Economics (say Sociology(Honours) or Political Science (Honours) or Statistics (Honours)) may opt forEconomics as a Generic Elective subject. So provisions are to be kept forEconomics Generic Elective for four courses (papers).

• These Generic Elective Papers for Honours in any subject other than Economicswill be same as the Core papers of Economics (Generic Elective).

• This is similar to the pre-CBCS regime where for students having Sociology(Honours) the Syllabus for Economics General is same as the syllabus forEconomics General for the pure BA/BSc (General).

• THERE IS WIDE VARIATION FROM THE DRAFT STRUCTURE FOR GENERAL COURSEIN ECONOMICS THAT IS AVAILABLE CURRENTLY IN THE WEBSITE. THE REVISEDVERSION HAS ALREADY BEEN SUBMITTED (THERE THE CHANGES AREINCORPORATED) . IT WILL BE UPLOADED WITHIN A FEW DAYS. THIS CHANGE ISDUE TO A CHANGE IN THE STRUCTURE AS ANNOUNCED BY UNIVERSITY LATER.

Issues Related to BA/BSc Economics (General) under CBCS

• The BA/BSc (General ) structure under CBCS is relatively more complicatedthan BA/BSc (General) pre-CBCS structure .

• Even we feel that the BA/BSc (General ) structure (not the Course Content) ismore complicated than BA/BSc(Honours) structure under CBCS.

• Why?

• The structure for BA (General) is different for the structure for BSc (General).In case of BA (General) there are two Core Papers along with Language Corepapers. In case of BSc (General) there are three Core papers.

• In case of BA (General) 200 marks English is compulsory

• In case of BA/BSc (General) students will have to do skill enhancement Coursesand Discipline Specific Elective Courses. The combination of papers underSkill Enhancement Courses under various Semesters is complicated.

• In case of BA General (not BSc General) there are two Generic Elective Papers(provided the students do not have Economics as a Core paper under GeneralCourse)

• Any BA (General) student with Core subjects other than Economics [sayPolitical Science as Core paper (under General) and History as Core paper (under General)] may opt for Economics as a Generic Elective Course [twoGeneric Elective courses are to be chosen from different disciplines. Thusone subject can be Economics and provision should be kept for twocourses]. This should be treated as Generic Elective Course for BA(General) student.

• It is confined only for the 1st and 2nd semesters and students have to opt for any one course of the two BA Economics (General) Core Courses for the first two semesters i.e. Introductory Microeconomics (1st Semester) and Introductory Macroeconomics (2nd Semester).

• There will be no separate option for this type of Generic Elective papers.

• Constraints in preparing the General Syllabus :

- We had to follow the Centralised Structure of the University

- We could not deviate more than 30% from the syllabus prescribed by WestBengal State Council of Higher Education.

• In table 8 (in the earlier page) the last column implies the two GenericElective Courses for BA (General) students that will be offered to studentswho have Core Courses other than Economics.

• In such case the student may opt for any Course on Economics either inthe First Semester or in the Second Semester. The student will have totake two such courses from two subjects/disciplines. If one course is fromEconomics in the first semester the other course will be from any othersubject in the second semester and vice-versa. No separate option hasbeen provided for the students in choosing the courses. They will have toselect from the Core papers of Economics (General) provided in the Firstand Second Semesters.

• So table 8 will help the undergraduate colleges to prepare their classroutines in an effective manner as their burden will be reduced a little bitdue to the match of the Core papers with the Generic Elective papers.

• We now refer to table 5 [for BSc (General)] and table 6 [for BA (General)]as these two are crucial for our analysis.

• In tables 5 and 6 AECC-1 (for Semester I) refers to CommunicativeEnglish/MIL. AECC-2 (for Semester-II) refers to Environmental Studies. Thiscan be taught along with Honours Course and it will also partially solvethe problem of preparing the routine.

• For BA (General) only, as shown in table 6, we have the Language CoreCourse (LCC) which are to be taken in four semesters- 3rd to 6th semesters.LCC: L1 refers to English Courses; L2- MIL courses. Two courses each fromL1 and L2 are to be taken. L1 is to be taken in 3rd and 5th semesters and L2is to be taken in 4th and 6th Semesters.

• Thus a student studying under BA (General) Course will have to study200 marks English. This is an important addition in the CBCS system. Forpreparing the routine for BA (General) students Colleges will have to becareful in accommodating the language core courses for four semesters.

• SEC has been divided into two groups and the Disciplines are denoted as 1 and 2.Depending on combination of subjects we can say Economics can be 1 or 2.

• Actually our Controllers Department will prepare this numbering of Disciplines inalphabetical orders.

• If a candidate selects one Economics paper under group-A in case of SEC then thecandidate can opt it either in 3rd or in 5th semester depending on the subjectcombination and hence on the basis of numbering of the course.

• If a candidate selects one Economics paper under group-B in case of SEC then thecandidate can opt it either in 4th or 6th semester depending on the subjectcombination and hence on the basis of numbering of the course.

• These are shown in terms of tables 5 and 6.

• In Table 10 we have specified the options under Group A and Group B. Asan example we can say that in case of BA (General) or BSc (General)suppose the disciplines are either Economics (call it ECO) along with anyother subject [either alphabetically ahead of Economics (Call it ANTHRO)or alphabetically behind Economics (Call it POLSC)] . So the possiblecombinations can be (ANTHRO and ECO) or (ECO and POLSC).

Issues Related to BA/BSc Economics (General) under CBCS• The two options are given for Economics under Skill Enhancement Course (SEC) in the form

of SEC-A and SEC-B.

• SEC-A is relevant for 3rd and 5th Semesters and SEC-B is relevant for 4th and 6th semesters

• Suppose the subject combinations are ANTHRO and ECO [BSc (General)]. We call ANTHROas 1 and ECO as 2.

• In this case out of two options from ANTHRO under SEC-A one option is to be studied insemester 3 [ referred to as SEC-A(1) in tables 5 and 6] and out of two options from ECOunder SEC-A one option is to be studied in semester 5 [referred to as SEC-A(2) in tables 5 and6]

• Similarly out of the two options from ANTHRO under SEC-B one option is to be studied insemester 4 [ referred to as SEC-B(1) in tables 5 and 6] and out of two options from ECOunder SEC-B one option is to be studied in semester 6 [referred to as SEC-B(2) in tables 5 and6]

• Suppose the subject combinations are ECO and POL SC [BSc (General)]. Here we call ECO as1 and POLSC as 2.

• In this case out of two options from ECO under SEC-A one option is to be studied in semester3 [ referred to as SEC-A(1) in tables 5 and 6] and out of two options from POLSC under SEC-Aone option is to be studied in semester 5 [referred to as SEC-A(2) in tables 5 and 6]

Issues Related to BA/BSc Economics (General) under CBCS• It thus appears that under SEC-A , Economics Courses will have to be offered in both 3rd

and 5th semesters and similarly under SEC-B Economics Courses will have to be offeredin both 4th and 6th semesters.

• In case of SEC-A, any one of the two SEC courses under Group-A (i.e. IntroductoryMethods of Field Survey or Elementary Rural Development) may be taken by acandidate. Similarly in case of SEC-B , any one of the two SEC courses under Group-B (Economic Data Analysis and Report Writing or Entrepreneurship and Development) maybe taken by the candidate.

• Thus in both semesters 3 and 5 the same courses of SEC-A under Economics will have tobe offered. and in both semesters 4 and 6 the same courses of SEC-B under Economicswill have to be offered. Thus SEC-A and SEC-B Courses will be offered twice.

• Examinations will be conducted both for 3rd and 5th semester students for the sameEconomics courses under SEC-A.

• Similarly examinations will be conducted both for 4th and 6th semester students for thesame Economics courses under SEC-B.

• Questions may or may not be different as odd and even semester examinations willtake place simultaneously.

• Colleges can also prepare the routine in a manner so that odd and even semesterclasses of SEC can take place simultaneously (to avoid the problem of availability ofclass rooms).
