T16.1 SCOPE
This Specification sets out the minimum requirements for the preparation of Project
Specifications and the relationship to all DIER Standard Specifications for the Design,
Construction and Maintenance of State Roads.
The Project Specification is to contain all the specific requirements of the project.
T16.2 OBJECTIVE
Whilst the objective of this Specification is to provide clear directions on what is expected to be
covered in a project specification it is not an exhaustive document as each project will have
individual requirements however it does contain the minimum topics to be considered when
preparing a Project Specification.
T16.3 REFERENCES

T16.4 GENERAL REQUIREMENTS
This purpose of a Project Specification is to clearly detail the project scope, relevant payment
provisions and the technical requirements of the project. It will, as far as possible, detail only
the requirements relating to the finished product or desired outcome and not prescribe the
method of delivery.
Generally the Project Specification is not to contain clauses relating to items covered in the
Conditions of Contract, such as liability matters, time provisions or liquidated damages.
The Project Specification shall reference all relevant DIER Standard General, Roadwork’s and
Bridgeworks Specifications, including number, title and issue date. Any approved project-
specific amendments to the General, Roadworks and Bridgeworks Specifications shall be
clearly detailed, ideally in the one location for ease of reference.
Wherever possible, terminology used in the Project Specification shall be consistent with the
terminology used in the relevant DIER Standard Specifications.

The Project Specification shall not contain references to products, particularly proprietary
products.
The Project Specification shall not contain references to Australian Standards or other
publications that are referenced in DIER Standards Specifications unless there is a need to
address specific project requirements. Where such references are required they shall be
specific to the relevant clause(s) shall not be a general reference.
All DIER standard General, Roadworks and Bridgeworks Specifications referenced in the Project
Specification shall be the current, approved versions downloadable from DIER’s internet site.
Draft standard specifications may only be referenced when there is a specific need to do so
(e.g. trials of products or introduction of developing/evolving standards) and then only on
approval from DIER.
T16.5 PROJECT SPECIFIC DETAILS - GENERAL
The specific details of the Project Specification shall be prepared individually for each project.
T16.5.1 Description of Works
This item should provide a detailed description of the work in the project, including the
location, type, extent and limits of the work.
The description of work should include a general overview of the locality of the project and
refer to the relevant DIER Link Map contained in an appendix to the Project Specification.
The description of work should define what the general type of work is, in accordance with
Standard Specification G1 General Provisions, Clause G1.2.1 i.e., Construction or Maintenance,
as this influence the Limits of Contract. The Limits of Contract for a construction project
should be shown on the Drawings or described in detail in the Project Specification.
The clause should include a broad description of construction activities that define the scope,
such as earthworks, traffic control, flexible pavement construction, drainage, sprayed
sealing/asphalt, guard fence/WRSF, gabion wall construction etc.
The description of work should cover all elements of the work required to deliver the project.
T16.5.2 Nature of Project
This Clause should indicate whether the Project is Schedule of Rates, Lump Sum or a hybrid of
both.
T16.5.3 Design Features
For road works, this clause describes the principal design features e.g. lane/carriageway
configuration, medians, wire rope safety fence separation, grade separation of intersections
etc. For bridgeworks, this clause would describe the design features of the work including type
of structure, width and lane configuration, span lengths, fixed and/or movable expansion
joints, substructure, horizontal and vertical alignment.
Design features need not be detailed but should provide sufficient detail to convey to the
Contractor the design elements which may have an influence on the construction methodology.
T16.5.4 Work Not in Project
This clause should identify those items of work which are shown on the Drawings or are
directly associated with the project but which are not included in the project.

This may include such works as traffic signal construction or installation of Intelligent Transport
System (ITS) infrastructure.
Works not in Project should be noted on the Drawings.
T16.5.5 Contractor Site Facilities/Working Area
The Working Area is usually not specified in the Project Specification but is generally defined in
Standard Specification G1 General Provisions Clause G1.5.2. However, with some projects,
there may be a need to define a specific area which may have benefits to the Projector and
may reduce cost to the Principal (e.g. the Principal may make available a house and environs
which has been purchased as part of the project and scheduled for demolition but which is
being made available to the Projector as a Projector Site facilities for the duration of the
project).
The Project Specification shall define the area available to the Contractor for use during the
construction of the works. A detailed sketch may be required to adequately define the
Working Area or it may be shown on the Drawings. In either case, the Contractor should be
referred to the Drawings or to an Appendix to the project specification.
T16.5.6 Access to Site
The provisions of site access are generally covered in Standard Specification G1 General
Provisions Clause G1.2.2.
Specific details should be included if there are any special restrictions that may apply to the
method, timing and/or locations of access to the site, available to the Contractor during the
construction of the works. A sketch may be required for this purpose. This sketch should be
included as an appendix to the Project Specification.
A statement including whether the Contractor is responsible for maintaining any access roads
outside the Limits of the Work during the project should also be included.
T16.5.7 Possession of Site
Specific details are required whenever there are limits or conditions, beyond that which are
articulated in the General Conditions of Contract (ref Cl 27 AS2124 and AS4300), giving the
Contractor possession of all or part of the site e.g. part of a site for a bridge viaduct may not
be available until a building on it is demolished by others.
Any such limits or conditions must be carefully considered and must be clearly specified. All
deviations from the General Conditions of Contract are to be approved by DIER.
T16.5.8 Separable Parts of the Works
If a part or parts of the works are required to be completed and handed over prior to the
completion of the whole of the Works, details defining the separable part(s) are to be provided.
T16.5.9 Concurrent Work
Detail of any other Work which is being carried out either within or adjacent to the work site,
by either the Principal, Utility Authorities or other Contractors are to be provided.
This is particularly important where major utility relocations have been arranged to be
undertaken by either the Utility Authority or its agent.

T16.5.10 Order of Work
For projects in which the order of all, or part of the Works, is required to follow a particular
sequence, e.g. the construction of an access road across a severed property is to be completed
and opened to traffic before access across the highway is denied are to be included.
T16.5.11 Materials Supplied by the Principal
When the Principal is supplying materials to the project the Project Specification shall define
where the materials are currently stored and arrangements for the Contractor to access these
materials. The clause should also identify when the Contractor becomes responsible for care
of the materials.
The Project Specification shall define how material supplied by the Principal complies fully with
DIER’s Standard Specifications and evidence of such compliance.
Examples of this might be the issue of compliance certificates for bridge girders or details of
“as constructed” levels, compaction and moisture content on earthworks produced on a
previous project.
T16.5.12 Superintendent’s Facilities
The requirements for the provision of the Superintendent’s facilities are described in Standard
Specification G1 General Provisions.
The Project Specification needs to confirm that this is required or when the requirements vary
from that outlined.
T16.6 CONTRACT MANAGEMENT
T16.6.1 Constraints on Contractor Activities
The project Specification shall detail any constraints on Contractor’s construction and
management activities including:
working hours and working days that vary from those provided in the General
Conditions of Contract and associated Annexures
restrictions on the use of particular equipment
limitations on the use of various construction methodologies.
These details should contain only those constraints not otherwise covered by the General
Conditions, Special Conditions of Contract and the provisions of the Standard Specifications.
If working hours are to be outside the requirements of Schedule 7 of the Environmental
Pollution Control (Noise Mitigation) Regulations, approval from the Director Environmental
protection Authority is required.
T16.6.2 Use of Bridge by Construction Plant
The requirements of Standard Specification G1 General Provisions Clauses G1.13 and G1.14
shall be considered when preparing the Project Specification.
Details should be included where it is likely that a Contractor may intend to use existing bridge
structures and the author is aware of structural deficiencies which would prevent access to
these structures without strengthening.
T16.6.3 Use of Public Roads
The requirements of Standard Specification G1 General Provisions Clauses G1.6.4 and G1.6.5
are to be assessed when preparing the Project Specification. It is applicable if public roads

(not in the ownership of DIER) may to be used for haulage or any other work under the
project.
This clause should be included if there are specific requirements arising out of conditions of the
Development Approval.
It should outline issues such as:
restrictions on the time when roads can be closed
any vehicle type, load or dimension restrictions on public roads or bridge structures
not conforming to the current Tasmanian Road Vehicle Regulations.
T16.7 SPECIFIC PUBLIC CONTACT REQUIREMENTS
T16.7.1 Public Contact Management Plan
The requirements of Standard Specification G2 Contract Management Plan Clause G2.10 Public
Contact are to be assessed when preparing the Project Specification. Descriptions of any
particular requirements of the Contractor in respect of any of the tasks of the Project
Stakeholder Management Plan developed in accordance with Standard Specification T7
Stakeholder Engagement Plan such as:
reporting of stakeholder enquiries
management requirements of particular stakeholder information events
open days
inspection by members of the public and other 3rd parties.
T16.7.2 Inspection by Visitors
Details shall be provided where the project is of such scale and interest to the community that
it is anticipated a number of inspections by third parties, not involved in the project, will occur.
Details shall indicate the likely frequency and duration of visitations and clearly assign
responsibility for arranging and accommodating visitors.
T16.7.3 Project Identification Signs
The requirements of Standard Specification G1 General Provisions Clause G1.11 are applicable
to most projects.
Details shall be include where there is variance from Clause G1.11 on where signs are to be
located, when they can be erected and when they are to be removed.
Sign message details will be provided by DIER.
A drawing of a typical information board should be attached in an Appendix.
T16.8 PUBLIC UTILITY ADJUSTMENTS
Details are required whenever there are particular public utilities which are to be adjusted,
relocated or protected within the work site. These details should clearly identify the public
utilities affected, the extent of the adjustment and what Work is required to be carried out by
the Contractor.
Standard Specification G1 General Provisions Clause G1.4.1 outlines the Contractor’s
responsibilities to liaise with utility owners and arrange for adjustments as necessary.
As these can significantly affect the Contractor’s works, consideration should be given to
specifying in the Project Specification:

those utilities which are known to exist on site
the approximate location of known utilities should be shown on the drawings
where utilities have been relocated prior to project award, the previous and new
locations of known utilities should be shown on the drawings
advice of any nominated sub contractors for any utility adjustments
a general description of any nominated sub contract works
specific requirements for liaison with nominated sub contractors (e.g. meetings
including minutes and follow up).
The Project Specification should also detail:
the period of notice to be given to the Utility Authority in advance of site adjustments
(if the author is aware of special notice requirements),
whether the responsibility is with the Contractor or the Superintendent to notify the
Utility Authority of site access, and
the contact person/position at the Utility Authority together with telephone and
facsimile numbers should be contained in an appendix.
T16.9 PROPERTY WORKS
Details of adjustments to boundaries following acquisition or are made available temporarily
for public or projector access, storage, or other requirements are to be in the project
specification. All details of property owners, their addresses and other contact details are to
be included. Descriptions of the extent of the adjustment Works and what Works are required
to be carried out by the Contractor in establishing the site; effecting the physical adjustments;
maintaining the site; and (if necessary) re-establishing works prior to repossession by
landowner.
Details of fencing, access adjustments, gates to be supplied and installed as well as any
property specific adjustments such as dam construction, cattle yard reconstruction etc are to
be covered.
The Property Works must be supported with signed landowner agreements. The Project
Specification should relate whether or not the landowner agreements form part of the project.
This part of the Project Specification should also detail:
any conditions pre-arranged with the landowner
defined periods during which the adjustments are to be carried out; and during which
the project or may be denied possession of the property
the period of notice to be given to the landowner or contact person in advance of
property adjustments.
T16.10 SURVEY OF STRUCTURES
Standard Specification G1 General Provisions Clause G1.6.8 provides the requirements for
managing potential damage to property from construction activity.
Whilst referencing Clause G1.6.8, the author should also provide a schedule of landowners,
including their contact details, who would be affected by blasting, pile driving or vibratory
rollers. This should be included as an Appendix to the Project Specification.
T16.11 ENVIRONMENTAL MANAGEMENT
T16.11.1 Historic Buildings and Other Aspects of Specific Environmental Features
The Contractor’s obligations for Environmental Management are outlined in the requirements
of Standard Specification G10 Construction Environmental Management Plan.

Details in the Project Specification are required if specific environmental management is
required to protect historic buildings, threatened flora and/of fauna, any infrastructure of
European or Aboriginal cultural heritage value etc. It may also relate special treatments
required to manage contaminated runoff, hazardous substances and weeds.
The Project Specification should identify the environmental issues to be managed and outline
the details of any specific management approach. An example would be the requirements of a
Conservation Management Plan for the preservation of an historic building.
T16.11.2 Aboriginal Archaeological Sites
The requirements for protection, removal or covering up of any Aboriginal artefacts or other
commitments as identified by Standard Specification T5 Environmental Investigations and
Reporting shall be provided in the Project Specification.
T16.12 TRAFFIC MANAGEMENT
The requirements of Standard Specification G3 Traffic Management shall be considered in the
Project Specification.
The Project Specification shall describe the general traffic environment including of number of
carriageways, number of lanes, whether or not peak and off peak traffic volumes occur at the
site and heavy vehicle movements.
Details of constructability requirements identified in the Consultants risk assessment shall be
provided.
It shall also outline particular requirements for the management of traffic Including:
during working hours
outside of working hours
pedestrians and disabled persons
public transport
heavy and high productivity vehicles
The Consultant shall relate any specific requirements for pedestrian access during the project
e.g. a project in the vicinity of a school or hospital may require specific facilities for high
volume pedestrian movements or particular facilities for disabled access.
The Consultant shall also relate any particular requirements to be provided for ongoing access
to school bus or general passenger transport services over the duration of the Project. It is
also prudent to identify the operator of a particular passenger transport service and note the
owner and contact details in an Appendix.
Annexure G3.A- Traffic Management Details must be completed together with the most recent
traffic volumes. These shall be included in an Appendix.
T16.13 EARTHWORKS
T16.13.1 Indicative Topsoil Stripping Depths
Indicative topsoil stripping depths identified by T6 Geotechnical and Site Investigations and
Reporting and used in the calculation of quantities shall be provided.
Details of constructability requirements identified in the Consultants risk assessment shall be
provided in particular whether or not stripping is required under embankments and topsoiling

requirements noting that no topsoil is to be imported or removed from site unless there is
insufficient capacity within the worksite and the potential quantities of topsoil for reuse.
The Contractor shall be made aware of expected stripping depths, soil types and the potential
for variability associated with these estimations.
T16.13.2 Batter Treatments
The requirements of Standard Specification R22 Earthworks shall be considered in the Project
Specification.
T16.14 DRAINAGE
Details shall include descriptions if existing culverts shall be extended, what inspections are
required, if they are to be lined and maintenance requirements such as whether or not all
culverts are to be cleaned prior to achieving Practical Completion.
The location and type of subsoil drains shall also be provided.
T16.15 PAVEMENT
T16.15.1 Minimum Subgrade CBR permitted
The minimum subgrade CBR permitted for all or parts of the works based on the pavement
design parameters shall be nominated.
It may also be given in the Notes on the Drawings.
T16.15.2 Bituminous Surfacing
The requirements of Standard Specifications T15 Pavement Design, G7 Asphalt Production,
R51 Sprayed Bituminous Surfacings and R55 Asphalt Placement shall be included in the Project
Specification.
These include the sprayed seal types and tender application rates and asphalt mix design with
test levels.
Details on constraints or, constructability issues particularly timing of works shall be
considered and provided.
T16.16 TRAFFIC FACILITES
The requirements of Standard Specifications R61 Road Safety Barrier Systems, R62 Guide
Posts and Delineators, R63 Signs and R64 Pavement Marking shall be included in the Project
Specification.
Details shall include the type and location of barrier, post, sign and marking.
T16.17 LANDSCAPING
Details to be provided include grassing, seeding, plantings and paving requirements.
T16.18 MAINTENANCE RESPONSIBILITES
The requirements of Standard Specification G1 General Provisions Clause G1.21 shall be
included in the Project Specification in particular the Schedule of rates items listed are to be
included so that the Contractor is fully aware of maintenance responsibilities.

T16.19 PAYMENT
If any of the clauses in the Project Specification require the Contractor to perform work which
is otherwise not covered by a standard rate or item in the Schedule of Rates or Bill of
Quantities, then relevant details shall be provided that identifies:
the Work that the pay item relates to
the method by which that Work will be measured
the pay item no. in the schedule.
Pay Items shall always be referred to as “Schedule of Rates Item No. XX” or “Bill of Quantities
Item No. XX”.
When preparing the Schedule of Rates/Bill of Quantities the requirements of the Standard
Specification payment clauses shall be followed in particular Clause G1.7.5 Payment for
Records, Clause G1.18.3 Basis of Payment, Clause G3.16 Payment (Traffic Management) and
Clause G10.9 Payment (Environmental Management including Audit).
T16.20 VARIATIONS TO DIER’S STANDARD SPECIFICATIONS
If any Project Specific amendments are required to one or more of DIER’s Standard
Specifications, details of all clauses and amendments are to be listed. The amendments must
identify the specific wording of the standard specification clause referenced, together with the
specific rewording of the amendment. All amendments are to be approved by DIER’s in
accordance with its policy.
T16.21 HOLD POINTS
Hold Points shall be identified, as necessary, in the narrative of any of the Clauses in the
Project Specification.
A Hold Point should be included whenever it is considered prudent that the Superintendent
inspect a deliverable or witness a process which may be critical to the ongoing successful
performance of the Works. An example might include specific requirements for construction of
a property access prior to re-fencing.
The Consultant shall not replicate Hold Points that are noted in the Standard Specifications.
All Hold Points shall by listed in a schedule at the end of the Project Specification and indicate
what works shall not proceed prior to release of the Hold Point.
