1. Brief Resume Information and Communication Technology professional with a Masters
degree in Applied Computer Science, a bachelor's degree in Computer Science
from the University of Nairobi School of Computing and Informatics. Paul
Kariuki has more than thirteen years' (17) experience in overseeing IT
operations, analyzing and designing information systems to aid on-time
delivery of business solutions. With excellent skill in project Management,
information system analysis, application intergration/support/development,
project management, and cost containment with a good track record of
successful usage of new products and technologies to solve complex business
problems and improve service delivery.

2. RELEVANT EXPERIENCE Information and Communication technology/ MIS Section – University of Nairobi, Kenya Deputy Director (2012 – To date) In this current position I’m the designated Deputy Director in charge of Management information system with the following duties and responsibilities; Carrying out strategic information systems planning in line with the
University Corporate Planning.
Responsible for MIS team recruitment, appraisals, supervision, coaching and motivation, to enable effective delivery of services and projects to the whole University.
Oversees and offer Leadership in the planning, development, implementation, operation and maintenance of University Information Systems.
Provision of technical guidance in procurement of necessary hardware, software, services and facilities.
Development, implementation and enforcement of information systems policies, standards and quality assurance.
Liaises with the wider University Management in the realization of the University strategic plans for Information Systems.
Ensure effective and efficient running of University Information Systems in liaison with the other Deputy Directors.
Provision of Information Services to user departments in accordance with Service Level Agreements

Monitoring and evaluation of information services, Management Information Systems projects and personnel in the Management Information Services section.
Development, implementation and enforcement necessary data and systems security measures to safe guard data held in the University information systems.
Monitor progress and recommends corrective action in the execution of the activities of the work plans for all the officers in the MIS section and giving exception reports/recommendations to the Director for action on each individual work plan
Assist in the enforcement of punctuality as well as smooth and efficient execution of duty at the work place for section staff
Ensure compliance and actualization of the Service Charter requirements within the MIS section
Manage and lead the University’s system of website development team, providing students and staff integrated web systems that underpin core University business activity. Responsible for delivery of its associated projects and development and support of the service team. Additionally responsible for managing the University System of Web sites, that deliver corporate web sites and IT tools for learning, teaching and research.
Responsible as Project Manager and as a management information system custodian for the successful completion and delivery of all system, portal and information system projects, providing cost effective development of websites and key applications to a University-wide community.
Leading the planning process for the future development of the
Management information system and portal service and to advise, liaise and negotiate across a wide range of stakeholders both within MIS and University management. To develop policy in accordance with legislation, Knowledge Management Strategy and continuous improvement of service delivery.

5. REPRESENTATIVE PROJECTS
1. Student management information System (SMIS) – I have been
involved in the user requirement specifications, system analysis, design,
development, and implementation of this system which automates the
following process: Online student application and admission; management of
student records; management of student disciplinary; hostel management;
student finance; Course registration; Examination management and
processing; clearance; graduation management; issuance of academic
transcript and degrees; Management of University degree certification by
employers.

2. University of Nairobi Alumni Association system – Project manager for
the development and implementation of the University of Nairobi Alumni
management information system that allows for online member registration
and subscription, integration with University of Nairobi SMIS for mass
registration of graduands.
3. E-procurement system – Project manager for the development of a fully
automated system for the management of all the process of procurement
such as: budgetary, procurement plan management; requisition requests
and approvals; quotation/tender advertisement, evaluation and award,
Supplier management allowing for online registration, vetting and responding
to request for quotation or tender; contract management; delivery, inspection
and acceptance management; invoicing, payment and supplier notification.
4. Cooperative University of Kenya (CUK) ERP testing and certification -
Lead team in the testing the CUK Vendor implemented ERP for compliance to
the specification advising the CUK management on its suitability.
5. University of Nairobi ISO 9001 certified QMS – Automated the ISO 9001
compliance management, QMS documents, managing audit the University of
Nairobi ISO 9001:2015 Certified QMS as wells management of the corrective
and preventive action
6. Kenya Universities and Colleges Placement Services – Management the
ICT project for the admission of the of the Government sponsored students in
Universities and College by KUCCPS and transitioning from JAB
7. Joint Admission Board online application system: Pioneered the
development of an online Applications, revision and placement of Government
sponsored students for the Joint admission board (JAB). This system enabled
any candidate who qualifies for University admission to access all the
information the candidate needs to choose a degree programs, pay for the
revision and apply online in addition to getting the notification of admission
via sms. The system has an online and mobile version.

8. University of Nairobi Enterprise Service LTD: Team leader in conducting
IT audit aimed at checking and validating the controls that UNES has been
put in to ensure effective utilization and safeguard of the ICT systems and

the City Council of Nairobi Website.
12. University of Nairobi Pension Scheme: Project leader of a team of 4
consultants tasked to audit the Pension Scheme Administration information
system used by the University of Nairobi Pension Scheme and make
recommendation to the management board about its viability upon the
scheme conversion from a defined benefit to defined contribution scheme.
13. Inter-University Council of East Africa(IUCEA): Lead Consultant in the
project of designing and developing a dynamic website for IUCEA
14. University of Nairobi Technical evaluations: Technical tender evaluation
for the phase two network extension for the College of Health Science
(Kenyatta Medical Campus), Gandhi Wing, College of Architecture and
Engineering.
15. City Council of Nairobi: Consultant in the investigation on suspected fraud
in the council by manipulation of records in the council’s management

information systems. The Consultancy also entailed conducting a thorough
audit of all the computerized information system within the council
16. University of Nairobi: Developed a student Hostel Administration system
using Oracle database, PLSQL, SQL, Oracle Developer, and Oracle Designer,
the system is currently used to manage the student hostel administration.
17. NCCK Web Site: Lead Consultant in the design, development and
deployment of the National Churches of Kenya (NCCK) corporate web site.
18. University of Nairobi websites: Designing, developing and administering
the University of Nairobi web site using tool such as Apache web server,
Hypertext Markup Language (HTML), cascaded Style Sheet (CCS), Hypertext
Preprocessor (PHP) scripts, JavaScript, Perl Scripts, FrontPage 2000,
Macromedia DreamWeaver, Flash, fireworks And Freehand.
19. University of Nairobi Help Desk system: Project manager for University of
Nairobi Help desk system deployment
20. Kenya School of Flying: Developed a customized information system for
the Kenya School of flying using tools such as Apache web server, MYSQL
database server, PHP web scripting language, HTML, CSS and JavaScript. The
system is used to manage the students and the aircraft records.
21. Project manager if the design, development, implementation and
maintenance of the following systems:
o Human Resource Management system with the following automated process: Recruitment, Personnel record management, Staff payroll, Staff movement advice automation, management of leave, staff clearance and staff appraisal

Received a special vice-chancellor commendation for my devotion to duty during the University’s ISO 9001:2000 certification process.
