AFFIDAVIT OF BARRY NEEDLEMAN

I, Barry Needleman, being duly sworn, do under oath depose and state as follows:

1. I am a Director at McLane, Graf, Raulerson & Middleton, Professional

Association, which represents Northern Pass Transmission LLC and Public Service Company of

New Hampshire d/b/a Eversource Energy in the above-captioned matter.

2. Northern Pass Transmission LLC (“NPT”) and Public Service Company of New

Hampshire d/b/a Eversource Energy (“Eversource”) propose to construct an approximately 192-

mile electric transmission line, with a capacity of approximately 1,000 MW, from the Canadian

border in Pittsburg, New Hampshire to a substation located in Deerfield, New Hampshire. The

proposed facility will be located in Pittsburg, Clarksville, Stewartstown, Dixville, Millsfield,

Dummer, Stark, Northumberland, Lancaster, Whitefield, Dalton, Bethlehem, Sugar Hill,

Franconia, Easton, Woodstock, Thornton, Campton, Plymouth, Ashland, Bridgewater, New

Hampton, Bristol, Hill, Franklin, Northfield, Canterbury, Concord, Pembroke, Allenstown, and

Deerfield, New Hampshire.

3. RSA 162-H:10 requires that NPT and Eversource, as applicants for a Certificate

of Site and Facility, hold at least one public information session in each county where the

proposed facility will be located, at a minimum, 30 days prior to filing an Application with the

Site Evaluation Committee. In addition, the statute requires that no less than 14 days before the

public information session, the Applicant must publish a Public Notice in one or more

newspapers having a regular circulation in the county in which the session will be held.

4. The Statute further requires that not less than 10 days before such session, NPT

and Eversource must provide a copy of the public notice to the chairperson of the Site Evaluation

Committee.

5. In accordance with the Statute, a consolidated notice for the Public Information

Sessions in Meriimack, Rockingharn, Grafton, Coos and Belknap Counties was published in the

New Hampshire Union Leader, a newspaper of regular circulation in each county, on August 19,

2015. The notice was published not less than 14 days before the first of the five Public

Information Sessions, which is scheduled for September 2, 2015 in Concord.

6. A copy of the Notice of Public Information Sessions for each County is attached

hereto as Exhibit A.
