TASKS PERFORMED AND POSITIONS HELD IN ODLS

Currently besides being Director, School of Tourim & Hospitality Services Management and Director,

Indira Gandhi Centre for Freedom Struggle Studies, I am also the Chairman, Advisory Committee,

International Division which oversees the functioning of International Division.

POSITIONS

1) Chairperson, Faculty of History (Jan.1988 to Oct.2010 and again Nov.2010 till present date)

On the academic side, this position involves providing leadership to the faculty in decision-making

related to programmes to be launched, curriculum development, holding the expert committees and

course writers’ meetings, orientation programmes for Counsellors, deciding on paper setters and

evaluators, media policy for courses, etc. Till date 8 programmes and 50 courses have been launched

under my leadership. On the administrative side, it involves interaction with other authorities of the

University dealing with printing, admissions, evaluation, media production units and various other

works related to the day-to-day functioning of the faculty. In the distance learning mode it further

involves, both short term as well as long term planning of programmes and courses etc. that are to be

launched and maintenance of existing programmes. Currently, History Faculty has six Professors,

two Associate Professors, one Assistant Professor and one Consultant.

Currently, I have conceptualised developing a Masters’ programme on Historical Re-enactment and

Heritage Studies as part of Applied History.

2) Adjunct Professor, School of Tourism and Hospitality Management (2008-2009)

Provided expertise for the establishment of the School and guiding the new faculty as regards its

programmes and research. I was also the programmer of research programme

3) Programme Coordinator, Tourism Studies (1993-2008)

In 1994, for the first time Programmes in Tourism Studies were launched through Distance Education

mode in India by Indira Gandhi National Open University. These programmes were located in the

Discipline of History. They started with Certificate in Tourism Studies, which was enhanced to a

Diploma in Tourism Studies and further through a modular approach to Bachelor in Tourism Studies

in 1996. In the year 2000, Masters in Tourism Management was also launched and by 2001, the PhD.

programme. All these programmes were conceptualised, developed and launched by me. They are

amongst the most prestigious programmes of IGNOU. Today, these programmes are offered at more

than 400 Study Centres across the country and about 10 centres abroad. The placement rate of

students is more than 80% with an annual input of 6000 students enrolling for these programmes.

4) Programme Coordinator for Hospitality Education Programmes (2002-2008)

(B.Sc. in Hospitality and Hotel Administration and M.Sc. in Hospitality)

After the successful implementation of Tourism Studies Programmes and the experience gained

through adoptive and adaptive models, IGNOU launched a programme in B.Sc. in Hospitality and

Hotel Administration at the request of National Council for Hotel Management and Catering

Technology, Ministry of Tourism, Govt. of India, in the year 2002. From the IGNOU side I was

given the responsibility to conceive, develop and launch the programme, which is based on

collaborative model. The annual intake in this 3-year programme is now over 5000 students per year.

After the successful launching of B.Sc. in Hospitality and Hotel Administration, M.Sc. in

Hospitality Administration was launched in the year 2004, for the first time in India, again based

on the collaborative model, jointly with NCHMCT. The annual intake in this programme has been

purposely kept low at the moment, i.e., 90 students at three programme centres as it is a pilot project.

Both the above programmes are a one-window operation from the side of IGNOU and the entire

responsibility for managing them was with me as the Programme Coordinator.

5) Programme Coordinator, Tourism & Hospitality Research (2002-09)

Coordinated the entire research programme for Tourism and Hospitality. Supervising the RTAs in

their research work related to tourism and hospitality.

6) Certificate in Environmental Studies

Conceptualised, planned and developed the Certificate programme.

7) Director, School of Social Sciences (1997- 1998, July 2001 – June 2004, and Nov 2012 – March

2013)

This is a statutory position having both academic and executive responsibilities. The School of Social

Sciences has six disciplines, viz. History & Tourism Studies, Political Sciences, Economics,

Sociology, Public Administration and Library Science. It is the largest School of the University

having 46 faculty members on the academic staff and about 35 members on the administrative staff.

In fact, this position is much more than the position of a Dean of the Faculty in the conventional

system. This position provides the opportunity to give leadership, both academic as well as

administrative, to the School.

The School of Social Sciences runs Ph.D. Programmes, Bachelors Degree Programmes, Masters

Degree Programmes and several Certificate and Diploma Programmes in Social Sciences and

ancillary subjects that often cut across the strict boundaries of discipline.

8) Director, Centre for Extension Education (1995-1997)

Extension Education has been one of the major initiatives of Indira Gandhi National Open University

in providing access to educational opportunities to the learner groups who have remained at the

periphery of the formal educational system. During this two-year tenure, being the founder Director, I

established the Centre and organised two major National Seminars to identify the potential areas of

growth in Extension Education within the perspective of open learning.

9) Member, Board of Management, IGNOU

Twice nominated as Member, Board of Management, IGNOU. First time by Prof. R. G. Takwale,

Vice Chancellor as teacher representative from 1995 to 1997 and second time as Director member by

Prof. H. P. Dikshit, Vice Chancellor from 2003-2004. The Board of Management is the highest body

of the University.

11) Member, Academic Council, IGNOU

Have twice been Member, Academic Council (1997-1998, 2001-2004, and 2014).

12) Chairman, Malpractices Prevention Cell (2002-2009)

This job dealt with handling complaints of malpractices, inquiring into such complaints and

recommending action to the competent authority. Successfully handled the job for three years.

13) Chairman, Campus Development Unit (2004-2006)

The Board of Management of IGNOU entrusted the task of getting new construction done and

monitoring the other services of the University, like, Guest House, Security, Campus Maintenance

Division, Horticulture Cell, etc. to the Campus Development Unit in the year 2004 and since then I

have been the chairman of this Unit. The outcome has been savings of lakhs of rupees to the

University through getting jobs done in-house, proper planning and timely completion of certain

works.

14) Chairman, Horticulture Cell (July 2001-November 2008)

This Cell under the supervision of the Chairman has been able to convert IGNOU campus into a green

land that gives the resemblance of a hill station. Waste recycling, plantation of various species of trees

and bushes from all over India, organic vegetable farming and planting of orchards are some major

achievements in this regard. Huge amounts have been saved as landscape designing is done in-house

and no work is contracted out.

During these two years lead this highest body of Central Universities teachers into negotiations with

MHRD. Gave a new direction to teacher’s movement by introducing the concept of teachers’

INNOVATIONS IN DISTANCE LEARNING SYSTEM AND

ACADEMIC TASKS PERFORMED AT IGNOU SINCE JANUARY 1988

After joining IGNOU since January 1988 while performing the normal academic duties, introduced

certain innovations that gave new directions to the open and distance learning system and some of the

major achievements in this regard are as follows:

1) Introduction of New Models in the Open Learning Systems

As programme coordinator for Tourism Studies and Hospitality Studies conceptualised and

introduced three new models in the open and distance learning system:

i) Adoptive Model: Under this model courses that had been developed for one programme were

adopted, as per their relevance, for other programmes at the undergraduate level for Bachelor’s

in Tourism Studies, B.Sc. Hospitality and Hotel Administration and M.Sc. Hospitality

Administration and Master’s in Tourism Management at the post graduate level.

ii) Adaptive Model: Under this model courses that were developed for other programmes were

adapted after editing and additions, etc. as per the requirements of the Bachelor’s in Tourism

Studies, B.Sc. in Hospitality and Hotel Administration, M.Sc. in Hospitality programmes and

Master’s in Tourism Management.

iii) Collaborative Model: For the first time in the world this model was conceptualised in the

open and distance learning wherein 70% of the course is taught at 24 Institutes of Hotel

Management all over the country (under National Council for Hotel Management and Catering

Technology (NCHMCT), Ministry of Tourism, Govt. of India) and the other 30% is taught

through distance learning by IGNOU who provides B.Sc. in Hospitality and Hotel

Administration degree to about 3000 students every year. This has enabled the Hotel

Management students to obtain a degree instead of a 3-year diploma which they used to get

earlier. Later on this model has been adopted in IGNOU for other programmes also by different

schools. The collaborative model was further extended in the year 2004 for launching of M.Sc.

Hospitality Administration as a pilot project for the first time in the county through an MoU with

the NCHMCT.

The outcome of such models not only proved to be cost effective but also cut down the lead-time for

course development. They ensure quality and are being taken up now in various developing countries.

Incidentally, these programmes are the most cost effective programmes launched by IGNOU in

record time. There was a strategic shift made in course development with emphasis on in-house

content and language editing and meetings with individual course writers. The total number of

students is on the average about 14000 students for all semesters in a year.

2) New Applied Courses through Inter-Disciplinary Approach

IGNOU’s History Department was the first in the country to introduce the concept of Applied

History and the launching of Tourism Programmes through an interdisciplinary approach at

Certificate, Diploma, Bachelors and Masters Level has been very successful. Earlier, such courses

benefited only the students in the metros but today they are offered in the remote parts of the

country, training the local youths for jobs and entrepreneurship in the field of tourism.

All these courses were conceptualised by me and were developed under my leadership through a team

of the History Faculty with due inputs from the tourism industry professionals.

3) Shift to Thematic Model in History

At the Post Graduate level teaching, for the first time in the country, the entire syllabus structure

and the course material related to it is based on thematic model instead of the conventional model of

periodization into ancient, medieval or modern history. This includes courses on history of

ecology environment, history of economic structures, history of science and technology, etc. and more

thematic courses are in the pipeline. This strategic shift in the teaching of history is based on making

history more meaningful to meet the present and future societal needs for development and was

initiated by me.

4) Industry-Academic interaction

For introducing tourism courses conceptualised and organised a national workshop in March 1993.

The workshop had representatives from practically all segments of the tourism sector, like, tour

operators, travel agents, hotel industry, government tourism departments, tourism teachers and anti-

tourism NGOs.

As a curriculum design exercise this was the first example of its kind in the university system in the

country. Experts from the tourism industry also contributed in developing course materials and one

course at the Master’s level on Tourist Transport Operations (Road Transport) was developed at the

request of All India Tourist Transporters’ Association in order to provide supervisory skills for such

operations as they are not taught in any institute in the country.

5) Programme Executive for Training of Officers of Rapid Action Force

On request of Rapid Action Force (Ministry of Home Affairs, Govt. Of India) as theProgramme

Executive for training the senior police officers in handling social complex issues and establish

harmony and peace I conceptualised and managed the training programme for their senior officers at

IGNOU in 1993 when this force was being raised. The theme of the training programme was

“Contemporary Social Realities”. This was a unique programme which dealt with combating

communalism and sensitising the senior officers to social complexities and handling of affected

population keeping in view the sensitivities involved therein. The programme was repeated again in

1995.

6) Have edited more that 22 courses at both Masters and Undergraduate levels, written more than 60

units, prepared 10 educational videos and 12 audio cassettes.

7) Represented IGNOU in various meetings. Interacted with experts, chaired numerous meetings and

convened expert committees for curriculum development and course writers. Twice remained

Chairman of School Board of School of Social Sciences.
