EXECUTIVE SUMMARY
1.0 PROJECT DESCRIPTION
1.1 Introduction
M/s. Naini Tissues Limited is a part of Naini Group of Industries, situated at 7th K.M. stone
from Kashipur on Moradabad Road. The Plant was commissioned in Year 2005 with a
production capacity of 100 TPD writing & Printing grades of paper. To comply with the CREP
conditions, the soda recovery plant was installed in March, 2004 commonly for Naini Tissues
Limited and Naini Papers Limited.
1.2 Type of Project
M/s Naini Tissues Ltd. has proposed for an enhancement in production capacity of writing &
printing grade of paper from 100 TPD to 140 TPD within the existing premises at 7th K.M.
Stone, Moradabad Road, Kashipur – 244713 (Dist. Udham Singh Nagar), Uttarakhand.
As per the EIA Notification the project falls in Category “A” Project activity S. No.-5(i)- (3),
further the project site lies within 10 km radius of interstate boundary (Uttarakhand-Uttar
Pradesh) hence it requires Environmental Clearance from MoEF, New Delhi.
The project was considered by EAC (M) for TOR approval on 05th April, 2013 and
Reconsideration presentation for ToR was held on 27th August, 2013. Terms of Reference
(TOR) have been issued by MoEF, New Delhi for preparation of EIA/EMP report vide its F. No.
J-11011/58/2013-IA-II (I) letter dated 13th November, 2013.
1.3 Need for the Project
In India, the demand for paper is set up to far surpass supply, with the growing emphasis on
education and alternative uses of paper.
The demand for paper is influenced by various macro-economic factors like national
economic growth, industrial production, promotional expenditure, population growth and the
Governments allocation for the educational sector. Domestic demand for paper is expected to
grow at a CAGR of 6-7%. India’s paper demand is expected to touch 8 million TPA by 2010. A
leading global paper industry consultant projects a shortage of about 0.70 million TPA by
2010.
In view of country’s growth, M/s. Naini Tissues Ltd. project will be substantially added to
enhance economy and for the company it would be another milestone project.

1.6 PROCESS DESCRIPTION
Pulping Process
� Raw material preparation
� Cooking in Continuous Digester
� Unbleached Pulp washing , refining , screening and cleaning

Stock Preparation
Different types of pulp are mixed in different proportion as per the quality of paper.
Other additives like AKD, PAC, whitening agents, dyes, wet end additives and fillers
are also added in the pulp.
Paper Making
� The prepared stock from stock preparation is pumped to paper machine head box after
diluting it with back water. This dilute suspension of fibers and water is spread over
synthetic forming fabric uniformly through head box. This synthetic forming fabric is
endless perforated/ messed belt. It remains rotating according to machine speed
resulting in sheet formation.
� In proceeding stage water is removed from paper web by pressing and drying.
� Calendaring & winding
Converting/Finishing
� Paper Converting in the form of sheet or reels on sheet cutter and rewinder respectively
as per customer requirement.
� Sorting of cut sheets manually.
� Packing of sheets (sheets rims) and reels for dispatch.

2.0 DESCRIPTION OF THE ENVIRONMENT
2.1 Presentation of Results (Air, Noise, Water & Soil)
Baseline study of the study area was conducted during Summer Season, 2013.
Ambient Air Quality Monitoring reveals that the concentrations of PM10 & PM2.5 for all the 8
AAQM stations were found between 65.8 to 96.0 µg/m3 and 27.5 to 45.0 µg/m3 respectively.
As far as the gaseous pollutants SO2 and NO2 are concerned, the prescribed CPCB limit of 80
µg/m3 has never surpassed at any station. The concentrations of SO2 were found to be in the
range of 7.5 to 15.0 µg/m3. The concentrations of NO2 were found to be in range of 18.4 to
28.0 µg/m3.
Ambient noise levels were measured at 8 locations around the project site. During the
baseline study it was seen that in day time noise level varies from 51.8 to 57.4 Leq. dB (A) in
day time and in night time 42.3 to 49.5 Leq. dB (A). Noise levels at all locations were
observed to be within the prescribed limits.
The ground water analysis for all the 8 sampling stations shows that pH varies from 7.48 to
7.73 total hardness varies from 116.56 to 349.28 mg/l & total dissolved solids varies from
258 to 571 mg/l. Alkalinity as CaCO3 varies from 245.79 to 387.06 mg/l.
The analysis results for soil shows that soil is slightly alkaline in nature as pH value ranges
from 6.69-7.38 & is silty loam in texture. The concentration of Nitrogen has been found to be
in good amount in the soil samples.

2.2 Biological Environment
Flora: species which are most commonly found in the study area are Pipal (Ficus religiosa),
Kathber (Zizyphus xylopyra), Bargad (Ficus bengalensis), Babul (Acacia arabica), Imli
(Tamarindus indica), Dhak (Butea monosperma), etc.
Fauna: Commonly found animal in the study area are Langur (Prubytis entellus), Chuchundar
(Crosidora murria), Bagula (Ardea cineria), Kabutar (Columba livia), Green Girgit (Calotes
versicalor), etc.
2.3 Socio-Economic Environment
The population as per 2011 Census records is 482628 (for 10 km radius buffer zone).
Scheduled Caste population of the study area (10 km) is 16.93% and Scheduled Tribe is
0.14%.
Percentage of literacy is 74.04% and that of workers those actually engaged in occupation is
31.96%. Total no. of household in the area is 87379.
3.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES
� Impact on Air Environment - The key air emissions from the plant activities
(loading/unloading, transportation and storage of raw materials) are Particulate Matter,
Oxides of Nitrogen (NOx) and Sulphur dioxide (SO2). Gaseous emissions are being/will
be generated from boilers and transportation of vehicles. Use of proper mitigation
measures are being/will be taken like installation of air pollution control systems, water
sprinkling during transport activities & development of green belt along the road sides
to control fugitive emissions.
� Impact on Water Environment - There is/will be minimal discharge of liquid effluent
from the plant site. All the effluent will be treated in the Effluent Treatment Plant and
the treated effluent after secondary treatment will be utilized partially in pulp mill,
green belt development, dust suppression and only surplus water after tertiary
treatment will be discharge into Dhandi Drain. Therefore, very little impact on surface
water bodies is anticipated due to discharge of treated effluents.
� Impact of Noise - During construction phase, noise will be generated from vehicle
movement for transfer of construction materials, operation of heavy equipment and
machinery like vibrators, cranes, welding machines etc. However, the impact will be of
short term duration. The plantation and the green belt around the plant boundary also
mitigate noise in the surrounding areas.

� Impact on Land Environment – No adverse impact on the surrounding land is
anticipated and no additional land will be required. It will be ensured that there would
be very little effluent discharge from the plant during operation and management will
adopt and practice best measures to minimize release of pollutants after taking control
measures outside the plant premises.

5.0 ADDITIONAL STUDIES

Report.
6.0 PROJECT BENEFITS
The proposed expansion project activity will help in meeting the growing demand of Paper
hence will help in the economic growth of the country. It will result in growth of the
surrounding areas by increasing direct and indirect employment opportunities in the region
including ancillary development and supporting infrastructure.
7.0 ENVIRONMENT MANAGEMENT PLAN
7.1 AIR QUALITY MANAGEMENT
� NTL has efficient air pollution control devices in existing boilers (Treema cyclone & wet
scrubber) for achieving stack emission norms prescribed by the Pollution Control
Board.
� Green belt around the periphery and within premises has been developed.

� Ambient air quality and stack emissions are regularly monitored and effective controls
exercised, so as to keep the emission within the statutory limits and same will be
continued.
� The proposed boiler will be provided with adequate stack height and Air Pollution
Control Systems to achieve stipulated norms of 100 mg/Nm3.
7.2 WATER QUALITY MANAGEMENT
Total Fresh Water requirement for the proposed expansion project is 7595 m3/day which will
be met from ground water.
� The Company has installed a soda recovery unit for processing of black liquor to
valuable soda ash which is saleable to detergent & glass industries.
� Waste water generated will be treated in the existing ETP with capacity 10,000 KL/Day
which has been upgraded as per the CPCB Charter.
7.3 NOISE MANAGEMENT
� Time to time oiling and servicing of machineries is being/will be done
� Acoustic enclosures for D.G. sets are provided.
� The green belt development helps in absorbing noise.
� Earmuffs provided to workers while running the equipments of the plant.
� Periodic monitoring is being/will be carried out
7.4 SOLID WASTE MANAGEMENT
� ETP sludge is collected in RCC Platform inside the premises.
� Boiler ash is collected directly in trolleys & shifted for filling for low lying area.
� The Boiler ash is also taken by nearby farmers on request for use in fields as manure.
The Ash can also be given to Brick manufacturers.
� The generated traces of lime sludge from calcium hypochlorite preparation plant, is
being mixed with cement & mortar for repairing of building/plaster work.
� No Hazardous waste is generated at the plant except 3 MTPA of waste oil, which is
being/will be sold to recyclers authorized by CPCB.
� Black Liquor is being sent to Soda recovery plant which can handle 220 TPD of Black
liquor.

7.5 GREENBELT DEVELOPMENT AND PLANTATION PROGRAM
� The Green belt development has already developed in 36.75 % are all around and inside
the plant & will further carry on the plantation, which will help in to attenuate the
pollution level.
� Green belt is developed as per Central Pollution Control Board (CPCB) guidelines.
� The Avenue plantation will give priority to native species, and the periphery is devoted
to generation of green belt area.
� Green belt development in and around the project site will help in to reduce the
pollution level of air and noise.
7.6 SOCIO-ECONOMIC ENVIRONMENT
Better education facilities, proper health care, road infrastructure and drinking water
facilities are basic social amenities for better living standard of any human being. NTL has
conducted and provided such facilities to the nearby villagers and will further improve the
facilities in the area, which will help in uplifting the living standards of local communities.
