1. Engagement and Consultation Objectives
Communication and consultation are essential components for the successful development of a robust
industry supported and environmentally sustainable product stewardship programme for end of life
tyres.
The objectives of this plan are to outline who we have identified as stakeholders, how we plan to
consult and engage with them, what methods we will use, how often, and how we will record their
feedback. It also describes how we will measure our success in effectively communicating with our
stakeholders.
2. Principles of Stakeholder Engagement
The following guiding principles will underpin our engagement with all stakeholders through the
development of the end of life tyres product stewardship programme:
Communication: Open and effective communication means listening and talking. We will
listen to what others have to say and allow reasonable time for consideration, requesting
further information and responses.
Transparency: clear and agreed information and feedback processes. Sufficient information
will be provided to enable effective participation.
Collaboration: work to seek mutually beneficial outcomes where feasible
Inclusiveness: recognise, understand and involve stakeholders in the process
Integrity: conduct our engagement in a manner that fosters mutual respect and trust

4. Governance
The Product Stewardship Foundation provides governance during the development phase of the
project and has three industry representatives who will review the programme of works and financial
statements.
They may attend some or all of the Working Group meetings.

Advocacy & Training General Manager
Motor Trade Association (MTA)
Dougal works as the Advocacy and Training General
Manager for the Motor Trade Association (MTA). He has
extensive experience in sustainable resource
management, particularly in the primary industry areas
in New Zealand and Australia, in both central and local
government. He is a practising farmer and forester. A
key part of his role at MTA has been the introduction of
environmental standards for members.
Mark Gilbert (trustee)
Managing Director
BMW Group NZ Ltd
Mark is the Managing Director of BMW Group New
Zealand. He has 25 years industry experience,
commencing with Volvo in 1985 before joining BMW in
1988. Prior to this he worked for Shell and Sanyo.
Mark has represented BMW on the Executive
Committee of the NZ Business Council for Sustainable
Development since 2008, is President of the NZ Motor
Industry Association, and is an active participant of the
Hugo Group. BMW is a member of the WBCSD, and
has strong credentials in recycling and emissions
reductions

5. Why an Industry Stakeholder Working Group?
Over twelve months ago a group of industry members came together to form the basis of a group
motivated to develop an industry led, government support product stewardship programme for end of
life tyres, and in conjunction with the project manager, made an approach to the Minister for the
Environment and outlined their intentions to develop an ELT programme.
It was recognised that from the broader industry sector, this was the group that had the most
influence and opportunity within the ELT process to bring about effective change and to ensure that a
structure for ELT within in NZ was robust. It was recognised that this top level structure had to be
right before we could close the loop on the collection and delivery of ELT to those that processors
who are involved downstream of a tyre once it is no longer roadworthy.
The following entities below are those that have initially written letters of support of the ELT project
and will form the industry stakeholder Working Group. We recognise that there are other tyre
importers and distributors who are not listed below, and work will be undertaken to bring as many of
those into the Working Group as possible.
The individual Working Group participants have signed a mandate to represent their sector. One of
their key tasks is to ensure that the wider industry stakeholder group (inclusive of ELT tyre
collectors, processors and end users) know how to have their say.
Their tasks are to:
Review and shape the work programme;
Attend face to face working group meetings, at least one per milestone;
Give expert direction to the parties contracted to manage and deliver on the work
programme;
Review the documents that are produced as a result of the work programme and give their
input to these documents;
Provide feedback to and from broader industry stakeholders as appropriate;
Provide recommendations at various stages of the process;
Ensure regular (monthly) reporting to broader industry stakeholders and working group
member companies against agreed deliverables.
Seek and secure broader industry funding for the balance of the project costs (approx
$30,000), not covered by the funding from the Waste Minimisation fund (which funds a
maximum of 79% of the project costs).

8. International Best Practice
This project will see a stewardship programme designed that ensures benchmarking against world best
practice standards. Major international tyre companies (more than 80% of world production) are members
of the World Business Council for Sustainable Development (WBCSD) and in turn have a Tire (sic) Working
Group (TWG) which has a framework for ELT management worldwide and is currently considered world
best practice.
The international TWG is a member of NZ’s ELT project.

9. Who are the project managers?
3R Group located in Hastings are the contracted project managers. 3R successfully implemented and continue to operate the nationwide Resene PaintWise, Dulux
Paint & Packaging Take Back programme and the Agrecovery Rural Recycling programmes. Both Resene and Agrecovery programmes are accredited product
stewardship programmes under the Waste Minimisation Act. 3R’s mandate is to work with industry and community stakeholders to clearly identify effective and
preferred product stewardship option(s) for end of life tyres in New Zealand.

operations team for four years and responsible for Agrecovery
and PaintWise’s collection, processing and disposal service, with
a team of 8 staff and 4 trucks;
Skilled at apply practical thinking to barriers and options and
involving a team in problem solving activities to come up with
unique solutions for our customers;
Recently accepted our Business Development role which sees
him have a particular focus on the Tyrewise project as it
develops.
Involved in meeting with the industry stakeholders to and
working with them to understand what works and doesn’t work;
Participating at workshops and events and compiling feedback to
be reported back to the Working Group;
Involved in data aggregation and gap analysis;

Involved with Agrecovery since its launch six years ago so has
built up significant practical experience developing projects of
this scale;
Recently responsible for the product stewardship accreditation
of PaintWise and Agrecovery;
Over 15 years’ experience in project management and business
analysis roles;
Recently completed the training for an accredited Green
Building Council auditor.
Involved in cost benefit analysis to ensure that optimal
economic, social and environmental outcomes of any proposed
scheme designs are understood by the Working Group;
Preparing reports and providing project administrator support to
the project (minutes, updated Gantt Charts etc);

Sales, Communication & Marketing Team
Duncan has a retail category and sales management
background in the agricultural, automotive and grocery sectors,
most recently working at Farmlands Trading Society but prior to
that with Unilever and Repco;
Toni has considerable marketing and account management
experience in the engineering, tourism and horticulture
industries;
Both Duncan and Toni are involved in the ongoing development
of the existing product stewardship programmes managed by
3R.
Responsible for development and maintenance of the Tyrewise
Website and communications related to the project;
Responsible for material to be made available at public
consultation events and workshops;
Responding to media enquiries related to Tyrewise.

10. How are we going to communicate?
10.1. Stakeholder Consultation Plan
This Stakeholder Consultation plan details the consultation process and parties involved. It has been
provided to the Working Group participants for review and feedback.
Once the plan is signed off by the working group the plan will as sent to the Ministry for the Environment on 5th April 2012 and then made available for public viewing from the website detailed below.
10.2. Website www.tyrewise.co.nz
An information based website www.tyrewise.co.nz has been launched. A screen shot of the website home page is included in the Appendix.
The website has a secure area where draft reports, completed reports and meeting minutes are posted for members of the working group to view and download.
On the home page of the website there is a link to provide feedback, which generates an email to [email protected]. This is available for anyone to use to provide feedback about the programme development.
10.3. Working Group Meetings
An initial face to face meeting for Working Group participants is planned for 24th April 2012. Following on
from this the working group will meet in person at least once per milestone, with the purpose of coming together to provide input to and feedback on the deliverable reports.
The Project Managers will consult with individual stakeholders if not possible in person, via telephone and email to obtain information and their input for each report. The draft reports and meeting agenda will be
provided to Working Group participants via the website at seven days prior to the face to face meeting.
Following the meeting, minutes will be provided to the group via the website.

1. The Tyrewise Project Manager requests information and input from working group relating to a milestone and associated scoping report. Data to be provided electronically where possible.

10.6. What if the Working Group can’t agree?
If the working group cannot reach consensus the relevant scoping report will describe which stakeholders prefer which option. We will only be able progress to the next stage of the work programme if we have
agreement between:

10.7. Reports
Detailed monthly reports will be provided to the Waste Minimisation Fund’s team administered by the Ministry for the Environment, reporting on budget and any variances. The report will also include progress
against milestones, issues, summary of feedback register and summary of communications activity. An example of the type of reporting is included in the Appendix.
10.8. Consultation Meetings
As part of the development for Tyrewise a series of consultation meetings will be held to ensure all industry
stakeholders are fully informed and have a chance to have their views heard.
The two WasteMINZ conferences (May 2012 and October 2012) will be resourced by the Project Manager’s staff working on the project and any other members of the Working Group who may be available at the
time. They will present programme developments and undertake a public consultation and feedback process. Conference participants will have the opportunity to provide feedback verbally and in writing. All
feedback will be recorded, summarized and reviewed to see what (if any) action needs to be taken.

10.9. Newsletters
Regular newsletters will be sent electronically to all interested parties. We will use the Project Manager’s ACT! Customer Relationship Management Database and Northwinds Software which are already in place to
enable direct marketing and tracking of those communicated with.
10.10. Media
The Tyrewise project will be required to adhere to media guidelines as supplied by the Ministry of the
Environment. To ensure these are met we request that any media announcements from members of the
Working Group that concern Tyrewise are sent to the Project Manager to ensure their compliance.
Alternatively any media enquiries relating to Tyrewise can be directed to the Project Manager’s
Communications Manager, Toni Bye ([email protected]).
A Tyrewise Brand Guide will be made available giving guidelines on how to use the Tyrewise logo and the
specific wording relating to the financial support received from the Waste Minimisation Fund.
There will be regular project updates placed in motor industry magazines. There will also be regular media

10.11. Directing Enquiries
To ensure a consistent message is delivered, enquiries should be directed in the following manner:

A database of interested parties including key information about their relevance to the product stewardship programme will be built up over the term of the project to ensure all parties are engaged with appropriately.
A copy of this database will be stored in the secure section of the website and will be updated regularly.
11. How we will record feedback?
We will record all feedback and issues on a register which will capture data including:
Name and contact details of person providing feedback

the stakeholder group the person belongs to
details of feedback
which milestone or area of the programme development it relates to
who is assigned to follow up
date it is reviewed
what actions are taken
The register will capture all feedback, positive and negative, obtained from various sources including
Working Group participants, stakeholder surveys, WasteMINZ sessions, public consultation and feedback
received via the website form. The monthly reporting will include a summary of the register including
metrics on the number of feedback received, actions taken etc.
12. How will we measure our success?
Working Group participants will be given the opportunity to provide feedback on the delivery of the process
itself. Following the completion of each milestone we will send each member of the Working Group a short
online survey to allow them to give feedback on the delivery of the consultation process and any suggestions
for improvement through-out the programme development. We will review all feedback and determine if
changes need to be made to the process for future milestones.
We will also deliver a review of the overall project at the completion of Milestone 7. This will include
reviewing industry stakeholder engagement and making any recommendations for the future.

1. Investigate NZ and international situation regarding used tyres and their collection/disposal. Identify what does and doesn’t work, market failures, barriers and options to solve problems. Existing data from stakeholders aggregated & gap analysis undertaken. Investigate alternative uses for collected tyres (NZ and International) and then show a ranking by cost-efficiency and resource recovery effectiveness of what is possible in New Zealand now and in the future given current levels of investment and appetite for future investment. The key evaluation criteria will be optimum resource value from ELT generated in NZ. Consider minimum feedstock volumes and collected ELT market value required for viability.

5 Identify preferred option
1. Develop set of guiding principles for the ELT product stewardship programme. Outline governance of the proposed programme whilst in development, scheme coverage and limits, any regulatory framework required for viability, and propose indicative timelines. From knowledge gained above, in conjunction with partner working group develop set of guiding principles for the ELT product stewardship programme which will ensure a scheme that will address the optimal economic, social and environmental outcomes and propose scheme design options which will meet these principles. 7 Scheme launch preparation
1. Prepare for accreditation application. Develop and complete Business Plan.
