Key FunctionThe position is responsible for preparation maintenance and delivery of all spatial data assets as part of a broad spatial information system within the context of a Native Title Representative Body. The primary objective is to ensure that spatial information is available and delivered to other members of the organisation in ways that enhance the overall business, operation and decision making capabilities of the organisation.

Position Responsibilities

Mapping

Delivery of timely and responsive mapping capacity to the organisation Develop consistent and appropriate mapping templates for delivery of all mapping

products Assist staff where needed to improve their own mapping skills In consultation with relevant staff, identify and report on the future spatial needs of

the organisation. Prepare maps for native title claims, heritage management, mining resource

management, environmental and land needs issues as required. Be responsible for the interpretation, analysis, creation and manipulation of spatial

data and relevant databases Be responsible for the management of libraries of spatial data and the development

of interrogation tools Maintenance and use of spatial equipment (GPS, tablets, digitisers, field computers

etc ) Identify and assess equipment needs of the organisation in relation to mapping. Undertake a monitoring and maintenance role of all mapping equipment Assist with development of a training program for staff, in conjunction with Human

Resources section with their mapping and training needs Deliver training programs for staff as and when required. Assist with the identification of other staff members who require training in mapping

skills

Management Retain responsibility for developing the strategic direction of spatial services within

the broader objectives of the organisation Upskill spatial services staff to meet the challenges and needs of the broader

organisation Develop and implement spatial services to reinforce the primary business directions

of the organisation Set and manage the spatial tasks of staff within the spatial services team in line with

the organisation’s requirements Mentor spatial services staff to maintain professional and outstanding levels of

expertise and services deliveryInformation Delivery

Coordinate the integration of spatial information within the broader network of the organisation

Develop a robust spatial data model for all non-custodial assets that reinforces and supports the business objectives of the organisation

Support the delivery of a broad based knowledge foundation database to include the spatial underpinning of all relevant research and heritage assets within the organisation

Source, scope and build technology wrappers over the spatial information to allow easy access to both the tabular and mapping information

Conform spatial assets to other technology solutions and databases to maintain

Ensure the in-house assets are maintained in a timely manner that allows the efficient conduct of business

Develop manual and/or automated processes to verify the geometric and tabular integrity of all spatial data assets

Develop innovative approaches for the management of land and population based data at the Land Council

Assist all staff in the management of spatial data associated with specific research tasks

Liaise with non-government agencies and government departments in regards to data acquisition and application

Corporate

Physical Resources Take care of and responsibility for any physical resources during employment with YMAC

including IT, vehicles, equipment and related itemsInformation

Ensure confidentiality, respect and professionalism is maintained in all business dealings during employment at YMAC

Ensure all relevant business unit information is maintained as directed.

Selection Criteria

The position will be responsible for the management of spatial team and all spatial assets within the organisation including data, hardware, software… The person applying for this position must have substantial experience managing GIS operations in a small enterprise, with a demonstrated ability to succeed with minimal supervision. They must have familiarity with management of Native Title issues in Australia, particularly in the context of resource development. Ability to deal with sensitive and restricted data is highly important. Experience with GIS systems such as the ESRI suite of products will be viewed favourably however database and programming skills are given priority. Superior communication skills are needed, as the successful candidate will be required to effectively communicate with a variety of stakeholders with a wide range of technical and domain expertise

ExperienceRequiredThe candidate will have had a minimum of 8 years experience working as a GIS professional with at least 3 years in a senior position. They will have experience designing and implementing spatial information systems. Successful applicants should have:

Bachelor of Science Degree or equivalent, preferably in cartography, surveying, geography, computing and/or the social sciences

Formally trained in the use and application of GIS as an under/post graduateDesirable

Significant experience with Native Title & aboriginal heritage management in Australia Experience in designing and implementing web GIS Field experience in YMAC’s region of operation

SkillsRequired

Experience in the use of GIS software, including capture manipulation and analysis of spatial data

Experience in the implementation and development of GIS Experience in preparing maps using GIS Experience with databases and Microsoft products Database management ESRI, PostGIS, SQL Server, SDE High level of oral and written communication skills Ability to prioritise work and meet deadlines Strong familiarity with key spatial datasets including cadastre, Native Title, DAA, DMP Desktop GIS: ArcGIS & QGIS Field devices, eg Garmin, Getac Web GIS, eg.
