FOREWORD

This is the tenth issue of the statistical report "Producer Price Index (PPI) for Agriculture”. While the Bureau of Agricultural Statistics (BAS) has completed the preparatory work and has drafted the 2000-rebased PPI tables, this publication which covers the period 2004-2006 still maintains the PPI based on 1994.

PPI serves to measure the average change in the prices received by farmers compared to a base period. As in its previous issues, the report in PPI for Agriculture presents the national and regional indices of farm gate prices by commodity and commodity group. The PPIs have semi-annual disaggregation.

Data users and readers are encouraged to give comments and suggestions for further improvement of the PPI report.

PHILIPPINES

On the average, prices received by farmers had continuously gone up from their 1994 levels. From 155.7 percent in 2004, producer price index settled at 170.8 percent in 2006.

An exception to the general uptrend of prices was the case of livestock prices which fluctuated in 2006. Rootcrops provided the biggest price gain to farmers as indicated by its PPI which rose from 192.4 percent to 239.8 percent over the three-year period.

Coffee prices in the second half each year were much lower than the 1994 prices. From 2004 to 2006, prices of rubber have doubled compared to the base year price.

Compared to the previous year, there was a slowing down of prices during 2006 in Eastern Visayas, Davao and ARMM.

CAR

Agricultural commodities were priced higher in 2004 by 60.3 index points compared to 1994. Further increases were observed in 2005 and 2006 as prices became even higher by 65.3 to 80.0 index points.

Although there was price decrease in 2006 from 2005, pechay recorded very high prices compared to 1994.

ILOCOS

Prices increased by 37.1 to 61.3 index points from the 1994 levels. In 2004 and 2005, price increments were larger as indices were computed at 137.1 percent and 150.2 percent. By 2006, the overall price index was already 161.3 percent.

Rootcrops recorded the highest indices; in 2006, the index was 225.8 percent. Camote prices were 203.8 index points higher than the 1994 quotation.

Price increases were greater during the second semesters than the first semesters of the three years under review.

CAGAYAN VALLEY

PPI for the region in 2006 was 163.5 percent, a little higher than the PPI registered in 2005 at 160.5 percent. Cattle and carabao prices remained to have the lowest PPIs among the commodities; indices were below 100 percent. On the other hand, onion recorded the highest PPI at 270.0 index points more than the base year.

In 2005 and 2006, PPIs for commercial crops in second semesters were recorded lower compared to the first semesters of the year.

CENTRAL LUZON

PPI for all items stood at 165.4 percent in 2006. Among the commodity groups, commercial crops registered the biggest price gains as prices doubled at 265.6 percent from the base year price.

Under the vegetables and legumes item, ampalaya registered the highest index at 291.9 percent. Eggplant followed next at 267.1 percent.

Semestral comparison reflected that except in 2005, prices in the second half were higher than in the first half of the year.

CALABARZON

The overall PPI had minimal increase in 2006 at 161.7 percent from the 160.7 percent in 2005.

PPI of commercial crops at 172.9 percent in 2006 was lower than the 188.1 percent in 2005. Coffee indicated lower than the base year prices.

In 2004 and 2006, aggregate PPIs in the first semesters were higher compared with the second semesters.

MIMAROPA

Uptrend in agricultural prices was reflected by the PPI of 134.2 percent in 2004 to 144.3 percent in 2006.

Rootcrops posted increasing price quotations during the three-year period. Fruits were quoted at declining prices, wherein indices were lower than 100 percent.

Prices of agricultural commodities manifested larger increases during the first semester of each year.

BICOL

Very slight changes in prices were noted in 2005 to 2006; from 174.7 percent in 2005, index was up to 174.9 percent in 2006. Prices of vegetables and legumes and poultry continued to increase during the reference years. Commercial crops recorded the highest PPI of 207.2 percent in 2006.

Gourd and mandarin prices remained lower than the 1994 prices throughout the reference period. Watermelon also reflected below-the- base year price levels in 2005 and 2006.

WESTERN VISAYAS

On the average, prices of agricultural commodities were going up over the three-year reference period. Increases in PPI were sustained and in 2006, the index settled at 182.8 percent.

PPI of cereals marked a downward trend in 2006 due to the decrease in the PPI of palay. Commercial crops exhibited higher PPI in 2006 at 247.5 percent followed by rootcrops at 246.5 percent.

Aggregate PPIs in both semesters were increasing from 2004 to 2006.

CENTRAL VISAYAS

PPI for agriculture in 2004 was 172.2 percent and this surged to 191.4 percent in the following year. In 2006, PPI stood at 191.4 percent.

Cereals, fruit, livestock and poultry posted increasing prices. Vegetables and legumes and rootcrops exhibited decreasing prices, although quotations were still higher than the 1994 levels.

Coconut was priced lower compared to 1994 prices during the whole of 2006. Patola was also quoted at price lower than the base year level during the second half of the three-year period.

EASTERN VISAYAS

Producer prices were higher than the base year levels throughout the years under review. However, there was a decline in prices in 2006 as shown by the average PPI of 178.7 percent against the 2005 PPI of 195.4 percent.

In 2006, prices of commercial crops drastically moved downward with PPI computed at 164.3 percent from 273.2 percent in 2005.

Higher indices were noted in the second semesters of 2004 to 2006 for most commodities.

ZAMBOANGA PENINSULA

Agricultural PPI consistently showed an uptrend in prices during the reference years.

Fruits posted the highest index in 2006 which doubled the 1994 price level.

Rubber remained to have the highest index in three (3) consecutive years. Carabao continued to experience a decline in indices. The 2005 and 2006 prices of coconut and calamansi were also lower than the 1994 levels.

NORTHERN MINDANAO

Prices of agricultural commodities for the three-year period reflected annual fluctuations. The overall PPI decelerated in 2005 relative to 2004 but recovered in 2006 when prices registered 67.2 index points above the base year.

Commercial crops recorded a drastic decrease in prices from 191.0 percent in 2004 to 106.4 percent in 2005 but remained above the 1994 level. Cereals also showed declining price in 2005 while the rest of the commodity groups indicated increasing prices.

Higher indices were noted in the first semesters of 2004 to 2006.

DAVAO REGION

There was a moderate price decline in 2006 relative to 2005 as shown in the year’s PPI of 164.0 percent.

By commodity group, livestock stood out with the highest index at 185.5 percent in 2006 followed by vegetables and legumes at 180.9 percent.

Compared to the base year, prices of cabbage, squash and tomato remained lower.

SOCCSKSARGEN

There was an uptrend in the prices of raw agricultural products in this region during the reference years.

Prices of rootcrops and fruits showed a decreasing pattern but remained above the base year level. Under vegetables and legumes group, prices of gourd were below the base year for all the reference years.

The first semesters of the reference period recorded higher price indices.

ARMM

The upward trend of prices in 2004 and 2005 was not sustained in 2006 when PPI for agriculture slid to 192.9 percent.

Increasing prices were observed for all commodity groups except for fruits and commercial crops.

Relative to 1994, lower indices were generally observed for mango. Higher indices were noted for cassava for the three-year period.

CARAGA

The overall PPI surged to 171.3 percent in 2006 from 163.0 percent in 2005.

In 2006, cereals indicated the biggest gains as index stood at 179.8 percent while poultry registered the lowest price index at 146.8 percent.

Watermelon prices were noted to be lower than the base period during the first six months of the year 2004 to 2006.

The first semesters of 2005 and 2006 indicated higher indices. In 2004, the year’s second half had the edge in prices.
