Message of Director, BIRD
This gives me immense pleasure to launch the quarterly newsletter of the Centre for Climate Change (CCC) established by NABARD at BIRD, Lucknow. All of you are
aware that climate change has become real and tangible, affecting people’s lives worldwide. India is ranked fourteenth vulnerable nation to climate change impacts in Global Climate Risk Index 2019. The country is more vulnerable to impacts of climate change in view of the high population depending on agriculture and high dependence on climatic parameters.
I firmly believe that Newsletter will play a pivotal role in dissemination of information and awareness generation which are the foundations of strengthening our systems and improving our approach to deal with Climate Change. May this initiative build the capacities of stakeholders and make them truly “ProClimate”. I am also "Wishing all of you a very Happy New Year. May 2019 bring joy, peace and prosperity to our families, to our country, and to our beautiful planet."

Keeping in view the need for focused attention on
capacity development in the areas of climate
finance among the stakeholders, NABARD has
taken the lead in establishing the Centre for Climate
Change at BIRD, Lucknow. The Centre for Climate
Change setup by NABARD was formally
inaugurated on 20 July 2018 at BIRD by Dr. Harsh
Kumar Bhanwala, Chairman, NABARD in the
presence of other dignitaries.

Brief Introduction about Training
Programmes conducted by CCC, BIRD
Centre for Climate Change is strengthening the
capacity of stakeholders i.e. officials of line
departments from state governments, banks
(public, private and cooperative), Non-Banking
Financial Institutions, Farmer Producers
Organizations (FPOs), and NGOs. The capacity
building programmes are conducted on project
formulation, green financing, environmental &
social impact assessment, gender mainstreaming
etc. Since its launching, the Centre has conducted
10 programmes with 247 participants. The main
titles of these programmes are:
Project Formulation - Climate Change Mitigation and Adaptation for NGOs and State Govt. Officials (Write shop mode) at Lucknow, Dehradun and Chandigarh
Indian Technical and Economic Co-operation (ITEC), Ministry of External Affairs, Government of India sponsored programme on Project Formulation - Climate Change Mitigation and Adaptation
These programmes are participative and interactive
in nature. Live case studies, group discussion on
identified issues and group processes for arriving at
alternate strategies form part of the methodology.
Participants are encouraged to bring with them
their own case studies from the field which can be
shared with others.

Centre’s Journey so far…..
Partnership with GIZ on Establishment of Centre of Excellence for Capacity Development on Climate Finance as part of Centre for Climate Change. The purpose is to improve access to national and international climate financing sources.
Set up of learning classroom: To redesign an existing classroom for the flexible use of different learning activities. The classroom should be attractive and inspiring and equipped with furniture for flexible use and that is easy to move.
Knowledge Portal: For knowledge management on climate finance, an online knowledge portal is being developed. It can provide access to case studies and success stories. It can also involve setting up of a feedback and review system for documentation related to climate finance.
Development of training modules and manuals: A standardized and targeted training modules on key areas that have already been
identified by BIRD and NABARD are being developed.
Network Development: This initiative strengthens networks with relevant national and international institutions including training institutions from private and public sector. Such networking is envisaged to enable cross learning and regular review and updating of training modules pertaining to climate finance.
Study Tour on Building capacities for climate financing: A guided study tour for selected participants from NABARD and BIRD was organised during 26 Nov- 30 Nov 2018 to facilitate interaction with key German institutions employing innovative capacity building approaches, and with climate finance expertise.
Clifit – Faculty development training programme: A three days capacity building programme on Climate Finance was organized during 19-21 December 2018. The programme was attended by the BIRD faculty members and officers from NABARD.
E-learning module – launching: First ever E-learning module on Basics of climate change was launched by the CCC, BIRD on 21st December 2018. The module was jointly inaugurated by Mrs. T.S. Raji Gain, Director, BIRD and Ms. Emelia Holdaway, International Consultant, Climate Change.

Set up of climate change learning lab: A learning lab as an innovative instrument of experiential learning will contribute to the sustainable competence development of the target group in the Centre of Excellence for Climate Change on climate change and climate finance. The lab is being setup for self-paced learning as well as for training activities.

Adaptation Fund- Review Workshop cum
Training for Officials of Executive Entities
and NABARD
CCC coordinated with Farm Sector Policy
Department, NABARD in organizing a workshop on
11-12 January 2019 at Udaipur. The workshop was
inaugurated by Sri H R Dave, DMD, NABARD. The
progress under projects sanctioned under
Adaptation Fund was reviewed. A training on
environmental and social impact assessment tool
developed by NABCONS was part of the
programme.

Policy News/Findings/Events
COP 24- Katowice 2018- COP 24 is the informal
name for the 24th Conference of the Parties to the
United Nations Framework Convention on Climate
Change (UNFCCC). The conference was organized
during 02-15 December 2018 in Katowice, Poland.
World Economic Forum report notes
climate change as key threat- Environment-
related risks are the most likely and among the
most impactful global risks of 2019, says a new
report by the World Economic Forum, issued just
as world leaders gathered during (22-25 Jan 2019),
for the annual conference. The survey, completed
by roughly 1,000 experts and business leaders in
preparation for the meeting in Davos, Switzerland,
lists extreme weather events, natural disasters and
environmental policy failure among the greatest
hazards for 2019.

Green Climate Fund: The Green Climate Fund
(GCF) is a global fund created to support the efforts
of developing countries to respond to the challenge
of climate change. GCF helps developing countries
limit or reduce their greenhouse gas (GHG)
emissions and adapt to climate change. It seeks to
promote a paradigm shift to low-emission and
climate-resilient development, considering the
needs of nations that are particularly vulnerable to
climate change impacts. It has been set up by 194
countries who are parties to the United Nations
Framework Convention on Climate Change
(UNFCCC) in 2010, as part of the Convention’s
