PROCEEDINGS OF FIRST TWO DAYS OPEN FORUM FOR TEN SHEHIAS OF THE WEST DISTRICT THAT WAS CONDUCTED ON 29 - 30/10/2011 AT
ELIMU MBADALA CONFERENCE HALL RAHALEO ZANZIBAR
1. OPENING THE MEETINGThe meeting started at 0915 hours with short remarks delivered by CODECOZ
Secretary who briefed participants on the back ground of the organization. He
mentioned that the organization was registered in 1996 under Society Act No. 6
of 1995. He also briefly touched on the organization’s vision, mission and main
and specific objectives.
He said that this activity is a continuation of a series of interventions under
community awareness raising and environmental management in the west
district which began with awareness raising program for community leaders in
March 2011. The Secretary said that CODECOZ decided to begin with this
district because all reports have shown that West district is highly effected with
environmental destruction and degradation. He also thanked the Foundation for
Civil Society for its financial support without which the project could not have
been conducted in the district.
He further said that the environmental destruction is our own doing. It is due to
the irrational uses of natural resources both renewable and non-renewable. He
sighted the destruction of forests both terrestrial and mangrove forests as one of
the serious problem facing the district. Among the acute problems which he also
mentioned included invasion of agricultural land to give way for the construction
of housing units for residential purposes, coastal and beach erosion and serious
encroachment of water sources.
He said it is our obligation to ensure we use the resources in a sustainable way
without compromising the needs of the future generations.

After his short remarks the CODECOZ Secretary then welcomed the West
District Administrative Officer Mr. Ali Mohammed Ali, who was the Chief Guest to
officiate the opening of the forum.
Mr. Ali Mohammed thanked the organizer for good preparation and the
participants for good attendance. He congratulated CODECOZ for its efforts to
combat environmental destruction in the country and for raising awareness and
providing education to the public so as to participate in protection and
conservation of the Environment. He said that the responsibility of conserving the
environment is not of CODECOZ or Government leaders alone. It is the
responsibility of the whole community living within that environment. We have
obligation to ensure conservation and protection of our environment for the sake
of our children and better life of the community.
Mr. Ali insisted that all participants of this seminar after gaining knowledge and
awareness gained should be an ambassador of the rest of the community. He
urged everybody to do his/her best in protecting and conserving the environment
for our own good and for attracting tourists who contribute a lot to national
income. “I believe to see the changes of our attitude to improve our
environment.” He added.

The Distinct officer ordered all Sheha to make arrangement for environmental
cleaning in their Shehias at least once a week. He then thanked all that played a
role to enable the meeting to take place.
2. First Day Presentations
i) National Environmental Policy and Regulations of Zanzibar.The first presentation was on Environmental Policy and regulations which was
delivered by Mr. Alawi Haji Hija.
In his presentation he touched the following:-
1. What is Policy
2. Types of Policies
3. Why do we need policies?
4. Contents of policies
5. National Environmental Policy and Program for Zanzibar
6. Environmental Policy Issues and Policy Statement.
7. Status of implementation
Mr. Alawi explained that the environmental policy was formulated in 1992 and
was followed by the Environmental Management for Sustainable development
Act No. 2 of 1996. The Act gave powers to the Minister responsible for
environment to make regulations for smooth implementation of the policy. To
date about five regulations have been formulated which are at final stage and
may come into force soon. They include
1. Regulation for management of Non renewable resources
2. Regulation on Integrated Coastal Zone Management
3. Regulations on Electronic Wastes
4. Regulations on Plastic Bags

ii) State of Environment Report of Zanzibar and Environmental Problems and Challenges facing West District
This was doe by Mr. Hamza Rijal. He started by introducing the term
environment to the participant and he used participatory approach by asking the
participants to explain what they understand by the term environment. He then
elaborated the meaning and importance of environment and said that
environment is found in 3 areas, that is Air, Land and Sea. He insisted that the
environment can not be found where there is no life.
In his presentation Mr. Rijal further touched the following:-
1. Importance of Environment
2. Relationship between Man and Environment
3. Main environmental issues in Zanzibar
4. Environmental Problems facing Zanzibar in general
5. Environmental Challenges and problems facing West District

3. Second Day Presentations
iii) Integrated Coastal Zone Management. (ICZM)The presentation was done by Mr. Alawi H. Hija. He started with introduction of
the concept and said that it is an inclusive approach toward managing the coastal
zone. Mr. Alawi elaborated that this management approach avoids user’s conflict
by taking care of the interests of all sectors using the coastal zone and coastal
environment. He then went on to touch the following in his presentation:-
1. Coastal Zone Area in Zanzibar – which he said that whole of Zanzibar is a
coastal zone
2. What is found in the coastal zone
3. Legal basis for ICZM
4. Structure of ICZM in Zanzibar
5. Survey conducted on ICZM in Zanzibar
6. Zanzibar National ICZM Strategy
7. Present situation and the way forward. - In this Mr. Alawi mentioned the
ICZM committees for Districts and Shehias. He then discussed in details
Shehia’s ICZM committee which he said shall have not less than 15 and
not more than 35 members drawn from different committees found in the
shehia. So far 10 Shehia’s ICZM committees have been formed as pilot
committees.

iv) Roles of the Community in the Protection and Conservation of Environment.
This paper was presented by Ms. Dhulfat H. Ali. She started with brief
introduction on the meaning of the word environment and its relationship to man
and other living being. She said that there is no living creature which can live with
using the environment. “It is from the environment where man gets all he needs
for living” She emphasized.

Ms. Dhulfat elaborated on the importance of environment to man, saying that it is
the source of food, water, and medicines to name a few. In her presentation also
touched the following:-
1. Why do we need to conserve the environment?
2. Religious (Islam) and environment protection and conservation.
3. Conservation of environment is a legal obligation to the community.
4. Who is responsible for conservation and protection of environment? –
With regard to this Ms. Dhulfat said that it is obligation of every member of
the community concerned, be it a leader or community member, all
institutions in the community be government or nongovernmental to take
part in the conservation of the environment.

degradation is going on unabated.
There is slackness in the enforcement of laws and regulations pertaining
to environment protection – most of the offenders caught polluting are not
prosecuted they are left free hence no intensive to abandon their illegal

acts. This discourages community members from taking prompt actions
against the polluters.
Using of chain saw should be banned forthwith as it is speeding up the
destruction of forests by cutting down of trees including coconut trees.
CODECOZ should also target both Primary and Secondary Schools in the
district as they too need the knowledge on conservation.
