Mr. Sharma also briefed participants about Wells for India, its genesis, philosophy, work and innovative partnership carried out on water issues with various NGOs in India.

Mr. Sharma emphasized that UNDP GEF SGP, CEE and Wells for India partnership will create opportunities to innovate, lateral learning and create synergy and linkages with various government departments, research and academic institutes.

2. Mr. Prabhjot Singh Sodhi started with, why working in partnership is essential in development sector. He emphasizedthat three elements of development works are very essential i.e. synergy, leveraging and nature budgeting.

Mr. Sodhi briefed that UNDP GEF SGP, CEE programme will not successful without synergy and partnership of NGOs/CBOs. Dr. Pant said that UNDP SGP has great learning and more success compare to the medium and large UNDP programmes in India. These programmes are more costly and take much time to deal with government system. The SGP is becoming demonstration for government.

According to Dr. Ruchi, the UNDP GEF SGP, CEE and Wells for India partnership is an opportunities to leverage from government programme and schemes. For any sustainable action partnership with diverse and common concern is crucial. Dr. Ruchi emphasized that partnership is not just for funding but also essential for marketing, technological, research etc.

She said that we need to strengthen the capacity to showcase local to global action. The SGP OP5 is slightly different, it is target based like Co2 emission, Natural Resource status improvement, etc. So, we need to link the programme with government.

According to Dr. Pant, if programmes are linked with government agencies than learning could be shared into the government plan and policies.

Dr. Ruchi also emphasized the importance of documentation and communication. This is not only requiring getting reorganization but also mainstreaming the learning into government systems / policies. Dr Ruchi also emphasized Rajasthan state’s traditional wisdom and how they have shown path for best practices in sustainable development like cranes, water conservation etc.

Summary of various presentations and Project ProposalsPresented on 29th June 2013

Dr. NS Rathore, Dean, CTAE, Udaipur: The title of the presentation was “Present State of Art Technology for Renewable Energy Sources”. Why the renewable energy require because the need to promote change from energy

dependence to energy autonomy, the need to enlarge the scope from electrification to energisation, the need to shift from external control to self-reliance, the need to preserve and enhance ecology and maintain nature’s cycle, to move from conventional non-renewable to appropriate non-renewable and new and Renewable Energy Sources. There are lots of options of energy in which solar thermal, solar photovoltaic, biomass, wind energy, ocean energy, geothermal energy and hydro energy. Various benefits of solar energy like if 3% of all Indians could use solar cooking then about 3.2 millions tons of wood can be saved annually. This corresponds

to reduction of 6.7 million ton of CO2 emission and domestic solar water Heater of capacity 100 liters/ day can prevent emission of 1.5 tones of CO2 and save 2000 kWh of electricity annually. Solar Cooking, Solar Water Heater, Solar Distillation, Solar Drying, Solar Space Heating, Solar Refrigeration And Air-Conditioning, Solar Pond, Solar Furnaces For Industrial Process Heat, Solar Greenhouse Technology, Solar Thermal Power Generation are the different products used through solar energy. Solar Photovoltaic Technology can be used in water pumping, lighting, refrigeration, power generation and in railways and oil sectors. Biomass wastes from food, fodder, fiber, fertilizers and fuel can be the other option for energy, the process can be done either physically or chemically. Biodegradable wastes which includes kitchen waste, flowers/garlands, hairs, cut nails, excreta of the pet animal, cow dung, horticultural waste like dried leaves, mowed, grass, cut trees, up rooted weed can be convert into manure and energy. Integration of Renewable Energy Sources for cooking, drying, process heat and power generation may helpful for long run for reducing risk of energy crisis and climate change.

Build capacity of project community for sustainable Management of Tree as livelihood resources Help community to move up in Jamun value chain and increase income for participating families.

Expected outcomes of the project will be that 200 Jamun collectors in 6 villages, Jolar Panchayat, Pratapgarh area organized and able to bargain jointly for deal in favour of them and have food security, increased use of Jamun products based group enterprises (Jamun chips, Jamun Guthali Powder, Jamun Sarbat and Pulp with sustained production, 200 families - grouped as 15 JCG and involved in proper joint marketing, value addition and collective marketing - additional income of Rs 5000/year, 500% increase in Jamun collection by community - additional income, detailed study and experience giving way for sustaining other forest produce and check land degradation around forest in Pratapgarh district, 500 families with better quality Jamun plants (5000), demonstration on tree based recurring production as additional income for forest communities in the area, in discriminate cutting of Jamun trees for fuel wood is checked and at least 10000 plants in common land are saved by community, two groups have developed Kisan Nursery for plants useful in the region and promoted new way of earning through nursery raising.

Shikshit Rojgar Kendra Prabandhak Samiti- SRKPSAbout the organization: SRKPS (Shikshit Rojgar Kendra Prabandhak Samiti) is working on community awareness, advocacy, training for drought preparedness strategies, rainwater harvesting, capacity building, dry land Agriculture and creation of demonstration site, integrated watershed development, promotion of rain water harvesting on ground water recharge, experience of livelihood promotion through animal husbandry under District Poverty Initiative Project (DPIP) in Churu District.Proposed Project: The project title is “Developing Fodder Bank and creating livelihood opportunities to promote grassland biodiversity for reducing Drudgery in Nomadic life of Raikas”. The project are is located in Phalsun Gram Panchayat of Pokran block of Jaisalmer district in Rajasthan where average annual rainfall is 209.5 mm. This project will be implemented with 50 Raika families. Raikas known as Rebaris or Dewasis these are indigenous group of animal breeders and livestock raisers, traditionally living as a semi-nomadic life tied to the arid and semi-arid desert/savanna region on fringes of Thar Desert, traditionally associated with camel breeding, a majority of Raika is currently engaged in herding sheep, often in migratory systems. The traditionally occupation is in danger for this community because less prices of wool, less production of meat, less production of mutton, high death rates of lamb, lack of grazing land, lack of linkage for veterinary services yielding less economic return. There will be an integrated solution if there will be attention on health care, breeding, feeding and marketing. The primary objective of the project is to developing Fodder Bank and creating livelihood opportunities to promote grassland biodiversity for reducing drudgery in nomadic life of Raikas. The specific objectives of the project are Capacity building of the farmers on scientific methods of cultivation of fodder plants in arid region. Formation of CIG for inculcating the habit of savings and bank linkage Developing Grazing units for ensuring continuous availability and supply of fodder for sustainable drought

relief Linkage of the Raika families with other existing government schemes and benefits Reducing the migration period for the Raikas by 3-4 months a year Creation of Demonstration sites for enhancing the availability, accessibility and adaptability of the new

scientific methods of Goat rearing. While implementing the project first baseline and identification of the Raika tribe will be done and then awareness activities and usage of IEC, orientation of farmers, formation of the farmers group, training program on Sheep Husbandry for selected farmers of Raika tribe for usage of technology, forward & backward linkage, construction of demonstration site, plantation of new fodder trees, follow Up activity, process documentation of the entire activity will be done step by step. The output plan of the project will be like No. of Raika families benefited - 50, formation of demonstration site - 2, formation of CIG for inculcating the habit of savings and bank linkage - 5 CIG will be formed covering 50 families, linkage of the Raika families with other existing government schemes and benefits - 50 Raika families will be availing the government schemes and benefits. The expected output of the project will be decrease in migration period of the Raikas up to 3 months, average income of the Raika families will be doubled in three years, farmers will be capacitated and Improved sheep rearing practices will be practiced, development of grazing land and demonstration Site, cost-reduction in overall expenditure incurred in veterinary services (Rs. 5-6 thousand), buying fodder (Rs. 30-40 thousand), Feed(Dana) (Rs. 12-15 thousand), Khejri (Rs. 15-18 thousand), transporting the sheep

by trucks to different areas for grazing. Also less income due to influence of middle men will be reduced. This will be the two years project where all activities have been fitted in two years timeline.

Samagra Vikas Sansthan – SVS About the organization: SVS (Samagra Vikas Sansthan) is implementing a project on “WAR FOR WATER” supported by Department science and technology where 20% of the total project cost is being mobilized by SVS through community participation. SVS is In the implementing an ongoing project of “Amrit Jalam” in collaboration of RKJD and DST which basically addresses the drinking water problem of the area in Mehrumpur cluster of Jhunjhunu district. SVS is working in the area from last 11 years.

Proposed Project: The project title for this proposal is “Promoting change in cropping pattern and sustainable water management to reduce desertification, land and aquifer degradation in Mehrumpur cluster of Jhunjhunu district of Rajasthan”. Six out of eight blocks of Jhunjhunu district is been notified, that means water cannot be extracted from the ground. In view of this, six out of eight blocks viz. Buhana, Chirawa, Jhunjhunu, Udaipurwati, Surajgarh and Nawalgarh in Jhunjhunu district of Rajasthan has already been notified by Central Ground Water Authority, New Delhi for regulation and control of ground water development. Existing problem in the crop pattern can be seen here that Crops of Long duration of variety are used by farmers where consumption of water is more, in absence of knowledge same crops are sowed each year which have low economic value and consumes more water, crop rotations are not in practice by farmers, less economic return. If we focus on the solutions of the mentioned problem major three solutions has been explained by SVS which are capacity building of community, establishment of village level resource center for better knowledge, renovation and catchment correction of the existing water storage

devices in the village. Overall objective of the project is to promoting change in cropping pattern and sustainable water management to reduce desertification, land and aquifer degradation in Mehrumpur cluster of Jhunjhunu district of Rajasthan which can further divide into specific objectives which are Capacity building of the farmers on

scientific methods of cultivation for promoting change in crop pattern.

Establishment of village level Resource Cum Weather Center for assisting the farmers in planning their agriculture

Renovation and catchment correction of the existing water storage devices in the village.

Promotion of forestation by orchard development and plantation to reduce Desertification through agro forestry

The methodology of the project will be like baseline of socio economic condition of the 300 farmers, group Formation, awareness activities and usage of IEC, training program on scientific methods of cultivation for promoting change in crop pattern, demonstration of the tested technology developed by CAZRI and AFRI, Six training of batch of 50 farmers will be trained in 1st year of the project, follow up training of 300 farmers will be conducted in 6 batches in 2 year. Expected output of the project will be 300 farmers of the project area to be oriented on the scientific methods of cultivation for promoting change in crop pattern, one resource center will be established in the area by end of project, one site for demonstrating sustainable agriculture practices will be established by 1st quarter of the project, 2 pond in the project area will be renovated and water storage facility will be increased, 25 orchard of one hectare each will be established and a total of 13000 plants will be planted in the area the plants are Bel @ 477 plants / hectare, Lesua @ 477 plants / hectare, Nimbu @ 656 plants / hectare, Karunda @ 656 plants / hectare, Anaar @ 656 plants / hectare.

Concluding Sessions

1. Mr. Ramesh Savalia stressed on the rather than taking vary generic and bigger issue and ambition, need to focus the very specify issue. Otherwise we remain to discuss and work as usual issues like water, health, sanitation, NRM, livelihood, etc. He emphasized that within water there are many diverse aspects of issues one has to understand the in the local context. He gave example that Water as sector there may be issue of quantity, quality, equality, access, conservation, efficient utilization, management, cropping pattern, distribution, institutions, health, sanitation, etc. one has to really understand the issue in the context of local community priority need. Once it has been finalized we have to look the linkages with the sector in the context of natural resources, livelihood, social and economical aspects to arrive at holistic solution for that. We also identify the specific objectives based on the specific issues identified rather than very usual objectives of capacity building, institutional building, policy advocacy, infusion in planning, mainstream. We must emphasis the in the objective the aspects like Specificity, Measurability, Achievability, Realistic, Time bound when writing objectives. Laos the outcome and output must be linked with the objectives and also one has to see does that outcomes and output are matching our issues identified. He also said that every NGOs/CBOs whoever wants to apply must carefully read the all guidelines in SGP India website.

2. Mr. OP Sharma said in his concluding remark that this was meeting was an opportunity to meet many new NGOs. It also provided a learning platform for us and others. He emphasized that we must have to plan some innovative projects. This partnership is an opportunity for all of us to innovate and take risks. Mr. Sharma said that we are missing innovations, which could be just not in a technology but it could be in approach and methods. He said that climate change will going to impact on large areas, in which how we can link our traditional knowledge to develop some innovative model in Rajasthan state. That could be in adaptation context. Innovation in existing model of water harvesting structure, it could be in storage structure, size, demand management, water governance, and water regulating system. How we can go beyond river parliament.

3. Dr. Ruchi Pant concluded that we must also think the linkages within resources like water and energy. This may be in underground water exploitation, innovation like solar energy, etc. We should also move towards self reliance need to promote such practices, we do need to always think that why still community needs government support for small development works.

4. Mr. Sodhi concluded with thanking all participants in joining the program and making it succssful and highlighted that sustainability aspects need to be internalized individually and institutionally. One needs to practice and innovate on defining and understanding sustainability aspects. He explained the finer points on the GEF SGP format and also shared the concepts of Co financing; Incremental Benefits; Innovativeness, and added that innovation is not only in technology but in the process of doing things, including local institution building. Later added that the format is simple, although a bit lengthy and that the proposal can be written any language, but needs to easy to understand, clear and gives a more quantitative measures of what activities bring what benefits. More emphasis needs to be made on the issues around the Business Model Approaches; so that the livelihoods of the poor are benefitted. Urged the NGOs to take up projects on CC mitigation and adaptation, highlighting issues of local biodiversity resource use, processing and value addition, in particular to Neem, Jamun, Tamarind, Mentha and Palash. Keen that we should promote programs based on the mix of traditional wisdom/knowledge and modern low cost, easy to adapt technologies. He also added that GEF SGP is open to help and that in this joint collaboration we shall leverage to the success of Wells for India. Time has come that we all have to leverage resources from Governments at all levels.
