My Companions, We started out the year with three major goals: Improve Ritual by holding Chapters accountable for doing at least one degree with 80% of their own members, focusing on Membership using the Grand Master’s One Day Class as a launching point by doing the Mark Master Degree after each event and increasing social activities at a state level via five wine outings with one in each area of the state. While we had inspections Chapters stepped up and accepted the challenge to improve their ritual work, we were slated to possibly have a record number to join Chapter this year and the five wine outings occurred even though they were scaled down some. I also had a special “Step Up” pin created to recognize those who stepped up and did something above and beyond for this year. I congratulate all who did this over the past year. But this year has been like no other that I can remember in my lifetime. Things were rolling right along smoothly and according to plan until March when normal came to an end. We had to learn a whole new way of exercising our Masonry and holding meetings online. Many activities had to be postponed or cancelled completely. I had to suspend many sections of the code (specifics outlined within my report) as I felt it was not proper to have Chapters fail to perform certain portions when the Pandemic emergency made it impossible to comply with the code in certain instances. I also had to suspend ritual work since many of the State mandates would not allow us to appropriately perform our degrees for the candidates. Our Ritual Committee is working diligently to come up with solutions as soon as possible to allow us to fully perform all degrees. I never thought I would be spending much of many weeks during this year reviewing the code to ensure we could continue to more forward while staying safe and obeying all civil laws. I had hoped to be addressing you at this point in time from the Great Wolf Lodge in Mason, Ohio but due to the Pandemic as will be noted later this session was cancelled for the safety of our members and certain state requirements basically made this event impossible. My travels though not as extensive as I originally planned due to the Pandemic, I believe are still substantial and are listed in Appendix B. Now my Companions, the time has come for me to give an accounting of my stewardship in the administration of this Grand Chapter.

Necrology – by REC Randy Clark, Grand Chaplain

During the Capitular Year that ends with this Grand Chapter session, we suffered the loss of 444 Royal Arch Companions (incidentally the same as last year). These companions laid down the tools they received as Royal Arch Masons and no longer share our labors. Their knowledge likewise is no longer a part of our collective wisdom. Our common work was made easier by their presence and the government of our chapters, districts, and Grand Chapter was enhanced by the wisdom and experience they shared. We were especially saddened by the passing of two Past Grand High Priests of this Grand Chapter during the year: MEC James M. McDonald (2006) September 17, 2019 MEC Robert D. Blankenhorn, Jr. (2015) October 19, 2019 Their memorials appear elsewhere in our proceedings. We live in troubled times – for a

significant part of the year we were unable to meet as we are accustomed. Our companions and their families were afflicted with illness, economic loss, and fear and anxiety. Even now we sail on rough seas and the sun does not always shine as brightly as we would wish. We are unable to gather as a Grand Chapter as we usually do. The shared companionship of our chapters, such a source of strength and encouragement, has been denied us. Sometimes, too, the opportunity to mark the passing of these companions whom we love has been taken from us. We thank the Great High Priest of Heaven and Earth for these companions and for the ideals of Capitular Masonry that sustain us in our grief and in these difficult months. We are grateful for the lives and leadership of Most Excellent Companions McDonald and Blankenhorn. Our abbreviated session means that I will not be delivering these remarks in person – but I leave you with an adaptation of a funeral prayer that has become my favorite over the years: Eternal God, we praise you for the great company of all those who have finished their course in faith and now rest from their labor. We praise you for those dear to us whom we name in our hearts before you. Especially we praise you for Name, whom you have graciously received into your presence. To all of these, grant your peace. Let perpetual light shine upon them; and help us so to believe where we have not seen, that your presence may lead us through our years, and bring us at last with them into the joy of your home not made with hands but eternal in the heavens. Amen.

REC Ryan Adams, GPS tribute for Most Excellent Robert D. Blankenhorn, Jr.

Eulogy for Robert (Bob) Blankenhorn, Jr., Grand Principal Sojourner In 2007, I met Bob during a Finance Committee meeting in Germantown, Ohio for the first time. We hit it off over our discussion of finances and technology. From that point forward Bob and I became good friends. Our friendship continued for many years including when I was elected to the Grand Line in 2015 as the Grand Master of the First Veil making Bob my “fraternal” father and again…one of my very good friends. We had many fun trips traveling to Grand King Rollout programs around the state, attending Grand High Priest receptions, and traveling out of state to other Grand Sessions. Bob and I generally spoke to each other 4-5 times a week about things that were going on with the Grand Chapter, our families, and towards the end our regards to each other’s health. Bob and I became confidants to each other and I to this day, miss our conversations. Although, we did not agree on some things and we would verbally tell each other so, we were friends to the end. Bob’s theme of “Celebrate” not only represented the Bicentennial session, but to “celebrate” life in general and be thankful for each day. There were many memorable items from Bob’s Grand Year including Doane G. Nome (his constant travel companion) & the preferred “high sign or slogan” “Bite Me!”. He had a particular saying he used quite a bit by Rick Warren. In Happy moments, PRAISE GOD In Difficult moments, SEEK GOD In Quiet moments, WORSHIP GOD In Painful moments, TRUST GOD In Every moment, THANK GOD Bob left our earthly companionship on October 19, 2019. Bob will be remembered by all, but especially by his district, life-long friends within our fraternity, and his fraternal son. Robert (Bob) Doane Blankenhorn Jr. October 6, 1945 - October 19, 2019 Robert (Bob) Doane Blankenhorn Jr., 74, of Mansfield, Ohio, passed away peacefully on Saturday, October 19, 2019 at his home following a short battle with cancer. Bob was born to Ruth G. and Robert D. Blankenhorn Sr. on October 6, 1945 in Waltham, Mass. By the time Bob was a Junior in High School, he had lived in Massachusetts, New York, Germany, Florida, California, and Shelby, Ohio. He graduated from Shelby High School in 1963 and received his Associate Degree in Data Processing from Sinclair Community College in 1979. Bob joined the United States Army in 1965 and served one tour of

duty in Vietnam. He was honorably discharged in 1969. On April 24, 1965 Bob married his wife, Pamela K. (Hannafus) and they spent most of their life together in Mansfield, Ohio where they raised their three children. Bob was employed working with data processing at Shelby Mutual Insurance Company, NCR, Shiloh Corporation, Ideal Electric, Hi-Stat, and Richland County Juvenile Courts. He enjoyed volunteering with Boy Scouts, Madison Music Boosters, and church. He is a member of First Lutheran Church, Shelby, where he was serving as church council president. In 1959, Bob became active in Manatee County Chapter of DeMolay, in Bradenton, FL. This began Bob’s interest in becoming an active Mason. He entered the Masonic brotherhood in 1972 when he joined Charles Hoffman Lodge #767 (F & AM). He then became a member of Bellville Lodge #376 (F & AM) and Venus Lodge #152 (F & AM). Throughout his Masonic years, Bob was active in the 20th Masonic District (DEO), Mansfield Chapter #28, Mansfield Council #94, Mansfield Commandery #21, Hi Twelve #408, AASR Valley of Canton, Ruth Chapter Order of Eastern Star #17 (Grand Chaplain, 2019), Crawford Council Knight Masons #82, Mohican Council #134 AMD, Blackstone York Rite College #195, Red Cross of Constantine Charlemagne Conclave, H.R.A.K.T.P. and Prince of Peace Tabernacle. In 2015 Bob served as the Grand High Priest of the Royal Arch Masons of Ohio and in 2018 he was given the honor to join the Ohio College S.R.I.C.F. He also was honored in 2018 to be a recipient of the Order of the Purple Cross. Bob is survived by his wife of 54 years, Pamela; daughters, Tonya (Blake) Prewitt and Kari (Chris) Case; daughter-in-law, Sondra (Ryan) Blankenhorn-Cook; grandchildren, Michael & Kyle (Prewitt), Jonah & Rachel (Blankenhorn), Rebekah & Leah (Case) and Ethan (Cook); sisters-in-law, Rita Yore, Carole (Jerry) Pittis, Ruth (Don) Bolles and Mary Lee Barr. Bob is also survived by many nieces and nephews as well as many friends. In addition to his parents, Bob was preceded in death by his son, Rev. Aaron D. Blankenhorn; his sister & brother-in-law, Nannah & Linley Padgett; his father-in-law and mother-in-law, Ernest & Florence Hannafus; and brothers-in-law, Ken Yore and Art Barr. Family and friends may visit from 2:00-4:00 pm and 6:00-9:00 pm on Friday, October 25, 2019 at the Diamond Street Home of Wappner Funeral Directors, 98 S. Diamond Street. A Masonic and Eastern Star service will be held Friday at 8:00 pm which everyone is welcome to attend. An additional hour of calling will be held on Saturday, October 26, 2019 from 9:00-10:00 am at First Lutheran Church, 33 Broadway Shelby, Ohio. Funeral services will follow at 10:00 am with Rev. Russell Yoak officiating. The Richland County Joint Veterans Burial Detail will perform military honors at the conclusion of services. Memorial contributions may be made to OhioHealth Hospice, First Lutheran Church-Shelby Endowment Fund, Royal Arch Foundation for Adopt America, or Mansfield Masonic Temple Co. Building Maintenance Fund.

REC Thomas F. Zeigler, Grand Fraternal Correspondent tribute for Most Excellent Companion James M. McDonald

Most Excellent Companion James M. McDonald passed away on Tuesday, September 17, 2019. Jim was born on July 8, 1939 in Salem, Ohio. He married Diana Lynn Pfeifer on May 8, 1982, and she survives in Upper Sandusky. He is also survived by his children, Kendra and Kent, 4 stepchildren: Elizabeth, Phil, Ruth and James, 14 grandchildren and 1 great grandchild. Jim was a 1957 graduate of Columbus North High School. He attended The Ohio State University from 1957-1962, obtaining a Bachelor of Music Education Degree, with a Tuba Major and a String Minor. If you didn’t already know, Mac was a Sousaphone player. As such he dotted the ”I” in Script Ohio 4 times, twice as a senior and twice with the Alumni Band. He

dotted the “I” in the Michigan game in Michigan stadium, where his hat blew off. No doubt a Wolverine plot. He attended Toledo University and Bowling Green State University, graduating with a Master of Music Degree in 1969, and then completed other post graduate work on the Doctoral level. He had teaching experience of over 33 years as a Band Director, Music Teacher and Athletic Director, having been employed as Band Director in the Northwestern Local Schools in Union County, St Mary’s City Schools, Bowling Green City Schools, and after 25 years, he retired from the Upper Sandusky Schools. He served part-time on the faculties of Ohio Northern University, University of Findlay, and Ohio University. He returned to the Upper Sandusky Schools, as Athletic Director for 2 years. He was a member of St. Paul’s Lutheran Church in Upper Sandusky, where he had served as choir director, and deacon. He was a member of the Ohio Music Education Association; having served as President, Vice President, Secretary and Treasurer, throughout the years. He performed with the Columbus Symphony Brass Quintet, The Toledo Zoo Band, the Mansfield Symphony Orchestra, 17 years with the Lima Symphony Orchestra, and The Ohio State University Alumni Band. He also served 3 terms on the Board 2 of Governors of the Ohio State University School of Music Alumni Association and two terms on the Board of Governors of the Ohio State University Marching Band Alumni Association. Mac was a member of Warpole Lodge #176 F&AM, McCutchen Chapter #96 R.A.M, Upper Sandusky Council #98 R&SM, Marion Commandery #36 and Warpole Chapter #366 Order of the Eastern Star. He received the title of a Knight of the York Cross of Honour with one quadrant from Ohio Priory #18. As a dual member of DeMolay Commandery #9 in Tiffin he used his marching band director talent as Drill Captain to lead the drill team to 1st place in Class C17 at the St Louis Triennial in 1997. He was a Past Most Wise Master of Rose Croix, Valley of Toledo where he received the Meritorious Service Award along with the 33rd Degree of the Scottish Rite. In 2006-07 he served as the Grand High Priest of the Grand Chapter of Ohio and as its leader traveled all over the state visiting and advising its membership, numbering in the thousands. Jim was active in many other Masonic affiliated groups.

Masonic services were held at 4:00 pm Sunday, October 20, 2019, at the St. Paul Lutheran Church in Upper Sandusky.

According to the rules and regulations of this Grand Chapter, it was my pleasure to make the following appointments during my term as Grand High Priest, and I would like to thank them for their hard work, support, and loyalty to this Grand Chapter.

Immediately following my installation as Grand High Priest and as prescribed by Section 25.01 of the Grand Chapter ByLaws, I appointed the required standing committees and other necessary committees to serve our Grand Chapter. I also had the pleasure of appointing 20 District Deputy Grand High Priest to represent me in the 15 Capitular Districts. I also had the pleasure of appointing 22 District Education Officers to serve their respective Districts. Unfortunately, I had to appoint Past District Deputy Grand High Priest Ray Hardwick Jr .to fill the District Deputy Grand High Priest position in the 9 th District when the current District Deputy Grand High Priest became unable to complete his duties. I also appointed Past Grand High Priest Ross R. Black to fill the District Deputy Grand High Priest position in the 20th District when the current District Deputy Grand High Priest suffered a severe stroke. In addition, I appointed Past District Deputy Grand High Priest John W. Hooper to fill the District Education Officer position in the 9th District when the current District Education Officer resigned. A complete listing of the District Deputy Grand High Priests, District Education Officers and Committees was included in Bulletin No. 1 and will be included in the printed proceedings of the annual communication of this Grand Chapter. 3

DepositoriesHuntington Bank, Chesterland was designed as the depository for the General Grand

Funds and other funds for the Grand Chapter pursuant to sections 11.02 and 11.03 of the Grand Chapter By-Laws.

Surety BondsIn conforming to sections 11.01 and 13.02 of the By-Laws of this Grand Chapter, surety

bonds for the Grand Secretary and Grand Treasurer are in force with Western Surety Company in the amount of $10,000 each. The elected Secretaries and Treasurers of constituent Chapters should secure their own bonding.

Safety Deposit BoxOn September 18, 2020, along with the Grand Secretary, I visited the Huntington Bank,

Chardon Branch, to review the status of all items stored in the safety deposit box of the Grand

Chapter. As per Section 11.03 of the By-Laws of the Grand Chapter, the safety deposit box is not to be opened unless in the presence of two Grand Officers. Upon review, it was determined that all Certificates of Deposit as recorded by the Grand Secretary were up-to –date. Also reviewed were the original handwritten Ritual and the Typewritten Ritual and microfilm copies of the Annual Returns

Dispensations A listing of the Dispensations granted to the Chapters in this jurisdiction appears in

“Appendix A” of the proceedings.

Edicts Issued While it did not come to fruition as planned, this year the Grand Master had given us the

privilege of performing the Mark Master Degree immediately following the Grand Master Classes to be held in May (and one in June). I am including those Edicts in total here, as a starting point, if this opportunity occurs again in the future.

Issued February 20, 20201. The Grand Master’s 1-Day Class coordinator at each location will have the final say in

all decisions.2. Each Grand Master’s 1-Day Class has been assigned a Grand Chapter Coordinator who

is responsible for the decisions made in regards to the Grand Chapter of Ohio portion of the event.

3. REC Ronald Hart Sr. Grand Captain of the Host has been assigned as the Grand Chapter of Ohio overall coordinator.

4. The Mark Master Degree will be the only Degree actually performed by the Grand Chapter of Ohio on the day of the Grand Master’s 1-Day Class. The rest of the degrees will be the responsibility of the Royal Arch Chapter the candidate is joining.

5. The Chapter 2020 GM Class Petition should be used for all petitions coming in conjunction with this event.

6. The fee for all Chapter 2020 GM Class Petitions will be $30 which will cover their fees for all 4 degrees of the Royal Arch Chapter and are to be collected when the petition is presented for approval.

7. The Chapter 2020 GM Class Petition can be used for any candidate wishing to join in this Grand Chapter class, even if they were already Grand Lodge of Ohio Members prior to the date of this event.

8. The Grand Chapter Coordinator who is responsible for Grand Chapter of Ohio portion of the event at each location (with the assistance of those who he may assign) will be responsible for assisting candidates to determine the Chapter they wish to join.

9. A candidate wishing to join using the Chapter 2020 GM Class Petition can decide to defer receiving the degrees until later but all information including Chapter joining and fees must accompany the petition.

10. All petitions are to be recommended by at least two companions (preferably from the Chapter the candidate is joining if possible).

11. The Grand Chapter Coordinator for the event is authorized to approve all petitions presented with the assistance of at least 2 other person who he may assign (preferably DDGHP or PDDGHPs if possible).

12. All candidates from the Grand Master’s 1-Day Class who petition and their petition is approved, will immediately be eligible to receive all four degree of the Royal Arch Chapter.

13. Information about the Chapter Degrees and location and contact information about local Chapters is encouraged to be available for distribution.

14. Each Grand Chapter Coordinator for the event will be responsible for sending all petition information to the appropriate Chapters and the Grand Secretary of the Grand Chapter of Ohio and indicating if the candidate took the Mark Master or deferred it.

15. Each Grand Chapter Coordinator for the event will be responsible for sending information to REC Ronald Hart Sr. Grand Captain of the Host the Grand Chapter of Ohio overall coordinator with number of petitions received by the day after the event.

16. All monies will be collected by the Grand Chapter Coordinator for the event and one check for the amount matching $30 times the number of petitions should be sent to the Grand Secretary.

17. The $30 for each candidate collected will be credited by the Grand Secretary to the Chapter on the petition on the annual per Capita distribution required to the Grand Secretary.

Because of the Coronavirus Pandemic it caused me to create a number of Edicts to override sections of our code starting March 23rd. I felt it was not right to allow Chapters to be punished for complying with health safety rules the State of Ohio and Grand Lodge of Ohio imposed. Chapters were also instructed to follow those Edicts issued by the Grand Lodge of Ohio. They are as follows by date:

March 23, 2020 1. Section 100.03 of the code, concerning the number of stated convocations of a Chapter

which must be held will be suspended for the 2019-20 year along with all penalties indicated within this section.

2. Section 100.05 thru 100.08 of the code, any Chapter needing to perform necessary business during the declared timeframe where no Masonic events are to occur March 17th until May 10th may hold a special online meeting via electronic means (or phone) to accomplish those tasks. No ritual work (opening or closing) is to be performed. The Excellent High Priest and Secretary MUST be part of those discussions and the Secretary will make a due record to be entered in the Chapter minutes to indicate any authorized actions. (if the Grand Master further extends past May 10th, this will be extended as well per the new date of the Grand Master),

3. Section 25.03 & 100.09 of the code, any remaining Pre-Inspections/Inspections may be done with the DDGHP and Secretary/Treasurer/High Priest with only the books being reviewed along with the uniform Audit Report. This may be done via electronic means if needed. No Ritual work will be required as part of this Inspection. Any in person Inspections should be done after the completion of the current, and any extension, of the Grand Masters Edict. If there is an issue completing these Inspections prior to May 31, the District Deputy Grand High Priest will contact the Grand High Priest for further direction.

4. Section 106 & 110.14 of the code, the date for Annual Returns and Payments associated with the Annual Returns will be extended until June 30th and no penalties will be assessed for those completed and returned with the funds by July 31st. The yearend date will remain “as is” for information on the Annual Returns.

5. Section 37.01, 37.04, 37.05 & 37.06 of the code, these Grand Chapter Awards deadlines will be extended until July 31st .

6. Section 102.04 & 102.05 of the code, Chapters holding nominations according to their by-laws, during the timeframe of the shutdown, (including any extensions the Grand Masste may invoke) may refer to Edict #2 for completing those nominations or delay them until their next stated meeting if so desired.

7. Section 110.03 & 110.04 of the code, the High Priest and Secretary may agree to remit any dues of a Companion worthy of remission but this must be included in the minutes of the next stated Convocation of the Chapter. You may also refer to Edict #2 for completing the remission of dues via electronic communications, if so desired. The final date for suspension for non-payment of dues shall be extended to July 31st.

8. Resolution: Each Constituent Chapter Must Exemplify all Four Degrees during Year will be suspended for the 2019-20 year.

May 22, 2020 1. Continued - Section 100.03 of the code, concerning the number of stated convocations

of a Chapter which must be held will be suspended for the 2019-20 year along with all penalties indicated within this section.

2. AS OF 6-1-2020 -Section 100.05 thru 100.08 of the code, any Chapter whose location is still closed for meetings or the membership still does not feel comfortable meeting in person, the Excellent High Priest may hold a special online meeting via electronic means (or phone) to accomplish those tasks. No ritual work (opening or closing) is to be performed. The Excellent High Priest and Secretary MUST be part of those discussions and the Secretary will make a 5 due record to be entered in the Chapter minutes to indicate any authorized actions. Any online meetings being held in lieu of an in person meeting should be sent to the Grand High Priest ([email protected]) at least 48 hours prior to the meeting with a potential contact point who can verify persons requesting to attend the online meeting.

3. Cover Obligation would be administered with the Chapter opening a Lodge of Mark Masters, administering the Cover Obligation, and then closing the Lodge of Mark Masters, to continue business as outlined below.

2. A Chapter of Royal Arch Masons, wishing to include Candidates that meet the requirements in item 1 may include them in meetings held as Extraordinary Sessions (see Code: Section 100.06c).

3. Any meeting held within the provisions of items 1 and 2 must be declared open and declared closed in accordance with the Code: Section 100.06c. No Ritual work is permitted.

4. All business, discussion, and education should be in a Lodge of Mark Master Masons when a candidate is present who only received the Cover Obligation. No ritual related items should be discussed with persons present who have not receive the degree in full. No voting may be done by candidates until full Mark Master degree has been received.

5. A Candidate will be offered the choice of proceeding in this manner with the Cover Obligation or waiting to take the degree of Mark Master. Based on the Grand Master's current edict, this could be followed in

Counties that are Yellow, Orange or Red. All Ohio Health related and Grand Lodge safety provisions MUST be adhered. No provisions are being made for Counties in Purple which are required for online only meetings.

Counties that are Yellow or Orange could use the previous procedure or the following:

If there is a strong desire by a chapter to put on the Mark Master Degree. The candidate MUST also agree he wishes to take the full degree at this time and it be so noted in the minutes of the Chapter. All Ohio Health related and Grand Lodge safety provisions MUST be adhered. No additional degrees are being authorized until further notice is given.

6. In any case, ALL Degrees MUST be conferred in FULL on all new candidates once it has been deemed safe to restart Royal Arch Chapter degree work.

Grand Chapter Session Cancelled- Balloting on Officers/Legislation At a meeting on July 21, 2020 with the Grand Officers it was decided that due to the Coronavirus Pandemic for the health and safety for our membership, it was necessary to cancel the Grand Chapter in person session. This was a difficult decision but one which all Masonic bodies in Ohio in some form also decided for the same reason we decided not to hold an in person session. Since we still had some legislation to vote on and new officers to elect the follow proves was followed to accomplish that task using Section 3 of the Grand Chapter code powers of the Grand High Priest and suspending sections of the code and constitution as follows: Section 3. Powers of Grand High Priest. The Grand High Priest shall have all such powers and perform such duties as are provided by this constitution and the laws enacted thereunder, together with the right to exercise all of the powers inherent in the office and consistent with the ancient landmarks, usages, customs and regulations of Freemasonry.

Preprinted numbered ballot with a box that can be checked if you agree and line next to it where you could do a write in ballot. These will be sent to the Top 3 officers of each Chapter, PHP, PDDGHP and PGHP per section 15.01.

Any necessary legislation included with numbered ballots to vote • Grand Secretary will send a letter from the Grand High Priest to send out to the Chapters and asking them to return information/ballots and how to complete them properly 7

Grand High Priest will make arrangements with recipients for Grand Chapter awards to present them.

All ballots mailed back to Grand Guard by September 24 in pre-labelled envelopes with Grand Guards address on the mail label and the return address of the Grand Chapter office in upper left corner in case there is an issue with sending to the Grand Guards address.

The Grand Guard along with a team from multiple Chapters will count the votes for officers and ballots for Legislation and report the results to the Grand High Priest and Grand Secretary.

District Deputy Grand High Priests, District Education Officers, District Technology Officers and Grand Officers will meet at the Dayton Temple Wednesday October 7 (outgoing officers and new officers) to be installed.

Proxies Issued While the Coronavirus situation kept myself and others from visiting many jurisdictions annual sessions, I did authorized the following Companions to represent the Grand Chapter of Royal Arch Masons of Ohio in my name for various functions that I could not attend:

To say that I had a number of correspondence with Companions around the state this year would be an understatement. This year in addition to the normal phone, email and postal mail; we ventured into the land of the online meetings with ZOOM, WebEx, Team Meeting, Google Meeting and a few more. I counted over 80 of these new types of communication meetings in addition to about 5,000 emails and hundreds of letters and phone calls.

Chapter Mergers and ConsolidationsOne thing that totally disappoints any Grand High Priest is when a Chapter decides to

merge. Mergers are sad events and everything should be done to keep them from happening. Pursuant to the Grand Chapter By-Laws Section 7.4 and 31.01, I consolidated Shelby #178 into Galion #142 and Wilmington Chapter #63 into Lebanon Chapter #5.

Re-consecrations/Dedications ChaptersChapters that reach a milestone in years of existence may elect to have the Grand Chapter

Officers perform a reconsecration of their Chapters. This year due to the pandemic many Chapters chose not to do a re-consecration but we did hold one dedication and two re-consecrations. The first was a dedication held on the 1st of February at Madison, Ohio. Geneva Chapter #147 had to move as their prior building was sold. We also had the honor to re-consecrate Victory Chapter #210 at the Dayton Masonic Center on February 8th and Loveland Chapter #211 on October 3rd at Loveland, Ohio. We thank these chapters to allow us to perform these duties.

Grand Officers MeetingsThe Grand Chapter Officers met three times this capitular year at our Grand Family

meetings to conduct the necessary business, distribute materials and address any issues or problems that may arise. I wish to thank the Grand Officers, Past Grand High Priests and District Deputies for their attendance and input at these meetings. A list of the meetings is as follows: October 26, 2019 Fairborn Holiday Inn, February 8, 2020 Miamisburg Masonic Temple and August 8 and Delaware Masonic Temple, Delaware. The meeting on the 8th of August was a hybrid with some attending virtually. In addition, this year the Grand Officers started quarterly meetings, with the progressing line officers only, to plan out a unified direction for Grand Chapter along with ways to make it easier for Chapters to thrive. Our first meeting was held January 12th in Chillicothe and a second was held online on June 14th. Unfortunately, the pandemic took up most of our time after March so we were unable to hold quarterly meetings as planned. A very limited number of topics were chosen to discuss in these meetings so we could focus on making a real difference in the future direction for Grand Chapter. I’m hoping these meetings will continue in the future as they seemed to be very productive. The Grand Chapter Officers also held a number of online “Pandemic” meetings to discuss how we could safely function as a Grand Chapter during the pandemic. These meetings were held to discuss portions of the code which needed to be suspended for the good of the Chapters, cancellation of Grand Chapter Session and how the business normally performed at Grand Chapter Session would be accomplished.

Youth Organizations This year, due to the pandemic, all of the Youth Organization Annual State Sessions were

cancelled. Due to this, I ordered the Grand Secretary and Grand Treasurer to create checks and

send them to each organization with our support. These donations of support had been included in the annual budget of Grand Chapter.

Service Awards I am very glad that I pushed hard early on in the year to get these awards out as the

pandemic basically made in person presentations almost impossible after March. I had the privilege to present many 70 year plaques prior to March and a 75 year plaque to a good friend of mine, Excellent Companion Earl Gorsuch at my Grand Reception in October. Unfortunately, Earl passed away at 99 in July and I attended his funeral. I was also able to present an 80 year award to a member of Walnut Chapter.

Royal Arch CharitiesThe Ohio Masonic Home and The Royal Arch Foundation that supports Adopt America

are two major charities supported by this Grand Chapter. It was my pleasure to attend the Adopt America Gala event in Toledo this year and it was an outstanding fund raising event for the organization where I was able to present a check from the Royal Arch Foundation. The Ohio Masonic Homes The Ohio Masonic Homes have three beautiful campuses located in Springfield, Waterville and Medina. I had planned to visit all three campuses and meet with some of our Companions who are residents at these facilities but the pandemic made that impossible. The

Royal Arch FoundationThe Royal Arch Foundation was started in 2002 and began a relationship with the Adopt

America Network. Adopt America pairs children with special needs with parents that have been trained to care for these children. These children, who might otherwise have been turned out of foster homes on their 18th birthday, now can have loving families for the rest of their lives which in turn makes things better for them in particular and society in general. I started a couple of new money makers this year to help increase the funds for the foundation with the assistance of the 3rd District. We sold sets of the various pins I had created as I progressed through the Grand Chapter line. We also created a polo shirt promoting our affiliation and support for Adopt America which we sold. The total number of dollars raised is not complete at this time but all the profits from both endeavors will go to the Royal Arch Foundation.

AppreciationsFirst, I must say I was so thankful that my mom was able to be present when I first joined

this Grand Chapter line. She passed away during the middle of my journey and I definitely appreciate the support everyone gave to me in that time of loss. No one man could ever perform all the duties required of this position without the assistance of others. First, I’d like to thank the District Deputies Grand High Priests and the District Education Officers. They are the ones who are out there doing the day to day work and this year the Pandemic made their jobs even more difficult. Thank you Companions for all your hard work and dedication to the craft. Next, I would like to thank the Past Grand High Priests. I have called on many of you for advice and have always received good counsel. Now to the progressing Grand Officers who I’ve ask to help assist me with a number of changes over the past years: thank you. To my appointed officers from my District “Thank You” is not enough. Kathy Clatterbuck who have just been unbelievable in their efforts over the past few years to assist me on this journey. Your support and unending work will never be forgotten. To my Chapter, you guys have been Rock Stars assisting me in the fund raisers and travels throughout the years. To the Grand Secretary’s office, Bob and Donna Thomas, thank you for being there for us and helping to make the numerous changes during the pandemic to help us get accomplished what needed to happen. To my wife and daughter, thank you for sharing me with this Grand Chapter. I know I’ve missed several things but I know you have always attempted to be there for me. While this Chapter as year as Grand High Priest is closing, more things are going to happen in the future to keep me busy and I can always count on you to be there for me.

CONCLUSION We have now have come to the end of this year and hopefully the upcoming year will be

a little less chaotic and we can all get behind supporting out next Grand High Priest. I am confident that the quarterly progressing Grand Officer Meetings will continue and this Grand Chapter will continue to see the progress we are making to allow all Chapters to thrive and make Capitular Masonry fun instead of a chore for the local Chapters. This is not a farewell but rather a change to be able to support Masonry and Grand Chapter in other ways. Thank you, once again, for the opportunity and the honor of serving you as your Grand High Priest.

To the Most Excellent Grand High Priest, Officers and Companions of the Grand Chapter of Royal Arch Masons of Ohio: Your committee on Masonic Education is pleased to submit the following report for the Capitular year 2019 -2020.

REPORT OF COMMITTEE ACTIVITIES

DEO/DDGHP Training Session - July 25, 2020 – Moore Masonic Temple, Delaware, OH

DEO training sessions are designed to cover all education materials available, and responsibilities of each DEO. Due to the Covid-19 Pandemic holding training sessions posed some difficult challenges. This year’s training session was successfully held in person as well as simultaneously broadcast through ZOOM so that companions in the high-risk health group of catching the virus could still receive the information necessary for successfully fulfilling their position.

Topics Covered: ➢ Review of all Education Responsibilities ➢ Explanation of Education training Materials ➢ Distribution and review of Education Resource Binder ➢ Training sessions for incoming and returning DEO’s ➢ DEO Roundtable (Feedback and comments from the DEO’s) ➢ Discussion of Education committee initiatives

• Review and update the resource courses as necessary to comply with changes in the Grand Code

• Distribute “Elected Officer Quick Start Guide” to provide moving line officers with a quick reference source helpful in locating information on operations and management of a chapter

• Review Effective use of Flipcharts – Candidate Education • Requirement of DEO’s to attend chapters to insure CEO’s are performing their

duties proficiently

The purposes of the committee meetings were to advance education committee initiatives and discuss feedback received from the DEO’s during the education training roundtable discussions.

The secondary focus of these committee meetings is to evaluate how best to meet the needs of the DEO’s as they advance Capitular education. This committees’ goal is to advance Capitular education with companions throughout the state.

The Education Committee Chairman has also undertaken the task of researching and identifying educational materials used within other Grand Royal Arch jurisdictions throughout the United States and Canada. This project was initiated with the hopes of incorporating relevant and valuable educational material or programs into the Grand Chapter of Ohio’s Royal Arch Educational library. Select findings and documents have been distributed to all committee members for review and recommendations.

Current Initiatives – Projects in Production• Royal Arch Resource Courses

o Review and update as necessary all 3 sections of Resource Course 1 along with Resource Course 2

• This committee has evaluated and edited the text from the Grand Chapter of New York. An Ohio version of the Capitular Development Course Book is currently in production.

Ongoing Education Committee Discussion Topics• Create an Education Committee Mission Statement: Who we Are; What we Believe;

What we stand for• Review and Recommend – additional Educational Materials to post on the Grand

Chapter Web site• Create an evaluation tool to gauge the comprehension of education articles• The creation of audio or video educational programs to post on the Grand Chapter

Web Site• The creation of an educational sharing site linked to the Grand Chapter web site• The requirement of all DDGHP’s to successfully complete both Royal Arch resource

courses prior to their installation as DDGHP’s• Create a comprehensive repository of RA Educational materials linked to the Grand

Chapter Web site.

OFFICERS SCHOOL OF INSTRUCTION:

Each year the District Deputies Grand High Priests are to organize an Officer School of Instruction. Its recommended that these Schools be held during the months of June through September; they may be conducted as a district school, or as is more often the case, as a regional school. The Grand King generally attends that day to present his program for the upcoming year. This committee expects to work with the DDGHP’s and the DEO’s to implement a process that will generate greater attendance at the schools. The key focus for each school is to ensure that educational programs bring timely and relevant value for all elected officers attending these schools. Unsettling as it may be, the perception is that only "new – first time" officers need to attend. We will continue to strongly encourage all past presiding officers returning to the elected line of their chapter to attend these schools. Not only is the knowledge and skills attained by these past

presiding officers a valuable reference source, they also act as a roll model for first time officers. There is always an opportunity to gain knowledge and to become a better officer, regardless of one’s status in Chapter - first timer or seasoned veteran!

Unfortunately, due to the Covid-19 Pandemic situation not all Districts had the opportunity to complete or initiate an officer school of instruction. For those seven districts that did submitted their officer school of instruction report in a timely manner, (47% return) we thank you. It’s our hope that we’ll get through this pandemic situation soon and all districts will be able to provide officer schools of instruction in the near future. ROYAL ARCH SCHOOLS:

Each Capitular year the District Education Officer (DEO) is to conduct a series of Royal Arch Schools. The format for the schools are detailed in the Chapter Management Manual. In short, the schools may consist of eight sessions conducted within one Capitular year or four sessions over a two-year period. The topics to be covered for the school are established by the education committee; however, deviations to the recommended curriculum are allowed enabling qualified speakers to take part. Companions who attend all 8 required sessions are awarded a Certificate and pocket card acknowledging their participation.

District Education and Royal Arch Schools were difficult to conduct this year as a result of the Covid-19 Pandemic. I would like to thank the three districts (20% return) that were able to conduction education programs, for submitting their “Summary Reports of Royal Arch Schools”.

RESOURCE COURSE:

The resource course is a series of questions on Capitular Code, protocol, bylaws, procedures, and other related Capitular topics. Answers are found by researching the Grand Chapter code, Chapter Management Manual, Manual of Suggestions for Officers along with other reference materials.

As the code and other sources of information have recently been updated the committee is conducting a comprehensive review of both resource courses for relevance and accuracy. An updated resource course should be deemed as a valuable learning and leadership tool for Chapter officers and those companions interested in expanding their knowledge of capitular policy, procedure and knowledge.

Each year the Education Committee encourages all Chapter officers (and any interested Companion) to complete the course. The committee was very pleased to provide certificates to the following Companions for their efforts in having successfully completed Series I and / or Series II resource courses:

INSPECTION REPORTS:

Out of a possible 121 reports, (CEO-01) the District Officers only submitted 30 Chapter Education Officer reports. (25% return) With continued DEO training workshops, we expect compliance with the submission of these forms will improve significantly in the future. The reports submitted are designed to detail the educational activities of the constituent Chapters and should be completed at the annual chapter inspection.

Capitular Education continues to move in a positive direction. On behalf of the Education Committee we would like to commend each and every District Education Officer and District Deputy Grand High Priest for their patience, hard work and dedication in conducting the Royal Arch Schools and Schools of Instruction; attending inspections; and presenting educational programs at each Chapter in the district. Their efforts continue to provide our members with additional “Light and Knowledge.” These Companions are the backbone of the education program in Ohio and to all of them we pledge, our continued support.

REPORT OF THE COMMITTEE ON MASONIC JURISPRUDENCE

To the Most Excellent Grand High Priest, Officers and Companions of the Grand Chapter of Royal Arch Masons of Ohio:

As most know the role of Jurisprudence Committee is to review requests for dispensation and answer when appropriate questions from the membership. The questions generally begin with “Can I do…?” A few times it begins with “We are doing” or “We have done.” Regardless of how it comes in we try to make sure things are done properly. Legislation is reviewed for form but at Grand Chapter no opinion is given. This year had a new twist, a virus. This through a wrench into our machine because we (all companions) tend to plan and work slowly and deliberately toward a goal. This could not be done this year. Fortunately, our Grand High Priest, sometimes with consultation with the Past Grands and as well the Grand Master, and sometime using his own good counsel and years of service to the Craft, was ready, willing and able to make difficult decision relative to our Chapter operations. I can assure you that every decision he made was appropriate and well thought out. We are luck to have had a lead such as he in these difficult times. I salute him. I also know our incoming Grand will also be up to the task as will our entire Grand Line.

Proposal: It is the recommendation of the Grand Chapter Finance Committee to fix the amount of per diem paid each year to constituents and eliminate the payment of mileage for the attendance at the Annual Convocation. Paying a fixed amount brings this Grand Chapter in alignment with procedures already in place by the Grand Lodge of Ohio. It is the recommendation of the finance committee to fix the amount of per diem paid each year to constituents. Paying a fixed amount brings this Grand Chapter in alignment with procedures already in place by the Grand Lodge of Ohio. It also allows for the Grand Chapter to better budget for allowances to be paid each year and to process the payments in a more efficient manner.

31.02c – New Lodges of Mark Master Masons – Line item C

Currently reads:

c. The minimum fee to be charged by a Lodge of Mark Masters shall be ten dollars ($10.00), and the minimum dues shall be three ($3.00). 15.05 Event Per Diem. Each Grand Chapter Officer, District Deputy Grand High Priest, Past Grand High Priest, and anyone invited by the Grand High Priest will be entitled to mileage when attending a meeting called by the Grand High Priest to conduct business of this Grand Chapter of Royal Arch Masons. This would include, but will not be limited to Grand Family Meetings, Quarterly Grand Officer Meetings, Committee Meetings, etc. All meetings must be called by and approved by the Grand High Priest for mileage to be paid. The rate paid for mileage will be in accordance to what is prescribed by the Internal Revenue Service each calendar year for charitable purposes. (Effective October 7, 2020)

Proposed change:

5.06 Grand Chapter Finance Committee.

The Grand High Priest shall appoint a Finance Committee as prescribed in Section 5.01 of six members to serve for one year, who shall examine and report on all financial matters presented to the Grand Chapter. At the request of the Grand High Priest, an audit and report in writing upon the books and records of the treasurer and Secretary will be done annually. The annual report of such committee shall be in such form and contain such substantive matter as may be prescribed by the Committee on Finance of the Grand

Chapter and shall be presented prior to the election of officers, and all reports by the Finance Committee, when approved, shall be copied in full upon the minutes. The members of the Grand Chapter Finance Committee shall be comprised of the Grand King, Grand Scribe, Grand Secretary, Grand Treasurer, and two (2) at-large members as determined by their qualifications appointed by the Grand High Priest.

Grand Chapter 2020 Legislation Item #4

In accordance with By-Laws Section 41.01, the following amendment to the Grand Chapter By-laws Sections 7.04 and 31.01 are proposed.:

Whereas there has been a wide variation in the processes followed when Chapters consider mergers; there is some confusion about the proper procedure for a Chapter to follow when considering a merger or a consolidation; and there is some conflict between sections of the Grand Chapter Code regarding consolidations and mergers: the following changes to the Grand Chapter Code are proposed to clarify the process and eliminate any contradiction in the code. Sections 7.04 and 31.01 are proposed to be modified as noted below for the purpose of removing confusion and clarifying the role of the Committee on Charters and Dispensations.

Current wording Section 7.04.

7.04 Chapter Placed on Probation; Arrest Charter; Suspend Officer. When the condition of any chapter is such as to endanger its own best interests or the welfare of Capitular Freemasonry in its jurisdiction, the Grand High Priest, may in his discretion, place such chapter under probation and appoint a committee which shall have general supervision of the work and conduct of the affairs of the chapter. If such chapter or its officers shall fail to observe the directions of such committee, the Grand High priest may arrest the charter of the chapter or suspend the offending officer or officers until the next annual convocation of this Grand Chapter.

When a Chapter has deemed it in the best interest of Capitular Masonry to consolidate said Chapter with another specified Chapter and has attempted, unsatisfactorily, to fulfill the requirements of Section 3.01, paragraphs 1, 2 and 3, Grand Chapter Bylaws, upon a majority vote of the officers of said Chapter and the recommendation of the Charters and dispensations Committee, who shall have the general supervision of the work and conduct of the affairs of said Chapter, and by approval of the Jurisprudence Committee, the Grand High Priest, may act to consolidate the petitioning Chapter with the petitioned Chapter without delay. All other procedures of Section 31.01, Grand Chapter ByLaws shall be applicable.

For any gross irregularity or willful violation of the law, the Grand High Priest may arrest the charter of a chapter or suspend an officer or officers until the next annual convocation of this Grand Chapter.

(Amended October 3, 1996)

Such declaration shall be read at each stated convocation thereafter until acted upon and if approved by a vote of three-fourths of the members present at such stated convocation at which it is acted upon, it shall be deemed adopted. Such vote shall be by ballot.

If such proposition is so adopted the Secretary of such chapter shall at once transmit to the chapter with which a consolidation is so proposed, the original declaration and a certified copy of the proceedings of his chapter thereon, together with an invoice of the property and effects thereof, and a list of the members. If any of the above procedures cannot be accomplished within a reasonable length of time, the Grand High Priest may, in his discretion, pursuant to Section 7.04, Grand Chapter Bylaws, consolidate said petitioning Chapter without delay.

Upon receipt of said papers by the chapter with which said consolidation is proposed, the High Priest shall cause the same to be read in open chapter at its next stated convocation and entered upon its records. A stated convocation shall thereupon be fixed, which shall not be earlier than the second convocation thereafter, at which action upon such proposition shall be taken, unless the matter be laid over by the vote of the chapter until some particular future stated convocation. At the stated convocation so fixed action shall be taken by ballot and if approved by a vote of

three-fourths of the members present, the proposition to consolidate shall be deemed agreed upon by such chapter.

If the proposition is so agreed upon by such chapter, the Secretary thereof shall forthwith forward to the Grand Secretary certified copies of the proceedings of each of such chapters relative to the proposed consolidation. If the Grand High Priest, after submission to and approval by the Jurisprudence Committee, approves such a proposed consolidation, the chapters so desiring consolidation shall, from and after such approval, be deemed and held to be one chapter, existing under the charter and governed by the By-Laws of the chapter so petitioned. The members of the petitioning chapter shall become members of the chapter petitioned and all property of the petitioning chapter shall become the property of the chapter petitioned and the title thereto shall be vested in the chapter petitioned, provided however, that the transfer of the title to real estate shall be made by deed properly executed by the petitioning chapter for the transfer of the same before such consolidation becomes effective, and the territory within the jurisdiction of the petitioning chapter shall be treated the same as if such petitioning chapter had surrendered its charter. It is hereby further provided that all chapters which have heretofore taken proceedings for consolidation in other forms than provided herein shall be deemed consolidated upon approval of the Grand High Priest and the Jurisprudence Committee. (Amended October 8, 1980)

Proposed wording Section 31.

31. Consolidation of Chapters

Prior to taking any action with regards to a merger or consolidation, the chapter must notify the Chairman of the Committee on Charters and Dispensations, the Grand High Priest, the District Deputy Grand High Priest, the Regional Officer, and the Grand Secretary. A member of the Committee on Charters and Dispensations will contact the chapter to review the issues faced by the chapter and if necessary, guide the chapter through the required process. This request for assistance must be made under the seal of the chapter.

31.01. Procedure. One or more members of the Committee on Charters and Dispensations will meet with the chapter to review the issues faced and engage the members to understand how to they can help the chapter. Their goal is to find answers to the problems faced and avoid the dissolution of the chapter. The committee will provide recommendations and work with the chapter for a period of six (6) to twelve (12) months to determine if progress can be made for the chapter. If, after following the committee recommendations, the chapter still wants to seek a merger and the committee feels that it is a necessary outcome, the merger and consolidation procedure will be followed with guidance from the committee.

a. At the next convocation, the chapter will take a vote of those present with regard to proceeding to merge or consolidate. If affirmative, the chapter will request a written response from all chapter members within the jurisdiction of Ohio as to whether to support the move to proceed with a merger or consolidation or not. If the majority of the members resident within the jurisdiction have provided their written declaration that they deem it in the best interest of Capitular Masonry to consolidate their chapter with another specified chapter, the results will be

presented at the next stated convocation of their chapter. The High Priest shall cause the same to be read in open chapter, to be entered on its records, and a written notice of the proposed consolidation to be mailed to all members, to the Grand High Priest, to the District Deputy Grand High Priest, to the Regional Officer, to the Chairman of the Committee on Charters and Dispensations, and to the Grand Secretary.

Upon receipt of the above described papers by the chapter with which said consolidation is proposed, the High Priest shall cause the same to be read in open chapter at its next stated convocation and entered upon its records. A stated convocation shall be defined for a vote, which will not be earlier than the second convocation after the first reading. At the defined time, the chapter will act on the proposition, unless it is laid over by a vote of the chapter until a specified future stated convocation. At the stated convocation when the vote for consolidation is taken by ballot, if approved by a vote of three-fourths of the members present, the proposition to consolidate will be considered agreed upon by the successor chapter.

d. When the proposition has been agreed upon by the chapter, the Secretary will forward to the Grand Secretary certified copies of the proceedings of both chapters relative to the proposed consolidation. On approval by the Jurisprudence Committee, if the Grand High Priest approves the proposed consolidation, the chapters desiring consolidation will be deemed to be one chapter, existing under the charter and governed by the By-laws of the successor chapter. The members of the petitioning chapter shall become members of the chapter petitioned and all property of the petitioning chapter shall become the property of the chapter petitioned. e. No Life Memberships may be proposed in a Chapter after that Chapter has voted to merge or consolidate. All expenses above normal and necessary will be reviewed by a member of the Committee on Charters and Dispensations after that Chapter has voted to merge or consolidate.

ANNUAL REPORT OF THE ROYAL ARCH FOUNDATION - 2020

To the Most Excellent Grand High Priest, Officers and Companions of the Grand Chapter of Royal Arch Masons of Ohio:

The vision or goal of the Foundation is: To be the charity of choice for all Royal Arch Masons in Ohio; to keep our membership informed of our activities; to encourage their financial support of the Foundation; to generate funds through innovative fund raising efforts; to involve all Royal Arch Masons with the activities of our selected charity; and to create a permanent endowment fund to ensure the financial viability of the Foundation for the future. The Foundation has selected the Adopt American Network, headquartered in Toledo, as the charity worthy of our support as Royal Arch Masons. In the United States, more than 114,000 children have been waiting in the foster care system for years. An overwhelming number of them have suffered neglect, abuse and abandonment. They long to belong to someone – to have a loving touch, a reassuring hug, the security of a permanent adoptive family. Every child deserves a home and family where they can feel safe, secure and loved. Adopt America Network’s mission is to find forever families for the children who wait in foster care. Their national network of volunteer adoption specialists brings together those special children with families that offer love and permanence. Each year, three trustees of the Foundation complete their appointed term of office.

RAF Charity AuctionThe Foundation’s annual silent auction was held at the conclusion of the Grand Chapter

banquet in 2019. The money from the silent auction was forwarded to the Foundation’s Endowment Fund. The endowment fund, with monies generated at the previous auctions and with other donations, has now grown to over $60,000.00.

Our fourth 50/50 raffle (now permitted by the Grand Lodge) was another huge success. Beaded necklaces were sold with over $1200.00 being generated. (Half the proceeds were then shared with the person with the winning color necklace.) It proved to be both fun and entertaining. Appreciation is again extended to Sue Zimmerman and Ginny Pugh for their efforts with the raffle.

AAN Annual Dinner / AuctionAdopt America Network conducts their annual ‘Special Evening” Charity Auction in

Toledo each October. Attending in 2019 were a number of Foundation board members and spouses. On behalf of the Foundation and the Royal Arch Masons of Ohio, M.E.C. Shaw presented Adopt America a check for $25,000.00. (In addition the Foundation's endowment fund purchased over $1,300.00 in needed office equipment in support of the AAN staff.) Since our partnership was formed in 2003 our (your) total contributions in support of Adopt America now total over $349,000.00.

Awards:Individuals, Chapters and Districts are recognized by the Foundation for their

Memorial Envelopes:In early 2015, the Foundation developed a “Memorial / Tribute” donation envelope for

the constituent Chapters to use when making a contribution in memory of a deceased Companion. When a memorial is received by the Foundation, a letter is sent to the widow or family member expressing sympathy at their loss and acknowledging the contribution from the Chapter. The Chapter (or donor) is also sent a letter to acknowledge their donation. So far, the program has had limited success. It is hoped that the Chapters adopt this program to: 1. Memorialize their deceased Companions. And 2. To express their sympathy (via the Foundation’s letter) to the widow or family member. The envelopes/forms are available on the Grand Chapter website.

Fund Raising:1. Replica Jewish 1/2 shekels. The sale of replica shekels continues to generate interest with coins being shipped to several more Grand Jurisdictions including a shipment to Australia. 2. Masonic Veteran Pins - interest has waned. If anyone has suggestions on improving sales of the pins, contact President Zimmerman or Secretary Dill.

Info - order information for both programs is on the Grand Chapter website.3. M.E.C. Zimmerman committed to doing a walk-a-thon for the foundation encouraging pledges for each lap he completed at the Blanchester High School Track. He did 62 plus one additional lap walking backwards! His efforts generated $3,200.00 for the foundation. It is hoped that other districts / Companions take up the torch and follow his example.

To ensure the message of the Foundation and the Adopt America Network is being shared with the constituent chapters, Grand High Priest Shaw continued with an edict that the District Deputy Grand High Priest in each of our 17 districts appoint a Companion Royal Arch Mason to represent the foundation at various district events; to speak on behalf of the foundation and the needs of the Adopt America Network; oversee funding raising and other activities; and promote special needs adoption. REAFFIRMATION DAY REPORT

To the Most Excellent Grand High Priest, Officers and Companions of the Grand Chapter of Royal Arch Masons of Ohio:

October 20, 2019, was the traditional Reaffirmation Day services across the Grand Chapter. A few chapters and districts held their own events on other days due to scheduling conflicts. Some reaffirmed their commitment to our Royal Arch ideals by attending the memorial services for MEC James McDonald, held the same day in Upper Sandusky Based on the reports received, I present the following summary of the services held. Thank you to those in our districts who worked hard to offer a wide variety of programs and our chapters who attended them. 94 Royal Arch Chapters were represented Total attendance statewide- 228 179 Royal Arch Companions 49 Ladies 17 Guests A grand total of $ 924.16 was collected at these events, with $ 685.16 earmarked for the Royal Arch Foundation. Your Ritual Committee activities this year have been:• The Ritual School of Instruction has been updated for use in the Regional Ritual Schools being planned by REC Daniel Smith, Grand King. • Guidance has been provided for Chapters desiring to perform the Mark Master degree under the Edict on Candidates by MEC HJ Shaw of 7/22/2020. • The coded Grand Chapter Ritual has been converted from Adobe pdf to MS Word for consistency in formatting and to make it easier to update in the future. This permitted preparation for another printing this year correcting the errors in the 2018 edition.I wish to thank the Grand High Priest for allowing us this opportunity. I want to give a very special THANK YOU to M.E.C. H. Jeffery Shaw for his dedicated support in the Organ Donor Program these past years and giving me the opportunity to serve as Donor Chairman.

This has been a trying time for all of us because of the virus. I have spent most of the summer of 2020 in quarantine and had to place my wife in

Memory Care for she has dementia.

MAJOR FACTS:

Over 112,000 people are currently waiting for life saving organ transplants in the United States including 3,100 Ohioans. Those waiting could fill the Ohio State football stadium.

The national transplant waiting list grows at a staggering rate, as one person is added to the list every 10 minutes.

20 people die every day waiting for an organ transplant. One Ohioan dies every day waiting for their gift of life.

More than 33,000 people have their lives saved through donor transplant every year and over 1 million people benefit from tissue transplants annually.

Approximately 8,000 deceased donors make possible more than 22,000 organ transplants and in addition, there were nearly 6,000 transplants from living donors.

One person has the power to save 8 lives through organ donation and heal 25 more through tissue donation.

The purpose of these two committees is to manage the funds of the Grand Chapter in a mannerthat will see that operations continue for generations to come. For example, if there are excess funds in the GC General Fund at theHuntington National Bank, then they will be moved to the General Fund Investment account atRaymond James Advisors for investment income opportunities. The Annual Return Process was again terrible this year. With several chapters being fined for late returns, late fees or poor paperwork. It made my job difficult to complete.

There is absolutely no excuse for this. This office is in the process for making changes to make it easier to complete the annual return for all involved.

Royal Arch FoundationThe Royal Arch Foundation continues to support the Adopt America Network. Your

donations make it possible to find a child with special needs a loving and secure home that will enable to child to hopefully become a benefit to him or herself and society. Donation records may be received from the Foundation.

50, 60 and 65 Year PinsMany 50-year pins were reported presented during the 2019-2020 year. Many other

Companions are shown by our records to now be eligible for 2020-2021. We urge our Secretaries and our District Deputies to follow up on this and try to get these awards to the Companions deserving them.

We also had many 60-year pins and 65 year pins presented. Many are still eligible.This year there are eighteen twenty companions eligible for the 70-year plaques.

Additionally, three companions will receive his seventy-five year plaque this year.The procedure for requesting presentation of any of these pins is as follows: The local

Secretary must initiate the request, since he has the best chance of knowing the location and status of the Companion. Just a note or call to the Grand Secretary's office giving us the name and location of the Companion is all that is needed. If our records confirm his eligibility, and he lives in the local area of his Chapter, we send the pin promptly to the District Deputy, along with the report sheet to be completed and returned to the Grand Secretary's office. A presentation card signed by the Grand High Priest accompanies the pins.

If the Companion lives out of the state or area, and assistance is needed in arranging a presentation, we must have the Companion's address so that we can send it to him or make arrangements with Royal Arch Masons in that area. Up-to-date address is very important.

REPORT OF THE GRAND FRATERNAL CORRESPONDENT

To the Most Excellent Grand High Priest, Officers and Companions of the Grand Chapter of Royal Arch Masons of Ohio:

This is my third report as Grand Fraternal Correspondent. My thanks to MEC H. Jeffery Shaw for appointing me to this position, as well as to the PGHPs and Grand Officers who offered their support.

There is a Louis S. VanSlyck paragraph I wish to copy at this time and I am sure your reading it will explain itself. "Most of you know, but new readers of this report need to be informed: The Grand Chapter of Ohio currently recognizes eighty-three (now 81) other Grand Jurisdictions with which we exchange Grand Representatives. The Grand Fraternal Correspondent's primary responsibility is to report on their activities with items of interest or significance, although other Masonic news is not to be excluded. Not all Jurisdictions publish Proceedings on an Annual basis. Some do not publish at all and delays in printing or for other reasons make information irregularly available from a few. Additional material comes from various news letters, Proceedings of Grand Councils, Grand Commanderies, Grand Representatives near Ohio, and various other Masonic publications."

British Columbia and Yukon (2019)

REC Ryan, and MEC Bob, Thank you both for helping to procure the new Grand Officer Apron and Jewel in time for my trip to British Columbia for their Grand Convocation on September 21, 2019. They were all quite impressed with the New Grand Regalia. This trip was a big success in part because of your help - Thank You! I felt this was a very good and personally pleasant trip and was extremely honored to bring fraternal Greetings from MEC Ross R. Black II and the 11,114 companions in Ohio. The Grand First Principal (AKA Grand High Priest) was also honored to receive the gift of our two volume Ohio Capitular History from the Grand Chapter of Ohio. The Grand First Principal expressed a strong interest in reading about our history in an attempt to glean information on how Ohio was able to generate the number of active companions we currently hold. In conversation with the Grand Master of Masons in BC&Y he would like to see provincial Capitular Masons organize and form craft lodge degree teams. His belief being, that if Capitular Masons were to help out weak craft lodges in the conferral of their degree work (MM degree?) then those craft lodge candidates would have a positive impression of Capitular Masons. This is an interesting concept and one that might be considered for discussion in our membership development committee meetings. On a side note, based upon a number of individual conversations, we may realize a number of companions from BC&Y attending our grand convocation next October. Their Grand Secretary (AKA Grand Scribe Ezra) MEC Ken Overy, also expressed an interest in coming to Ohio for the Grand Lodge meeting in two years. He expects, if elected, to be installed as the Grand Master of Masons of BC&Y in 2021.

Wyoming (2019)

I had the honor of carrying the proxy of our Grand High Priest MEC Ross Black II and representing him at the recent session of the Grand Royal Arch Chapter of Wyoming on September 14th . As always, I was treated to warm fraternal hospitality by the officers and members of the Wyoming Grand Chapter. Their association is very small compared to ours with just over 500 Royal Arch Masons in this jurisdiction (20% of the Blue Lodge Masons in the state). That said, they form a very tight knit group of outstanding companions who are highly dedicated to York Rite Masonry with several of them having served as presiding officers of various Grand York Rite bodies here in Wyoming. As is the case in virtually all jurisdictions, they once again suffered a loss in membership, but not in dedication to the Craft. I have attended several of their regional York Rite festivals over the almost 10 years of my residency here in Wyoming. Their ritual work is exemplary at their annual festivals, as is their fealty to the Rite in serving in many capacities from holding offices to conferring degrees.

It has been a pleasure to represent Ohio at the sessions of the Wyoming Grand York Rite bodies and I look forward to serving in this capacity for many years to come, God willing. Grand Chapter’s Annual Convocation was held in Williamsburg, November 22- 23, 2019. As we continue into the 21st Century, let’s strive to support our local Chapters, who make it possible to have our Grand Chapter Royal Arch Masons in Virginia and its officers. The Grand Annual Convocation was attended by 221 Companions from 45 Chapters. Fourteen Chapters received the Robert Claiborne Wilson Award, led by Marion No. 54. The Grand Line Bowl was awarded to Right Excellent J. Brandon Hale, DDGHP of the 10th Capitular District, and the Alzheimer’s Capitation Tax was approved unanimously after a thorough deliberation. Resolution #2 was withdrawn after the Committee on Work resolved the issue. Right Excellent Raymond D. Steele was elected and installed as Grand High Priest, all other Grand Line Officers advanced one place in line, and Right Excellent Thomas L. Varner Jr. was elected as Grand Master of the First Veil. The Holy Royal Arch degree is said by many to be the most beautiful degree in all of Freemasonry. The prospective candidate will surely be impressed to hear this. Let him know that we meet as Companions in a place called a Chapter. Our 211th Grand Convocation is over and I truly appreciate all who attended. A special thank-you to those who contributed in making this occasion successful! I am humbled by the support you have shown me thus far as your 178th Grand High Priest, and am anxious and excited to see what this year brings.

Mississippi 2020

From the York Rite Proceedings for Mississippi Finance Committee

To the Most Excellent Grand High Priest; Grand Chapter Officers, Companions and Distinguished Guests: With the continual decrease in membership, it is evident that our Grand Chapter must again do something to increase income. Per capita dues are really our only significant source of income as what little investments we have are slowly drying up to pay for budget shortages. With that said, the Finance Committee recommends: 1. Increase in per capita of $5.00 every other year, beginning with the close of 2021 and continue until such time it is determined by the Finance Committee it is not necessary to withdraw from savings to pay operating expenses. 2. The Degree Fees for new members be increased $5.00 per year, in the year that per capita is not increased, beginning with the close of 2020 and continue until such time determined by the Finance committee it is not needed to balance the budget. 3. That the contingent line items for the Grand High Priest, Grand King, and Grand Scribe; along with the travel expense line items for the Grand Lecturer and the Grand Recorder be eliminated from the budget. 4. That the annual audit be conducted by an Audit Committee appointed by the Grand High Priest to conduct annual audit of the Grand Chapter like that done in local ‘blue lodges’. We recommend and encourage the continued support of the Southeastern York Rite Conference, which was rescheduled to be held next year in Mobile, AL, on June 11-12, 2021. We recommend that a jewel and an apron of the highest quality be presented to the outgoing Grand High Priest; also, that embossed name badges be ordered for all Grand Officers. We thank the Most Excellent Grand High Priest for the opportunity to serve the Grand Chapter of Mississippi RAM in this capacity this past year.

New Zealand 2020

I am the Grand Representative for New Zealand. Supreme Grand Royal Arch Chapter of New Zealand was held at Nelson on March 14, 2020. This was their one hundred and twenty-eighth convocation. Most Excellent Companion Graham K. Redman, First Grand Principal, opened the meeting at 9:00 AM in Village Hall, Mercure Hotel, Monaco, Nelson. All Grand Officers were present with 127 companions in attendance. Prior to the opening of the formal business the First Grand Principal outlined aspects of the impact of the Corona Virus on Royal Arch Masons. Many awards and scholarships were given out. As of June 30, 2019 there were 49 active Royal Arch Chapters. There were no chapters closed this year. Their total membership stands at 954 with a net loss of 19. They have not assigned a Grand Representative for Ohio, so I cannot communicate with anyone.

Nova Scotia 2020

First, a little history: The Grand Chapter of Nova Scotia was instituted October 14, 1869 at a convention held in Halifax for that purpose. It also holds jurisdiction over Prince Edward Island even though both Provinces have their own separate Masonic Jurisdictions. There are four Districts currently comprising this Grand Chapter. Being newly appointed by M.E.C. Ross Black as the Ohio Grand Chapter Representative to the Grand Chapter of Nova Scotia with Jurisdiction Over Prince Edward Island, I thought it proper protocol to send my Official Credentials to their Grand Secretary, R.E.C. Fred Richard. I also sent an introductory letter, but was disappointed not to get any response or acknowledgement. Not to be undaunted, I sent two emails, but received the same reaction. I then phoned R.E.C. Richard and left a voice mail. But anyway, I have visited their website several times. They usually hold their Grand Convocation in May in Nova Scotia. This year they were scheduled to meet in Truro, Nova Scotia on Saturday, May 2, 2020. However the following edict was sent from their Grand High Priest, Robert G. Subsequent to the announcement of March 14, 2020 and due to the continuing spread of the Covid–19 virus, we hereby inform you that the 151st Annual Communication of the Grand Chapter of Royal Arch Masons of Nova Scotia/Prince Edward Island will now be scheduled to be held at Truro, NS on May 6 –8, 2021. All present Grand Chapter Officers will remain in office until the above noted Annual Communication in 2021. Companions elected and/or nominated and scheduled to be installed in 2020 will be installed in 2021. No further nominations will be accepted.

It is further directed that:

1. For the constituent Chapters that held their installation before March 14; the newly installed officers of these Chapters will remain in office until their regular installation ceremony in 2022.

2. For the constituent Councils that have not had their installation their current officers will remain in office until their regular installation in 2021. Companions, these directives are consistent with those issued by other Masonic Jurisdictions. We are aware that they are rather abnormal, but we are living in abnormal times. The decisions have been made after much soul searching and with due concern for the well being of our fellow Companions. Stay safe and follow the guidelines of your respective Health Authorities.

Alabama York Rite bodies meet the last weekend of February every year. Chapter, Council & Commandery take turns by year for opening the sessions. KT will open in 2019, Chapter in 2020 & Council in 2021. As of 12-31-17 Alabama had 1190 Companions divided among 12 Chapters.

Arizona 2020

Welcome to the information and registration pages for the 130th Annual Convocation of the Grand Chapter of Royal Arch Masons of Arizona, the 99th Annual Assembly of the Grand Council of Cryptic Masons of Arizona and the 127th Annual Conclave of the Grand Commandery of Knights Templar of Arizona. Owing to the current uncertainty concerning travel and group gatherings, the August 12 – 15, 2020 meeting at the Sheraton Tucson Hotel and Suites has been CANCELLED. We are working on a plan to have a virtual Grand Sessions in its place.

Missouri 2019

MEGHP, Attached are the DDGHP report forms for Region 3, District B. Here is a breakdown of the chapters in my area. Kansas City Chapter No. 28 is a strong and growing Chapter, this year they have raised 5 new companions and constantly have quorum for meetings, they also visit other chapters and help with degree work in those chapters. Harry D Brown, Jr. Chapter No. 284 is a struggling chapter, currently they meet at Swope Park Temple, but since most of their members are actually from Summit Lodge, they are in the early stages of talks to move the Chapter to Summit Lodge to help boost their membership and monthly meetings. Orient Chapter No. 102 is a struggling chapter, but they are growing, by bringing in members through other festivals and each meeting their numbers are slowly increasing. Eastgate Chapter No. 136 has yet to meet at their building all year, and from what I have been told from Jeff Fielder-Bey (the junior past DDGHP of 3B) they have not met there in a long time. I was told that they are holding dual meetings with Orient Chapter to keep alive this year, yet they have never had three members present in one meeting this year, and most of the time there are no members present (occasionally there is one Eastgate member attending the Orient meetings, but he is a dual member with Orient). When I see them at another event, outside of York Rite, and inform them, Face to Face, that their rescheduled Chapter Official Visit would be a date, I can watch them write it down and say ok. When that day arrives, no one is there. I am at a loss of what to do with this Chapter as they blatantly disregard the Grand Chapter By-Laws by not meeting. I do have one more question. With only four Chapters in 3B and only four chapters in 3A, I am wondering why they are split up? At the Blue Lodge level, they routinely have up to ten lodges in one district. I would think that the same would be manageable at the Chapter Level. Just my opinion.

Arkansas 2020

Since being appointed as the Grand Representative to Arkansas by MEC Blankenhorn, I have made several attempts to make contact with my counterpart. This effort has been futile. For a brief history, the Grand Lodge of Arkansas has had some issues during this time period which has caused a rift among the membership. However, the last couple of years has seen some progress being made. The York Rite Bodies meet in a joint session, with some of the other appendant bodies, during a weekend in April. With the COVID pandemic, this session has been moved to August 29th , 2020, and will be a Zoom meeting this year. I have finally made contact with the Grand Secretary and will be attending the session this year. Also, MEC Shaw has provided me with his proxy as well. So, we will finally be represented at this session. On Saturday, August 29, 2020, the York Rite Bodies of Arkansas held their joint session. They all three opened at 8:00am central time to conduct 2 items of joint business: To mandate that all financial accounts have three signatures – comprising of the Secretary/Recorder, Treasurer and one other Companion/Knight chosen by the members. This will apply to the Grand Body as well as the subordinate bodies; the second item, the establishment of a joint education committee to work together in providing York Rite educational programs for the members as well as to present programs to the Blue Lodges. Both items passed. They also hold a joint memorial observance at the very end of the session. After the Joint Session was closed, the Grand High Priest, Ronald Frizzell declared the 170th Grand Chapter Convocation opened. It was first observed a moment of silence for MEGHP Silas Wilson who passed away on October 10 2019. Immediately, the Grand King and Grand Scribe were elevated with a past MEGHP was appointed by fill the remainder of the year. The next order of business, was that of approving the Actions, Decisions, Dispensations of the Grand High Priests. All were approved with no discussion. Nest, there were 3 Recommendations from the Grand High Priest: 1-Patents; 2-Constitution, Bylaws & Digest of Laws; 3-Per Capita. The first item, Patents, was to require either the Grand Chapter or the local Chapter design and present to each newly exalted Companion with a patient immediately after completing the degree – the recommendation passed. The 2nd item, was to present a copy of the Constitution, Bylaws & Digest of Laws to each newly exalted member as well. It was noted that this is currently available on the web site. After some brief discussion, the recommendation passed. The next item was an increase in per capita from the current rate of $16.65 to $21.65. During the discussion, an amendment was presented to round it to an even $22.00. With some fervent discussion, the recommendation was defeated as it did not receive the 2/3rds majority needed to pass. The next item, was to discuss a recommendation from the Digest and Ritual Committee to change the required number of Companions required to open and transact business. The current number required is 9 Companions with the recommendation changing it to 5 Companions. After some discussion of the reasoning this change is requested and necessary, it was passed with the necessary majority required. All of the officers were elected to remain in their current station until the next Grand Convocation which is scheduled for March 18-20, 2021, in Little Rock, Arkansas. Here is some statistical number: 15 Chapters, 906 members. They exalted 34 during the year.

As you know, as a result of the covid-19 outbreak, all Masonic activity in Arkansas was suspended on March 13, 2020. Raising the Bar Thank you for the honor and privilege of serving as your Grand High Priest for 2020-21. I will try to do my best to preserve and promote the Grand Royal Arch Chapter of Arkansas. With your support, my goal for the year is to grow RAM in Arkansas by strengthening our Chapters, improving ritual proficiency, promoting Masonic education, and supporting our philanthropy RARA.

Grand Communication was very successful and a great time of fellowship. For those who attended, thank you for your attendance and support. I hope you enjoyed it as much as I and your time was well spent. Without your support the Grand Chapter could not function. For those who did not attend, you should. You missed out on a really good time and great fellowship. As your Grand High Priest, I want to take the opportunity to use these articles to keep you informed of the programs and activities going on during the year. To begin, I want to start with this year’s RARA program. I am instituting a few changes that I hope will increase our contributions as a state and provide the Chapters an opportunity to unite in a worthwhile effort. First, I want to set our contribution bar a little higher. I am challenging us as a state to step up our efforts by setting a statewide goal of $5,000 minimum. Secondly, I am challenging each Chapter to raise a minimum of $500 and to hold at least one fundraiser to support RARA. Finally, I have challenged our RARA committee to increase their efforts in promoting our philanthropy and providing support to the Chapters in their efforts. Our charity giving is one thing we are known for and it is my hope that all of the Chapters will step up their efforts and exceed the $5,000 goal.

The Society of Zerubbabel is the name chosen by the RAMCF for their long-term endowment campaign. Membership in the Society is open to anyone and can be initially attained by making a minimum donation of just $500. The first 100 members in the Society are considered “Charter Members” and the jewel or button-on pin they receive contains a bar that says “Charter Member.” Additional donations of $500 can be made and, depending on the total amount donated, one or more additional colored bars will be given to hang off the bottom of the jewel.

Germany 2019

Heidelberg York Rite Bodies By the authority of the Supreme Grand Chapter of Royal Arch Masons of Germany dated 18 April 1959 this chapter was accordingly formed as a just and duly constituted Chapter of Royal Arch Masons, bearing the name of Heidelberg Chapter and numbered "4 " on the roll of the Supreme Grand Chapter of Royal Arch Masons of Germany.

On 14 February 1959 Heidelberg Council number " 2 " was granted a charter and added on the roll of the Grand Council of Cryptic Masons of Germany.

On 15 April 1960 Heidelberg Commandery No. 2, Knights Templar, under the jurisdiction of the Grand Encampment of Knights Templar of the United States of America was formed in the City of Heidelberg, Germany and thereby completing what is known today as the Heidelberg York Rite Bodies.

For more than 50 years Heidelberg York Rite Bodies have carried the torch of York Rite Freemasonry forward not only here in Germany but also throughout Europe. Many of the Grand Chapters and Grand Councils and Commanderies in Europe were founded on receiving their " first Light " in the Heidelberg York Rite Bodies. Today Italy. Austria, Greece, Portugal, Monaco and Romania can claim Heidelberg as their cradle of the York Rite journey to their own sovereignty in their respective countries.

All this was possible of the hard and dedicated work of hundreds Masons and the officers who unselfishly served these Bodies over the years. Today the work continues and the Heidelberg York Rite Bodies consider themselves as a solid corner stone for York Rite Freemasonry and for the future.

Supreme Grand Chapter of British Royal Arch Masonry in Germany

I am most grateful to the First Grand Principal for giving me the opportunity to write this summary of our history. However, it would be improper of me to do so without acknowledging the more comprehensive "History of British Royal Arch Masonry in Germany 1958-1996" written by ME Comp. WDJ Heath-Smith TD and to which I would like to direct your attention for further reading.

As from its introduction in 1957 the number of Craft British Lodges in Germany steadily grew it perhaps follows that the desire for the brethren to extend their Masonic knowledge to the completion of the Third Degree by the introduction of Royal Arch Chapters increased proportionately. However, in those earlier days there were a number of obstacles to overcome, not least the problem of combining widely spread apart Lodges able to support a Royal Arch

Chapter and perhaps the biggest of all that there already existed an American sponsored Grand Chapter of Germany. Whilst a welcome to found Chapters within the Grand Chapter of Germany was given this did not find favour amongst those whose vision was of Chapters working to English style ritual and principles, rather than the combined Mark and Royal Arch system adopted by the Americans.

Matters were further complicated by the fact that there only existed a Provincial Grand Lodge of British Freemasons in Germany, which did not have the necessary authority to create Chapters. However, this was overcome in 1971 when following lengthy discussion with the United Grand Lodges of Germany it was elevated to the status of a Grand Land Lodge and as such an equal and self-governing partner…

Wisconsin 2020

Wisconsin Grand Chapter Shekel Award

Any Companion being the first/top line signer for a total of five petitioners, who are either Exalted or restored to membership, is eligible to receive the Wisconsin Grand Chapter Shekel Award. Those being restored to membership must have been off the active roll for a period of one year or more in order to qualify in the count. The total is cumulative with no time boundaries. This means a Companion can get his total of five Exaltations and/or restorations in one day, one month, one year, five years, or whatever, so long as the award continues to be authorized. Further recognition in the form of a Bronze Star is awarded for five additional (Total of 10) Exaltations, Restorations, or combination of both. A Silver Star is awarded for five additional (Total of 15) Exaltations, Restorations, or combination of both. A single Gold Star is awarded for five additional (Total of 20) Exaltations, Restorations, or combination of both. Additional Gold Stars are awarded for each five additional Exaltations, Restorations, or combination of both. Jewels and Stars will be awarded promptly upon receipt of the request form in the Grand Chapter office. This form shall be originated by the Secretary of the recipient’s Chapter, and properly certified by the Grand Secretary or Grand High Priest. Accept the challenge to be among the few who have qualified for this award, and make Capitular Masonry grow in Wisconsin.

Colorado 2019 Report of the Four Comers Festival Committee Grand Chapter of Royal Arch Masons of Colorado 2018-2019The 2018 Four Corners Royal Arch Festival was a great success by all accounts. Members of the Grand Chapter of New Mexico and the local Chapter (Basin Chapter #19) hosted the fifty-fourth annual festival at Shrine Park outside of Farmington, New Mexico on October 6th. Colorado's very own Most Excellent Companion, Don Nichols joined the three other Grand High Priests from Utah, New Mexico, and Arizona to open and close this annual gathering of Royal Arch Masons. All four degrees were exemplified for the four candidates (one from each State). Colorado Chapter #29 organized the cast of the Mark Master Degree. Next year the Festival will be held in Arizona. Please mark your calendars and plan to attend. The 2019 festival will be held on Saturday, October 5th in Winslow, Arizona.

ROYAL ARCH MASONS OF MANITOBA PHILANTHROPIC FUND PRESENTATION

The Royal Arch Masons of Manitoba were proud and pleased to present a cheque of $4500.00 to Lois Weidman, Representing Camp Quality MB, an organization whose objective is Lifting the spirits of children with cancer. This cheque will enable children and their companions to attend a week long camp at Brereton Lake.

Camp Quality is a not for profit, volunteer based organization with year-round activities conducted with both medical professionals and volunteers. Its programs are designed to give the affected children ranging in age from 3 to 18 years of age an opportunity to be just kids and provide support for their families.

This presentation was made on Tuesday, July 22, 2016 at the Shrine House on behalf of the Royal Arch Masons of Manitoba Philanthropic Fund. This is an annual presentation for which money is raised by the Companions and their families. The Philanthropic Project has given out a total of $113,500.00 to nonprofit organizations and groups in need of financial support since 1983. Each year, at the Annual Royal Arch Masonic Convocation, all Manitoba Chapters are asked to nominate an organization or group they deem worthy of receiving the funding. All the attendees vote on which organization will be the worthiest one to receive our funding. This year the Camp Quality MB was the chosen recipient.
