This assessment informs the development and review of local emergency procedures relevant to the preschool. The plan identifies risks relevant to the preschool, such as: flood bomb bush or kitchen fire intruder falling branch storm vehicle or plane crash into the premises Emergency procedure and exit displays The school evacuation, lock down and lockout procedures include the preschool. They include instructions for action to be taken in an emergency situation or evacuation and is developed and reviewed by the school work health and safety committee. The instructions are displayed at all preschool exits for staff and volunteers to follow if necessary, and not be obscured by blinds, curtains or furniture. They include evacuation, lock-down and lock-out instructions (regulation 97). Accompanying these, is a preschool floor plan, showing: evacuation routes assembly points location of fire extinguishers location of the fire blanket where the group will shelter in the case of a lock-down a ‘you are here’ indicator individual to each exit. A copy of the schools ‘Emergency Management Plan’ is stored with the preschool procedures, as it contains information related to the consultation with relevant emergency authorities and department health and safety officers.

Emergency Management Procedures

Incident and emergency management Bankstown South Infants School preschool conducts a risk assessment to identify potential emergencies that are relevant to the preschool annually. This assessment informs the development and review of local emergency procedures relevant to the preschool. The plan identifies risks relevant to the preschool, such as:

Emergency procedure and exit displays The school evacuation, lock down and lockout procedures include the preschool. They include instructions for action to be taken in an emergency situation or evacuation and is developed and reviewed by the school work health and safety committee. In the case of evacuation or rehearsals, the preschool teacher collects the children’s arrival and departure register. The preschool SLSO locates and carries the evacuation trollay containing.

o the first aid kit o individual children’s emergency medication and medical management plans o emergency contact details for the children

A serious incident notification must be made to Early Learning within 24 hours when there has been an emergency at the preschool that posed a risk to the health, safety or wellbeing of the children. Emergency procedure rehearsals Each emergency procedure is rehearsed each term, by each group. All staff, children, volunteers, visitors and the principal (as responsible person in charge) present on the day take part in the rehearsal. Preschool take part in whole school rehearsals when they happen. Documentation of each rehearsal with evaluative comments and required adjustments are kept and stored in the preschool filing cabinet. The office is then informed so that it can be recorded on the ‘In Case of Emergency’ (ICE) data base.

In a life-threatening emergency

Purpose:

In the event of an onsite emergency such as fire, severe storm, earthquake, explosion, toxic spill or bomb threat, evacuation of the school building will be required to ensure the safety of all students, staff, parents and visitors.

Aim: The aim of the Emergency Evacuation Procedure is to; • Evacuate all students, staff, parents and visitors in an organised and controlled movement

from a threatened danger area to a safe area. • Evacuate everyone from school building to the safe area in the minimum possible time. • Ensure that exposure to danger and the possible risk of injury are minimised.

When the evacuation alarm sounds:

Evacuate the building and proceed to the gate on the school evacuation map. Should that evacuation point be deemed dangerous at the time, the principal or

assistant principal will direct you and your class to move to an alternative evacuation point (Gate 1, 2, 3 or 4)

EVACUATION FROM CLASSROOM

IN AN EMERGENCY PLEASE CONTACT THE OFFICE IMMEDIATELY

Staff Actions:

In the event of an evacuation, the following actions will occur:

PRINCIPAL • Ring the evacuation siren • If necessary, direct SAM to contact Emergency Services – Phone “000” • Communicate with staff if alternative directions are required • Check no students are in the toilet block • Check no persons left in Block A before leaving school grounds

ASSISTANT PRINCIPAL • Go to Early Intervention and assist teacher • If SLSO is absent assist student with a disability

EAL/D TEACHER • Take students in your room to the nearest classroom • Go to Access Gate 1 and await arrival of emergency services • Upon arrival of emergency services move to evacuation area and report to Assistant

• Direct students to stop work • Close windows and doors (do not lock the door) • Direct students to leave the room in an orderly manner (students are not to take personal

items with them) • Take your red evacuation folder with you • Walk students using the safest planned route (refer to appendix) to the evacuation area • Mark the roll at the evacuation area • Report attendance to the Principal • Supervise your class and keep students calm • Await further instructions from the Principal

ALL OTHER TEACHERS • Move immediately to the evacuation area – LITTLE or BIG PLAYGROUND • Pre-School and Early Intervention Staff who are in the staffroom are to move back to their

area to meet their students • Organise students into two lines • Walk students using the safest planned route (refer appendix 1) to the evacuation area • Mark the roll at the evacuation area • Report attendance to the Principal • Supervise your class and keep students calm • Await further instructions from the Principal

INTERNAL SCHOOL EVACUATION

An internal evacuation will only occur if there are situations or circumstances that have occurred outside the school grounds that prevent us moving off site.

There are two (2) internal evacuation points within the school premises: • BIG PLAYGROUND • In between students’ toilets and D15983

Staff Actions:

In the event of an internal evacuation, the following actions will occur:

PRINCIPAL • Will announce over the P.A. System – “INTERNAL EVACUATION, BIG PLAYROUND or

STUDENT TOILETS BLOCK” (Repeat) • If necessary, direct SAM to contact Emergency Services – Phone 000 • Communicate with staff if alternative directions are required • Check no students are in the toilet block • Check no persons left in Block A before leaving school grounds

Lockdown and Lockout Policy

Lockdown – Code Red

Continuous Siren ‘Beep, Beep, Beep’

Purpose:

In the event of an immediate threat to the school, for example - when an intruder has been identified on school grounds, a lockdown will be required to ensure the safety of all students, staff, parents and visitors.

Aim: The aim of the Lockdown Procedure is to; • Ensure all students, staff, parents and visitors move to or remain in a secure enclosed

location within the school grounds. • Ensure that exposure to danger and the possible risk of injury are minimised.

LOCKDOWN FROM CLASSROOM

IN AN EMERGENCY PLEASE CONTACT THE OFFICE IMMEDIATELY

Staff Actions:

In the event of lockdown, the following actions will occur:

PRINCIPAL • Ring the lockdown siren • If necessary, direct SAM to contact Emergency Services – Phone 000 • Principal determines if perimeter gates needs to be secured and action if so.

ADMINISTRATION STAFF

SCHOOL ADMINISTRATION MANAGER • Secure Block A • Upon instruction, contact emergency services • Contact staff and make announcements as directed by the principal • Report to Principal

Lockdown Procedures – VISITORS 1) On arrival at the school, all visitors are to report to the office so that staff are aware of their

presence in the school. 2) All visitors to the school, including regular volunteers, are to sign the visitors’ book

indicating the time of arrival and departure, purpose of the visit and contact details. 3) Office staff opening the gate to ensure that the visitor has an authentic purpose for being in

the school through the use of questioning. 4) Visitors will lockdown to the nearest building.

TEACHERS • Ensure all students are inside their classroom and sitting on the floor below window height • Lock windows and doors, close all blinds and turn off lights • Mark roll and note any extra or missing students • Wait to be contacted • Supervise your class and keep students calm • Remain in classroom until notified by the Principal

DETAILED PROCEDURES FOR TEACHERS 1) The staff member who has identified the risk is to inform the principal by phoning or

contacting the administration office 2) The principal/delegate will determine if lockdown procedures should be initiated. 3) An intermittent, increasing in pitch bell sound indicating that lockdown procedures are to be

immediately implemented by all staff. Teachers are to immediately: • Secure all external doors and windows. • Close blinds if it is safe to do so. 4) Upon making the decision to implement lockdown procedures the delegate will determine if

“000” and/or the School Safety and Security unit (1300 88 00 11) will be called. 5) Students who are involved in activities which are not located in their normal classrooms, for

example Library, EAL/D etc are to remain in that classroom and not return to their normal classroom.

6) Teachers to mark a roll to ensure students are accounted for. Teachers can use SENTRAL to access their class roll. Please note any extra students/teachers in your room at this time.

7) Teachers are not to leave their classroom to get students.

8) Students are to be seated away from windows on the floor. 9) All outside activities are to cease immediately. Students are to be directed to the nearest

school building or classroom. 10) Teachers are to ensure that students remain calm and quiet. 11) The principal and/or delegate are to ensure all exterior doors and entrances have been

secured. 12) Staff are to maintain room security and should not open doors for anyone under any

circumstances. 13) No devices are to be used for communication outside the school during a lockdown. Staff

are not to post on social media. Personal mobile phones can be used to contact the office but no external calls are to be made. Students are not permitted to use the internet.

14) Students and staff are to stay where they are until the official notification is provided by the principal or delegate that the lockdown or lockout is over. This will be conveyed through the school P.A. system or mobile phones.

15) Once lockdown is over, signalled by Principal, announced twice over the PA then normal school bell, students should be sent to their own classrooms, rolls marked, notify Principal immediately of missing students.

16) Where the lockdown lasts an extended period of time or extends beyond normal school hours, the principal or delegate should notify parents using the School Safety and Security unit (1300 88 00 21)

17) In conjunction with local police, the principal or designated serious incident coordinator should arrange for parents to pick up students from a designated safe area.

LOCKDOWN FROM PLAYGROUND

IN AN EMERGENCY PLEASE CONTACT THE OFFICE IMMEDIATELY

Staff Actions:

In the event of lockdown from the playground, the following actions will occur:

the toilets

Once inside:

• Lock windows and doors, close all blinds and turn off lights • Organise students into class groups and supervise all students • Wait to be contacted • Keep students calm • Remain in lockdown until notified by the Principal

DETAILED PROCEDURES FOR TEACHERS

In this case when students are in the playground the following procedures will be implemented: 1. The staff member who has identified the risk is to inform the principal by phoning or

7. Students who are not in the regular playground due to other activities (for eg: choir, dance or library) are to lock down in their current location.

Lockout – Code Blue (Announcement Only)

Purpose:

Lockout is a safety and security procedure which prevents unauthorised persons from entering the school. It is commonly used when the threat is general or the incident is occurring off premises. It allows school activities to continue as normal during the outside disruption.

Aim: The aim of the Lockout Procedure is to; • Ensure all students, staff, parents and visitors remain within the school grounds. • Ensure that exposure to danger and the possible risk of injury are minimised.

Lockout procedures will be implemented when an incident has been identified outside the school

Lockout Procedures: 1. The principal/delegate will determine if lockout procedures should be initiated. The lockout

will be announced over the school P.A. system. 2. During a lockout the following should occur: • Principal ensures all perimeter gates are secured. • Lessons can continue as normal. • Students are to remain in the classroom that they were when the lockout was called.

3. Students and staff are to stay where they are until official notification is provided by the principal or delegate that the lockout is over. This will be conveyed through the school P.A. system.
