GENERAL RULES 2015 – 16 NFYFC COMPETITION RULES

1. Eligibility & Representation1.1. Check the Eligibility & Representation rules that are recorded in individual competition rules. 1.2. For further information see papers on Eligibility & Representation in the Competitions resources online.

2. Health & safety & safeguarding2.1. All competitions carried out at every level must comply with Health and Safety and Safeguarding legislation and meet

the relevant safety standards. 2.2. All competitors must be a paid up member of the County they are representing, with a valid membership card for

insurance purposes.2.3. All Under 18 members must complete a NFYFC Parental Consent form. The Parental Consent form must be completed

and signed by a Parent/Guardian & the responsible person over the age of 18 who is present on the day of the competition. The parental consent form is required for any competition or Presentation of Awards Ceremony only.

2.4. It is the responsibility of the County Federation to ensure these forms are completed and returned in to NFYFC no later than 10 working days prior to the competition.

2.5. It is recommended that members under the age of 18 carry a copy of the completed Parental Consent form with them on the day of the NFYFC Final.

Please Note: NFYFC will not accept responsibility for any members under the age of 18 who have not produced their Parental Consent Form either in advance to NFYFC or on the day of the NFYFC Final. If the relevant forms are not received by the time of the NFYFC Final then, in accordance with the Federation’s Safeguarding Policy, members will not be allowed to take part.

3. Membership cards 3.1. All competitors will be required to produce on the day of each round of the competition their current, signed NFYFC

membership card that has the members’ photograph properly attached. A valid card will state the number of the County for which the member is able to compete for.

3.2. All competitors must be registered on the NFYFC Silo Database on or before the County Round of any competition they compete in. This rule applies to any substitutes that are used at any round of a competition.

3.3. This rule also applies to members in their last year of competition, where the NFYFC Final falls into the following year. Associate members, although not eligible to compete in 2015-2016 competitions, they must hold a 2015-2016 membership card to compete in the NFYFC Finals held on or after 1 September 2015 for the competition they competed in the previous membership year.

3.4. Failure to produce a membership card on the day of a competition will require the member to pay a £20 fine and prove their ID. Members aged 18 or over will need to confirm their ID using another form of photo-ID and member’s under 18 will be identified via another form of photographic ID or the parental consent forms submitted prior to the competition.

3.5. A Member who fails to produce their card on the day of a competition must, within 7 days of the competition, confirm that they are a member of a YFC Club affiliated to the NFYFC. If this is not confirmed to the NFYFC Competitions desk ([email protected]), the competitor/the whole team will be automatically disqualified from the competition and marks will be re-awarded accordingly.

3.6. The NFYFC competitions steering group reserves the right to ask all YFC competitors to show another form of identification that clearly states the competitors date of birth.

Please Note: In the absence of a County Round, members must be signed up on the NFYFC Silo Database prior to the first round that the member/team competes in a competition.

4. Representing one YFC Club only

4.1. Spirit of fair competition within YFC. Members can only compete for one YFC Club when participating in NFYFC Competitions programme in any given year (1 September – 31st August) even if they hold more than one membership card.

4.2. This rule should be applied by County Federations – at the district/county rounds of the competitions throughout the year. This maintains the spirit of fair competition within YFC. To be clear each Club is affiliated to one County Federation and the County Federation fits within one of the Areas.

4.3. A County Federation may enter a composite team at any round of the competition, provided all competitors are signed up on the NFYFC Silo Database on or before the date of the County final or first round they compete at.

Please Note - Area Committee’s may apply to the NFYFC Competitions Steering Group Chair for a special dispensation, to allow an Area Composite Team (made up of County Federation’s within that Area only) to compete in an NFYFC Final. No NFU Trophy points can be awarded to an Area Composite Team.

5. Participation in NFYFC competition finals5.1. Competitors may take part in competitions as follows: -5.1.1. English Winter Fair - one competition per competition day5.1.2. Annual Convention – one competition per competition day*5.1.3. Competitions Day - one competition per competition day* **5.1.4. Sports Championships– one competition per competition day5.1.5. Great Yorkshire Show (Dairy judging) - one competition per competition day5.1.6. Tug of War finals - one competition per competition day5.1.7. Stockman Weekend - one competition per competition day5.1.8. Malvern Autumn Show - one competition per competition day

*Junior and Senior YFC Member of the Year finalists would be eligible to compete in a second NFYFC final on the same day if applicable.

**Competitors entering the finals at the Competitions Day will be able to stage a static exhibit, but this must be done prior to all other competitions booking-in times. Efficiency and Safety & Fence Erecting competitors will be able to stage a static exhibit & be eligible to compete in both Farm Skills competitions.

5.2. NFYFC is an inclusive organisation that encourages and supports the participation of all our members. If you require any additional support or resources to participate effectively in any element of this competition please contact the competitions department two weeks prior to the competition final to allow us to work with you so that specific arrangements can be made.

6. Late Withdrawal of Entries6.1. No deposits will be required from county teams prior to the NFYFC final.6.2. However, withdrawals or cancelations made in the two (2) weeks before the day of the final will result in an

administration charge of £25 and if a team withdraws within 48 hrs of the start of the competition final it will result in an administration charge of £40.

6.3. All administration charges are invoiced to County Federations and not the team/individual.6.4. This rule applies to ALL Competitions at NFYFC Semi-finals and finals.

7. Judges decisions and complaints7.1. The Judges’ decision is final. 7.2. Written notification of intention to lodge a complaint or to dispute the result must be received by the Chief Steward on

the day of the competition no later than 1 hour of the results being announced7.3. Following the above, the detail of the complaint or dispute of the results must be received in writing at the YFC Centre,

Stoneleigh Park within 3 working days of the competition final. Email [email protected] 7.4. Official complaints or disputes can be made by Competitors (finalists) or County Chair’s only.

8. Amendments8.1. The NFYFC reserve the right to amend or cancel any of the rules.

9. Expenses9.1. The NFYFC is not responsible for any expenses incurred by competitors or for arrangements for accommodation or

travel.

10.Behaviour and Material Content10.1. Unacceptable behaviour by competitors or supporters of teams which brings YFC into disrepute; or which may be

deemed to adversely affect other competitors/performances will be penalised.10.2. YFC Members are reminded that material of a questionable nature should not appear in any performance or speech.

Material of a questionable nature will be penalised.

NFYFC EliminatorsMen’s and Ladies Tug of War

Class1 & 21. VENUE

1.1. After the area finals, the final will be held at Tenbury Show on Saturday 6th August 2016.2. REPRESENTATION

2.1. Counties may enter one team entry per 600 members or part thereof in Area Eliminators.2.2. English Areas and Wales will be represented by one County team per 3,000 members or

part thereof in the Competition Final.3. NOTE

3.1 These rules are for the NFYFC final. They may be adapted for area and county rounds with agreement from the chief judge. i.e. Depending on the number of teams; counties and areas may wish to pull in a straight knockout competition or pull according to the pre 2011 Tug of War Association Rules.

3.2 For insurance purposes all rounds of competition must be held using a Tug of War Association judge and under the authority of a Tug of War Association permit (available from the Hon. Gen. Sec. of the Tug of War Association).

4. ELIGIBILITY 4.1. A team shall consist of eight pulling members. No more than two (2) members of a

team may be between the ages of 15 and under 17 years on 1 September 2015 and the remainder of the team MUST be between 17 years and 26 years of age or under on 1 September 2015. All competitors must be full members of a Club affiliated to the NFYFC (You cannot compete for more than one club and county in one membership year).

4.2. Coaches and Trainers – Only one Coach is permitted with each team during pulling. Only one Trainer or “Water-Carrier” is permitted with each team. During pulling the Trainer shall take up position well clear of both teams and is not permitted to address any remark to them during actual pulling. Neither the Coach nor Trainer need comply with other rules of eligibility.

4.3. Competitors are required in person to produce on the day of each round of the competition (County/Area/Regional and National) their current and signed Membership Card, with suitable photograph, or a fine of £20 will be imposed for non-production.

5. REPLACEMENT PULLERS5.1. If more than half (4 members) of the original team members are unable to go forward to

subsequent rounds, then the next highest placed team will represent the Area.5.2. All replacements must have been eligible to compete in the County Final.

6. LATE WITHDRAWAL OF ENTRIES6.1. No deposits will be required from county teams prior to the NFYFC final.6.2. However, withdrawals or cancellations made in the two (2) weeks before the day of the

final will result in a fine of £25 to the county federation. 6.3. If a team withdraws within 48 hrs of the start of the competition final a £40 fine will be

issued.7. WEIGHING-IN PROCEDURE AND WEIGHT LIMITS

7.1. Teams will be notified of Weighing-in and report times prior to the NFYFC final.7.2. The 8 members of the team will be weighed as one and will not exceed:

680 kg Men 580 kg Ladies7.3. The competitors will be stamped or marked on a limb in a position easily seen by the

Judge, but not easily erased by the rope or competitors clothing.7.4. At weigh-in all team members must have their boots available for inspection by

8. DRAW AND BYES8.1 The Chief Judge and Chief Steward will decide the number of leagues teams shall be drawn

into. 9. PULLING

9.1. Each team shall pull a match of 2 ends against every other team in the league with points awarded as follows:

3 points to the winners in a straight pull (two straight pulls)Nil points to the losers in a straight pull1 point to each team winning 1 pull each

9.2. If there is one league; the top 4 teams on points shall enter the semi-final competition as follows: 1st v 4th; 2nd v 3rd

9.3. If there are two leagues; the top 2 teams on points from each league shall enter the semi-final competition as follows: League one winner v League two runner up League two winner v League one runner up

9.4. The losers of the semi-finals shall pull off for 3rd and 4th places before the winners of the semi-finals pull off for 1st and 2nd places.

9.5. The semi-finals, 3rd/4th pull off and the final matches shall be won by two (2) pulls out of three (3).

9.6. If teams are drawing on points at the end of the league; they shall be ranked using the following system:

Results of matches (between the teams drawing on points). Matches won (most matches won). Cautions (least number throughout pulling). Team weight (lowest team weight at weigh in). Coin toss or draw.

10. SUBSTITUTION10.1.After a team has pulled the first end of the first match, the team is able to use a

substitution. A substitute may replace any one puller for the duration of the competition (Age restriction of team still applies). After the substitution has taken place, no other such changes may occur. Substitution may be used for tactical reasons or due to injury.

10.2.The substitute must have been signed in with the team at weigh in and have been stamped with a mark. All substitutes must have been eligible to compete in the County Final; and produced their current, signed Membership Card, with suitable photograph, or a fine of £20 will be imposed for non-production.

10.3.At the time of substitution; both, the puller to be replaced and the substitute, must report in full pulling outfit, (shirts, shorts, stockings and footwear) to the Chief Judge/Chief Steward who may designate an official to deal with the substitutes. A small (bathroom type) scale must be available at the pulling area, (in a suitable place, on solid surface), to determine the weight difference between the two pullers. The substitute puller must be of equal weight or less than the puller he/she replaces. Directly after the change, the Chief Judge or designated official shall cancel the stamp or marking of the replaced puller, and indicate a similar marking on the substitute, with an indelible marker. This change shall then be recorded.

11. TECHNICALITIES11.1.DRESS - In the National Final, all competitors must be suitably dressed, in the same team

colours.11.2.BOOTS AND SHOES – Competitors’ boots must not be “faked” in any way, i.e.

THE SOLE HEEL AND SIDE OF THE HEEL SHALL BE PERFECTLY FLUSH – THIS MEANS THE SOLES MUST BE SMOOTH. No metal toecaps or metal toe-plates are permitted. Metal heel tips that are flush on the side and the bottom of the heel are permitted – this means that tips on the bottom of the heel must be smooth. If teams do not adhere to this they will be disqualified. See example below:

11.3.ROPE - The rope shall not be less than 4” and not more than 5” in circumference (10cm minimum, 12½cm maximum) without knots or other holding for the hands and the minimum length not less than 35 metres.

11.4.ROPE MARKINGS - Five tapes or markings shall be affixed to the rope as follows: A red tape or marking at the centre of the rope which will be level with the ground

mark at the start of every pull. Two white tapes or markings each 4 metres either side of the red centre tape or

marking. Two blue tapes or markings each 5 metres either side of the red centre tape or

marking. The first puller in each team shall grip the rope within 30 cm of these outer blue tapes

or markings. The white and two outer coloured markings shall be capable of easy adjustment by the

Judge in the event of the rope shrinking or stretching.11.5.GROUND MARKINGS - One line shall be marked on the ground at right angles to where

the centre of the rope will be at the start of the competitions.11.6.KNOTS OR LOOPS - No knots or loops may be made in the rope nor may it be locked

across any part of the body by any member of a team. Crossing the rope over itself constitutes a loop.

11.7.LOCKS - From the start the rope shall be taut. Every pulling member shall hold the rope with both hands by the ordinary grip and the rope shall pass under the armpit. Any other hold, which prevents the free movement of the rope, is a lock and is an infringement of the Rules.

11.8.ANCHOR-MAN’S GRIP - Upon taking up position the anchor-man will place the rope around his/her body in the approved manner. I.e. The rope will pass under one armpit, diagonally across the back and over the opposite shoulder from rear to front. The remaining rope shall pass in a backward and outward direction and the slack shall run free. He/she shall grip the standing part of the rope with both arms extended forward.

11.9.THE START - When the Judge has received the sign from the two coaches that all is ready, he shall give the teams the following verbal commands:

11.10. ‘Pick up the Rope’ - at the same time extending his arms forward and horizontally. The rope shall be held as defined in paragraphs 16 and 17 of the Tug of War Association handbook, the feet being flat on the ground.

11.11. ‘Take the Strain’ - at the same time raising both hands above the head (sufficient strain shall be put on the rope to ensure that it is taut and each man may establish one foothold with the heel or side of the boot of the extended foot) - and when the rope is steady with the centre mark over the centre line on the ground - PULL - at the same time flinging both arms downwards.

11.12. LEAVING GO OF THE ROPE - In the event of both teams leaving go the rope before a side tape has been pulled over the side ground farthest from it, ‘No Pull’ shall be declared and the pull shall not constitute on the requisite on that heat.

11.13. WINNING A PULL - A ‘Pull’ shall be won when one of the side markings on the rope is pulled over the centre line.

11.14. FINISH A PULL - The finish of a pull shall be signalled by the Judge blowing a whistle and pointing in the direction of the team winning the Pull.

11.15. THE JUDGE - There shall be one Judge who shall have sole control with power to appoint assistants. He shall be responsible for the Rules of the Competition being adhered to. He has the power to: grant reasonable rest periods between pulls and a minimum of six

minutes rest to each team between rounds of any competition. To award ‘No Pull’ in the event of both teams being guilty of infringement (in such cases the pull will be re-taken

Immediately with no rest period or welfare to competitors being permitted) and to disqualify a team or teams after caution, or disqualify without caution for any offence against the Rules. In the event of a team being disqualified the pull will be awarded to the opposite side.

11.16. NOTE A team will be deemed guilty of any infringement even though only one member offends. Should it be necessary to caution a team for any infringement of the Rules, the Judge shall, in addition to naming the team and calling ‘first caution’ or ‘last caution’ also signal such caution by raising his arm to the horizontal position and pointing in the direction of the offenders. Only two official cautions shall be given during any one pull. Any team guilty of any offence meriting a caution after already having received two official cautions in any one pull will be disqualified.

11.17. INFRINGEMENT DURING CONTESTS Sitting - deliberately sitting on the ground, or failure to return immediately to the

pulling position. Leaning - touching the ground with any part of the body other than the feet. Locking the Rope - no knots or loops shall be made in the rope, nor shall it be

locked across any part of the body or any member of the team. Crossing the rope over itself constitutes a loop.

Grip - any grip other than the ordinary grip as described above. Propping - holding the rope in a position where it does not pass between the

body and the upper part of the arm. Position - sitting on a foot or limb or the feet not extended forward of the knee. Climbing the rope - passing the rope through the hands Rowing - repeatedly sitting on the ground whilst the feet are moved backwards. Anchor Man’s Grip - any grip other than described in above. Footholds - making indents in the ground in any way before the command “Take

the Strain” is given. Thus cleaning the ground by foot or hand is prohibited.11.18. BEHAVIOUR - There shall be no conduct by word or act likely to bring the sport into

disrepute. No member of a team, i.e. coach, trainer or puller, may address any remark to the Judge whilst pulling is in progress. The use of water, for any purpose, is prohibited within the immediate vicinity of the rope. Mixed Junior Tug of War Class 3

1. DATE & VENUE1.1. After the Area Finals, the National Final will be held at Tenbury Show on Saturday 6th

August 20162. REPRESENTATION

2.1. Counties may enter one team entry per 600 members or part thereof in Area Finals.2.2. English Areas and Wales will be represented by one County team per 3,000 members or

part thereof in the Competition Final.3. NOTE

3.1. These rules are for the NFYFC final. They may be adapted for area and county rounds with agreement from the chief judge. I.e. Depending on the number of teams; counties and areas may wish to pull in a straight knockout competition or pull according to the pre 2011 Tug of War Association Rules.

3.2. For insurance purposes all rounds of competition must be held using a Tug of War Association judge and under the authority of a Tug of War Association permit (available from the Hon. Gen. Sec. of the Tug of War Association).

4. ELIGIBILITY4.1. A team shall consist of between 7 and 10 pulling members male or female who

must be 12 years of age and over on the day of the competition and 16 years of age and under on 1st September 2015. This means competitors MUST have attained their 12th birthday on 1st September 2015 and may be 17 on the day of the competition. (You cannot compete for more than one club and county in one membership year)

4.2. Note the weighing in procedure and weight bonus overleaf for the inclusion of female pullers.

4.3. There is no limit on the number of males or number of females in the team (may be all male, all female or any combination of male and female).

4.4. All competitors must be full members of a Club affiliated to the NFYFC.4.5. Coaches and Trainers – Only one Coach is permitted with each team during pulling.

Only one Trainer or “Water-Carrier” is permitted with each team. During pulling the Trainer shall take up position well clear of both teams and is not permitted to address any remark to them during actual pulling. Neither the Coach nor Trainer need comply with other rules of eligibility.

4.6. Competitors are required in person to produce on the day of each round of the competition (County/Area/Regional and National) their current and signed Membership Card, with suitable photograph, or a fine of £20 will be imposed for non-production.

5. REPLACEMENT PULLERS 5.1. If four (4) or more of the original team members are unable to go forward to subsequent

rounds, then the next highest placed team will represent the Area.5.2. All replacement pullers must have been members of the county at the time of

the County Final.6. LATE WITHDRAWAL OF ENTRIES

6.1. No deposits will be required from county teams prior to the NFYFC final.6.2. However, withdrawals or cancelations made in the two (2) weeks before the day of the

final will result in a fine of £25 to the county federation. 6.3. If a team withdraws within 48 hrs of the start of the competition final a £40 fine will be

issued.7. WEIGHING-IN PROCEDURE AND WEIGHT LIMITS

7.1. Teams will be notified of Weighing-in and report times prior to the NFYFC final.7.2. The members of the team will be weighed as one and will not exceed:

limited to a maximum team weight of 600 kg'7.3. The competitors will be stamped or marked on a limb in a position easily seen by the

Judge, but not easily erased by the rope or competitors clothing.7.4. At weigh-in all team members must have their boots available for inspection by the

judges.

8. DRAW AND BYES8.1 The Chief Judge and Chief Steward will decide the number of leagues teams shall be drawn

into. 9. PULLING

9.1. Each team shall pull a match of 2 ends against every other team in the league with points awarded as follows:

3 points to the winners in a straight pull (two straight pulls)Nil points to the losers in a straight pull1 point to each team winning 1 pull each

9.2. If there is one league; the top 4 teams on points shall enter the semi-final competition as follows: 1st v 4th; 2nd v 3rd

9.3. If there are two leagues; the top 2 teams on points from each league shall enter the semi-final competition as follows: League one winner v League two runner up League two winner v League one runner up

9.4. The losers of the semi-finals shall pull off for 3rd and 4th places before the winners of the semi-finals pull off for 1st and 2nd places.

9.5. The semi-finals, 3rd/4th pull off and the final matches shall be won by two (2) pulls out of three (3).

9.6. If teams are drawing on points at the end of the league; they shall be ranked using the following system:

Results of matches (between the teams drawing on points). Matches won (most matches won). Cautions (least number throughout pulling). Team weight (lowest team weight at weigh in). Coin toss or draw.

10. SUBSTITUTION10.1.After a team has pulled the first end of the first match, the team is able to use a

substitution. A substitute may replace any one puller for the duration of the competition (Age restriction of team still applies). After the substitution has taken place, no other such changes may occur. Substitution may be used for tactical reasons or due to injury.

10.2.The substitute must have been signed in with the team at weigh in and have been stamped with a mark. All substitutes must have been members of the county at the time of the County Final; and produced their current, signed Membership Card, with suitable photograph, or a fine of £20 will be imposed for non-production.

10.3.At the time of substitution; both, the puller to be replaced and the substitute, must report in full pulling outfit, (shirts, shorts, stockings and footwear) to the Chief Judge/Chief Steward who may designate an official to deal with the substitutes. A small (bathroom type) scale must be available at the pulling area, (in a suitable place, on solid surface), to determine the weight difference between the two pullers. The substitute puller must be of equal weight or less than the puller he/she replaces. Directly after the change, the Chief Judge or designated official shall cancel the stamp or marking of the replaced puller, and indicate a similar marking on the substitute, with an indelible marker. This change shall then be recorded.

11. TECHNICALITIES11.1.DRESS - In the National Final, all competitors must be suitably dressed, in the same team

colours.

11.2.BOOTS AND SHOES – Competitors’ boots must not be “faked” in any way, i.e. THE SOLE HEEL AND SIDE OF THE HEEL SHALL BE PERFECTLY FLUSH – THIS MEANS THE SOLES MUST BE SMOOTH. No metal toecaps or metal toe-plates are permitted. Metal heel tips that are flush on the side and the bottom of the heel are permitted – this means that tips on the bottom of the heel must be smooth. If teams do not adhere to this they will be disqualified. See example below:

11.3.ROPE - The rope shall not be less than 4” and not more than 5” in circumference (10cm minimum, 12½cm maximum) without knots or other holding for the hands and the minimum length not less than 35 metres.

11.4. ROPE MARKINGS - Five tapes or markings shall be affixed to the rope as follows: A red tape or marking at the centre of the rope which will be level with the ground

mark at the start of every pull. Two white tapes or markings each 4 metres either side of the red centre tape or

marking. Two blue tapes or markings each 5 metres either side of the red centre tape or

marking. The first puller in each team shall grip the rope within 30 cm of these outer blue tapes

or markings. The white and two outer coloured markings shall be capable of easy adjustment by the

Judge in the event of the rope shrinking or stretching.11.5.GROUND MARKINGS - One line shall be marked on the ground at right angles to where

the centre of the rope will be at the start of the competitions.11.6. KNOTS OR LOOPS - No knots or loops may be made in the rope nor may it be

locked across any part of the body by any member of a team. Crossing the rope over itself constitutes a loop.

11.7.LOCKS - From the start the rope shall be taut. Every pulling member shall hold the rope with both hands by the ordinary grip and the rope shall pass under the armpit. Any other hold, which prevents the free movement of the rope, is a lock and is an infringement of the Rules.

11.8.ANCHOR-MAN’S GRIP - Upon taking up position the anchor-man will place the rope around his/her body in the approved manner. I.e. The rope will pass under one armpit, diagonally across the back and over the opposite shoulder from rear to front. The remaining rope shall pass in a backward and outward direction and the slack shall run free. He/she shall grip the standing part of the rope with both arms extended forward.

11.9.THE START - When the Judge has received the sign from the two coaches that all is ready, he shall give the teams the following verbal commands:‘Pick up the Rope’ - at the same time extending his arms forward and horizontally. The rope shall be held as defined in paragraphs 16 and 17, the feet being flat on the ground.‘Take the Strain’ - at the same time raising both hands above the head (sufficient strain shall be put on the rope to ensure that it is taut and each man may establish one foothold with the heel or side of the boot of the extended foot) - and when the rope is steady with the centre mark over the centre line on the ground - PULL - at the same time flinging both arms downwards.

11.10. LEAVING GO OF THE ROPE - In the event of both teams leaving go the rope before a side tape has been pulled over the side ground farthest from it, ‘No Pull’ shall be declared and the pull shall not constitute on the requisite on that heat.

11.11. WINNING A PULL - A ‘Pull’ shall be won when one of the side markings on the rope is pulled over the centre line.

11.12. FINISH A PULL - The finish of a pull shall be signalled by the Judge blowing a whistle and pointing in the direction of the team winning the Pull.

11.13. THE JUDGE - There shall be one Judge who shall have sole control with power to appoint assistants. He shall be responsible for the Rules of the Competition being adhered to. He has the power to: grant reasonable rest periods between pulls and a minimum of six minutes rest to each team between rounds of any competition. To award ‘No Pull’ in the event of both teams being guilty of infringement (in such cases the pull will be re-taken immediately with no rest period or welfare to competitors being permitted) and to disqualify a team or teams after caution, or disqualify without caution for any offence against the Rules. In the event of a team being disqualified the pull will be awarded to the opposite side.

NOTE A team will be deemed guilty of any infringement even though only one member offends. Should it be necessary to caution a team for any infringement of the Rules, the Judge shall, in addition to naming the team and calling ‘first caution’ or ‘last caution’ also signal such caution by raising his arm to the horizontal position and pointing in the direction of the offenders. Only two official cautions shall be given during any one pull. Any team guilty of any offence meriting a caution after already having received two official cautions in any one pull will be disqualified.

11.14. INFRINGEMENT DURING CONTESTS Sitting - deliberately sitting on the ground, or failure to return immediately to

the pulling position. Leaning - touching the ground with any part of the body other than the feet. Locking the Rope - no knots or loops shall be made in the rope, nor shall it be

locked across any part of the body or any member of the team. Crossing the rope over itself constitutes a loop.

Grip - any grip other than the ordinary grip as described above. Propping - holding the rope in a position where it does not pass between the

body and the upper part of the arm. Position - sitting on a foot or limb or the feet not extended forward of the knee. Climbing the rope - passing the rope through the hands Rowing - repeatedly sitting on the ground whilst the feet are moved backwards. Anchor Man’s Grip - any grip other than described in above. Footholds - making indents in the ground in any way before the command

“Take the Strain” is given. Thus cleaning the ground by foot or hand is prohibited.

11.15. BEHAVIOUR - There shall be no conduct by word or act likely to bring the sport into disrepute. No member of a team, i.e. coach, trainer or puller, may address any remark to the Judge whilst pulling is in progress. The use of water, for any purpose, is prohibited within the immediate vicinity of the rope. 6. PROCEDURE6.1. The team will be required to erect approximately 13.5m of sheep netted fence with one

strand of plain mild steel wire on the bottom of the netting and one strand of plain mild steel wire on the top of the netting (wire spacing to be determined by the competitors). A join in the netting should be made by hand (no gripples) where shown on the diagram. Box strainers should be constructed as shown on the diagram, at both ends of the fence and plain wire should be used to help support the second post as shown below. Approximately half way along the fence, it should turn at a 45° angle. At this point two struts should be used to support the corner post.

6.2. Only materials supplied by the organisers are to be used for Area and National Finals (see listed of materials below).

6.3. Hand tools only will be allowed and the teams themselves must provide these. No powered tools or chain saws are allowed. Teams to Note: All tools and equipment used must be fit for purpose and be in good condition, well maintained and safely operated by members of the team at all times. Judges hold the power to stop the use of tool/piece of equipment if, in their view, it is not safe to use or is being handled/used in an unsafe manner.

6.4. Competitors are not allowed to shorten any of the posts.6.5. The Judge reserves the right to inspect any strut following completion of the task.6.6. All teams are required to dismantle their fence after the Presentation of Awards. Any

team not complying with this ruling will be disqualified.6.7. Clearing the ground – teams are required to clear away all debris and any off-cuts of wire

etc should not be put down the postholes. Receptacles will be provided for this purpose. Soil will be available to make the ground good.

6.8. The team are required to give a written risk assessment/method statement to the Chief Steward/Judges immediately prior to the competition start (template attached below).

Efficiency with Safety Class 5

1. VENUE 1.1. After Area Finals, the National Final will be held at a date and venue to be confirmed.

2. REPRESENTATION 2.1. Counties may enter one team per 600 members or part thereof in Area Eliminators.2.2. English areas and Wales will be represented in the Final by one team per 3,000 members

or part thereof.3. ELIGIBILITY

3.1. A team shall consist of four members. Two members of the team must be 21 years of age or under and two members must be 26 years of age or under on 1 September 2015 and full members of a Club affiliated to NFYFC.

3.2. Competitors are required in person to produce on the day of each round of the competition (County/Area/Regional and National) their current and signed Membership Card, with suitable photograph, or a fine of £20 will be imposed for non-production.

4. CERTIFICATES/LICENCES REQUIRED4.1. Tractor Handling: A UK Driving Licence must be held by competitors operating

tractors. The licence must show full entitlement for the agricultural vehicle category (F).4.2. ATV Handling: Adequate training must have been completed by the competitor who will

carry out the ATV task. At the NFYFC final a certificate of competence to show ‘adequate training’ in ATV Handling must be produced. A copy of the certificate must be handed to the judges on the day of the competition. A Certificate of Competence for ATV's, issued by City & Guilds NPTC is more than acceptable evidence of ‘adequate training’.  However, a certificate issued by another training provider will also be accepted.  The most basic level of certificate which will be accepted is called an EASI (European All-Terrain Vehicle Safety Institute) certificate; which is available from most reputable ATV dealers. It should be noted that the EASI certificate is very much a dealer short induction course - a basic operators course designed to familiarise the operator with all the controls and operating procedures, which includes elements of safety. Whilst it ticks the box of ‘adequate training’, it should not be viewed as a replacement for a City & Guilds type course. [Under the Provision and Use of Work Equipment Regulations 1998 (PUWER) there is a legal requirement that “adequate training”, including the use of any towed equipment or attachments, be undertaken by those riding ATV’s. The Health and Safety Executive (HSE) regards training provided by recognised training providers as “adequate” for the purposes of PUWER].

4.3. First Aid: At least one member of the team must hold a current first aid certificate of either the British Red Cross, St John Ambulance or an alternative nationally recognised body. The certificate must be no more than 3 years old. A copy of the certificate must be handed to the competition judges on the day of each round of the competition.

4.4. Failure to provide the requested certificates will result in the team being disqualified and not allowed to compete.

5. SUBSTITUTION

5.1 If more than half the original team are unable to go forward to subsequent rounds, then the next highest placed team will represent the Area.

5.2 All substitutes must have been eligible to compete in the County Final.6. LATE WITHDRAWAL OF ENTRIES

6.1. No deposits will be required from county teams prior to the NFYFC final.6.2. However, withdrawals or cancelations made in the two (2) weeks before the day of the

final will result in a fine of £25 to the county federation. 6.3. If a team withdraws within 48 hrs of the start of the competition final a £40 fine will be

issued.

7. 7.1. Please note: Whilst NFYFC will do all in their power to provide the above equipment, it may be necessary to amend if the site provided is not sufficiently large enough to enable the tasks to be carried out safely.

8. PROCEDURE8.1. The team shall appoint a leader who will undertake the duties of a foreman. In addition to

Competitors to provide their own tools. All equipment must be returned to its original place after completion of each task.

8.2. TASK 18.2.1. Team Member is required to carry out daily maintenance and safety checks on a

loader tractor with forks attachment and flatbed trailer prior to the commencement of the task. The competitor is to carry out a verbal risk assessment with the judge on the task they will be completing.

8.2.2. Competitor to attach the forks to the loader and load the flatbed trailer with eight, one tonne bags of suitable contents. Once the trailer is loaded, secure the load and attach the tractor to the trailer and drive for a distance directed by the Judge. Return the tractor and trailer to the start, detach the trailer and unload the load to the original position. Detach the

8.3. TASK 28.3.1. Team member is required to carry out the daily maintenance and safety check on

a tractor with power harrow prior to the commencement of the task. The competitor is to carry out a verbal risk assessment with the judge on the tasks they will be completing.

8.3.2. Hitch the tractor to the power harrow ready for work. The competitor is then required to change 4 tines. Once the changes have been made, to the satisfaction of the judge, the competitor will be required to take the tractor and power harrow to the field and set or adjust ready for work. Return the tractor and power harrow to their original positions, including unhitching.

8.4. TASK 38.4.1. Team member is to carry out tasks on a ‘cold’ tractor which has several faults that

need to be identified by the team member. The competitor will be required to answer judge’s questions. This tractor will be separate from the one used in Task 1 and Task 2. Competitor will be requested to remove the cab air filter on the tractor and clean as necessary, and replace the filter.

8.5.1. Team member is required to carry out daily maintenance and safety checks on a sit astride ATV prior to commencement of task. The competitor is to carry out a verbal risk assessment with the judge on the task they will be completing.

8.5.2. The competitor is required to drive an ATV through a ‘set’ course as instructed by the judge, this will involve hitching and loading a trailer. All competitors must take into account Health and Safety at all times. Correct personal protective equipment must be worn. Safe start and safe stop procedures must be adhered to.

8.6. FIRST AID8.6.1. During the course of the practical exercise, a mock farm accident will be staged.

Teams will be informed when the accident happens; the Farm Foreman must then decide which of his team members shall deal with the situation. It is expected that there will be by-standers who may be questioned regarding the accident. The First Aid Judge will indicate when the casualty has been satisfactorily dealt with and when the member or members may recommence work.

8.6.2. Knowledge of elementary First Aid is necessary, but in no case will competitors be expected to render assistance further than instructed in the Joint First Aid Manual of St. John Ambulance and The British Red Cross (available from WH Smith or other large bookshops). The Highway Code and Farm Safety Regulations must be applied at all times. If in the opinion of the Judges a competitor is undertaking a Task in a way likely to endanger them or others; the competitor will be stopped and the danger brought to his attention. The competitor will be expected to correct the matter and then continue with the Task.

4. SUBSTITUTION4.1. If the competitor through to the National Final has to withdraw from the competition,

5. PROCEDURE5.1. Competitors will have one and a half (1.5) hours on the day of the competition to

decorate a cake or cake dummy to the theme “Tomorrows World” within the maximum size dimensions of 15 inches (38cm) x 15 inches. The depth of cake/cake dummy is unlimited and tiers may be used but must remain within the maximum size dimensions. The aim of the competition is to create a ‘Show Stopper’ starting with a pre-iced base.

5.2. The cake or dummy may be covered prior to the competition in a suitable icing i.e. any icing, any colour, to act as a plain base. Suitable icing includes: fondant icing, frosted icing, marzipan, butter cream etc. This is not an exhaustive list – to note that this part of the competition will not be judged.

5.3. All icing ingredients can be brought on the day in suitable containers. Competitors are to make decorations on the day and are allowed to bring pre-coloured icing with them. The cake should be decorated and viewed from all angles. Piping, painting, modelling, use of icing pens/paints etc. are allowed to create these decorations.

5.4. Competitors must supply all ingredients/equipment/cake/cake dummy/board/water. No electricity will be available on the day.

5.5. For modelling purposes the competitor may include internal structure. This may be pre made prior to the event if required but should not be on view in the finished display

5.6. Competitors should wear a white coat or equivalent.5.7. Accessories are allowed to complement the overall appearance. Remember all

Weathervane Class 7 1. VENUE

metal, suitable for purpose, to the theme “Tomorrows World”.4.2. Materials used should be predominantly recycled to minimise cost and environmental

impact.4.3. The Competitor should pay particular attention to the standard of finish of their exhibit. It

should be suitable to be mounted outside (i.e. weatherproof). At the NFYFC Final exhibits will be displayed on a solid floor and competitors should display their weathervanes mounted on a freestanding base to demonstrate full working order.

4.4. The maximum size of the weathervane including the base and mountings must not exceed 1m x 1m x 1m and a total weight of 15kg.

4.5. Prior to the competition, before commencement of any work on the weathervane, members should be aware of potential health and safety risks and use all appropriate Personal Safety Equipment. The Safety of people viewing and touching the finished weathervane should also be considered, eg: avoid sharp edges.

4.6. All exhibits must be the unaided work of the competitors. Competitors must make themselves available throughout the judging to answer the Judges questions and explain the processes and story behind the production of the weathervane.

4.7. Competitors must accept responsibility for transporting their exhibits to the final as per the instructions which will be issued and to make arrangements for collection of the exhibits after 4.30pm. All exhibits must be removed on the day of the competition. The winning weathervane will be kept by NFYFC for further promotion, if NFYFC are unable to use the weathervane it will be returned to the competitor.

4.8. A label (example below) should be securely attached to the reverse side of the exhibit (not on view).

another team. 10 minutes preparation time will be available for the presenters to meet the guest prior to the start of their radio show.

5.3. The presenters are to ask the guest questions on current issues facing young people. Presenters should be particularly conscious that they are presenting to a family audience and discussions that maybe deemed offensive will be penalised.

5.4. Guests should be prepared to answer questions reflecting a positive image for young people.

5.5. The radio show must include: Introduction to the show Young Farmers news bulletin relevant to the Federation Young Farmers recruitment advert Guest Interview

5.6. At the National Final PA system, microphone and speakers will be provided. No music is required during the radio show.

4. PROCEDURE4.1. An Exhibit to depict the theme of “Tomorrows World”. This theme can be interpreted in

any way that the club sees fit.4.2. There needs to be a minimum of one (1) craft from each heading below with the other

two (2) crafts taken from any heading:• Floral Art (Floral Displays)• Cookery (Food to be tasted – MUST be covered with Cling Film)• Handicraft (Any other - Including Decorated cake/Photography/Artwork)

4.3. The five (5) crafts need to be clearly marked 1-5 together with the heading the craft comes under. For example 1- Handicraft, 2 – Cookery etc.

4.4. Each whole Exhibit to have a MAXIMUM WIDTH of 1 metre at any given point and a MAXIMUM DEPTH of 1 metre and MAXIMUM HEIGHT of 1 metre. Any exhibit exceeding the maximum measurements will be disqualified. The measurement will be from the outside edges of the exhibit. The exhibit must have 3 walls. Any accessories or drapes used on the outside of the cube will be included in the overall measurement of the exhibit. Any material that runs over the external walls i.e. the top edges of the side and back walls of the exhibit must be within the 1m X 1m X 1m size. The outside walls of the exhibit may be painted a colour to compliment the overall exhibit. The external walls of the exhibit will not be marked.

5. TIMING5.1. Competitors will be timed and marked on the speed and accuracy of their shearing and

wrapping.6. SCALE OF MARKS

6.1. The competitor shearing the sheep will be judged on time, condition of fleece, absence of second cuts in fleece, manner of handling sheep, absence of cuts in sheep and appearance of shorn sheep.

6.2. The other competitor will be judged on their ability, skill and competence of wrapping the fleeces of the three sheep.

6.3. The judge will have a score sheet on the day of the competition with the system and scale of marks given. This will be available for competitors to look at before they compete.

4.1 One competitor is required to drive the tractor and trailer around an obstacle course, and one competitor to reverse back along the same course. Engine to be switched off in-between.

4.2 Anyone driving in an unsafe manner will be stopped/disqualified by the judge4.3 A team representative must report at the given time to be allocated a time to compete.

3.1. A team shall consist of two (2) members, to be 17 to 26 years of age on 1 September 2015 and a full member of a Club affiliated to the NFYFC.

3.2. At least one competitor must hold a current UK Driving Licence (Provisional Licences accepted).

3.3. All competitors are required in person to produce on the day of each round of the competition (County, Area, Region and NFYFC final) their own current, signed NFYFC membership card with photograph, or a fine of £5 will be imposed for non-production.

4. PROCEDURE4.1. Part 1. Both competitors will be individually asked to complete a road safety/hazard

perception exercise.4.2. Part 2. Both competitors will be asked to work as a team to explain to the judge the

checks that should be routinely carried out to a road vehicle. These will include: coolant level, oil level, tyres/wheels, wipers/washers, lights, braking system and overall vehicle condition.

4.3. Part 3. Both competitors, as a team, to change a wheel on the vehicle provided. Competitors may, if they wish use their own hand tools (no power tools allowed).

4.4. Judges will have the right to stop the wheel change if the activity is unsafe for any reason, including potential damage to the vehicle.

Safety clothing must be worn – STEEL TOE CAP BOOTS, GLOVES AND GOGGLES.
