PRO2 Annual Accomplishment Report CY 2017 EXECUTIVE SUMMARY
On crime statistics, a total crime volume of (TCV) 12,355 crime incidents were reported from January 1 to November 30, 2017, reflecting a decrease of 2,655 incidents or 17.68% compared to the 15,010 crime incidents recorded in the same period last year. Out of this volume, 2,971 are Index Crimes. It decreased by 982 or 24.80% as compared to the 3,959 incidents in the previous period, while non-index crime recorded 9,384 incidents, which is lower by 1,667 or 15.08% as compared to the 11,051 incidents recorded in the same period last year. The Average Monthly Crime Rate (AMCR) is 31.45, which is lower by 6.29 or 16.67% as compared with the 37.74 AMCR in the previous period. Of the Total Crime Volume (TCV), 7,993 cases were solved reflecting a Crime Solution Efficiency (CSE) of 67.47%. It increased by 2.20% as compared with the 65.27% CSE of the previous period.
COMMUNITY
PRO2’s sustained partnership with external stakeholders bore prolific results. This is manifested in the outpouring support of the community in the different projects of Police Regional Office 2 and in all its endeavours particularly in crime prevention and public safety.
To compensate such plausible partnership, Police Regional Office 2 ensures that the communities within its AOR are properly informed of its programs, plans and activities.
PROCESS EXCELLENCE Being the heart and backbone of crime prevention, PRO2 vigorously pursues various operational programs in order to make the community safer through the deployment of a more focused police personnel on the streets to curb, if not totally eradicate the occurrence of incidents perpetrated by criminals. These activities were conducted in strict adherence to the Enhanced Managing Police Operations (E-MPO).

I. Improve Crime Prevention
A. Results-Oriented Operations
1. Law Enforcement:
a. Campaign against Dangerous Drugs On campaign against Dangerous Drugs, 883 operations were conducted which resulted in the arrest of 968 persons (195 Users and 773 Pushers) and the confiscation of 7,471.7 grams of MJ leaves and 399.29 grams of shabu. 903 cases were filed in court.
b. Campaign against Illegal Logging
On the campaign against Illegal Logging in coordination with the
DENR, 107 successful operations were conducted which resulted in the confiscation and recovery of 66,321 board feet of Narra and 52,515.3 board feet of other lumbers worth P2,743,413.49. 148 persons were arrested and 63 cases were filed in court while other cases were turned over to DENR.

c. Campaign against Carnapping
On the campaign against Carnapping, three (3) vehicles and 63 motorcycles were recovered, 52 persons were arrested and 34 cases were filed in court.

d. Campaign against Loose Firearms
On the campaign against Loose Firearms, 201 assorted FAs were
confiscated, 116 were surrendered, and 41 were recovered while 204 persons were arrested.

e. Campaign against Child Abuse/Pedophile
On the campaign against Child Abuse/Pedophile, there were 221 operations conducted that resulted in the arrest of 172 persons and 160 cases were filed in court.

f. Campaign against Illegal Fishing
On the campaign against Illegal Fishing, there were 15 successful operations conducted that resulted in the arrest of 20 persons, confiscation of two (2) fishing rods, other items such as fishing paraphernalia and eight (8) cases were filed in court.
g. Campaign against Illegal Gambling
There were 201 successful operations conducted that resulted in the confiscation of cash bets amounting to Php160,046.00 while 640 persons were arrested and 177 cases were filed in court.

Total Crime Volume
For the period, a total of 12,355 crime incidents were recorded. This is lower by 2,655 incidents or 17.69% compared to the 15,010 incidents of the same period last year. Out of this figure, 11,847 were recorded in the PNP blotter, 411 in Brgy. Blotter, and 97 from other Law Enforcement Agencies.

Index crimes registered 2,971 incidents, which is lower by 988 or 24.96% as compared to the 3,959 incidents in the previous period.
Distribution of Index Crimes
Out of the total Index Crime, 2,007 or 67.55% are Crimes Against
Person and 964 or 32.45% are Crimes Against Property. Further, Index Crimes are subdivided as follows:
Physical Injury registered the highest number of incidents with 1,432 or
48.20%; followed by Theft with 492 or 16.56%; Robbery with 299 or 10.06%; Murder with 245 or 8.25%; Rape with 192 or 6.46%; Carnapping with 164 or 5.52%; Homicide with 138 or 4.64%; and Cattle Rustling with 9 or 0.30%.

Non-Index Crimes
Non-index crimes registered 9,384 incidents, which is lower by 1,667 or 15.08% as compared to the 11,051 incidents recorded in the same period last year.
Out of the 9,384 non-index crimes recorded, 5,883 or 62.69% are
reckless imprudence/vehicular accidents.
Average Monthly Crime Rate (AMCR)
The Average Monthly Crime Rate (AMCR) for the period under review is 31.45, which is lower by 6.29 or 16.67% as compared with the 37.74 AMCR in the previous period. Santiago CPO obtained the highest with 103.48 AMCR, while Quirino PPO recorded the lowest with 16.97 AMCR.

Crime Solution Efficiency (CSE)
Out of the 11,847 crime incidents recorded in the PNP Blotter, 7,993 cases were solved reflecting a Crime Solution Efficiency (CSE) of 67.47%. It increased by 2.20% as compared with the 65.27% CSE of the previous period. Nueva Vizcaya PPO has the highest CSE with 79.99%, while Batanes PPO has the lowest with 26.83% CSE.
Crime Clearance Efficiency (CCE)
Out of the 11,847 crime incidents recorded in the PNP Blotter, 9,661 cases were cleared reflecting a Crime Clearance Efficiency (CCE) of 81.55%. It increased by 10.67% as compared with the 70.88% CCE of previous period. Batanes PPO has the highest CCE with 97.56%, while Cagayan PPO has the lowest with 67.12% CCE.
Neutralization of Wanted Persons Of the 2,874 Warrant of Arrest received, 2,385 were served reflecting a 82.99% service of warrant of arrest that resulted in the apprehension of 4,455 wanted persons who were charged of various offenses.

Women and Children Protection Desk
On cases of Women and Children Protection Desk (WCPD), there were 1,685 WCPD cases recorded in the region, broken down as follows: 710 cases involving children and 739 involving women as victims, 236 cases involving children as suspects. All cases were filed and referred to appropriate courts and offices.

Pre-Charge Evaluation Cases On Pre-Charge Evaluation cases, there were 56 cases received during the period in review involving eight (8) PCOs, 80 PNCOs and two (2) NUP who were charged administratively. Conduct of Trainings For Investigation
a. On Criminal Investigation Course (CIC)
Since February 2017, a total of four (4) classes of Criminal Investigation Course (CIC) were conducted by PRO2 attended by 221 investigators in the region. The Program of Instructions of the CIC classes designed at 280 training hours. The said course was intended for those investigators without appropriate investigation trainings assigned at the investigation section region-wide. The conduct of the Criminal Investigation Course in PRO2 was in close coordination with the SIDD, DIDM.
b. Investigation Officers Basic Course (on-going).
One class of Investigation Officers Basic Course is being conducted in PRO2 for CY 2017. The 360 hours course in investigation offered a chance for the 41 would-be investigation officers. The participants who have undergone the qualifying examinations conducted by the SIDD-DIDM are with the rank of Police Inspector to Police Superintendent.
c. Specialized Courses for WCPD Officers
A total of 97 WCPD Officers were benefited in the conduct of two (2) classes of a Specialized Course for WCPD Officers. The 12-day (96 hours) duration of seminar enables the WCPD investigators to gain knowledge, skills and expertise in the investigation of cases pertaining women and children.

2. INTELLIGENCE
Anti-Insurgency Campaign On January 28, 2017 at about 11:00 AM, Dexter PAGUEL y Daquigan
@ERWIN/ELIAS, 26 years old, single, farmer, member of the East Committee, Northern Front, KR-HSL, a resident of Barangay Rebecca and Bernardo PAGUEL y Lacheca @GILBERT/NAP, 47 years old, married, farmer, member of East Committee, Northern Front, KR-HSL and a resident of Barangay Isca, both of Gonzaga, Cagayan voluntarily surrendered without firearm to Cagayan Provincial Governor Manuel M Mamba at his residence in Barangay Cataggaman Pardo, Tuguegarao City.
On February 12, 2017 at about 1:00 PM, a certain Daisy Ariz BAGAN @KANDY, 16 years old, single, former cashier of Rumel’s Eatery beside Florida Bus Station at Diversion Road, Balzain, Tuguegarao City, Cagayan and a resident of Sitio Birao, Brgy. Hacienda Intal, Baggao, Cagayan voluntarily surrendered without
firearm through the negotiation conducted to her father Teodoro Bagan by the joint elements of 502nd IBde, 17th IBde, 5th ID, PA and 52nd MICO. The subject was a new NPA member and had undergone two (2) weeks Individual Combat Training (ICT) under Platoon Charlie, West Committee NF, KR-HSL. Accordingly, she asked permission and was permitted by her comrades to go home that gave her the opportunity to surrender. The subject was fetched by elements of 17IB at Sitio Birao, Brgy. Hacienda Intal, Baggao, Cagayan to Hqs. 17IB, Brgy. Masin, Alcala, Cagayan for custodial debriefing and afterwhich, she was subsequently released to her parents.

On May 4, 2017 at about 6:00 PM, along the National Highway in Brgy. Camasi, Peñablanca, Cagayan joint personnel of Cagayan PPO; RID, PRO2; ISG, PA; 17IB, 5ID, PA; and 502BD, 5ID, PA conducted operation which resulted in the arrest of David Soriano also known as Jerome Antonio y Sabban, 46 years old, single, and a resident of Brgy. San Francisco, Baggao, Cagayan on the strength of five (5) Warrants of Arrest listed, while onboard a Starex Van with Plate Number WML 500 together with his driver identified as Jude Malana Cipriano, 47 years old of Brgy. Anapatan, Baggao, Cagayan. Recovered from their possession and control were the following:
a. One Glock 17 9MM Gen 4 bearing Serial No. PNP
25024 with an inserted magazine loaded with 13 live ammunition;
b. One CZ 75 P-07 9MM bearing Serial No. PNP A67748 with an inserted magazine loaded with 11 live ammunition;
c. One Rifle Grenade; d. One Hand Grenade “Atis Type”; and e. Other subversive documents.
Cases for Violation of RA 10591 (Illegal Possession of Firearms and Ammunition) and RA 9516 (Illegal Possession of Explosive) was filed at RTC Br. 1, Tuguegarao City, Cagayan with CC No. 18132.
On the other hand, the following Warrant of Arrest against David Soriano
were served and returned to the courts of origin.
Murder under Criminal Case No. II-10208 issued by Judge Pablo M. Agustin of RTC Branch 10, Aparri, Cagayan dated September 29, 2015 with no bail recommended;
Murder under Criminal Case No. II-12846 issued by Judge Conrado T. Tabaco of RTC Branch 9, Aparri, Cagayan dated October 22, 2015 with no bail recommended;
Violation of RA 6539 (Carnapping) under Criminal Case No. II-12847 issued by Judge Conrado T. Tabaco of RTC Branch 9, Aparri, Cagayan dated October 22, 2015 with recommended bail bond of Php300,000.00;
Frustrated Murder under Criminal Case No. II-10854 issued by Judge Pablo M. Agustin of RTC Branch 10, Aparri, Cagayan dated June 11, 2012 with recommended bail bond of Php200,000.00; and
Robbery in Band under Criminal Case No. II-12856 issued by Judge Conrado T. Tabaco of RTC Branch 9, Aparri, Cagayan dated October 22, 2015 with recommended bail bond of Php100,000.00.

Ana, Cagayan and listed No. 46 in the Official PSRTG 1st Quarter 2017 voluntarily surrendered without firearm to joint personnel of 17IB, NISU-12, NISG-NL and 52MICO in Barangay Dungeg, Sta. Ana, Cagayan.

Cabarroguis, Quirino, two (2) active Communist Terrorist (CT) members namely Bren Anotado y Apais @Ador, 28 years old, native of Kitog Bao, Alamada, North Cotabato and Medic of Platoon “Bulldozer”, Squad Dos, Southern Front, KR-HSL; and Cyrel Dela Cruz y Fernandez @MAYA/RUSSEL, 25 years old, native of Pangyan, Latrento, Agusan Del Sur, S4 of same unit surrendered to the personnel of 1st Maneuver Platoon, Quirino PPSC headed by PSINSP REYNOLD GONZALES, Platoon Leader.
On July 26, 2017, at about 2:00 PM, Orlan Mariano y
Osmag @Cyrel Fernandez y Osmag together with his companion @ADOR escaped from their group and travelled by foot through the mountainous and forested area of Brgy. Dingasan, Cabarroguis, Quirino until they reached the Brgy. Hall of said barangay at about 9:00 PM. They spent the night at said Brgy. Hall and asked the assistance of the Brgy. Tanods who were on duty who offered them a place to sleep and food. On the following day, said Brgy. Officials coordinated with the PPSC Detachment, Quirino PPO led by PSINSP GONZALEZ based in Brgy. Dibibi, Cabarroguis, Quirino who established their checkpoint where the subject and @ADOR surrendered. Immediately, PSINSP GONZALEZ coordinated with PSUPT ROMMEL A RUMBAOA, Company Commander, Quirino, PPSC, and the surrenderees were escorted to RID, PRO2, Camp Adduru, Tuguegarao City for the conduct of Custodial Debriefing.
On September 29, 2017 at around 7:00 AM Ferdinand B Pakiwon together with his nephew Joshua P Huquiana boarded a passenger van owned by Julius Pumihic going to Poblacion Kasibu, Nueva Vizcaya and alighted there at. Afterwhich, they transferred to another SUV (Mitsubishi Pajero) owned and driven by Vicente R Ollagon a Brgy. Official of Brgy. Bilet Kasibu, Nueva Vizcaya. As they travelled towards Bambang. Nueva Vizcaya and upon reaching Brgy. Watwat, Kasibu, Nueva Vizcaya particularly in front of a rice mill they stop and waited there, not long after a black Delica van owned and driven by SB Jess Hufalar of LGU Kasibu, Nueva Vizcaya parked near the Mitsubishi Pajero. Thereafter, Ferdinand B Pakiwon noticed Vicente Unlayon transferring several bag packs from the Delica van to his Mitsubishi Pajero. Afterwards, they continued to travel upon reaching Brgy. Mabuslo, Bambang Nueva Vizcaya where an established PNP check point by personnel of Bambang Police Station flagged down said vehicle for inspection. They amazed on the content of the several bag packs which consist of numerous medicines, subversive documents, cellular phones, one (1) rifle grenade launcher, one (1) hand grenade and numerous M-16 ammunition. The suspects were brought to Bambang Police Station, Nueva Vizcaya for further

investigation. Further, Ferdinand B. Pakiwon states that he will go to Ifugao State University (IFSU) Lamut, Ifugao to see his son studying and give his allowance.
ANTI-CRIMINALITY CAMPAIGN
a. ARREST OF TOP MOST WANTED PERSONS With Rewards:
On February 18, 2017, personnel of Quezon Police Station and Nueva Vizcaya Police Provincial Office, Mabalacat Police Station, and Pampanga Police Station conducted manhunt operation that resulted in the arrest of Virgilio Garcia y Tamayo at his residence in Block 39, Xevera Subdivision, Brgy. Tabon, Mabalacat City, Pampanga. Subject was arrested by virtue of Warrant of Arrest issued by Judge Rogelio P. Corpuz of RTC Branch 27, Bayombong, Nueva Vizcaya for the crime of Murder docketed under Criminal Case No. 307 with no bail recommended. He is listed Top Most Wanted Person in the Region with an approved cash reward for his arrest with the amount of Php70,000.00 pursuant to DILG Memorandum Circular Nr. 2002-29.
On July 31, 2017 at about 3:30 PM in Brgy. Agugaddan, Peñablanca, Cagayan, personnel of Cagayan Provincial Public Safety Company, Peñablanca PS, and PIB, Cagayan PPO arrested Roger Calanoga y Maramag @JOKER, 33 years old, single, automobile mechanic, and a resident of Purok Avocado, Brgy. Agugaddan, Peñablanca, Cagayan by virtue of a Warrant of Arrest issued by Judge Marivic Cacatian-Beltran of RTC Branch 3, Tuguegarao City, Cagayan for the crime of Murder (2 counts) docketed under Criminal Case Numbers 9849 and 9850 with a standing monetary reward of Php90,000.00 as per DILG Memorandum Circular 2012- 47.
b. NEUTRALIZATION OF CRIMINAL GANGS
On February 13, 2017 at about 9:00 AM, Atty. Ferdinand Olalia y Pascual, Leader of Olalia Gang operating in the province of Isabela personally appeared and voluntarily surrendered to Ilagan City PS, Isabela PPO under the Project Double Barrel. The subject admitted that he engaged in Illegal Drug activities sometime in the year 2010 and ended on January 2016.

1. Human Rights Advocacy Programs
a. Conducted Inspection of Custodial Facilities (CF)
The Regional Human Rights Affairs
Office personnel conducts regular inspection of custodial facilities in all Municipal/City Police Stations in coordination with the Office of the CHR, DSWD and DOJ to ensure that persons under PNP custody are treated in a humane and dignified manner their individual rights are upheld, pursuant to human rights standards and existing laws. The inspection was also conducted to monitor observance of established procedures and guidelines in manning custodial facilities and to improve the living conditions of persons in custody. For the period, this Office inspected 52 Custodial Facilities all over the region.
2. Multi-Sectoral Cooperation on Human Rights
The RHRAO enhances partnership and
cooperation with concerned government entities, local community organizations, NGOs, and private-civic oriented groups towards advancing the cause of human rights. Towards this end, the Regional Human Rights Office maintains a list of existing partners from the government, NGO and the media.

Human Rights Officer, PCINSP AILEEN P URANI paid a courtesy call to partner agency in the region on August 9, 2017 particularly the Commission on Human Rights, Regional Office 2.

b. Police Information and Continuing Education
During the station visits, PICE was conducted among personnel of this PRO to remind them to strictly adhere to the policy on the reading/recitation of Miranda and Anti-torture Warning in the service of warrants of arrest, ensure the presence of PHROs in the conduct of PNP Checkpoints and observe the PNP Operational Procedures in all police operations. The RPHRO also reminded all personnel to strictly comply with the requirement of RA 9745 (An Act Penalizing Torture and other Cruel, Inhuman and Degrading Treatment or Punishment).
c. Dissemination of Policies and Advisory
As part of our program thrust to fully institutionalize respect for human rights as a way of life in the PNP, this office has disseminated various Human Rights Advisories to serve as a guide to all PNP personnel in their underlying duty to uphold human rights and the rule of law at all times. Human Rights Policies and Advisories are well disseminated at this Regional Office down to lower units to help improve safety awareness through community-oriented and human rights-based policing of the PNP personnel. Some of the advisories disseminated during the period are the following:
a. Advisory on Duties of Arresting Officer implementing WOA;
b. Advisory on Police Officers conducting Custodial Investigation; c. HR Advisory for PNP Personnel conducting CDM; e. HR Advisory for PNP Personnel Manning Custodial Facilities; and f. HR Desk Basic Procedure in receiving complaint.
This Office has also a recipient of four thousand (4,000) pamphlets of Miranda and Anti-torture warning given by the Human Rights Affairs Office to be distributed to PRO2 personnel.
4. Disaster Preparedness
Police Regional Office 2 in coordination with the concerned agencies
continuously conducted training and drills to develop a competent and effective search and rescue operations, emergency medical services, transportation, distribution of relief donation and supplies, facilities and equipment to save human lives and mitigate damage to properties in the disasters-affected areas in the region.

Police Regional Office 2 had continuously initiated Gender Awareness and Development (GAD) advocacy activities to support women and children especially those who were victims of violence by addressing their issues and concerns and with the regular conduct of seminars and lectures about rights-based subjects and its related laws by our PCR team, in collaboration with LGUs, civic action groups and other advocates, it helps uplift the morale and welfare of these fragile members of the community. With regard to its Personnel Development and Management, Morale and Welfare Boosters, the RPHRDD has gone ahead through the following activities:
1. RECRUITMENT AND SELECTION For CY 2017, 1st Cycle Recruitment Program, this Regional Office was allocated
a quota of Three Hundred Fifty (350), intended for Public Safety Forces (PSFs). We had a total of One Thousand Seventy (1,070) applicants. After having undergone and passed all the phases of the recruitment and procedure/process, such as: pre-assessment; initial screening (face to face interview, measurement of height and weight, inspection of tattoos and physical agility test (PAT) and submission of documentary requirements); and screening proper (Psychological and Psychiatric Examination (PPE), Physical, Medical and Dental Examination (PMDE), Drug Test (DT), Complete Background Investigation (CBI and Committee Deliberation).
The 343 composed of 283 males and 60 females were found fit for police training
and took their oath of office last August 16, 2017 which was officiated by our Regional Director.

a. Moral Recovery Program (MRP)

There were Twelve Thousand Two Hundred Eighty Six (12,286) medals
accorded to the PRO2 PNP personnel in recognition for their notable accomplishments in the discharge of their official duties and responsibilities.
3. REWARD AND PUNISHMENT
The DLOS of this Office is a disciplinary authority where cases are being heard against erring PNP personnel, they have been religiously implementing and adhering with the directive from higher headquarters regarding Zero Backlog cases, wherein cases were resolved within the prescribed period.
This Regional Office received Eighty Seven (87) administrative cases filed against
PNP uniformed personnel involving Seven (7) PCOs and One Hundred One (101) PNCOs and Three (3) NUP. Out of this, there were 70 resolved cases, involving six (6) PCOs and Seventy Seven (77) PNCOs and Three (3) NUP, from January to November 2017 with the following status and disposition of cases, as shown below:

All Offices Situated at Police Regional Offices 2 Headquarters has already
connected to internet. On PPOs/CPO Internet Connectivity
Statistics shows that our Information Technology Compliance increased compared to last year. At present the percentage of Information Technology compliant PNP Stations within PRO2 is 97.8% or 92 out of 94 PNP Police Stations all over PRO2, 90 Police Stations has complied with the Standard IT compliant. Thus, continuous conduct of computer training to PRO2 personnel with regard to the Information Systems such as the E-Systems developed by the National Headquarters being installed to the different Offices/Stations of PRO2 which is the most effective tool in attaining our goal. PNP stations within this region is a contributory factor to be a 100% IT Compliant for the year 2017. However, records show that Police Stations of this PRO, who were not able to comply with the Information Technology Compliance specifically on internet connectivity are geographically located at the coastal areas, wherein internet connection is still unavailable as of this moment.
2. Strengthen Organizational Development
a. Basic Computer Essential Certification Examination (BCECE) to RHQ personnel down to PPO/CPO including RSUs who are 36 years old below.
b. PNP PRO2 Paperless Daily Journal
Consolidation of all the Daily Journal of the different Offices within Police Regional Office 2 RHQ, RASUs and ROSUs. This is simply to inform the Regional Director, Command Group, D-Staff, PPO’s as well as CPO down to the PS or CPS on the daily activities of each office. This can be accessed thru e-mail.
c. Existence of e-mail address used for official communications
All Offices situated at Police Regional Offices 2 Headquarters had created their e-mail address purposely used for official communications for higher and lower offices. Likewise, PPO’s/SCPO also created their e-mail addresses. All Offices utilizes free web-Based email system as an email services.

From January 1, 2017 to November 30, 2017, PRO2 received a total amount of Php3,670,932.43 from the Small Town Lottery. b. Shoot
PRO2 is equipped with 3,218 (2,972 Serviceable; 210 unserviceable; 36 BER) long firearms and 5,431 (5,056 Serviceable; 289 Unserviceable; 86 BER) short firearms or percentage fill-up of 73.51% for short FA and 61 .17% based on the directive that only PSF and High Risk Police Stations be issued 100% vis-à-vis total strength, while 50% of personnel from the police stations (non-high risk) will be issued long firearms. Likewise, the office is also equipped with 74 crew served weapons and one (1) sniper rifle.
c. Communicate
On communication, PRO2 has 477 units of communication equipment. These include 101 HF base radios; 332 handheld radios (293 serviceable, 33 unserviceable and 6 BER); 26 Mobile Radios installed at the different police units/stations. On the other hand, five (5) repeaters are serviceable and one (1) unserviceable likewise, all satellite phones are serviceable.

There are 94 digital cameras, 12 metal detectors, 12 evidence collection kits, 107 security lines, 43 investigative kits, and 106 finger print kits distributed in the different units/stations.
B. REAL EASTATE MANAGEMENT : Forty (40) out of 98 lots donated to the various units of PRO2 are already
titled in the name of the PNP. Likewise, out of 94 Police Stations, eighty three (83) Police Stations have their
lots while eleven (11) police stations do not have owned lots. This Office through the Provincial Directors and COPs are closely coordinating with their concerned Local Chief Executives/LGU for the donation/titling of lots in the name of the PNP.

C. REAL PROPERTIES MANAGEMENT: As of this date, sixty five (65)
out of 94 Police Stations region wide already have Standard Police Station buildings. Additionally, there are three (3) on-going construction (Palanan, Cabatuan and Alicia-Temporary Suspension); and four (4) which are due for Inauguration (Tuguegarao CPS, Lasam, Echague, San Guillermo PS) and one (1) on-going bidding (Dupax Del Sur PS).
6. Research and Development Program
This Office is continuously monitoring
the strict implementation of EO 297 and Article 179 of RPC. The manufacturers, dealers and tailoring establishments were also inspected to check on their compliance with the exact specification/design and whether or not they have the proper document and authority to engage in the business. For CY 2017, more than 56 civilians were apprehended for wearing PNP/Military uniforms wherein they were informed that wearing of said uniforms are strictly prohibited. On the other hand, there are no violators arrested on illegal supplier/distributors of PNP uniform and paraphernalia within our AOR, hence no case was filed. Nonetheless, this Office is continuously conducting inspection to stores or suppliers/distributors within the area who are selling unauthorized PNP uniforms, paraphernalia and accoutrements.
Further, this Office down to the lower units continuously conduct monthly
Inspection in Rank to all uniformed personnel to ensure the completeness and the proper wearing of the PNP uniforms including its accoutrements and paraphernalia is in accordance with the PNP LOI “Tamang Bihis”. This activity also serves as the venue to disseminate current issuances, directives, policies, and guidelines to all PNP Personnel.

As a result of the consistent dissemination and continuing education of PRO2 personnel relative to LOI Tamang Bihis particularly on the Usage and Proper Wearing of PNP Uniforms and the proper appearance of a police officer, no defects were noted to during the conduct of Rank Inspections.
7. Management of Donations from LGUs and Other Agencies
Through the active rapport of this Office and its counterpart from provincial
office down to police station, Local Government Units extended financial and logistical resources to support the administrative and operational function amounting to more than Thirteen Million Pesos for improvement and construction of infrastructure and Php1,418,173.14 for the procurement and donation of equipment and other logistical requirements.

This Office conducts regular preventive maintenance and basic trouble shooting of all PNP issued vehicles to prevent equipment failure and to ensure that all vehicles are on its running condition and maximizing the vehicles’ useful life or maximum economical service.

ensure the readiness and efficiency of all firearms and will prevent incurring of

Further, this Office strictly implementing ENERCON Measures to minimize the
waste on water and energy consumption thru the following:
Air conditioner units of the different offices are allowed to be switched on
from 9:00PM to 12:00NN and 1:00 PM to 4:00 PM on weekdays. Changing of the lighting system. The office replaced the costly inefficient
incandescent bulbs with compact fluorescent lights. Configured computers to enter sleep mode when they are not in use. Electric equipment not in use were turned-off and unplugged. Regular inspection is being undertaken by this office to ensure that all
electrical connections and water lines are all operational and safe to use.
6. Procurement Management PRO2 Bids and Awards
Committee has been consistently adhering to the provisions of R.A. 9184 also known as The Government Procurement to ensures that transactions are more transparent, competitive, faster and to comply with existing laws that relates to purchasing of goods, services and works.
For the period review, PRO2 Bids and Awards Committee awarded two (2) contracts for the construction of Standard Police Station (Alicia & Cabatuan PS) and two (2) for repair/renovations/ upgrading of buildings and facilities ( Upgrading of RHS2 and Repair of Admin Building) and likewise six (6) constructed/repaired projects by Administration ( DRDO, SAR, RDSU, RFSO, COA and RIDMD building) . Further, three (3) are on-going procurement process (Beautification of Camp Dumlao, Construction of Standard PS for Dupax Del Norte and Renovation of Firing Range).
PRO2 likewise and its line units are implementing the proper procurement
system for commonly-used supplies and office supplies in the most economical and efficient manner by purchasing directly to the reliable sources like DBM for the procurement of in economic lot sizes by observing optimum specification and by making prompt payment.

2017 BEST PRACTICES: 1. Police Outpost on the Street for Traffic Direction, Control and
Emergencies (POSTE)
The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be property trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.
2. PRO2 ROPD LOI 30/2011 [Operational Plan Verification of Identification and Sticker’s Authenticity (OPLAN VISA)]
OPLAN VISA (Verification of Identification and Sticker’s Authenticity) was
formally introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching was coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. The number of registered motorcycles had immensely increased through the years. Manifesting strong public support to the program because they believed the program becomes instrumental in crime prevention and solution.
3. Publication of Valley Cops Magazine
Police Regional Office 2 in its way of reaching out the community where the
activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.
4. Talakayan Sa Isyung Pulis (TSIP)
In keeping the public informed and abreast of the latest issues concerning our
police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa Isyung Pulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.

5. POLARIS Program
The Partnership AmOng LocAl Resource InstituteS (POLARIS) Program was conceptualized to provide an avenue for convergence for resource institutes for the operationalization of a highly sustainable, inclusive and participative approach in achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-supported PNP that is highly capable, effective, credible, and pro-active for a better and safer Cagayan.”
This Best Practice was pioneered by the 2nd Regional Public Safety Battalion,
PRO2 and after its adoption by PRO2, all Police Provincial Offices were directed to adopt and implement it by virtue of a resolution passed by the Regional Advisory Council last year.
To adopt and to fully implement this, Cagayan Police Provincial Office has
entered into a Memorandum of Understanding with the Cagayan State University that resulted in the successful accomplishment of various projects that greatly contributed to the Resource Management and Learning and Growth perspectives of the Strategy Roadmap.
