Theft at the Princess Vlei site is proving tobe a burden to the City of Cape Town aftertwo incidents of theft and vandalism werereported.This comes after basins and copper wires
at the Princess Vlei ablution block were sto-len.Residents and patrons of the Princess Vlei
Fish Market facility say they frequently usethe ablution block and were stunned whenthey realised burglaries occurred at the fa-cility.One patron who wanted to remain anony-
mous says the “exposed wires are a safetyrisk”.“We come here and relax with our chil-
dren sometimes. When we arrived here afew weeks ago we saw the basins inside thetoilets were stolen,” he says.According to him this then left the ablu-
tion facilities looking untidy.“When you come in it is wet all over and
it justmakes one’s visit to the place unpleas-ant.”Asked whether they reported the theft, he
says no.“I didn’t think it would make a difference.
We didn’t see anything and nothing wouldcome of the case anyway,” he says.Another resident who frequents the Prin-
cess Vlei site, Aamirah Petersen, says she isdisappointed at the state of the facility. Shesays she used to visit the place often.“I used to come here every week with
friends andwewould braai or buy fish at thefish market. But we don’t do that anymoreand this is a typical examplewhywedonot,”she says.Petersen says the facility “isn’t what it
used to be.“Strange elements hang around here dur-
ing the week and one never knows if they’recriminally inclined or not. Also, the facilityhas no security so this was a bait situation.It was going to happen sooner or later. Hope-fully now the authorities will consider fen-cing the place andput security here,” Peters-en says.BelindaWalker,mayoral committeemem-
ber for community services and special pro-
jects, confirms the City of Cape Town wasinformed of the burglaries.“The City can confirm that two break-ins
have occurred at the ablution block in Prin-cessVlei. Thebasinshavebeen removedandthe copper wires in the electrical box havebeen stolen,” Walker says.She adds damage to other parts of the site
was also reported.“The doors of the facility were also dam-
aged when the intruders forced their way inand some of the plumbing connections weredamaged. The local City Parks team has re-ported these incidents to the police.”
Walker confirms an insurance claim wassubmitted to have the damages repaired.“City Parks officials have tried to fix as
much as possible to ensure that the ablu-tions are in working order. Running waterhas been restored at the facility so that thetoilets can be used,” Walker explains.Although the doors were also fixed, Walk-
er says electricity at the facility remains dis-connected.She says such incidents of theft is a “bur-
den” to the City.“Theft and vandalism, such as this, places
an unnecessary burden on the City’s budget
and on those City employees who are taskedwith managing this area.“We would like to thank the community
for their continued support and willingnessto partner with the City to see Princess Vleibecome a safe and welcoming space for rec-reation.”Walker has urged communitymembers to
report suspicious activity at the PrincessVlei site to law enforcement or the police.Residents can report incidents of theft or

Non-payment, limited resources, lackoffunding and high levels of theft andvandalism are the main issues
plaguing City of Cape Town rental units.The maintenance of these units across
Cape Town is often a bone of contention inmany communities, but a new policy aimsto address this by prioritising repair work.
The City maintains 45 000 rental unitsand 11 000 hostel beds.
Last week, the City released its draft com-munity residential unitmaintenancepolicyfor public comment.
Benedicta van Minnen, mayoral commit-tee member for human settlements, saysmajor maintenance and upgrading is re-quired due to the age of rental units.
“Therefore there is generally not muchfunding left over for both operational (day-to-day) and capital (major upgrading)main-tenance work.”
She adds the high level of non-payment ofrental by tenants also impacts funding. Thehigh incidence of vandalism, theft andabuse of municipal services infrastructurein these units is also a challenge.
Responding to questions about staff allo-cations and the inspection of rental units,Van Minnen says the public housing main-tenance staff cannot conduct door-to-doorsurveys, but do high-level block assess-ments once a year when the budget requestis compiled. “The City relies on residents toreport any issues so they can be addressed,especially in terms of health and safetymat-ters. The City also uses expanded publicworks programme workers to assist wherepossible.”
She says non-payment by tenants directlyinfluences the budgets and maintenancework that can be performed and affects thesustainability of the rental units.
“In terms of the policy, defaulting tenantsor occupants will not be assistedwithmain-tenance apart from matters relating tohealth and safety.”
She says there are various levels ofdefaulting tenants but the municipalityoften requests they make arrangements if
they cannot pay. “In general, payment lev-els vary between 40% to 42%across the city.It is important to note that the collectionrate in the already upgraded units went upfrom 28% to 45%,” she adds.
For the 2014/2015 financial year, the mu-nicipality received a once-off lifetime reno-vation grant from national governmentwhich allowed it to upgrade 7000 units at acost of R1.2bn. Those units may not accessgrant repair funding again and must bemaintained by the City in the future.
On average, the municipality spendsR15m each year on day-to-day maintenancewhich addresses mainly health and safetyconcerns. This maintenance depends onwhat is allocated in the annual budget. Inthe last financial year the department re-ceived R10.4m.
The new draft policy categorises and pri-oritises repairs to ensure that health andsafety repairs are attended to first.
The policy proposes maintenance workbe divided into four categories which rangefrom “very high” priority to “low” priorityandaccording to levels. For the first two lev-els, which are considered “very high” or“high” priority, maintenance includesemergency repairs in the event of a disaster,anything which poses a health risk, struc-tural damage to a unit and electrical re-pairs. For the two lower levels, namely “me-dium” and “low” priority, maintenancecovers windows, ceilings, internal doorsand locks and toilet seat replacements.

After more than ten years, the Dressing thePrincess Project has finally been put to pa-per. The future of the project now lies in thehands of the Cape Town City Council, whowill have to decide whether the City wouldbe willing to fork out the money to make theproject come to life.The project was initiated by Kelvin Co-
chrane who subsequently wrote an “exten-sive report” on the issue.Cochrane says he worked alongside the
City of Cape Town’s caring and managingpublic open spaces (Camps) department tomaterialise the proposed plan for PrincessVlei.“I amextremely excited about this project.
I call it lego for adults,” Cochrane says.Over the past decade, in an attempt to halt
the plans to build a mall at the heritage site,Cochrane says he was mandated to come upwith a plan for Princess Vlei.“We were tasked by the City to come up
with a plan to use the space alternatively.And now this is finally on paper after wespoke to all residents who will be affected –from the bergie to the doctor – and our endresult is something to be excited about.”He adds it was important to create a space
where people can come together and enjoythe natural environment at the vlei but alsoto enjoy a “world-class tourist attraction”.“For too long people have been excluded
from making decisions on how open spacesshould be used in our city, especially in lesswealthy areas. With this plan it will be alinkage between the rich area and the CapeFlats. This is our ultimate goal,” Cochraneadds.He says the plan with the space is to “cre-
ate a botanical garden for the people of theCape Flats.”Cochrane and his team who spearheaded
the project have come up with a concept de-tailing a craftmarket villagewhichwill givesmall businesses from the area an opportu-
nity to sell their goods.The spacewill consist of various container
structureswhich has a lifespan ofmore than50 years.“We took the communities’ concerns and
opinions to heart and together with that wehave come upwith a plan that integrates theneeds and interests of all,” Cochrane says.He adds it is important that the soil and
natural ecosystem at the site are not nega-tively affected by any building on the site.“The initial concern andwhy themall was
boycotted at the vlei was because it wouldimpact on the soil. With the people’s planwehave created, no concrete will be used at all.We are ultimately fusing green spaces withurban spaces,” he explains.“Included in the benefits of the proposed
plan, various new facilities will be added atthe vlei which will be situated 30 metresfrom the water’s edge.“We also have amanagement plan in place
which includes a safety aspect. It will ensuresafety to the patrons of this site and includesa security systemwhere surveillance camer-as will be in place,” he says.Cochrane adds to save on costs at the facil-
ity, theywillminimise costs by operating offa self-sustainable grid.“The proposed planwill make optimal use
of the vlei which includes a self-sustainablesolar power systemaswell as a fully self-sus-tainable ablution facility.“This will definitely be a benefit because
the space will be off the City grid,” he ex-plains.Asked on how much the proposed plan
would cost if it should be given approval, Co-chrane said it could be “anywhere in the re-gion of R88 million.“We are in the process of getting funding
for this project, but it has to be presented to
the City first. We are hoping that they comeon-board with this idea.”Cochrane concludes: “I think our biggest

The City of Cape Town is mandated to manage informal trading in its area of jurisdiction.It may also, by means of the Informal Trading By-law, declare an informal trading plan forany place or area and specify restricted or prohibited areas for informal trading through theinformal trading plan.
It should be noted that formal Council approval must first be obtained as part of the processbefore any area is demarcated.
The City is in the process of revising the existing Informal Trading Plan for Retreat, Lakesideand Bergvliet. In terms of section 17 of the Local Government: Municipal Systems Act, Act32 of 2000, the public and interested parties or groups are given the opportunity to submitcomment, recommendations or input to the municipality from 10 April to 10 May 2015 on theamended informal trading plan.

She only wants to see her daughter whowas placed in foster care, again. Andshe wants her old voice and dance
moves back. These are the only two wishesthe 107-year-old Molly Arendse has.Arendse, who grew up in the then Doorn-
hoogte, now known as Athlone, says she hasno regrets and has lived a full life.“I was a very lively girl in my younger
days. All that has changed now and I haveto rely on my children and grandchildren todo things for me now,” she says.She sits and recollects her years as a
youngwomanand says the “olden dayswerethe best”. “I was one of six children born toa European mother and a coloured father.They could never get married because theywere together during the time of slavery andapartheid.”Arendse says she was born just after the
first Boere-oorlog (Anglo Boer War) came to
an end in 1907.“During those days therewas no place you
could register your child’s birth date andmymother could not do this. As an adult, I hadto get an identity document and they toldmeto write down my date of birth. There wassome problem when I told them I was bornin 1907 so I just chose 1927 as my birth year.I didn’t want any hassles,” she says.Arendse says she remembers when the
first car came to South Africa and howscared she was of it. “It was those cars thatyou would have to wind up to get it started.I was very scared of it and always used tosay that these big cars were going to call us.I even ran and jumped into a tree once whenI saw a car approaching,” Arendse adds.She has outlived all her siblings. She had
13 children herself, of whom only five arestill alive. “It’s very heartbreaking whenyou stand at the grave of one of your chil-dren, knowing you will never see themagain. It’s normally the other way aroundbut I have been spared through the Lord’s
grace,” she says.Arendse says her first-born son diedwhen
hewas only fourmonths old. “I can’t remem-ber what happened but he died at fourmonths. One ofmy daughterswas also takeninto foster care at the age of seven. I usedto hit her because I listened to gossip storiesof my neighbours.“They took her away from me and I ha-
ven’t seen her since. I would love to see herbefore I die so I can apologise to her for whatI did. That is one wish I want to come true.”Asked what she did for fun, Arendse gig-
gles and says she loved dancing and singing.“Other people would go to the City Hall to
get dance lessons but I didn’t need it. Andwhen I sang, I would sing to guys and notlong after I would be asked on a date.”Arendse is being taken care of by her
granddaughter Harlane Solomons. “When-ever my grandmother got sick she would al-ways call for me so I was taking care of heranyways. She has a home in Capricorn butwe are renting it out because she is not fitto live on her own. Sowe decided to have hermove in here,” Solomons explains.
