Traditional Approach to Data Extraction
• Tools have been focussed on the health
service site in question
• Moved to patient level data collection and
geospatial identifiers
• Typically collected in silos
Why Elicio
• Issues of fragmentation, siloed data, quality and
safety in healthcare delivery
• Elicio can reliably and securely integrate data from
across the health system
• Effectively track patients’ health journeys
• Aggregate data at various levels
• Streamline patient enrolment
• Safe, secure with strong data governance
What is Elicio
• Data intelligence platform that can support a range of
activities:
• Population health
• Quality improvement including integration of care
• Improved workflows across professions
• Measuring commissioning outcomes
• Research, etc.
• An enterprise level system, flexible and scalable
The Unique Health Consumer
Health Consumer Data and Elicio
• Supports unique individual health
consumer data
• Data can be either identified or de-
identified depending on program design,
which drives permissions relating to the
collection, disclosure and use of data.
Health Consumer Data and Elicio
• Aggregated health service data
• Elicio will produce APCC Quality and
Safety Indicators and Indigenous nKPI to
support system level measurement for
quality improvement activities
Health Service
Health Consumer Data and Elicio
• De-identified program level
• Using Elicio health providers can enrol a
person into a program, such as a
commissioned diabetes care program, which
will allow the reporting of results over time
aggregated by health provider, health service
or at higher levels.
Health Consumer Data and Elicio
• Identified program level
• Health providers can enrol a person into a program
of care that specifically allows for the sharing of
identifiable healthcare data
• Capacity to write back to clinical information systems
and manage the enrolment process
• Benefits include:
• improved GP workflow
• improved consumer experience
How Elicio is Different• Ability to collect, use and aggregate data from across the health
system (and other data sets) in a timely manner
• Will generate APCC Quality and Safety Indicators and nKPIs, including indicators for dementia and musculoskeletal conditions
• Significant utility at meso-level while maintaining low administrative burden for practices
• Can identify unique health consumers across data sets
• Can enrol consumers into ‘programs’ for a range of purposes, either identified or de-identified
• Can transfer data back to clinical systems
• integrates with other Telstra Health products
Privacy & Security
• The Improvement Foundation is a trusted data
custodian
• APCC Program
• OCHREStreams
• Data hosted in the Polaris Data Centre, Brisbane
• Individual patient data is only identifiable if agreed
with the consumer
Data Ownership• IF does not have any ownership of data in our systems
• IF has never sort to acquire any ownership and has never commercialised the data.
• Ownership of the data remains with the contributing owner (like a general practice or Aboriginal health service)
• When data are used in a health program (such as a PHN program), the data owner agrees to licensing access to their data for the purposes of the program. The program terms of engagement are made quite clear in the legal agreement that we offer the participants
• While it’s technically feasible to transfer ownership of the data under agreement, this has never been done in IF’s systems or programs.
