The Institution of Engineers Malaysia organized the International Conference on “Research and Innovations in the Field of Engineering and Technology at Kuala Lumpur. IEI signed a Cooperation Agreement with The Institution of Engineers Malaysia to promote and strengthen faculty and student exchange and joint research projects between Institutions of India and Malaysia. Recognizing the large presence of AMIEns in the ASEAN region, efforts are underway to open a Country Chapter in Malaysia. With the objective of strengthening relationship with countries in the neighbouring region, The Institution organized its 686th Council Meeting in Kuala Lumpur to coincide with these technology events.

IEI’s participation in the International Engineering Alliance Meeting 2015 is significant in the context of the International Professional Engineers’ Agreement (IPEA) for the next five years coming up for review later this year. IEI is finalizing measures to strengthen the IPEA Agreement for furthering Professional Engineer (PE) and International Professional Engineer (IntPE) accreditations. There is considerable acknowledgement of India’s contribution to the global engineering profession, and there is possibility of leveraging the other Accords to facilitate international mobility in engineering. The deliberations have brought in diffusion of new thought processes to strengthen India’s oldest IEI Accreditation framework and standards.

Over the last six months, several transformation initiatives like Internationalization of IEI Relations, establishment of the IEI University, strengthening the IEI Asset Management System, Deploying Digital Technologies to Streamline Institutional Operations, amongst others have been taken up, and considerable progress has been achieved.

You would have noticed the new format of The IEI Newsletter. This Newsletter is for you stakeholders, and we have tried to implement some of the feedback we have received from Corporate Members. We are working on making the Newsletter appealing and interesting, and will be incorporating some more suggestions in the future editions.

A number of National and International Organizations are supporting the Indian Technology Congress being organized at Bengaluru during 29-30 July 2015. Eminent engineering personalities including President and President-Elect, World Federation of Engineering Organizations (WFEO) will be participating in this premier technology event. I urge the Indian engineering professionals to actively participate in the activities and build actionable networks with the global fraternity.

I welcome suggestions from stakeholders to continue this transformation to usher in a nimble and member-centric Institution.

CENTENARYCELEBRATIONS1920-2020IEI

September 13, 1920The Institution was formally registered in Madras under Indian Companies Act of 1913. Later necessary permission was secured to move the Registered Office to Calcutta. Sir Thomas R J Ward was the first President of the Institution.

February 23, 1921The formal inauguration of the Institution concurrently with the 1st AGM was performed by His Excellency Lord Chelmsford, the then Viceroy and Governor General of India in the hall of the Asiatic Society of Bengal on Park Street, Calcutta. Sir Rajendra Nath Mookerjee was the Inaugural President of the Institution.

1922 The first issue of the journal of the Institution was published.

1923 Publication of Bulletin (quarterly) was started.

August 1928The first Associate Membership examination was held with 4 candidates appearing for the examination.

January 1, 1932The office of the Institution was moved to the new building at 8, Gokhale Road. (The building now accommodates the West Bengal State Centre and Sir R N Mookerjee Engineering Information Service Centre).

September 1935The Royal Charter was granted to the Institution at the Court at Buckingham Palace of His Majesty King & Emperor George V.

Dr. Wooday P. Krishna, FIE, Council Member and Chairman, Legal Affairs Committee, IEI, has been elected unanimously as NATIONAL PRESIDENT of The Indian Institution of Production Engineers for the year 2015-2016.

The Disaster Awareness and Management Cell (DAMC) of Uttarakhand State Centre of the Institution organized a two-day All India Workshop on ‘Safety and Fire Hazards of Industry &

Forest’ under the aegis of Civil Engineering Division, IEI during May 16-17, 2015 at Dehradun. The Workshop was inaugurated by the Chief Guest, Mr Dinesh Aggarwal, Hon’ble Minister of Sports, Forests & Wildlife, Law & Justice, Government of Uttarakhand. Dr R B S Rawat, Chairman, SSSB, Uttarakhand and former Principal Chief Conservator of Forests, Government

of Uttarakhand; Mr K B Rajoria, Chairman, Safety & Quality Forum, IEI; Dr S Farooq, President, Himalaya Drugs and Mr Narendra Singh, Chairman, Civil Engineering Division Board & Council Member, IEI, graced the occasion as the Guests-of-Honour. Dr Suvir Singh, Group Leader, Fire Research Group, CBRI, Roorkee, was the Keynote Speaker. Mr Dinesh Aggarwal, in his inaugural address, stated that fire safety needs preparedness and faster response. He emphasized the role of villagers and their training to prevent fire incidents. Dr R B S Rawat stressed on three important measures, viz. preparedness, mitigation, and response. He stressed on the use of software and technology for predicting possible fire-prone areas. Dr Rawat further laid prominence on converting biomass to energy which serves dual purpose of saving forest from fire and providing energy sources. Dr S Farooq emphasized on creating awareness on fire hazards through proper training and gave several examples especially from Japanese culture. A Souvenir was brought out on this occasion which was released during the inaugural session. Earlier, Mr S C Goyal, Convener of the Workshop, briefed the audience about details of the Workshop. Mr C M Dimri, Chairman of the Centre, presided over the function. Mr Anant Bhaskar Garg, Co-convener of the Workshop, proposed the vote of thanks.

The 686th meeting of the IEI Council was held at the premises of the Pearl International Hotel, Kuala Lumpur, Malaysia, during June 15-16, 2015, to

discuss and decide important policy matters which are rudimentary towards smooth functioning of this colossal professional body. The Council had extremely fruitful and meaningful deliberations and decisions taken on various aspects, viz., establishment of two new Local Centres at Gwalior (Madhya Pradesh) and Hosur (Tamilnadu), Finance Committee recommendations, renaming of National Design and Research Forum, Strategic Plan Committee recommendations, starting of Certification Programme to upgrade the skill developments of engineers. The Andhra Pradesh State Centre of the Institution in association with Water Management Forum (WMF), IEI, Ahmedabad and Water Management Forum,

South Regional Centre, Hyderabad, organized a two-day All India Seminar on ‘Water Management and Dam Safety during Flood Disasters’ during April 24-25, 2015 at Hyderabad. Mr M K Srinivas, Chief Engineer (South), National Water Development Agency, Ministry of Water Resources, Government of India, was the Chief Guest and inaugurated the Seminar. In his inaugural address, Mr Srinivas highlighted the importance of dam safety, quoting the example of river Kosi, which is changing course dynamically. Mr O T Gulati, Chairman, Board of Governors, WMF, IEI, graced the occasion as the Guest-of-Honour. Mr M K Rahman, former Engineer-

Promises and Problems’ under the aegis of Agricultural Engineering Division, IEI, during April 17-18, 2015 at Ahmedabad. The function was inaugurated by the Chief Guest, Mr S S Rathore, CMD, SSNNL; Past President, IEI and Vice President, WFEO. Dr R Parthasarathy, Director, Gujarat Institute of Development Research, Ahmedabad, delivered the Keynote Address. Mr V B Patel, former Chairman, Central Water Commission, Government of India; Mr M K Jadav, Director (CAD), SSNNL; Mr C V Nadpara, Honorary Secretary of the Centre; Mr O T Gulati, Chairman, BOG-WMF; Mr Navin B Vasoya & Mr S B Vasava, Council Members, IEI and Dr J V Shah, former Area Development Commissioner, Government of Gujarat; graced the inaugural function and delivered lectures.

The Chief Guest, Mr S S Rathore while delivering his address, stressed the need for the participation of farmers in management of irrigation for efficient use of water as about 88% water is consumed by agriculture. He described his own long back experience of handing over tube-wells to the farmers, the first of its kind of experience similar to PIM, which has been successful in terms of increase in command area and farmers’ involvement as

Experts on the field, namely, Mr C L N Sastry, former Engineer-in-Chief, Commissioner for Projects Formulation & E.O. Secretary, Water Resources Department, Government of Andhra Pradesh; Mr K V V Narasimha Rao, Executive Engineer, Dam Safety Division, Central Designs Organisation, Andhra Pradesh, also addressed the gathering. Dr I Satyanarayana Raju, Chairman of the Centre, presided over the function. Earlier, Mr B Brahma Reddy, Honorary Secretary of the Centre, welcomed the gathering. Mr Rathore suggested evolving a distinguished approach suitable to local environment for irrigation management and a draft strategy of further course of action. Dr Parthasarathy, in his Keynote Address, explained the historical background of ‘Participatory Irrigation Management’ in various states of India. Mr V B Patel shared his experience of introducing PIM successfully in several projects in the Gujarat. Mr Navin B Vasoya highlighted the activities undertaken by IEI in general and the status of Agriculture in Gujarat in particular. Mr M K Jadav stressed the need for PIM in view of the fact that 18 lakh hectares of command area is to be provided equitably in Sardar Sarovar Project. Dr J V Shah advocated adopting and developing PIM culture as this involves change of mindset of the engineers, government officials and the farmers. Earlier, Mr O T Gulati, in his welcome address, stated that large canal network is under preparation in all major and medium projects, operation and maintenance of which is a big challenge.

A Souvenir and a CD containing technical papers were released on this occasion. Papers on various sub-themes were presented and discussed during technical sessions.

The Karnataka State Centre of the Institution in association with National Design Research Forum (NDRF), IEI and Sri

Venkateshwara College of Engineering (SVCE), Bangalore organized a two-day All India Seminar on ‘Advanced Manufacturing & Applications of Polymer-Metal-Ceramic Matrix Composites’ under the aegis of Metallurgical & Materials Engineering Division during March 18-19, 2015 at Bangalore. The Chief Guest, Prof E S Dwarakadasa, Chairman & Managing Director, Karnataka Hybrid Micro Devices Ltd, in his address, emphasized about the importance of the manufacturing through ancient techniques and motivated the students towards the research and called upon to contribute in this area. He complimented the hosts for organizing a Seminar of national importance and further assured the continued relationship between IEI-KHMDL-SVCE and CART. Prof R M Vasagam, Chairman of the Centre and Dr K Ramachandra, Director, NDRF, graced the occasion as Guests-of-Honour. Speaking on the occasion, Prof Vasagam suggested making use of knowledge on the composite materials in design and manufacturing. He also emphasized on the importance of composite materials in all sectors for overall growth of the nation. Dr Ramachandra, briefed the delegates about the significance and about the activities of NDRF, IEI. Dr C Prabhakar Reddy, Principal, SVCE, stated about the activities conducted by the Department of Mechanical Engineering in association with IEI-Karnataka State Centre and NDRF and urged the students to make use of such opportunities to bring out the hidden talent.

The Kerala State Centre of the Institution in association with Heera College of Engineering and Technology,

Thiruvananthapuram, organised a two-day All India Seminar on ‘Applications of Engineering for Green Technology’ under the patronage of Interdisciplinary Coordination Committee during February 20-21, 2015 at Thiruvananthapuram. The function was presided over by Dr Ruben Devaprakash, Principal, Heera College of Engineering and Technology. The Chief Guest, Dr Abdul Rahman, Pro-Vice Chancellor, Kerala Technological University, inaugurated the Seminar. While addressing the gathering, he emphasized about the role of the new University in Kerala, new curriculum and modified examination system planned from 2016 onwards. He also exhorted that engineers and scientists have a major role in implementing the green technology. Dr Rahman further stated

that the world is talking about sustainability and green technology, but significant attention has not been paid for its implementation.

Teaching faculties have a major role in creating awareness in green technology by imparting proper education to students about sustainability, thereby natural resources are sustained and passed on to future generation unimpaired; added Dr Rahman. Mr Rajesh P, Board Member, OWASP, delivered the keynote address. Earlier, Mr V Vijayakumar, Chairman of the Centre, welcomed the delegates and dignitaries. In his welcome address, he explained the role of IEI in the professional development of engineers. Mr S Radhakrishnan, Past Chairman of the Centre and Mr G Neelakantan, Chairman, Computer Society of India, Trivandrum Chapter also attended the function. Mr S Sreelakshmy, Assistant Professor, HCET, proposed the vote of thanks.

ENGINEERS’ DAY

September 15 is celebrated every year in the country as “Engineers’ Day”

to commemorate the bir thday of the legendary engineer Sir Mokshagundam Visvesvaraya. Sir Visvesvaraya, an eminent Indian engineer and statesman was born in a remote village of Karnataka, the State that is incidentally now the Hi-tech State of the country. Due to his outstanding contribution to the society, Government of India conferred “Bharat Ratna” on this legend in the year 1955. He was also called the precursor of economic planning in India. His learned discourse on economic planning in India, Planned Economy for India and Reconstructing India, was the first available document on the planning effort of the country and it is still held as the parent source matter for economic planners. A theme of national importance is chosen every year by the National Council of the Institution and deliberated at its various State/Local Centres to educate the engineering fraternity in general and the

society in particular. This year the National Council of the Institution has selected the theme as “Engineering Challenges for Knowledge Era”.

Tremendous developments are taking place in science, technology and engineering world over and the knowledge has become the new currency of national economics. Engineers have a pre-eminent role in the knowledge economy. Innovation of new products and processes form the core of new knowledge which has to be governed by intellectual property rights related safe guards including applicability of Cyber loss. Changing technologies, disruptive technologies and path breaking technological developments will have to be mastered exploited in all engineering disciplines.

Promoting research and development, nurturing entrepreneurship and succeeding in making world class products all will form major activities in this regard. Further interdisciplinary team efforts are needed to succeed in mapping the benefits of knowledge economy.

Technology manpower planning in the networked economy hinges on developing base of skilled and knowledgeable manpower of high calibre to usher in a talent-drive economic revolution. Both the Industry and Academia has equal responsibility to share to ensure that the engineers become ready to face the growing and ever-changing need in this knowledge era.

IEI has an important role in this endeavour. The theme chosen for Engineer’s Day 2015 celebrations “Engineering Challenges for Knowledge Era” will address all these aspects.

Certain pressing pre-occupation sometimes compels the membership subscription of a Member who was in Annual Subscription Block to remain overdue for a continuous period of 3 years or more. As a result, the membership of such member gets discontinued as per the clause no. 73 of Bye-Laws & Regulations of The Institution of Engineers (India).

The Institution of Engineers (India)REVISED PROCEDURE FOR CONDUCT OF ELECTION(Approved by the Council at its 682nd meeting held at Pachmarhi, Madhya Pradesh on June 21, 2014)

1. The procedure of appointment of BOS, election of Convener, issuance of election notice, seeking of nominations, obtaining consent of the nominees, finalization of the list of contestants for respective election and finalization of the Bio data of contesting candidates remains unchanged.

2. The proposer shall submit alongwith his nomination any of the acceptable identity proof document, i.e., PAN Card or Driving License or Photo ID Card issued by State / Central Govt. bearing signature or Photo ID Card of the IEI bearing signature or first page of passport bearing signature duly self attested.

3 The personalized ballots for the election shall be printed as Optical Readable with encrypted bar code. The ballot shall have pre-printed detachable identification slip with particulars of individual voter including address with space for signature, e-mail and mobile number of the voter. The ballot shall be sent in window envelope along with the following (specification of envelopes are placed at Appendix 1A). A sample of ballot is also attached at Appendix 1B.

(i) Instruction to voters(ii) Ballot paper with identity slip(iii) One small envelope with the name of Division printed rubber

stamped on it for return of ballot. (Name of Division is to be printed for Division elections only)

(iv) One self-addressed large envelope identical for all Divisions, to accommodate the smaller one containing the ballot paper, detached identity slip of the voter and self-signed photocopy of specified document, (see 5 below) attached to the smaller envelope externally.

(v) Bio data of candidates, if applicable [see (23) below].(vi) In case elections to the Council from State Centre under

Regulation 26 is held along with elections to the Divisions, then the other envelope in which the ballot for Council seat is to be returned, should have COUNCIL prominently marked on the ballot envelope, in which the ballot for Council seat is to be returned. This envelope shall not be opened along with the envelopes containing ballot papers of the Division seats.

4. The Corporate members on the roll of the Institution as on 31 Mar of the year in which elections are due shall form the electorate college for the elections which will be prepared and supplied by the HQ IEI to the respective Centres. Those Corporate members shall exercise their voting right in any of the following modes:

(a) Those Corporate members who are electronically reachable shall cast their vote by electronic mode only. No paper ballot shall be issued to them.

(b) Those Corporate members who are not electronically reachable

shall cast their vote by ballot only. The voting papers (Ref: para 3 above) shall be posted to those Corporate Members only by Speed / Registered Post by the BOS.

A provision for test scanning of ballots based on standard random sampling method with sample size 3% of ballots to be printed needs to be adhered to. As such 3% of the ballots have to be mandatorily test scanned (for each Divisions / Council Seat separately) by BOS prior to despatch for ensuring accurate alignment of printed ballots. Software will not allow election window to open without this test scanning. The envelope containing ballot papers etc. shall be

despatched to eligible voters on their recorded address by speed post or registered post as the case may be and record of all such dispatch shall be maintained. In case of large number of such envelopes, posting be done from multiple post offices in the city.

5. The voter would be required to attach any of the identity proof document (PAN Card or Driving License or Photo ID Card issued by State / Central Govt. bearing signature or Photo ID Card of the IEI bearing signature or first page of passport bearing signature) and self attest it. In case the name in the specified document is written differently from the identity slip e.g (SURENDRA KUMAR BHAGAT Vis-a-Vis S K BHAGAT), a certificate that both names belong to same person is to be provided on the photocopy by the voter. The signature on the photocopy shall be compared with the signature on the identity slip during scrutiny.

6. The envelope containing closed ballot envelope, identity slip and signed photo copy of specified document shall be returned to the BOS by post in the Business Reply Envelope for which the postage shall be paid by the Centre. The voter, therefore, need not affix postage stamp on the envelope returning the ballot in the specified envelope issued to the voter.

7. The ballot shall be returnable in not less than 30 days from the last date of posting the ballot to voters. Duplicate ballots shall be issued against written request whenever received by convener of BOS and shall be sent on recorded addresses of the voter by speed post or registered post as the case may be. Record of such issues shall be maintained. It should be duly marked as “DUPLICATE” on detachable identity slip.

8. The postal ballot shall be returnable by the Voters by post only and not by any other mode to the designated post box or post bag or to the Centre’s address printed on the envelope. The BOS will make appropriate arrangement for proper receipt of the ballots received at the Centre’s office. Use of stationery other than the stationery officially supplied by the BOS shall invalidate the same.

9. The BOS shall authorize two or more of themselves to collect envelopes containing ballots from the post office (if post box is used). The envelopes containing the ballots should be dated and numbered serially. The envelopes shall remain unopened as they are received and a record of the ballots collected each day shall be maintained. The envelopes containing voting papers returned as undelivered (collected from the post office, if applicable) shall also be numbered separately and a record kept. The final collection shall be made immediately after the last date and time specified for return of the ballots. The envelopes received at Centre or in the Post Box after closing date and the time would not be counted under any circumstances.

10. The envelope shall be lodged each day in a ballot drop box which shall be housed in a room under lock and key and shall not be accessible to any one other than the BOS and shall not be removed from the said room under any plea whatsoever and shall be in the custody of BOS. Before dropping any ballot in the ballot drop box, it shall be locked and sealed in presence of the BOS after ascertaining that it is empty. The envelopes containing the ballots should be dropped into the box through the drop slit which shall be sealed under the signature of member of BOS each time after envelopes are dropped.

11. The BOS shall, after expiry of the said 30 days and on the day designated for counting votes, open the ballot box and arrange to scrutinize the voting papers with the assistance of other Corporate Members and / or the employees as may be approved by them. Scrutiny of ballots and counting of votes shall be supervised by at least three members of BOS.

Scrutiny of Ballots:

12. The BOS shall inform the candidates about date of counting of votes and shall permit the candidate or a Corporate Member as his representative duly authorized in writing to be present during counting of votes. The counting time shall be suitably finalized so as to account for the manual scrutiny of documentary proofs of voters.

13. For scrutiny, outer envelope shall be opened and inner envelope together with the identity slip of the voter and signed photo copy of specified document as mentioned in paragraph 5 above shall be sorted division-wise, rejecting all such envelopes which are found to be irregular or defaced, tampered with or found to be interfered with unwarrantably or obliterated in any way or where the signature on the identity slip does not tally with signature on the photo copy of the specified document, or is illegible or correcting fluid has been used, to make corrections.

14. Total number of smaller envelopes shall be compared with the record of collection from the post office or received at the Centre. Any discrepancy shall be recorded and sorted out to the satisfaction of the BOS before opening smaller envelopes.

15. The identity slip and signed photocopy of the voter shall then be detached and separated out. Envelopes, containing the ballot paper would be opened division wise / council wise and the ballot papers scrutinized for any irregularity or tampering and only the valid ballots shall be scanned for counting.

16. Manual counting of votes is not permissible. Counting of the ballot division-wise shall be done through scanning. The computer connected to the scanner and loaded with the special software shall give count of votes secured by each contestant. In unlikely event of two or more ballots from the same voter, the system will reject all votes of such voter and the detail of such voter, without details of the votes cast, shall be available. During the process of mediation, the total number of ballots scanned should tally with total of number of counted ballots displayed on computer. In case of discrepancy, if any, all ballot papers should be checked by physical count and rescanned, if necessary. There is no provision of manual entry of votes in the scanned data. The result of paper ballot shall be uploaded by the BOS by using their individual log-in ID and password to the specified election site. A specified minimum number of members of BOS would needed to log-in through their individual password in succession to upload the data.

The BOS can access the BOS Control Panel software only after they log-in with their membership number as log-in ID and a password. This password shall be made available to them by the Administrator. Before the first log-in, they will be required to change their password.

BOS members have to create their own password and have to keep it strictly confidential.

Electronic Voting:

17. (a) Computer auto generated log-in credentials for online voting shall be sent through the mobile / e-mail to the electronically reachable members as on 31 Mar of the year on the opening day of the election.

(b) An eligible voter visiting the Institution website www.ieindia.org will be guided to the election portal. The voter can access the voting page of the relevant election by using log-in ID and password for voting online. The vote cast by a voter shall be encrypted and not available to anyone. The details of the voter by his membership number shall be available in the system. The electronic voting details cannot be downloaded and vote cast is encrypted. The bio data of the contestants will be available for voters reference in the election portal, as well.

(c) In case a voter misplaces his password or has not received it for any reasons, he can request for computer auto-generated log-in ID and password from the HOME page of the IEI election web site which can be accessed through www.ieindia.org, which shall be sent to his mobile / e-mail.

(d) In case of members residing abroad who have registered their e-mail id, they will be provided the log-in credentials through his e-mail only.

(e) Paper ballot shall be issued only to those members residing abroad who have not registered their e-mail id.

Security:

18. A voter can use his password to vote only once and having used the password to cast his vote, the password shall become inoperable and can not be used for further voting in the same election, however, same password shall be used by the voter for all other elections for which he is eligible to vote in the year e.g. Aerospace Division of Local Centre, Aerospace Division of State Centre, Council seat of the State Centre, Aerospace Division of the Council.

19. The election Web service provider is to provide the source code under sealed cover to the Secretary and Director General for the purpose of record and safe custody. The Source Code is not to be opened and is to be kept sealed. Also a provision is to be incorporated in the software which will allow any changes whatsoever, only after simultaneous logging of two persons out of the President / The immediate Past President / Past President (depending upon their availability) and additionally the Secretary and Director General. The software is to have provision for generating an audit trail of such changes. The software is to also have feature of automatic logging out if no activity takes place for 10 minutes. After automatic logging out, re-logging by all three to access the site is to be made mandatory.

20. Voting web site shall close at 2400 hours of the date specified for return of ballot and no voting on web can be done thereafter.

Final counting:

21. On uploading the count of paper ballot to voting site, the system shall integrate count of paper ballot votes and web-based votes and final result, after eliminating dual voting or duplicate paper voting by a voter, shall be available to BOS instantly. The details of duplicate voting, shall be available to the BOS after mediation of the results without voting particulars. In the event of a tie, the BOS shall decide the result by toss of coin or by drawing lots, as per the existing proviso.

Bio data:

22. The Bio data of the contestant if furnished, as finalized by the BOS, shall be uploaded on the election site. This shall be available in public domain. It shall also be available for view to the voter while casting the vote on web.

23. The Bio data of the contestants shall also be published in the Centre’s Newsletter. Additionally, the Bio data as finalized by the BOS in printed sheet shall accompany the paper ballot. [Ref 3(v) above].

Result:

24. The BOS shall print the report on the result of the voting which shall be signed by the members of the BOS present and present the report along with connected papers to the Chairman of the Centre and forward a copy of the report to the Honorary Secretary of the Centre and also to the Secretary & Director General of the Institution for necessary action.

25. The Honorary Secretary shall immediately communicate official results of the election to the Secretary & Director General. The voting papers shall be sealed and kept by the Chairman of the Centre till 30 days after the ensuing AGM of the Centre whereafter they shall be destroyed, as per the existing proviso. The identity slips, with e-mail and mobile number written therein, shall be preserved separately and sent to HQ for updating the record of the members after expiry of the retention period of election papers before destruction.

For election to Council under Bye-law 4(a)(iii) the voting papers need to be preserved till 30 days of the Institution’s AGM, whereafter they shall be destroyed. The identity slips with e-mail and mobile number written therein, preserved separately, shall be sent to HQ for updating the records of the members after expiry of the retention period of election papers, before destruction, similarly details of all the web voting shall be dealt with by the Administrator.

26. The BOS shall conduct all business of election from the premises of the Centre. In no case activities of election can be carried out from premises other than the Centre.

27. The Chairman and the Honorary Secretary in the office and the Chairman-elect and Honorary Secretary-elect shall not be members of the BOS.

28. No person shall be member of BOS for more than two consecutive elections.

29. The Chairman of the Centre, without involving himself in operational activities of the BOS, shall oversee the functioning of the BOS to ensure that the procedure is not violated inadvertently.

Dr B V A Rao, Chairman, National Design and Research Forum (NDRF), IEI, presented his paper on ‘Innovative Future Engineers & Engineering for Sustainability’. He told that the devices, ar tifacts, materials and systems of society are all products of the engineering enterprise. The entire world is steadily moving in this direction. Pradeep Chaturvedi, Council Member and Chairman, Mechanical Engineering Division Board, IEI, delivered lecture on ‘Engineers’ Role in Innovative and Sustainable Technologies for India’. He elaborated the role of scientific and technological community for identification of post-2015 sustainable development goals and targets and the need to develope the ‘framework’ and ‘strategy’ for attaining the same.

Dr MOHD ZAIDI ABD ROZAN, D.Eng., PRINCE2, MCTS, CBSA, Manager, UTMTEC, highlighted the achievements, progress of UTM which involves organizing workshops, and training programmes for skill development and employment. Mr N Sangaran, Executive Director, Manufacturing Development (Resource) of MIDA expressed his views regarding facilities available for investment in industries & infrastructure works for Malaysia.

Raj Needhi Sharma, General Secretary of ICOI delivered the vote of thanks to all dignitaries and delegates and also presented mementos to all dignitaries including Mr. K C Sethi, Vice President, IEI and Mr. Narendra Singh, Council Member and Chairman, Civil Engineering Division Board, IEI. The Chief Guest, Mr Tummala Nageswara Rao, Hon’ble Minister for Roads and Buildings, Women & Child Development, Government of

Telangana, stated that telephone, internet and mobile communications have been undoubtedly the most significant, scientific and technological development of the last few decades. He also mentioned that Digital India is a programme to integrate the Government Departments and the people of India with an aim to deliver the Government services to citizens electronically by reducing paper work. Dr J Satyanarayana, IT Advisor, Government of Andhra Pradesh, delivered lecture on ‘Digital India – Smart Cities’. Dr T H Chowdary, former Advisor, IT, Government of Andhra Pradesh also addressed the gathering. Mr Krishna Sastry Pendayala, Head, Fraud Management and Digital Forensics, Tata Consultancy Services, Hyderabad, spoke on ‘Security in Cyberspace’. Dr I Satyanarayana Raju, Chairman of the Centre, presided over the function. Mr B Brahma Reddy, Honorary Secretary of the Centre, proposed the vote of thanks.

Assam

Mr M Barkataki, Honorary Secretary of the Centre, welcomed the gathering. The function was chaired by Dr A K Misra, Chairman of the

Centre. The Chief Guest, Mr S Pokharna, GM (Admn/HR), Assam Telecom Circle, BSNL, in his Keynote Address, discussed various aspects related to the theme of the day, especially emergence of new technologies to reduce drudgery, narrow down digital divide and bridge the communication barriers. He also elaborated the developmental activities of Assam Telecom Circle, BSNL in the field of Telecommunication and ICTs. Vote of thanks was proposed by Mr Amitava Nath, Organising Secretary of the function.

Bihar

The Keynote Speaker, Mr S L Singh, Chief General Manager, Bihar Telecom Circle, narrated all the dimensions of the theme and explained

in detail. Earlier, Mr J K Dutta, Past Chairman of the Centre, welcomed the august gathering. He also explained the significance of observing the day. Mr B K Sahay, Chairman, Technical Activity Committee of the Centre, presided over the function. Mr B N Singh, Honorary Secretary of the Centre, proposed the vote of thanks.

Delhi

Dr J K Gehlawat, Chairman of the Centre, welcomed the guests and participants. The Chief Guest, Mr Navin Tandon, Member (Electrical),

Railway Board, gave an account of how ICTs have helped in governance, ticketing, safety, project monitoring, locomotive distant monitoring and accountability in railways. The Guest-of-Honour, Prof R K Shevegaonkar, Director, IIT Delhi, described the evolution process in telecommunication

sector over the number of years and how the mobile platform and the optical fibre are instrumental in bringing around the digital revolution. Mr Pradeep Chaturvedi, Council Member, IEI, spoke on the role of Telecommunication and ICTs to build people-centred, inclusive and development-oriented information society. Mr P C Mishra, Honorary Secretary of the Centre, proposed the vote of thanks.

Gujarat

The Chief Guest, Mr Ashish Chauhan, MD and CEO, Bombay Stock Exchange, discussed about e-Commerce, Energy, Solar deployment in

the country, Big Data and Analytics, Artificial Intelligence for Machines and Humans, Cloud Computing, 3-D Printing, Vertical Agriculture, Storage of Energy, etc. The Keynote Speaker, Dr Sanjay Chaudhary, Professor and Research Dean, Ahmedabad University, delivered lecture on the theme. Mr Bipin Mehta, President, Computer Society of India; Dr Kishor Maradia, Chairman, IETE; Dr N P Gajjar, Chairman, IEEE; Mr C V Nadapara, Honorary Secretary of the Centre, also spoke on the occasion. Earlier, Mr Navin B Vasoya, Council Member, IEI, welcomed the gathering and briefed about the activities of the Institution. Mr Bharat Patel, Convener of the occasion, conducted the function. Jammu & Kashmir

Mr G M Dar, Chairman of the Centre, welcome the august gathering. Dr Rajat Gupta, Director, NIT Srinagar, graced the occasion as Chief

Guest and delivered lecture on the theme of the day. The Guest-of-Honour, Mr Musharib Gul Mufti, DGM, BSNL, Kashmir, delivered the keynote address. Mr T R Dar, Honorary Secretary of the Centre, proposed the vote of thanks.

Karnataka

The Speaker, Dr Ravi Ramaswamy, Senior Director, Philips-Health Care Unit,

delivered lecture on ‘Role of Informatics in Decentralization of Health Care’.

He presented an insight on the Internet of Things that can result in an improved

healthcare delivery. Dr Ramaswamy further emphasized that healthcare has already

generated more fitness and personal health oriented devices than in any other area.

Prof R M Vasagam, Chairman of the Centre, presided over the function. Dr Enti

Ranga Reddy, Joint Honorary Secretary of the Centre, coordinated the event.

The Keynote Speaker, Dr R S Deshpande, Principal, Shri Chhatrapati College of Engineering, Ahmednagar, in his keynote address, explained various aspects of Information Technology and its utilization for betterment of livelihood of human being and how it is used in developed countries like Germany, USA, Japan etc. He also explained the state-of-the-art of Internet of Things and anticipated that day will come soon when devices will start communicating with each other through wireless sensor network. Mr Gagan Goel, Deputy Manager (Elect), IFFCO, Aonla Unit, Bareilly, delivered lecture on the topic ‘Inclusive innovation for Farmers through Telecommunications & ICTs: The IFFCO’s Way’. Mr Shobhit Agarwal, IFFCO, Aonla Unit, Bareilly, stated that a developing business can be rationalized and mechanized, if, it introduces e-commerce effectively and efficiently. The Chief Guest, Mr B N Singh, Senior General Manager, Bharat Sanchar Nigam Limited, Jamshedpur, in his Keynote Address, stated that to

give thrust to the broadband, Ministry of Communication formulated a New Telecom Policy (NTP), which came into force in 2013. ‘NTP 2013 has the vision ‘Broadband on Demand’ and envisages leveraging telecom infrastructure to enable all citizens and businesses, both in urban and rural areas, to participate in the Internet and web economy thereby ensuring equitable and inclusive development across the nation’, added Mr Singh. Vote of thanks was proposed by Mr Dinesh Kumar Prasad, Honorary Secretary of the Centre.

Kadapa

Mr R Ameer Basha, Chairman of the Centre, presided over the function. The Speaker, Mr Shaik Saleem Malik, Assistant Professor,

Department of ECE, SITS, Kadapa, delivered lecture on the theme of the day. He stated that the mobile communications have emerged as a key technology to bridge the digital divide in LDCs (Least Developed Countries) and as a means to accelerate the diffusion of government, health and environmental information throughout their countries. ‘The introduction of ICT applications, particularly those to support the administration of public activities and improve the provision of health services, will require the deployment of more advanced technologies and backbone networks, able to handle large amounts of data at higher speeds’, opined Mr Malik. Earlier, Mr V M Madhukar Reddy, Honorary Secretary of the Centre, welcomed the dignitaries and gathering.

Telecom Enforcement, Resource and Monitoring (TERM), Department of Telecommunications, in his the keynote address pointed out that mobile phone technology has been one of the India’s success stories demonstrating the potential of ICT. He further informed that the WHO is closely involved with the studies and research being carried out by various international bodies and has recommended adoption of International Commission on Non-ionization Radiation Protection (ICNIRP) standards, which provides guidance and advice on health hazards of non-ionizing radiations. The National Design and Research Forum (NDRF) of The Institution of Engineers (India) (IEI) has been formed to promote Design and Research

in various branches of engineering.

NDRF handles, on behalf of IEI, the schemes relating to the National Design Awards and the All India Student Design Competitions. As part of this, NDRF conducts annually national level design competition for students. The competition is intended to give students an opportunity to exhibit their individual engineering skills and talents and earn recognition, while promoting engineering design and research.

The Coal India Ltd (CIL) had instituted an Award to perpetuate the memory of Late J G Kumaramangalam, its first Chairman to be awarded every year during the Indian Engineering Congress to author/s of the ar ticles adjudged best on a selected topic. The topic for the year 2015 is given below.

Intending contributors are requested to submit their ar ticles (visit www.ieindia.org/jour techdwnlds.aspx for guidelines) in quadruplicate to Director (Technical), The Institution of Engineers (India), 8 Gokhale Road, Kolkata 700 020 by July 31, 2015.
