Wanted suggestions on news summary and ideas on if it should be changed or beefed up.

Asked for thoughts on opening up coverage a little more. Perhaps should be

more opportunities for photo coverage - should entertain idea of opening up

briefing to film coverage. Know that can't be done, but should think of some

sort of accommodation.

Jack Hushen given the assigmnent of handling Saul Pett interview - which will

be the President's first-- on way back from San Francisco October 3. The

President will then have a series of group interviews with 4 or 5 people in

the residence - on the record - after San Francisco. Example would be to

have a group of economic reporters in to talk. Need to think how frequently

Andrew Falldewicz was asked to ge~quest for a press conference

while in Tokyeo, and also to work out ideas of the Jap<'nese media in

Washington seeing the President before he leaves for Tokeyo.

Ron also asked for ideas on how major White Hous~ could sit down

regularly with media -- a format similar to Cocktails with Clawson .

getting overtime. Tom should notify Jill of this.

~~~~meeting was discussed-- a look-ahead planning session for the

next day where photo sessions, etc. would be set. It was decided Ron would meet

with his staff at 9 a.•m. each day.

Tom was asked to get the status of the McLaughlin, Herschenson, Clawson

situation. Ron understood Clawson was coming back and has a new office. Phil Ron

Jones has requested a list of the Nixon hold-overs, and #rants to make sure his

Ron asked that all staff members read the wires regularly and keep a~reast of

There are 11 bodies that need to be accommodated, ~including the WHCA man,

The military unwillingness to support the press office operation was discussed,

Lottery wasn't for more than a year and a half after re~ist:ration. The date is

kit is being prepared on the family. We need to work with Eric, as he will be

using this sort of thing on advances.

] It was suggested that the Grand Rapids Press be among the first group of

reporters seeing the President.

Ron said that his daily procedure would be:

Press Office staff meeting. At this meeting each assistant will provide any issue that needs to be raised with the President.

or to ha-e e the briefer seated., as he couldn't be seen by the num hers of people.

It was decided to get a podium like the President's for the briefings., and to have

a stand-up mike , with the podium off to the side. This will be instigated starting

Tuesday.

Also starting Tuesday the hand- outs will be given out at 11 a.m. so the press

can start on them, and the briefing will be held as close to 11 a.m. as possible.

It was decided someone should get the schedule from Terry 0 1 Donnell's

office every day to coordinate the receiving with the release of the next day's

schedule. We need to get the lower office running smoothly-- with everyone

having assignments of what he should do.

It was decided there should be a liaison man with each area of the White House

so that getting information won't be duplicated by amore than one press office staff

assistant. Tom, Jack, and Larry should draw up a proposal for this.

Ron mentioned that Mrs. Ford needs a new Press Secretary and a new Social

Social Secretary. If anyone has names to suggest, he should get in

touch with Rick Sardo or Ron Nessen.

In the staff meeting Ron requested the following from everyone:

1. One-page roundup of job--ie. what kinds of things you do.

2. Ideas for the news summary--what it should be doing.

J. Ideas for opening up coverage--ie. lm of briefings (keeping in mird the problems inherent in this), sound photo sessions, etc.

4. Ideas on interviews with the President--head-to-head and small groups. Need names, how often, where, times of day. How about starting with group of econ people after summit and before Pres ent's major economic address Oct. 5-11. GR Press?

5. Ideas, including liabilities, on out of town press conferences.

6. Ideas on "cocktails with nessen" (under a different name).

?. Stay on top of breaking news--wires, network news shows--in your areas so we can respond quickly and not have to wait until the next day or lust hope the story dies.

In addition, the following assigr~ents were made:

1. Tom wi 11 arran.ge with 'llHCA to change the poduum before Tuesday's Ness~n briefi debut. -

2. Beginning at 11 a.m. Tuesday, each weekday at 11 we will re se, without embargo, all the releases and postings we have for the morni (if some aren;t ready yet, we can do them at the briefing or post them in the afternoon)o Thym and Larry should work with Tom before Tuesday morning to discuss specific logistics. 5. Ron's schedule for the morning will be, roughly, in at 7, senior staff meeting at 8 and press office staff meeting at 9. The following should plan to attend the press office staff meeting: (they should be p~epared ~o make input, not just await marching orders) Connle Wlll lnform attendees. Jack Hushen, Bill Roberts, Larry Speakes, John Carlson, Paul Miltich, Jim Holland, Andrew Falkiewicz, Les Janka, Tom DeCair, Bob Mead (when in town), Eric Rosenberger (when in town).

6. Jack, Larry and 3ill should work with Tom to develop a reasonable list of divisions of responSbilities--a proposal for Ron to consider. Should include lo.;zistical and substantive divisions (ie. who calls which substantive people-­other than Carlson and Janka areas).

?. Tom will do a memo on known departing staff members.

B. Tom will check on status of order for more chairs in brfg. rm.

9. Tom will ensure that Jill is in WH rolls.

10. Jack (or Larrv or Bill) will discuss press van problem Wl-cn Steve Todd. ~odd's problem is using ~oo many drivers at bad times (when A-listers are going home or co:min,;z in). By dropping the van we might have to use three vehicles--one staff car for VtHCA, w'"H photog and Navy crew; plus two wagons for the pool. What is the minimum acceptable pool? Could be AP, 1JPI, AP Photo, UPI Photo, 3-man net crew, radio enar., and a single pool writer (instead of a paper, mag and broadcaster). Especially true of simple movements where there is coveraEe at the end of the trip. (This way two wagons could probably

accomodate them including the WH photog, Navy reel and WHCA shotgun man) •

RN would like Press Office activities divided into: 1) editorial functions, and 2) technical functions. The lower press office staff should be here to deal with press queries, and the advance office should be responsible for taking pools in and out of the Oval Office and moving them around town. Eric will keep in touch with Tom regarding these events.

A POOL IDENTIFICATION TAG will be used to alleviate problems the press are encountering in trying to maintain close proximity to the President on movements. The only members of the press who will wear this special identification tag will be the ten members of the pool for that specific day. (this should be coordinated with the USSS)

Speech on Tuesday conflicting with baseball game -- RN 1 s opinion, and everyone concurred, was that it should not be changed.

Press Conference in Rose Garden -- no sound problems anticipated. Should set up inside in case of inclement weather (as well as in Rose Garden)

TRAVELLING COSTS -- (for camera platform, lights, press tables, etc.) In most cases, the host is responsible for these costs (which sometimes causes problems) Options: 1) Costs be borne locally, 2) Pro-ration -­let the press pay for it, or 3) RNC bear brunt of costs. RN recommended first alternative -- lean on locals ••• gently. RNC should be second aternative.

RN asked Henkel to provide him with a briefing paper on who pays for what, who handles arrangements, extent of involvement of WH involvement in these functions, etc.

Miltich - problem: getting stuff back before it is obsolete. RN said he would be more alert to this problem.

Falkiewicz: will be interpreting for the President during the Gierek visit.

Lawson memo repress support on trips: He will furnish the Press Office with two support people until November 15. Ray Zook will hire two additional men for his staff to perform these duties (mimeograph, messengers)

Lawson will provide four people on overseas trips, two on domestic trips.

White House Garage will provide two station wagons for in-town movements. Ray Zook is to provide memo re drivers.

--It was decided that if additional personnel is needed on trips, RN will make the specific request on a case-by-case basis.

General Lawson/Ollie Atkins --Military Office will no longer buy cameras and are pulling military out of the lab. RN will talk to Ollie upon his return from vacation.

Use of third car in motorcade for nets -- Eric will draft memo to USSS under Ron 1 s name explaining why this is needed.

Need for additional press advance men: Ray Zook suggested we use Bob Manning for two pre-advances

Bob Passwaters (California) is available for Japan

Pappy Noel will be hired on temporary basis, to be re-assessed after Japan.

STAFFING ON TRIPS

Vail - 4 men, 4 secretaries (no rotation) Alderson: 2

Japan - 5 men, 5 secretaries (plus 1 advance secretary) Alderson: 4

Liaison with Hill -- RN agreed this should be established in order to get started on set of rules to be followed when the President visits the Hill. Eric will work on. Bob Huff (sp?) should be contacted.

It was agreed that no announcement should be made of in-toVil!l drop-bys of the President.

It was suggested that network correspondents carry tape recorders to alleviate problem of additional person (radio correspondent) on Presidential movements.
