City of RotterdamOn May 19th 2016 the city of Rotterdam launched its very first
Resilience strategy to make the city resilient and ready for the
challenges of the 21st century. The making of the strategy was
supported by 100 Resilient Cities- Pioneered by the Rockefeller
Foundation which is dedicated to helping cities around the world
become more resilient to the physical, social and economic challenges.
From the laying of the first foundations of the city, the spirit of resilience
has been engrained in our psyche. Instead of fighting the water, we
used it to our advantage, creating land, establishing a new port related
waterway and promoting our city and World-class port as the main
gateway to Europe. Our city and our people have - throughout history -
overcome numerous shocks and stresses. But are we prepared for the
21st century challenges such as climate change, digitization and the
energy transition? Rotterdam will work to embed a new level of
resilience thinking into all of our city planning and delivery functions. We
want to build on our heritage and past successes to take our city
resilience to the next level.

NETHERLANDS FOREIGN INVESTMENT AGENCY
Netherlands Innovation Attracts Investment from Asia
The Netherlands is one of the most innovative countries in the world, measured by the performance ofuniversities, the range of scientific articles, and the number of patent applications. The Global InnovationIndex 2015, recently published by Cornell University, Management Institute INSEAD, and the WorldIntellectual Property Organization (WIPO) of the United Nations, ranks the Netherlands as the world’sfourth most innovative country, after Switzerland, the UK, and Sweden. This innovation is also increasinglyattracting investment from Asia.
Growing Investment in Technology Development
The annual Ernst&Young (EY) Business Barometer 2016 on the investment climate in the Netherlandsregistered a strong increase of the number of foreign investment projects in the Netherlands. According tothe Barometer, the number of investments grew by 47% compared to the previous year. Of the total foreigninvestments in Europe, the Netherlands took 4,3% in 2015, a substantial increase over the 3,3% it took in2014. Although Holland has been known as a prime location for European Headquarters and Europeandistribution centres, the EY Barometer revealed sharp increases in investment in sales and marketing, research and development (R & D), and testing & servicing. Also for this year, based on the survey, strongincreases are expected in investment in R & D (+46%), logistics (+33%) and manufacturing (+18%). Thequality of life, the level of education of the local workforce and the telecommunications infrastructure are themost important considerations mentioned by the respondent companies.
According to the Barometer, the software industry remains the most important sector in 2015. Scientificresearch and financial services were sectors that recorded very strong growth in investment. TheNetherlands’ high levels of innovation are therefore increasingly the main reason why investors choose theNetherlands as a starting point in Europe.
Amsterdam Technology Hub
On the list of attractive cities for foreign investment, Amsterdam is placed third, after London and Paris.Again, innovation is a key driver. Amsterdam has become a hub for technology companies. The city is nowa popular site for companies large and small to launch into the wider European market. Amsterdam’sfamously international and permissive attitude makes it a perfect location to experiment with new ideas. Itscentral location and transport connections make it ideal for expansion and the city also enjoys an extremelyhigh standard of living. Dutch Water Ambassador and Former Water Advisor to Obama Is KeynoteSpeaker at SIWW
“Climate resilience is becoming of essential importance to cities. Ninety percent of the world’s disasters are

Singapore & the Netherlands
The Dutch are the world’s experts on keeping the water at bay. With 55 percent of the Netherlands prone to
flooding or below sea-level and two-thirds of GDP at risk from water, they have to be. To obtain such
expertise collaboration is essential. Both the Netherlands and Singapore are highly urbanized countries,
dealing with limited resources and limited space. They both have extensive coastlines, inland waterways
and world-class export. In addition, Singapore and the Netherlands face challenges in dealing with the
effects of urbanization and climate change. Nonetheless, both countries are in the top ten of the Global
Innovation Index. “In their unique ways, Singapore and the Netherlands have been leading in water
18
innovation. Singaporean and Dutch experts have the ability to jointly generate a crucial push towards
resilience in the ASEAN region,” says Ovink.
