At the time I turn over my role to your incoming President, Yoli Matranga, it will have been an 18 month term serving you as President and with that amount of time, there have been many wonderful mo- ments and memories I shall cherish. In the last 18 months, the Board has begun a new tradition of a Scholarship Program to educate our younger professionals going in to college about the benefits of considering the Right-of-Way profession as a career option. Our first recipient, Rachel Gutmann, will graduate from UC Davis with a degree in Engineering. We have regularly utilized the Dante Club loca- tion for our luncheons and it has become a good venue for our speakers. Providing you with speakers that pre- sent relevant topics for our industry is a cornerstone of our Chapter mission and I believe that Yoli Matranga, our Vice-President and Program Chair has given us one of our better years of offerings. I know that many of you miss our journeys to different restaurants on a monthly basis, but we have tried to fill the void with maintaining our Christmas Luncheon at the Fire House and offering a River Cats game and Il Fornaio as our location for our Installation Luncheon and Past Presidents and Retired Members celebration. Our Education Chair has kept the pace of our offerings at 8+ courses and the SR/WA study session and exam for this year. We had a Hot Topic Seminar in 2011 on an Emi- nent Domain Case Law Update and I can foresee another one in 2013. Thank you Yoli! Putting on these Seminars are time consuming for our entire volunteer group of dedi- cated Board officers and Chair holders. Paying the bills, taking the luncheon reservations and making arrange- ments for our luncheons, planning and organizing our spe- cial events, all these actions take hours of volunteer sup- port to make them happen for you! So what’s the nicest thing about being President? Well, I get to stand in front of each and every one of you at our Luncheons and get the glory when it really belongs to all our volunteers. I also get to attend the Education Conference, which this year was in Seattle, as your eyes and ears on the International Right of Way Association. You are in great hands with Yoli Matranga as President for the coming year (2012/2013) and this is the time to volunteer if you would like to help out the Chapter—we can always use new volunteers! PRESIDENT’S MESSAGE By: Julie Duchscherer, SR/WA

This is my last newsletter announcement as your President! At the time I turn over my role to your incoming President, Yoli Matranga, it will have been an 18 month term serving you as President and with that amount of time, there have been many wonderful mo-ments and memories I shall cherish. In the last 18 months, the Board has begun a new tradition of a Scholarship Program to educate our younger professionals going in to college about the benefits of considering the Right-of-Way profession as a career option. Our first recipient, Rachel Gutmann, will graduate from UC Davis with a degree in Engineering. We have regularly utilized the Dante Club loca-tion for our luncheons and it has become a good venue for our speakers. Providing you with speakers that pre-sent relevant topics for our industry is a cornerstone of our Chapter mission and I believe that Yoli Matranga, our Vice-President and Program Chair has given us one of our better years of offerings. Jason received a complimentary registration to the 2012 Annual International Education Conference (June 10-13, 2012) in Seattle, Washington and will also receive a travel sti-pend of up to $525.00. He was asked to attend the Education Update and Best Practices Discussion session on Tuesday, June 12, 2012, from 11:00 a.m. to 12:30 p.m. and will fully participate by shar-ing ideas, tips and strategies which contrib-uted to the chapter’s success in Classroom Education. In the past 18 months, the chapter has offered $50 coupons to Chapter 27 members who take advantage of our Chapter 27 sponsored courses among other ideas for keeping our classes from being cancelled due to low par-ticipation. Please congratulate Jason should you see him at one of our upcoming Luncheons or else-where. This is another reminder of how you can be rewarded, as a Volunteer, for helping Chapter 27 be the best!

SPRING FORUM - LAS VEGAS,NV. April 14, 2012

Yoli Matranga and I attended the Spring Forum on April 14, 2012 in Las Vegas recently. This is a Region 1 business meeting, of which Chapter 27 is a member. All Chapters share reports about what is working at the chapter level and what is not and needs attention. A State of the Association (IRWA) is presented along with budgets, strategic plans for future success of the organization, the proposed budget and by-law resolutions that will be voted on at the International Board of Directors meeting held during the yearly educational conference. International Committee Representatives give their reports to the Region and the Education Foundation reminds us of what is most important which is contributing to the education fund (RWEIF) so that it can continue to present updated and relevant courses for our members. The region 1 Officers were voted on. Vivian Howell, SR/WA, is our new Region 1 Chair and our Vice-Chair is Peggy Barnes, SR/WA. Both of the people are very active in our association and will carry us for-ward for the challenges a head. Awards were presented to the three finalists for our Professional of the Year Award. There is a picture in the newsletter of the three. Newsletter of the year was voted on and I am sorry to report that our newsletter did not win—but, there is always next year! Get certified as Associate Right of Way Professional (ARWP)!

The Associate Right of Way Professional (ARWP) Certification is the second level in the four-level Generalist Career Path leading to theSenior Right of Way (SR/WA) Designation. Achieving the ARWP Certification will differentiate you from

other professionals and expand employment opportunities.

SIX EASY STEPS TO CERTIFICATION:

1. Become a candidate. 2. Complete your coursework by taking 48 IRWA approved units in any of the disciplines not previously applied at RWA

level. A maximum of 16 units of beginning and/or intermediate courses in the following disci-plines: 200, 300, 400, 500, 600, 700, 800and/or 900 series.

3. Complete 8 units of Ethics – Course 103 or Course 104. The Ethics course which was completed for the RWA certifi-cation can also be applied if taken within the past 5 years.

4. Complete two years of Right of Way (ROW) experience. 5. Have your formal two-year degree, or an additional two years of ROW experience. For other options, please refer to

page 6 of the ARWP Program Guide. 6. Submit your ARWP Completion Application.

Chapter 27 SACRAMENTO METROPOLITAN REGION SCHOLARSHIP The Region 1, Chapter 27 of the International Right of Way Association (IRWA) Scholarship Program will provide a scholarship(s) to student(s) who plan on or are currently attending the California State University of Sacramento and/or the University of California Davis in pursuit of an undergraduate degree in one or more of the disciplines that are required of a right of way professional. These disciplines include: Surveying, Real Es-tate, Real Estate Law, Environmental Management, Engineering, Bargaining Negotiations, Planning and Ap-praisal Services. This scholarship is intended to assist the college/university bound student with the opportunity to consider the right of way profession upon graduation and to increase their education and value as a prospective right of way profession employee. The right of way profession needs to develop younger members and this is one way the IRWA can support and strengthen the right of way profession. Minimum Requirements: The Scholarship is available to individuals who reside in the Sacramento, Yolo, Placer, El Dorado, San Joa-quin, and Sacramento Counties who are: 1) graduating high school seniors or college or university students presently; 2) pursuing a degree and/or career in one of the disciplines of the right of way profession mentioned above; and, 3) attending or planning on attending University of California Davis and/or California State University Sacra-mento in the Spring of 2012 as a full or part-time student. The minimum cumulative grade point average for eligibility is 3.00. Scholarship Amount and Use: Scholarship(s) in the amount of $500 to $1,000 shall be awarded for use towards attendance at either Univer-sity of California Davis or California State University Sacramento. Application: The attached application form must be used exclusively. Applications must include the following: 1) A current transcript 2) A personal essay of 300 to 500 words in which you address such subjects as: a) What motivated you to pursue your current career goal? b) What do you hope to achieve upon obtaining your degree? c) Who are your “role models” and why? 3) At least two letters of reference, one of which is from a faculty member and the other from someone who is not a member of the applicant’s family. No preference is given to those Applicants who are family members or friends of an IRWA Chapter 27 Mem-ber who applies. No preference is given to an applicant of an IRWA Member of another Region or Chapter who applies. Applications must be postmarked no later than November 30, 2011. Chapter 27 SCHOLARSHIP (Con’t) Selection: Selection of the scholarship recipient(s) will be made by the Chapter’s Scholarship Commit-tee and approved by its Board of Directors no later than November 30, 2012. Notification will be provided directly to the recipient. Applicants shall be available for an interview if re-quested by the Scholarship committee. Criteria for Awarding the Scholarship Include: 1) Completeness, accuracy and neatness of the application. 2) Demonstration of the consistency between the proposed training/education and goals set forth by the prospective recipient. 3) The length of time the applicant has lived/worked within the Sacramento Metropolitan area. 4) Demonstration of the benefit to be derived by the recipient and prospective employers as a result of the proposed education/training. Payment of Scholarship: The scholarship(s) will be paid to the awardee’s respective institution(s) after verification of enrollment from the institution has been received by the Chapter. Scholarships may be used for tuition; registration and other training fees; books and materials. Proceeds not awarded within 6 months of notification will be put back into the scholarship fund and re-awarded in the next round. REGION 1 SPRING FORUM 2012 REPORT

2012-2017 Strategic Plan Summary

Vision: The IRWA creates awareness of and trust and confidence in right of way professionals, who contribute to building a better World. Mission: The IRWA is the central authority of the right of way profession, serving members, users and the public. Key Objectives: 1. Membership: Increase the value of IRWA membership. 2. Professional Development: Increase the impact of IRWA education and credentials. 3. Marketing: Increase the reach of IRWA marketing. 4. Structure: Strengthen the infrastructure of the association. Major Strategies: 1. Membership: Serve, retain and recruit members. 2. Professional Development: Develop high quality education courses and programs, along

with meaningful certifications and designations. 3. Marketing: Market members, certified members and designated members to the users of

right of way services. 4. Structure: Review and refine current structure and develop member engagement strategies

for communication and participation. What does this mean for you as a member? Education courses are being re-evaluated for their relevance in the profession today. New Facilitator Workshops are being produced so that our Course Facilitators (Instructors) are bet-ter qualified to teach our courses. There are now more stringent steps to becoming a Facilitator. As a result, your certifications and designations will mean more to you and your employers and oth-ers in the profession. Headquarters is working on a new Utility Relocation Certification for our professionals.
