Keeping Sustainable SITES Design Local
Speaker: Michael T. Buechter, PE
Topic As environmental regulations become more stringent so too does the pace of urbanization and development. Thankfully more tools are becoming available to Engineers, Architects and Planners to address these challenges. One such tool is the Sustainable Sites Initiative™ (SITES™). SITES has focused on developing a comprehensive, voluntary rating system for sustainable landscapes, which has been developed through extensive research and input by a diverse group of technical experts, stakeholder organizations and the general public. Many of the strategies outlined in the SITES program have been adopted by the Metropolitan St. Louis Sewer District (MSD) and various municipalities and form the basis of effective sustainable site design. This presentation will focus on tools such as the SITES Initiative and local resources (such as MSD’s BMP Toolbox) and how they may be utilized to efficiently produce Sustainable site designs.
Bio Mike received his BSCE degree from the University of Missouri at Rolla and his MSCE degree from Oklahoma State University. He is a Program Manager at the Metropolitan St. Louis Sewer District where he works with a diverse and talented team responsible for in-house design and small construction projects. He joined the District in 2003 and has been heavily involved in the region’s MS4 permit, Green Infrastructure topics, trenchless technology and private inflow reduction projects.
Mike is currently serving as a Director of the Engineers’ Club of St. Louis, President-Elect of the local section of ASCE, chairman of the local chapter of EWRI and serving on several Society level ASCE/EWRI operations, technical and standards committees. Mike has published and lectured extensively on technical and historical topics, and is also an adjunct faculty at St. Louis University.

President’s Message Shawnna Erter
Although I did not attend the recent ASCE Global Engineering
Conference in Panama, I have spent time reading the articles and
the research regarding the history of the Panama Canal and other
Civil Engineering marvels. I am in awe of the forethought and
design capabilities of these engineers as well as the contractors
who were able to construct the canal without our modern
machinery. With the 100th anniversary of the Panama Canal
coinciding with the 100th anniversary of our section, we have
been bombarded with historical accounts and information regarding all the civil
engineering marvels both in our back yard and around the world.
The Panama Canal is one of civil engineering's greatest triumphs. Some 42,000 workers
dredged, blasted and excavated the canal. They moved enough earth and rubble between
Colon and Balboa to bury Manhattan to a depth of 12 feet. The canal was finished on time
and within budget, but after completion a challenge remained: how to tame the flood
waters of Chagres River, known to rise 25 feet in a day during monsoon season. Solution:
Civil engineers erected a dam that formed the world's then-largest human-made lake.
Today, the canal operates much as it did in 1914. In each transit, 52 million gallons of fresh
water is lost, but it is quickly replaced by Panama's heavy rainfall. Previous ASCE
designations of the Panama Canal include International Historic Civil Engineering Landmark
(1984) and Seven Wonders of the Modern World (1955 and 1994).
In St. Louis, we have our own list of engineering marvels that we look at each day. Just a
few include the Chain of Rocks Water Purification Plant, River des Peres sewage system,
Eads Bridge, and the Arch. The list could go on and on with each of us adding a project that
continually reminds us why we became civil engineers. I know I pass projects everyday that
I worked on or wish I worked on and feel a sense of pride as people come in and out of the
buildings or cross over the over pass. Most of them never knowing or even contemplating
the thought, time, and obstacles that were overcome to make that structure safe for them.
And really, though it seems odd, that is our legacy, to be so good at our jobs and our
passions that we are unknown.
In this last month, with all of these grand projects brought to the forefront I have been
continually shown how civil engineers have shaped not only our city and our country but
the world. It is awe-inspiring to be a part of an organization that continually shapes the
land and people’s lives for the better. With that, I am also reminded how much more there
is to do, how many cities and countries need civil engineers to make their lives better. I
wonder what the world will be like in another 100 years and what the engineers at that
time will say about the legacy we leave behind. Those who came before left BIG shoes to
fill but I am certain that our members will leave a legacy of their own that will be talked
about and revered at the 200th anniversary of the ASCE St. Louis Section!

100th Anniversary Gala The first meeting of the St. Louis Association of Members of the American Society of
Civil Engineers was in February 1888. The first Annual Dinner was on January 19,
1909, before the Association became the St. Louis Section on October 7, 1914. It
appears that we have had
an Annual Dinner every
year since 1909. We
wanted to make our
105th Annual Dinner
something special to celebrate our 100th Anniversary. We held
our 100th Anniversary Gala on September 20 at the Norwood
Hills Country Club. By all accounts, it was a very enjoyable
and memorable evening! The weather was perfect for
gathering on the patio before dinner. President-Elect Shawnna Erter gave the opening invocation, and President Marc
Bacchetti gave an opening champagne toast.

and humor, and he is a “friend” of our

Schwartz, Jr., Ph.D. P.E., NAE, in the character
of James Buchanan Eads (right). Gerry, or
James, gave a great overview of the civil
engineering achievements by members of the St. Louis Section, both within our Section
and around the nation. He also reviewed some of the highlights and events of our
Section, such as past National Conventions held in St. Louis.
We were privileged to have as our guest of
honor the 2014 ASCE President Randall S.
Over (left). President Over made a special
effort to attend our Gala in the midst of a very
busy week for ASCE. He attended a luncheon
with students that afternoon at St. Louis
University. President Over congratulated our Section on our 100th Anniversary,
and spoke on the expanding presence of ASCE over the world, including
partnership agreements with civil engineering societies in the Far East and Central
and South America. He also spoke about some of the initiatives of ASCE, such as
the need to improve our infrastructure, and sustainability rating for civil engineering projects.
An important part of our Annual Dinner is to recognize project and personal professional achievements of our members.
The Project of the Year is the Stan Musial Veterans Memorial Bridge, which is the third longest cable-stayed bridge in the
United States. Receiving the award were MoDOT and IDOT, the owners of the bridge, the engineering design firm of
HNTB of Kansas City, and the contractor, a joint venture team of Massman Construction, Traylor Brothers and Alberici
Construction. The Section presented the Journalism Award to Jim Tuxbury with KSDK-TV, whose excellent hour-long

documentary “Landmark of Legends” covers the story of the bridge, from conception to design to construction to opening
day. Although Jim is a four-time winner of the regional Emmy Award, he is particularly proud of this recognition by civil
engineers. KSDK-TV has made Jim’s documentary available at http://youtu.be/foEtiSlvYus.
Melantha Norton received this year’s Young Engineer Award. Her many ASCE activities have included Secretary of the
St. Louis Section’s Younger Members Group, Co-Chair of the 2014 Central Region Younger Member Council, and this
year’s Annual Dinner Chair. The 100th Anniversary Committee is particularly grateful for Melantha’s contribution to the
Gala.
Dr. John J. Myers with Missouri University of Science & Technology (MS&T) received the Section’s Professional
Recognition Award. Dr. Myers developed the Architectural Engineering program at MS&T in 2001-2002 and has served as
the program coordinator. He is Director of the Structural Engineering Research Laboratory at MS&T and is very engaged
with the MS&T Student Chapter, among many other activities.

years with Sverdrup, he became a full-
time professor at SIU-Edwardsville for
10 years, and now is an Adjunct

Education Center in St. Louis. He is
also our Chair of the Life Member
Committee.
Our Section is proud to present nine
scholarships each year. The five
recipients of the Section’s scholarships
to each of our five Student Chapters are: Katie Healy, St. Louis University; Paige Martz, University of Missouri (MU);
Andrew J. Bauman, MS&T; Amy C. Miller, Southern Illinois University at Edwardsville (SIU-E), and Michael J. Esker,
SIU at Carbondale. The St. Louis Chapter of SEI awarded two scholarships – to Pavan Teja Rangisetty, starting Master’s
studies in Structural Engineering at SIU-C, and Sujan Shrestha, Master’s student in Structural Engineering at SIU-C. The
St. Louis GI Chapter and Geotechnology, Inc. award two Mike Alizadeh Scholarships for graduate studies in Geotechnical
Engineering. The recipients this year are Sajid Iqbal and Zachary Fallert, both at MU. The numerous activities and
accomplishments of our scholarship recipients are too many to list here, but each recipient is very worthy of this recognition
and our small investment in their future civil engineering career.
Certainly the most important activity at our Annual Dinner is the induction of the new Section officers. President Over
performed the ceremony, reminding each officer of the commitment that he or she is making to the Section, ASCE, and to
the profession. President Over then asked the members of the St. Louis Section who were present to stand and commit to
serving our new Section officers. Following the induction, there was the “official” passing of the gavel from now Past
President Marc Bacchetti to our new Section President Shawnna Erter. Her first duty, as is our tradition, was to present
Marc with a Past President plaque and pin.

Shawnna then spoke briefly, thanking the Section’s officers and committee chairs, and others, for helping her and the
Section, and looking forward to the coming year. She adjourned the meeting right on schedule, for dessert and
entertainment by Jennifer Sheehan.

Jennifer Sheehan is an accomplished singer and actor, originally from St. Louis, who attended Julliard, and has been taking
the New York cabaret scene by storm, including Carnegie Hall and Lincoln Center. Jennifer performed selected songs from
her show celebrating 100 years of the Great American Songbook. She was accompanied by her music director, James
Followell, who also entertained us with music during dinner.
Mayor Francis Slay issued a proclamation of the City of St. Louis to commemorate the Section’s 100th Anniversary and the
many contributions of our members and the civil engineering profession. Mayor Slay named October 7th (our actual
anniversary) as “ASCE – St. Louis Section Day” in the City of St. Louis. Similarly, St. Louis County Executive Charles
Dooley issued a proclamation honoring the St. Louis Section, and also proclaimed October 7th as “American Society of
Civil Engineers Day” in St. Louis County. Images of the proclamations are attached.
The St. Louis Section greatly appreciates the generous donations from Ameren Missouri, Reitz & Jens, Horner & Shifrin,
SCI Engineering and Terracon, which reduced the cost of the tickets for everyone.

Diversity and Inclusion Report This is one in a series of reports to keep Section members apprised of the Diversity and Inclusion Committee’s activities. Aaron Greenberg Scholarships: The Greenberg Memorial Scholarship Fund was established in 2009 to honor Aaron Greenberg, a
long-time dedicated volunteer of the St. Louis Section. The scholarships honor Aaron’s extensive volunteer efforts with minority youth and are part of Missouri S&T’s Student Diversity, Outreach and Women’s Programs. This past summer four students received the scholarships described below (photos courtesy of Missouri University of Science and Technology). Sydni Jackson (Female, African/American, Kirkwood High School) – attended EcoGirl, a live-in week-long camp that provided an opportunity to explore career options that help society while protecting the environment. Attendees lived together in a residential hall, met current female student leaders & professors, participated in team projects & field trips, and explored the science and engineering behind a green environment. Raevyn Ferguson (Female, African/American, Mary Institute and St. Louis Country Day School) attended “It’s A Girl Thing”. This camp exposed female students to STEM careers through group projects and design competitions. Numerical Modeling in Geotechnical Engineering Workshop
The “Numerical Modeling in Geotechnical Engineering” workshop was held at Southern Illinois University Edwardsville (SIUE) on October 17 and 18 this past month. Siavash Zamiran, PhD student and Research/Teaching Assistant of the Civil Engineering Department hosted this workshop.
An introduction to numerical analysis in geotechnical engineering was discussed and some practical examples in numerical modeling were covered, including: shallow foundations, stone columns, seepage analysis, slope stability and slope rehabilitation modeling by nails and anchors. Furthermore, some discussions about dynamic analysis were considered.
Participants ranged from individuals from universities and practical engineers from consulting and contractor companies in the St. Louis metro area. Participants received up to 12 Professional Development Hours. A special thanks goes to SIUE faculty including Dr. Abdolerza Osouli, Dr. Jianpeng Zhou and Mr. Brent Vaughn.
Amanda Ruhman (Female, Ft. Zumwalt West) –attended M&ST’s Intro
to Engineering. The “Intro” camp introduces students to various
engineering disciplines through hands-on activities and team design
competitions. Attendees spend their summer camp mornings learning
about engineering disciplines from leaders in their fields, while rubbing
shoulders with some of the brightest students in the nation. They gain
practical engineering experience during lab and industry visits in the
afternoon, and test their skills in friendly student competitions during
the evening.
Matthew Austin (African/American, Crossroads College
Prep) – attended Cyber Miner, a camp for high school
juniors and seniors who love working with computers and
digital technologies. CyberMiner campers enjoyed hands-
on computing in a variety of fields such as Computer
Engineering, Computer Science and Information Science
and Technology.

Civil Engineering Program at Saint Louis University
Receives ABET Accreditation
ST. LOUIS – The Department of Civil Engineering at Parks College of Engineering, Aviation and Technology at Saint
Louis University has announced that the civil engineering program has received full accreditation from the Accreditation
Board for Engineering and Technology (ABET).
Theodosios Alexander, Sc.D., Dean of Parks College, said the first cohort of students enrolled in the program in 2009. Parks
College began the evaluation process immediately after graduating their inaugural class of civil engineers in May 2013.
“We are very pleased that the program has been awarded the full six-year accreditation effective retroactively since fall
2012, thus vindicating the efforts of our faculty and the hard work of our students,” Alexander said.
Alexander commended the work of Parks faculty in achieving this important honor.
“Dr. Riyadh Hindi, Director of Parks College Graduate Programs, and Dr. John Woolschlager, Associate Professor in Civil
Engineering, played major roles in the preparation for the accreditation process,” said Alexander. “Parks Associate Dean
Dr. K. Ravindra, was instrumental in spearheading approval of the program.”
In addition, Alexander said the continued growth of the program has positive future benefits.
“We are looking forward to expanding this crucial program as it is instrumental to the development and maintenance of
infrastructure at the local, regional and national levels.”
With almost no equipment or lab space in 2009, Alexander added that thanks to generous benefactors, the program is now
equipped with state-of-the-art teaching laboratories.
Faculty have created an impressive curriculum for prospective students that is designed to be project-based, rather than
theoretical. Ravindra and Hindi said this will help prepare them for professions in the field.
“The quality of the program is reflected in the type of employers who are seeking our
graduates, the scholarships and fellowships our graduates are receiving to pursue higher studies in reputable universities,
and the high percentage of students successfully passing the Fundamentals in Engineering on the first try,” said Ravindra.
Hindi shares the same sentiments saying, "It's been a great satisfaction to be a part of this program and watch it rise from
the ground up.”
The newly appointed chair of the Civil Engineering department, Ronaldo Luna, Ph.D., P.E., calls early accreditation a great
sign for this emerging program.
“Absolutely every civil engineering graduate will have an accredited degree. I am pleased to be part of this department and
to continue promoting its success," Luna said.
ABET is a not-for-profit organization, owned and operated by more than 30 professional and technical member societies.
An internationally respected organization with some 2,000 volunteers, ABET has set the higher-educational standards in its

The St. Louis Chapter of the Geo-Institute is pleased to announce that it will again play
host to this year’s Geo-Institute Cross Country Lecturer, Dr. Ken Stokoe, for the fourth
annual GeoConfluence. This is a full day conference focusing on geotechnical
engineering and geo-environmental technical and case history topics. This one-day
conference is open to all and is scheduled for Friday, November 7, 2014. The conference
will run from 8:00 AM to 4:30 PM and will include a full lunch. Doors open at 7:30 for
registration and continental breakfast. Attendees will earn 7 PDHs.

MS&T—CE-331 Hydraulics of Open Channels

This course is intended to provide graduate students an opportunity to study the fundamental principles of the flow of water in open channels. The student will explore the phenomena of uniform and varied flow, critical flow conditions, backwater curves, hydraulic jump, and applications studied and applied in detail. Latter part of the course is designed to apply open channel hydraulic principals natural and man made channels with and without floodplains. Both hand calculations and computer methods will be utilized to compute water surface profiles for open channel designs or examples. The student, as part of the course, will be responsible for the open channel hydraulic design of a man made or natural channel or facility. In addition, it is anticipated that guest speakers may present/discuss floodplain management and regulations and open channel hydraulic analysis of floods similar to a case study presentation. This class will also involve one or two class periods in the field to determine manning’s roughness values for a natural channel and floodplain and other data gathering for use in the students HEC-RAS model for a selected creek in St Louis County. On completion of the course, students should be able to understand and determine the open channel hydraulic phenomena and applying the hydraulic principals to the design of man made channels or analysis of existing channels and floodplains. The students should also be able to apply various evaluation techniques to solve hydraulic impacts of open channels and floodplains to facilities or adjacent land forms. Students will present their final design/analysis of an open channel system in a professional setting. Computer applications will employ the use of modeling utilizing HEC-RAS for steady flow and unsteady flow water surface computations. The effects of various obstructions such as bridges, culverts, weirs, and other structures in the floodplain will be considered in the computations. Spreadsheet or hand computations will be performed for water surface profiles based on project or problem features. Prerequisite: Cv Eng 230 with a grade of "C" or better. Saint Louis University, a Catholic, Jesuit institution dedicated to student learning, research, health care, and service, is
seeking applicants for a tenure-track or tenured faculty position in Civil Engineering at the Assistant or Associate Professor
level commensurate with experience. The Civil Engineering Department is part of the Parks College of Engineering,
Aviation and Technology. The faculty appointment will start in August 2015 or earlier.
Saint Louis University offers an innovative Civil Engineering program that is future focused – incorporating the latest
trends in Civil Engineering to address the current and future needs of the profession and our society. Our graduates are well
prepared to enter professional practice and will have the comprehensive skill set and leadership background required to
address society’s needs on local, regional, and global scales. The Civil Engineering curriculum emphasizes professional
practice preparation using modern, project-based, hands-on learning methods. The Civil Engineering program includes
three primary focus areas: 1) Green design and sustainability engineering; 2) Infrastructure design, evaluation, and
restoration; and 3) Transportation planning, analysis, and design. The Civil Engineering program is ABET accredited. The

candidate will be expected to effectively develop and instruct undergraduate lecture and laboratory courses in a hands-on,

fully in the collective responsibilities of the faculty, which include curriculum design and implementation, continuous
improvement and assessment, and faculty governance; and conduct research or other scholarly activities appropriate to the
departmental mission.
A Ph.D. in Civil Engineering or a closely related discipline is required. A BS degree in civil engineering is a must.
Candidates must possess a record of, or evidence of potential for, effective and innovative instruction as well as research or
other scholarly activities appropriate to the department mission and focus. Ability to work collaboratively with faculty in
other engineering programs within Parks College and with broad groups across the University is expected. Ability to teach
courses in other areas, such as engineering mechanics and CAD, is a plus. Industry experience is highly desirable and all
faculty hires are strongly encouraged to become a registered P.E. in the State of Missouri. The appointment will be tenure-
track or tenured at the level of Assistant or Associate Professor, commensurate with experience. Salary is dependent on

FDH Incorporated: EIS Field Structural Engineers - Raleigh, NC and St. Louis, MO
FDH has immediate openings for Field Structural Engineers with our Engineering Investigative Services (EIS) group based
out of Raleigh, NC and St. Louis, MO. These positions will serve as part of a field project team conducting specialized non-
destructive testing and structural inspection in support of a wide variety of engineering activities for civil and industrial
infrastructure including telecommunication towers, bridges, dams, residential and commercial buildings and heavy
industrial structures.
Civil, Mechanical, Structural and similar engineering disciplines are preferred.
TRAVEL DEMANDS AND WORK ROTATION:
Field Engineers travel nationwide as a member of a two or three person team conducting on-site investigations of all types of structures.
Trips are scheduled for ten days in the field followed by four days off.
While travelling, FDH provides individual hotel rooms, all equipment and $41 per day per diem.
After approximately six months in role, Field Engineers shift from full-time field work to a rotating schedule that consisting of two field rotations (10 days on, 4 days off) followed by a five day office week to provide opportunities for enhanced professional development.
PHYSICAL REQUIREMENTS:
Field Engineers must be physically prepared for the demands of working outside year-round in the elements (e.g. heat, cold, wind, rain and snow).
Field Engineers also require a high degree of physical fitness in order to dig on or around structural foundations and after training and certification, to be able to climb large tower structures for work at height.
You must be able to lift 50+ pounds, have the ability to climb efficiently and must be comfortable working in excess of 200 feet off the ground.
TRAINING AND SAFETY INFORMATION:
Students will participate in a paid four week training program during their onboarding period.
FDH’s training program includes two weeks of classroom work for climbing safety and proficiency training and two weeks assigned to an operational team for practical skills and on-the-job training to complete qualifications and upon completion, are assigned to a team as an operating Field Engineer.
Candidates must be insurable as a driver for FDH company vehicles (No DUI's or suspensions within the last 5 years, no more than 2 traffic violations (3pts. max each) in the past 3 years)
