Nurses Specializing in Substance Use and Ad-dictive disorders: Lead-

ing Change

A key focus area of IntNSA’s strategic plan is # 6: Visibility, Collabo-

ration and Partnerships. IntNSA engag-es in synergistic relationships with other nursing and professional organizations and groups to promote our mission “to advance excellence in nursing care for the prevention and treatment of addic-tions for diverse populations across all practice settings through advocacy, col-laboration, education, research, and policy development.” IntNSA’s relation-

ship with the larger nursing community – nationally and internationally - is im-

portant for increasing our visibility.

The theme for National Nurses Week, celebrated from May 6 through May 12, 2012 is Nurses: Advocating, Leading, Caring. The American Nurses Associa-tion (ANA) focuses effort during this week to recognize the contributions that nurses and nursing makes to the com-munity. National Nurses Week shines the light on all nurses and all of nursing. IntNSA promotes visibility of addictions nurses who care for a population among the most stigmatized worldwide. An important partnership that promotes IntNSA’s visibility is through our mem-bership in the American Nurses Associ-ation (ANA) as an Organizational Affili-ate. As an Organizational Affiliate,

IntNSA’s voice is joined with other nurs-ing specialty organizations. As an or-ganization for nurses specializing in substance use and addictive disorders, IntNSA is visible through participation at the Nursing Organization Alliance meet-ing (President-Elect Al Rundio and I at-tended the November 2011 meeting), the ANA Congress on Nursing Practice, Committee for Nursing Practice Stand-ards and Guidelines (I am an alternate member), and Organizational Affiliate Participation in the ANA House of Dele-gates (President-Elect Al Rundio will attend in June 2012). These activities are synergistic for IntNSA and our part-ners! Synergy is what happens when the whole becomes greater than the

sum of its parts.

IntNSA’s organizational affiliate status also translates into benefits for our members. The American Nurses Asso-ciation provides e-Membership, a virtual membership in ANA for an individual. E-Membership provides access to contin-uing nursing education (CNE) and other member benefits. E-Members enjoy a significant reduction in ANA dues ($45/year for this partial ANA membership, not including state member-ship). IntNSA Registered Nurse mem-bers who join ANA as e-Members re-ceive an even further discount to $4.50

per year.

I hope everyone has been staying warm around the country as it seems that we have all had our fair share of winter weather! As your secretary, I pay close attention to all the Executive Com-mittee Board calls and the Full Board calls, so that I capture all we are doing in the minutes. I want to relay to you that we have been very busy since we all met in Tucson this past September. One important agenda item that has been around is IntNSA's fis-cal responsibility, and how we can best manage and increase rev-enue for the overall good of IntNSA. This Board conversation lead to a planned Board call for an overall Board Orientation (a refresh-er for those previously serving on the Board) and a new orientation to those recently elected to the Board. With the help of our Execu-tive Office, the Board Orientation was developed and focused on IntNSA’s organizational structure, contracts, leadership expecta-tions, governance culture (to include the role of the Board and members as volunteers), strategic focus areas, and finally, the 10 key strategic challenges. I am particularly interested in sharing the 10 key strategic chal-lenges with you. They are:

1. What is our leadership paradigm – envisioning tomor-row’s association

2. What is plan “B” – adapting to a new economic landscape 3. Who is driving the talent agenda – recruiting and prepar-

ing tomorrow’s labor force 4. Who is the customer – serving an aging, multi-

generational, and ethnically diverse population 5. How do we connect your community – tapping the poten-

tial of social networks. 6. Where’s the money – responding to shifting patterns of

income and wealth 7. How can you exploit new business models – staying re-

sponsive and solvent 8. What’s your consumption foot print – facing up to energy

and environmental pressures 9. How sustainable are you – managing ethics, transparen-

cy, accountability, and responsibility 10. What’s next on the radar – embedding environmental

scanning, scenario planning, and what-if thinking. As you review these 10 key strategic challenges, think of how you can be involved in your role as a member of IntNSA. We need your ideas and your energies as we develop new ways to sustain IntNSA as an organization of the future. Let me know your thoughts, or contact any Board member of your choice to discuss these areas. And enjoy the warmer weather which is sure to be on its way soon!

President’s Message - Continued

The benefits of dual membership (e-Member and IntNSA) include increased opportunity for collaboration around issues relevant to the entire nursing profession. IntNSA can raise issues specific to addictions nursing as an Organizational Affiliate and Dual Members can help increase the value and importance of our agenda, such as through political action, policy meetings and events. IntNSA strongly endorses the value of increasing membership in ANA to increase our ability to advocate for the entire nursing profes-sion. E-Membership provides an avenue to engage nurses around the issues of the entire nursing profes-sion. Please consider this member benefit and join ANA as an e-Member to enjoy this high value benefit. Note that the theme for the IntNSA 2012 conference is aligned with the theme for National Nurse’s Week. As an international organization, we engage with our colleagues outside the United States to recognize the contributions that addictions nurses and addictions nursing makes to the global community. The 2012 conference title is Nurses Caring for Patients across the Continuum of Substance Use: Leading Change and Advancing Health (September 6 through September 8, 2012). The Conference Planning Committee,

led by Colleen Corte, PhD, RN is hard at work completing the program to build on and strengthen current partnerships, and extend opportunities for new partnerships and collaborations. IntNSA is committed to increasing our visibility and reach throughout the United States and globally. Yet, the organization is only as strong as its members. I urge you to take advantage of IntNSA’s Organization-al e-Member rate of $4.50 and join the voices of nurses across the nation. To help IntNSA grow, reach out to a nurse colleague with a membership application in your other hand. Join the campaign to promote the CARN and CARN-AP. Ask your nurse colleagues across all specialty areas of nursing to earn this val-ued specialty certification. Finally, support IntNSA through attendance at the 2012 conference and mar-ket the conference in your workplace and through your networks. Invite a colleague – several! Consider ways you can be synergistic to grow our valued professional nursing organization.

Deborah S. Finnell

The35th IntNSA Annual Educational Conference, "Management of Pain & Addictions: Broadening our Perspectives" was a big success! This was the first time that we worked collaboratively with the Ameri-can Society for Pain Management Nursing. This was a good pairing because of the commonality of pain and addiction that each organization shares. A patient with either of these conditions can be a chal-lenge, but when a patient has both diagnoses, the challenge is even greater. Combining the two organi-zation's conferences was a chance to share excellent speakers for our joint sessions and to take ad-vantage of preconference workshops and breakout sessions. The evaluations also echoed what we heard at the conference - this was a good idea and a great confer-ence! Comments from attendees regarding benefits of the conference focused on four major areas: 1. knowledge and concepts of pain and addiction were learned/expanded in order to better understand

the patient and therefore give better care, be a better patient advocate and a better resource, and policy development

2. treatment strategies for patients with pain and addiction included opioid-induced hyperalgesia, alter-native therapies, relapse prevention, SBIRT, CBT, non-pharmacological approaches for pain, detox protocols

3. through education, attendees can share with their staff, develop better teaching methods, stimulate an interest in learning more, consider potential research projects

4. networking with peers who work in addiction and pain management added a great deal of experien-tial knowledge to the formal presentations

The following quotes sum up the overall responses. "I learned more during this time than any other con-ference I have been too. And I have been introduced to new ideas and fresh thinking on the approaches to recovery, and safety for our patients." "The best conference that I have attended! I had so many opportunities for networking and collaborating with other nurses dedicated to treating those suffering from addiction. Reaffirmed that we are special!!" All of your comments on your evaluations are appreciated. We will take into consideration your creative suggestions for improving the conference as we plan for the 2012 IntNSA Educational Conference at the Washington Madison Hotel. IntNSA joined with ASPMN in contributing to the local charity, Las Amigas Residential Treatment Facility at CODAC Behavioral Health Services, Inc. A representative from ASPMN presented the donations to CODAC. We thank all who donated. On behalf of the 2011 IntNSA Conference Planning Committee, I would like to thank everyone who at-tended the conference, the presenters, the exhibitors, the IntNSA staff team and the staff from the JW Marriott Starr Pass Resort and Spa for making the conference so successful.

A big THANKS to all our supporters for their generous donations to FAN and the Silent Auction. You made 2011 a very successful fundraising year for us. Since we are pledged to give back the funds we raise, we have a FANtastic an-nouncement to make. Each year the Foundation for Addictions Nursing accepts nominations for four Lois Widley Student Scholarships to the Annual IntNSA Conference. In the past the scholarship paid the cost of the conference and included a $100 stipend to help cover lodging or travel costs. For 2012 the Board of Trustees has been able to increase that stipend to $500. In this tough economy it is nice to support the educational endeavors of IntNSA and addictions nursing students in this way. The work of FAN is not just about giving Scholarships. Each year the IntNSA Board of Directors offers a Research Scholar Award to stimulate research that supports addictions nursing directly or indirectly. All applications are submitted to the Research Committee for peer review and the award decision. FAN man-ages the funding for this award and is very pleased to announce that this year it will be $2,000. Watch the IntNSA website for the details for 2012 and consider applying for support for your research. All donations to FAN are tax deductible. Please plan on supporting the fundrais-ing activities for this year. Set aside your donations to the Silent Auction now. Come to the conference and be prepared to bid. Buy FAN merchandise or do-nate while shopping through igive. Help us make 2012 just as successful so we can maintain or even increase the support that we provide to our colleagues.

Support FAN! The FAN trustees would like to remind you that when you do your on-line shopping, you can support FAN at the same time. There are over 700 merchants who participate in this activity. All you have to do is go to the link http://www.iGive.com/F-ADDNSG and sign in as a participant. If you download the toolbar to your homepage, it will give you a very convenient reminder to use the portal for all your shopping and browsing.

Governmental Affairs Update

Page 9

Volume 3, Issue 1

By Wade Delk, Director of Governmental Affairs

Over the following months we have been involved in numerous legislative and regulatory initiatives that sup-port our goals and mission. We continue to support H.R. 1729, Opiate Addiction Treatment Act of 2011, in-troduced by Congressman Dutch Ruppersberger (D-MD). This legislation would amend the Controlled Sub-stances Act to authorize qualifying practitioners to dispense certain narcotic drugs in schedule III, IV, and V for maintenance treatment of detoxification treatment. We still need your help. Please contact your Con-gressman and ask them to become a co-sponsor of H.R. 1729, the Opiate Addiction Treatment Act of 2011. If you need help finding out the name of your Congressman, or would like more information please let me know. I will be more than happy to assist you. We have sent a letter expressing our concern about the continued inappropriate use of physician-centric language by federal officials within the Department of Health and Human Services. We believe it is im-portant that policymakers and the public understand and have confidence in the role of registered nurses and other non-physician clinicians. The continued use of non-provider-neutral language renders invisible advanced practice registered nurses, registered nurses and many other providers who are fundamental in the healthcare system and healthcare reform. We provided comments on the proposed rule, Medicare and Medicaid Programs; Reform of Hospital and Critical Access Hospital Conditions of Participation. In the comments we noted that nursing organizations are dedicated to reducing regulatory burdens for hospitals and critical access hospitals. We applauded the Center for Medicare & Medicaid Services (CMS) for beginning to address these issues in this proposed rule, but described the federal policy barriers that continue to impede APRN practice and patient choice as well as the advanced role of RNs. Our detailed concerns were provided in the letter. We sent a letter expressing our support of Marilyn Tavenner, RN, MHA, for the position of Administrator of the Centers for Medicare & Medicaid Services (CMS) Marilyn Tavenner is a nurse and we believe that she is someone who will be more likely to receive our issue in a favorable manor. She is currently the acting Ad-ministrator and we hope it will become permanent. As of this writing a final determination has not been made but we are aware of many other nursing organizations that are supporting her too. We have signed a letter supporting HR 3679 – The National Nurse Act of 2011. The goal of this legislation is to shift the nation from its present sick-care system to one based on prevention and wellness. In order for this effort to be successful there will need to be strong visible nursing leadership. The National Nurse for Public Health will be a prominent advocate for nursing involvement in health policy and will provide leader-ship to generate an active and much needed community wide focus on prevention. This does not create a new position but rather enhances an existing one so it will not require additional funding allocations. This is a good thing in the current budget climate making it more likely this initiative will be successful. If you would like more information on these issues or have other questions or comments please let me know.
