Job Corps and ARRA

• Job Corps received funding under President Obama’s American Recovery and Reinvestment Act of 2009 (ARRA).

• ARRA seeks to implement measures that will invest in and promote long-term economic benefits and recovery.

• In order to achieve economic stability, the administration is placing a priority on enhancing energy-efficiency and environmental stewardship.

Job Corps and ARRA

• Job Corps developed a plan to use the funds to accomplish two main goals: 1) create jobs and stimulate economic activity across the nation, and 2) support the administration's priority of environmental stewardship.

• This plan will reach many different aspects of the Job Corps program:– Employ local workers for center construction projects.– Train students for green jobs.– Incorporate green practices into center life.– Get students and staff involved in center environmental

projects.

Stimulating the Local Economy• A primary goal of ARRA is to stimulate the economy in the

short term and invest in education and other essential public services to ensure the long-term economic health of our nation.

• Job Corps is doing its part to stimulate the economy in both the short term and the long term:– Short-term gains: Creating jobs for American workers

• Public-private partnerships• Employing local workers for center construction projects• Using local resources for center construction projects

– Long-term gains: Placing graduates in green jobs• Investment in education• Job Corps will be graduating students who have more skills, and are

ready to enter the workforce with valuable knowledge and know-how.

centers with more environmentally friendly buildings– Creating jobs for local workers

Green-collar Job Training• What is a green job?

A green job is a term describing work characterized by…– Protection of the environment

(conservation, preservation and restoration)

– Reduction of energy, materials and water use through high-efficiency strategies

– Minimizing or avoiding generating waste and pollution

– Sustainability – the ability to meet the needs of the present while enhancing the ability of future generations to meet their own needs.

Green-collar Job Training• Job Corps has already begun greening its career training

programs in three initial industries:– Advanced Manufacturing– Automotive and Machine Repair– Construction

• Students training in these areas will have the opportunity to get the green job skills that employers are looking for.

• These students will have the advantage of being qualified for jobs that incorporate or even rely solely on green practices.

• Students will have more employment opportunities when graduating from Job Corps with a certification in a green career area.

Advanced Manufacturing

All students who enter the Advanced Manufacturing CTT areas – Machining, Manufacturing Technology and Welding – will train in a variety of green subject areas:

– OSHA and EPA safety requirements– Shop maintenance procedures to reduce waste and promote

environmental stewardship– Proper cleanup procedures using green materials and products– Reduce, Reuse and Recycle– Lean to Green Manufacturing

Automotive and Machine RepairAll students who enter the Automotive and Machine Repair CTT areas – Automobile Technician, General Service Technician and coming soon Collision Repair and Refinish – will train in a variety of green subject areas:

ConstructionAll students who enter the Construction CTT areas – Bricklaying, Carpentry, Cement Masonry, Electrical, Facilities Maintenance, HVAC, Painting and Plumbing – will train in a variety of green subject areas:

–Introduction to environmental awareness and green building–Reject, Reduce, Reuse, Recycle–Alternative materials–Treatment of hand tools and equipment for sustainability

– Waste management– Installation of water-

and energy-efficient equipment and fixtures

– Sourcing of alternative materials and products

Educating Center Staff and Students

• Job Corps is establishing green center cultures to promote environmental stewardship among all students and staff.– Examples of green principles reinforced on center:

• Improving energy and environmental management through changes in operations and behaviors

• Reducing energy and water use, increasing waste reduction and use of recycled materials through projects and replacement

• Reduce fuel use through fleet efficiency

• Students and staff will learn the importance of making green decisions, and how individuals can join together to make a contribution.

• The goal is to reduce the impact that Job Corps centers have on the environment.

Center Environmental Projects• ARRA-funded center projects will allow Job Corps

students to participate in improving their center, and to learn about environmentally friendly products and methods.

• Larger center projects will include:– Wind Turbines– Solar Panels– Pellet Boilers

• Other examples of center projects include:– Urban farming– Greenhouses– Recycling centers– Landscaping– Lighting improvements– Water efficiency and use reduction
