Vocational Education and Training for Accelerated Promotion of Employment(VETAPE)-(Since-June- 2011to June-2012) The overall goal of the proposed Action is to contribute to improved, equitable, sustainable and resilient livelihoods for disadvantaged youth and women in Punt land (Bosaso, Qardho, Galkaio and Garowe) and hence reduce their vulnerability. The achievement of this objective will be measured by strengthened income and competitiveness of the TVET graduates demonstrated through increased levels of direct and secondary employment of the target beneficiaries with equal gender proportion. The overall objective of the Action thus will address high unemployment rates among disadvantaged youth and women in a systematic way by providing them with skills training for employment and by improving the ability of the education institutions to respond to labor market needs. Target beneficiaries

720 TVET Youth trainees & 1,340 trainees for functional literacy with age bracket of (16-30) from Vulnerable, risk and impact community from different stratum of marginalized and socially isolated society.

This comprised of IDPs, Returnees, Ex-militia, women and girls, persons with disabilities, minorities and etc.

Out of above project target number of trainees, 190 are still under training and will finish up training on september-2012. While, training for the rest have been undertaken before that time.

Project duration

3 years in 3 separate phases per each training semester.

Each training phase was 6 months time.

Results and achievements per result

area. Result 1: Increased and (more) equitable access to demand-driven entrepreneurial and vocational skills training,

employment advisory services, and functional literacy/numeracy skills for vulnerable youth, persons with physical disabilities, ex-militia, minorities, IDPs, returnees, and in particular women.

Achievements

R1: 720 trainees from target beneficiaries have been selected and given access to demand-driven skills as many of them have already been absorbed by labor market and now working with skills given.

Employment promotion services, counseling and career advisory services have been given to enable them look for opportunities after finishing the course

37 Host-training Enterprises and 6 NFE Centers have been assessed and selected to Host the Enterprise-Based Technical Vocational Education and Training in all project targeted locations for all project phases

All the 37 selected Host-training enterprises have been inducted on how to go about the project requirements. Trainees intake has also been advertised through local media sites. 1,340 Non-formal Trainees for functional Literacy have successfully been trained and later joined to the actual TVET

trainings as per project plan Result 2: Quality of skill trainings enhanced (through training of instructors, apprenticeships, improved

curricula, provision of appropriate tools/equipment, and examination and certification of all TVET beneficiaries).

Achievements In R2, 37 instructors of the 37 EBTVET enterprises plus 6 NFE trainers have been trained with pedagogy

skills . Developed Curriculum/subject outline for all different vocational subjects. Employment toolkits have been purchased and distributed to trainees for self-employment Result 3: Employability of TVET graduates through employment-led and demand-driven approaches

secured. Achievements In R3- Job, internship and self employment trainees placement opportunities have been secured in

some project areas and still going how further opportunities would be received for the remaining trainees graduates.

Tracers studies have been carried out jointly with save the children and other agencies of same activities to this. For the sole purpose of this was to come closer to trainees market employment status.

Cont. Achievement In R4, both concerned public and private sectors have been participated in the implementation

of the project. Service providing private companies have been participated and invited to consider trainees

graduates to be employed in these private sector partners.

Result 5: Capacity of the MOE, MOL, TVET centres and other stakeholders to sustainably manage TVET and employment advisory programmes strengthened.

Achievements In R5, achievements are consortium based. This project has taken place in a consortium of agencies which save the children had the leading role. From that point of view, CARE has played its individual role in achieving capacity for all stakeholders is strengthened.

Challenges These target beneficiaries to be trained have no motives to training

because they are struggling for their daily meals. This makes CARE to put emphasis on how they would be motivated with the use of unbudgeted resources and other copying mechanisms.

Inadequate training facilities and employment toolkits for all trainees and to make each and every trainee comfortable with his/her course of study. CARE has tried its best to how most of trainees will be equipped with employment toolkits, but still also some sort of effort is remaining and need to be achieved a head of time.

Most of partners intended to provide training have institutionally been very low. CARE has solved this issue by assessing a great number of partners from each region and selected the most effective, equipped with selection criteria and potential ones from the assessed list. During the process of assessing and selecting training providers, all concerned government stakeholders have actively been participated and involved.

Plans for next six Months VETAPE Project

Completion of ongoing VETAPE Project activities on September-2012.

Timely monitoring of project activities in all project targeted sites

Joint planning with ministry of education for examination and certification of trainees after graduation.

Evaluation of project progress, impact it sets on its beneficiaries against initial project expected results to be attained.

Planning ahead and way forward from lessons learned so far.
