Implementation of primary health care: The national health system in Greece is built up with the Ministry of health and social solidarity at the top. Further on Greece is divided into 7 regions. Each region contains several hospitals. Each hospital is runned by a manager and the regional board. The hospital is divided into administrative sector, medical sector and nursing sector. Each hospital then have different departments and at each department the doctors and nurses are divided with different directors.   The departments do not have their own budget, only the manager of the hospital takes decision concerning money and the Greek national health system is mainly runned by insurances payed by the patients. Due to the big economical crises right now about 20% of Greeks inhabitants can not afford to pay the insurance.   The hospitals we have visited both have an emergency and an out-patient clinic. The hospitals in the same area takes turn to have their emergency open for patients. For example AHEPAs emergency was open every 4th day for 24 hours and took then care of about 700 patients with different severity of illness, everything from catching the flue to having a heart attack. After 24 hours of opening, the emergency clinic closes and another emergency clinic in another hospital in the area is opening. A lot of patients are going to the emergencies because there are just a few primary health care centers in Greece. They are all connected to a hospital but from the beginning of next year they will depend directly under the Ministry of health of each region.   To implement the primary health care would reduce the number of patients at the emergency and probably make the system more efficient with a better quality for the patient and from what we have understood the Ministry of health are just now taking about to implement more primary health care centers in the entire Greece.

In other European countries quality is regulated by laws and regulations and it may help to improve the quality. A few departments in the hospitals we have visited in Greece are certified by ISO 9001 and some are working on it. We know that the Hellenic Accreditation System is working to affect the Health Ministry to legislate the quality in healthcare.

PATH is measurable quality indicators used in some hospitals in Greece. AHEPA have used the indicators since 2012. Some indicators that are measured are mortality from stroke and the usage of blood. The results are sent to the Ministry of Health and Social Solidarity to get money for quality improvements in the hospital. The results are not public for the patients.
