October 12, 2018 Dear Friends, On behalf of the California State Senate Republican Caucus, I welcome you to the annual Gold Mount Celebration hosted by the Chinese American Council of Sacramento and CACS Foundation, where community leaders gather to celebrate and honor pioneers who are paving the path to success for the Asian American community.

Congratulations to all of the honorees at tonight’s event, including CC Yin, Founder and Chair of the Asian Pacific Islander American Public Affairs Association (APAPA), who is the recipient of this year’s prestigious Frank Fat’s Founder Award. CC is a visionary who began APAPA 17 years ago with close friends with the goal of empowering the Asian American community and ensuring they have a seat at the table.

Nearly two decades later, CC’s vision of APAPA has expanded to 10 states with 25 chapters, including 14 chapters just in California. Not lost among his vision is his passion for inspiring our youth, his willingness to be bold, and APAPA’s outreach to diverse communities. Just like CC, one of my priorities is to ensure that all of California’s communities are represented in state government, which is why I am proud to have Senators Ling Ling Chang and Janet Nguyen in my caucus. They are the first Taiwanese American and Vietnamese American women elected to the State Senate to represent diverse districts in Southern California. Both Senators, along with CC, are trailblazers for the Asian American community.

The Chinese American Council of Sacramento (The Council, CACS) and the CACS Foundation, are delighted to welcome you to our 2018 Gold Mountain Celebration commemorating CACS’ 31st Anniversary. The Gold Mountain Celebration Dinner was created in 2004 by Past President, the late Dr. Douglas Yee, to reflect the rich heritage of the Chinese in Sacramento and California. The name “Gold Mountain” or “Gum San” is the historical name the Chinese gave to California during the Gold Rush in the 1800’s. With this celebration, we honor those Chinese pioneers who have contributed to the development of this region.

We are very pleased to honor CC Yin and the Asian Pacific Islander American Public Affairs Association (APAPA) with the “Frank Fat Founder’s Award” which is the most prestigious award given annually to someone with outstanding community service. CC Yin’s commitment to the Asian Pacific Islander community over the years is unsurpassed in developing youth to be tomorrows’ leaders.

The General Produce Company, represented by owners Dan and Tom Chan and Family, are being inducted into the CACS Hall of Fame to join other Chinese American Pioneers. The Chan Family developed a produce and seafood business over 80 years ago with dedication and teamwork; the family’s business and success is built on compassion for excellent customer service.

This year we congratulate My Sister’s House as they receive the Community Service Award. My Sister’s House operates a safe haven and other social services for Asian Pacific Islander women and children who are experiencing and escaping domestic violence.

The 2018 CACS Gold Mountain Celebration honors Asian American pioneers who have significantly contributed to the socio-economic, civic engagement and human rights endeavors for the overall “quality of life” of Chinese American and Asian Pacific Islanders in California.

C.C. Yin immigrated to the United States in 1964 when he was 28. He had $100 in his pocket, barely spoke any English and knew practically nothing about America. What he did have was entrepreneurial spirit.

When he landed in the US, CC had a bachelor’s degree in civil engineering from Taiwan Cheng Kung University, which he soon found insufficient in seeking a career. He pursued a master’s degree in civil engineering at the University of Washington, married his wife Regina and settled down in the San Francisco Bay Area in 1969.

Now, half a century later, he and his family own 30 McDonald’s restaurants and he is the founder & chairman of Asian Pacific Islander American Public Affairs Association (APAPA).

CC is an established entrepreneur with a heart for serving the community. He is actively involved in a number of organizations and institutions such as the Vacaville Rotary Club, the Vacaville Counter Force program, his local NAACP chapter, and local schools as well as other educational programs. C.C. served as past president of the Vacaville Chamber of Commerce and is active in the local chambers of commerce. Besides being one of the founders of APAPA, he is also a co-founder of the Chinese American Association of Solano County. He has received numerous recognitions and awards at local, state and national levels as a statewide business, civic, political and community leader.

CC and Regina Yin, together with like-minded civic leaders founded the Asian Pacific Islander American Public Affairs Association (APAPA) in 2001. APAPA’s mission is to empower Asian and Pacific Islander (API) Americans through education, leadership and active participation in civic and public affairs. The founders of APAPA were responding to an alarming lack of API representation at all levels of government throughout the United States. APAPA has grown into a nationwide organization with over 30,000 members. APAPA has 25 chapters in California, Florida, Massachusetts, Nevada, New York, Ohio, Texas, Utah, Washington DC and Washington. The National Headquarters is located in Sacramento, CA.

APAPA is a grassroots, community-based, non-profit organization, focused on increasing API civic participation at the local, state, and national levels through voter registration and education; leadership development programs including internships and scholarships for high school and college students; and fellowship and mentorship for adults leading to appointive, judicial, and elective offices.

Chan Tai Oy emigrated from Zhonghsan, China in 1905 and settled in Sacramento, California by 1910. Tai Oy began work

for a general merchandising company, Tong Sung Co., which specialized in fresh produce and fish. He became managing partner in 1922 and continued until the Great Depression forced bankruptcy in the early 30s. Chan Tai Oy’s brother-in-law, Jue Chong, had invented

the asparagus plow some years earlier and in 1933 provided the financial backing that Tai Oy

needed to restart the bankrupt Tong Sung Co. It was renamed General Produce & Fish Co. and employed

sons Eddie, Dan and Tom. Frank Fat opened a restaurant in downtown Sacramento in 1939 and became another of

General Produce’s customers. The 1940s were a continuous growth period for General Produce as service to the U.S. Military, especially McClellan Army Airfield and Camp Beal. In the 1950s, Chan Tai Oy’s sons, Eddie, Dan and Tom, along with nephew Davis Sun, assumed control of the company. Just as Chan Tai Oy did, the second generation of family worked seven days a week to sustain and build the business. The world lost Chan Tai Oy in 1972 at the age of 85 years. His sons and nephew have carried on the family’s work ethic making General Produce & Fish Co. the largest distributor of fresh fruits, fish and vegetables in Northern California. The 1980s were an era of expansion as General Produce went beyond retail and wholesale to now include delivery to hotels, restaurants, schools and corporate food-service operations. In the 1990s Chan Tai Oy’s grandsons Tom and Dan, photograph here, took over management. They lead the business with the same devotion to its success, recognizing that employees are the heart of the company. In the early part of the new millennia General Produce staff exceeded 200 individuals in Sacramento and another 25 in Mt. Shasta. While all of the second generation, sons Eddie, Dan and Tom, have all passed, the secrets to success in the wisdom passed on by Chan Tai Oy, live on in his words: “Work hard, be dedicated and persevere; surround yourself with good, loyal people; and always leave something on the table for the other person.” Today, with Grandfather Chan’s wisdom in mind, the company works to leave a meaningful legacy for future generations. The Chinese American Council of Sacramento and the CACS Foundation congratulate the Chan family for their contributions to all Northern California communities.

My Sister’s House is a small but effective non-profit in Sacramento which for 17 years has provided shelter, safety, services, and job training for victims of domestic violence, sexual assault, and human trafficking many of whom have language and cultural issues. This past year alone (2017-2018), more than 2,500 were assisted on its 24/7 multi-lingual help line, 117 women and children received shelter or housing services, and 423 benefited from My Sister’s House Women to Work Program which includes benefiting from legal, counseling, and job training and preparation services. Today, it operates an emergency shelter and two transitional 6 bed shelters. With its volunteers, My Sister’s House is able to serve abused victims speaking more than 20 different languages or dialects.

Four years ago, My Sister’s House began operating My Sister’s Cafe at 455 Capitol Mall to support its Women to Work Program and provide job skill building opportunities for its clients and its volunteers, along with delicious American food with an Asian twist. My Sister’s House is the only domestic violence shelter in California that operates a cafe as a social enterprise.

Additionally, My Sister’s House is considered a leader in the state on providing culturally responsive services.
