At the November 19th Presbytery meeting at Westminster Gardens,we have the opportunity to contribute to Thanksgiving baskets for refugee childrenand families in our area. In coordination with local welcome centers aiding asylum-seeking unaccompanied minors and families, we will be collecting food items and
monetary donations to hopefully fill 65 Thanksgiving baskets. Let's makeThanksgiving a wonderfully abundant meal for these children and families. Use theshopping list below as your guide and thank you in advance for your contribution.

REPORT OF THE STATED CLERK The Stated Clerk brings the Consent Agenda for vote (Items 1‐7)
1. That enrollment of minister and elder commissioners be by enrollment list, excuses properly filed with the stated clerk be honored, and all honorably retired ministers and out of state ministers be excused unless enrolled as present.
2. That the minutes of the Stated Meeting of September 10, 2016 be approved. 3. That the proposed docket distributed in the packet be approved. 4. To receive the September 2016 Financial Report from the Administration and Finance
Committee. 5. That all corresponding members voted upon and registered in writing with the stated
clerk be seated. 6. Express the presbytery’s thanks and appreciation to the staff and volunteers of
Westminster Gardens for their warm hospitality and assistance in hosting this meeting of the Presbytery.
7. Request to dismiss one of the two functioning Investigative Committees reported to the presbytery at the September meeting – IC A: James Peng, Gary Demarest, Marsha Fowler, and Edna Huang. The members have completed their work and have found that there is no evidence to support moving to a PJC case. The period of time for any petition by the filing person has also passed. We thank the committee members for their dedication and good work for this presbytery as we dismiss them.

1. Report of Communion served: a. Communion was served as authorized at Pilgrim Place at the Eucharistic Circle on
September 27, 2016 by the Rev. Charles Rassieur. b. Communion was served as authorized at Westminster Gardens on October 2,
2016 by the Rev. Richard Hettish. He was assisted by ruling elders: Fred Stack, Aleta Matthew, Clem and Betty Barker, and Ann Mills. Forty two people were served that day.

FOR INFORMATION 1. The third and final Review of Minute Books for 2016 was held at La Verne Heights
Presbyterian Church in La Verne on May 14, 2016. Thank you to the congregations who met that day to review each other’s books. The books reviewed were from La Verne Heights Presbyterian Church and Pasadena Presbyterian Church.
2. Presbytery Meetings for the 2017 year are scheduled for: a. January 21, 2017 – Saturday – includes Winterfest b. April 1, 2017 – Saturday c. June 17, 2017 – Saturday, a short business meeting, focus on relationships d. September 16, 2017 – Saturday e. November 4, 2017 ‐ Saturday
3. I am looking for two volunteer congregations in different locations within the presbytery to hold Review of Minute Books for the 2017 year in the spring. If you have not had your books reviewed this year, you will need to bring minutes and forms for multiple years. Please remember to bring your Registers, as well. If you would like to volunteer your church, please contact the Stated Clerk at [email protected]. I would love to hear from you.
4. The Minutes of the Presbytery of San Gabriel were reviewed by the Rev. Steve Smith, on Monday, October 10, 2016 at First Presbyterian Church in Fullerton. There were two exceptions: no Annual Statistical Report for the presbytery entered in the minutes, although it was accomplished; and the presbytery also does not have a Child Safety Policy as of yet. The stated clerk will make sure that the annual statistical report for the presbytery gets entered in the minutes each year and the presbytery does begin working on its Child Safety Policy this year. Hopefully, we will complete it, as well.

MINUTES Presbytery of San Gabriel
Stated Meeting September 10, 2016
ASSEMBLE IN GOD’S NAME The Presbytery of San Gabriel convened on Saturday, September 10, 2016 at 9:08 a.m. at Claremont Presbyterian Church of Claremont. A quorum was present as reflected in the roll. Moderator, Commissioned Ruling Elder Bong Bringas opened the meeting with scripture and prayer; Teaching Elder Diane Frasher served as clerk. TE Karen Sapio welcomed the presbytery. Moderator, CRE Bong Bringas moderated the meeting. WORSHIP – The presbytery entered into a time of worship led by attendees of the 2016 Youth Triennium.

REPORT OF THE STATED CLERK The Presbytery moved, seconded, to adopt the Consent Agenda (Items 1- 8).

1. The second Review of Minute Books was held at Westminster Presbyterian Church in Pasadena May 14, 2016. Thank you to the congregations who met that day to review each other’s books. The books reviewed were from:

Occidental, Eagle Rock; New Hope Church, Pasadena; Community Church of El Monte, El Monte; First Thai Presbyterian, Covina; Northminster, Diamond Bar, Westminster, Pasadena; Knox, Pasadena; First Taiwanese, Pasadena; Iglesia de la Communidad, Los Angeles; Calvary, So. Pasadena; First Taiwanese, Pasadena; First Presbyterian Church of Altadena, Altadena; Alhambra True Light, Alhambra; and San Marino Community, San Marino.
2. The last additional Minute Book Review for 2016 is scheduled for October 1, 2016. It will be held at La Verne Heights Presbyterian Church beginning at 10:00 AM. We are holding a third review this year at the request of some of the clerks of session who could not make either of the other reviews but are ready to have their books reviewed. We are not establishing a new tradition at this time. It is hoped that we will only hold two reviews in 2017. For those who were not able to attend at least one of the Review of Record events held last year, it is expected that you will bring both 2014 and 2015 minutes and register books to this year’s review days.

Vice Moderator, RE Fried Wilson moderated the meeting. ADMINISTRATION AND FINANCE COMMITTEE TE Dave Tomlinson reported for the committee. TE Tomlinson brought the August 31, 2016 financial reports to the attention of the presbytery and encouraged churches to submit their Shared Mission

pledges. He also reported that a Budget Taskforce has been formed to begin work on the 2017 Budget. VISION AND STRATEGY COMMITTEE TE Becca Bateman reported for the Committee and gave the following report: TE Bateman introduced the members of the committee and encouraged anyone interested to join the committee. She shared that San Gabriel Presbytery had people “flooding” to them and needed to design a strategy to work with them. She spoke about several ministries that the committee is currently working with including the El Monte Initiative, Korean Worshipping Community, Indonesian Worshipping Community, a group that meets in a bar in Old Town, Pasadena, Church Glorious in West Covina, and Ground Floor Christian Fellowship. Following the call of Jesus, seeking to make and form new disciples of Jesus Christ, and to transform the world, doesn't always happen in the context of a currently operating church. The Presbytery of San Gabriel has become more and more a place where new worshiping communities might spring up, how exciting to be a part of hearing the stories of dozens of people and congregations, the personalities involved, the challenges, the unique needs, and the hope that we can provide as we walk alongside people and provide tools in their journey of becoming a community that worships together. The Presbytery of San Gabriel has a new committee (we are 1-year-old!), the Vision and Strategy Team, which processes requests from persons doing ministry in these unique contexts and also congregations in a unique context doing ministry. VISION AND STRATEGY TEAM’S VISIONING DOCUMENT: (version 8/16/16) The Vision and Strategy Team (VST) began as a part of the San Gabriel Presbytery’s restructuring when the current by-laws were passed in January of 2015. The Vision and Strategy Team was charged with developing a presbytery-wide vision and strategy for the development of new worshipping communities/new church developments, church redevelopment, and leadership development. Initially, the VST will spend the majority of its efforts in creating and implementing policies and procedures for new worshipping communities/new church developments (NWC/NCD). Phase I: New Worshipping Communities/New Church Developments
A) Develop a process of identifying emerging new worshipping community/new church development (NWC/NCD) leaders and existing congregations that might partner with San Gabriel Presbytery.
B) Develop a process of interviewing, vetting, and developing an on-going relationship with NWC/NCD leaders and their congregations or ministries.
C) Appoint liaisons from the VST to meet with and guide NWC/NCD leaders on a regular basis as needed.
D) Develop processes for reviewing national 1001 New Worshipping Community, synod and presbytery grant applications. Implement a streamlined grant payout process, and work with NWC/NCD leaders on instilling an ethos of financial accountability and record keeping.
Phase II: Redevelopment/Leadership Development
E) Develop processes to assist existing churches learn, explore and collaborate in implementing innovative and practical church outreach and redevelopment programs.
F) Offer learning opportunities for pastors and their congregations to learn missional outreach skills, disciple-making classes, and redevelopment discussions.

REIMBURSEMENT AND CHECK REQUEST PROCESS
1. Fill Out Form: New Worshipping Community/New Church Development leader fills out a San Gabriel Presbytery check request form.
A) Go to the San Gabriel Presbytery website. http://sangabpres.org/policies-forms/ found in the Downloads tab.
B) Download and print the Check Request/Voucher Form (Adobe .pdf)
2. Scan or Take a Photo: Take a photo or scan your filled out Check Request/Voucher
Form and the actual receipt.
3. Email Form and Photo to VST Liaison: Email both the Check Request/Voucher Form and receipt photos or files to your Vision and Strategy Team liaison for them to review and sign. Another option is to hand deliver the Check Request/Voucher Form and receipt to your Vision and Strategy Team liaison.
4. VST Liaison Forwards Approved Form to SGP’s Assistant Clerk:
A) Upon review, the VST liaison may choose to approve the check request based on the following criteria, and notice will be sent back to the NWC/NCD leader.
i) Submission of original receipt(s) for purchase(s), or a photo or photocopy of the original itemized receipt.
ii) Items purchased are pre-approved and/or are found in the budget approved by the VST and fit within the financial guidelines of San Gabriel Presbytery.
iii) There enough funds to purchase the items requested.
C) If your VST liaison is unable to review and respond to your receipt submission for more than 7 days (eg. vacation, sick, out of country) you may submit your check request to the moderator(s) of the VST or the ministry development associate of San Gabriel Presbytery.
D) Upon review and approval of the form and receipts, the VST liaison will forward the approved documents to Twila French, the associate stated clerk of San Gabriel Presbytery for processing.
E) All equipment purchased by the NWC/NCD with grant money will become the property of San Gabriel Presbytery, if the NWC/NCD closes down. All equipment and resources purchased with grant money will be delivered to the Vision and Strategy Team of San Gabriel Presbytery.
TE Jake Kim also presented a document outlining the process for assessing a New Worshipping Community (See Appendix D).
TE Jim Milley of Bridges, spoke about Bridges and a training event that will take place on November 5, 2016 at Encino Presbyterian Church. He drew attention to the learning acquired from Ethiopia.
EDUCATION COMMITTEE TE Jennifer Ackerman reported for the committee and spoke about a new Emerging Leaders Collective as follows:

The Education Committee of San Gabriel Presbytery is committed to helping encourage, develop, and nurture new Ruling Elders, Deacons, and other lay leaders in your congregation. The Emerging Leaders Collective seeks to: Provide a safe environment (with good food!) for emerging leaders to share their joys, concerns and frustrations through guided conversation in a peer learning environment; Facilitate supportive relationships among emerging leaders throughout the San Gabriel Presbytery; and Provide ongoing training, support, and guidance to equip and encourage church leaders. There will be an informational gathering in October to learn more about joining, or to nominate a leader each church would like to see involved. Interested parties should contact the Education Committee through: Jake Kim (626-345-9294; [email protected]) or Jennifer Ackerman (626-396-6058; [email protected]). Reservations should be made by September 30, 2016. TE Ackerman also invited those who are interested to join the committee.
COMMISSION ON PREPARATION FOR MINISTRY TE Janice Cook reported for the commission. The Commission on Preparation for Ministry met on Tuesday, May 3, 2016; Tuesday June 7, 2016; and Tuesday, August 2, 2016 at Community, San Marino with a quorum present. It was moved, seconded and voted as follows:
1. That Paul Eng be removed from the process at his request. Mr. Eng will be ordained by ECO and will serve a congregation in that denomination.
2. That William Miller be removed from the process. Mr. Miller is a member of La Verne Heights
Presbyterian Church. For Information:
The commission met with Inquirer, Danyang Zhao and recommends continuation in the
process. Reports to the individual and sponsoring session have been provided as appropriate. Ms. Zhao is a member of Claremont Presbyterian Church.
The commission met with Certified Ready Candidate, Ally Lee and recommends
continuation in the process. Reports to the individual and sponsoring session have been provided as appropriate. Ms. Lee is a member of Knox Presbyterian Church, Pasadena.
Candidate Peter Hawisher, a member of First Presbyterian Church, Pomona, was
certified ready to receive a call and circulate his PIF.
REPRESENTATION AND NOMINATIONS COMMITTEE TE Rob Crowell reported for the committee.

After an opportunity for nominations from the floor, it was moved, seconded and voted to close the nominations. It was moved seconded and voted to elect the following: 1. Permanent Judicial Commission

TE Matt Colwell – Pasadena, Knox – class of 2018; Moderator GENERAL ASSEMBLY REPORT Reports were given by GA Commissioners RE Fried Wilson, TE Rob Crowell, CRE Bong Bringas and TE Karen Sapio TE Karen Sapio reported on her experience at GA and the honor of making the motion to nominate the new CO-Moderators of General Assembly. She reported on the election of the new Stated Clerk of General assembly, J. Herbert Nelson becoming the first black man selected as the top ecclesiastical officer. CRE Bong Bringas said that they had fun. He reported on the new, less restrictive Directory of Worship which will now go to the presbyteries to be ratified. He also reported on a policy that will not allow someone who has Renounced Jurisdiction to work in a church until the person has rejoined the church and submitted to its disciplinary action. Bong concluded by reporting on the passing of the Belhar Confession. TE Rob Crowell reported that he served on the Environment and Immigration Committee and said that four of fourteen committees dealt with peacemaking and justice issues. He reported that GA approved a two state solution for Palestine and Israel, affirmed the church’s commitment to peacemaking issues and voted to begin the process of selective, phased divestment from fossil-fuel companies. RE Fried Wilson spoke about the quality of the YAADs and other advisory commissioners that attended General Assembly.
PRESBYTERY EXECUTIVE COMMISSION TE Mariko Yanagihara reported for the commission. The San Gabriel Presbytery Executive Commission met on August 16, 2016, with a quorum present, and took the following actions.
1. Approved New Worshiping Communities Seed Grant Requests for:

Ground Floor Christian Fellowship (Reece Lemon) and Church Glorious (Kerry Allison).
2. Approved the following Presbytery meeting schedule for 2017: Saturday, January 21 – to include the Winterfest training event Saturday, April 1 Saturday, June 17 – a short business meeting as needed, with focus on relationship-
building Saturday, September 16 Saturday, November 4
3. Established a budget task force for the 2017 budget. Members will include two members from Administration and Finance (with Dave Tomlinson, A&F chair, acting as convener), Ben Furuta as Personnel Committee chair, and two members from the Presbytery Executive Commission, one of whom will be Fried Wilson.
4. On behalf of the Presbytery, approved two Investigative Committees: IC A: James Peng, Gary Demarest, Marsha Fowler, Edna Huang IC B: Susan Sabo, Sophie Eurich-Rascoe (Presbytery of the Pacific), Steve Salyards.
5. On behalf of the Presbytery, approved a change in the terms of call for the Executive Presbyter, to shift $1,500 of her cash salary to her medical reimbursement account.
6. Approved the recipient for the offering for the September 10 Presbytery meeting: Mideast Evangelical Church’s October 26–November 3 mission trip to northern Iraq.
7. Approved the sale of crocheted necklaces at the November 19 Presbytery meeting, as a fundraiser for Living Waters for the World.
8. Reviewed the report from the Administrative Commission for South Hills Presbyterian Church (See Appendix E). RE Curtis Fulgham gave a summary of the report from the Administrative Commission. Several people spoke about and celebrated the ministry that has taken place at South Hills Presbyterian Church. It was moved, seconded and voted as follows: That South Hills Presbyterian Church be closed effective October 31, 2016; That a Special Recognition Luncheon be held at a selected hotel on Saturday, October 22,
2016 and funded from the SHPC Endowment Fund. That a Special Worship Service to celebrate their life and ministry together be held on Sunday,
October 30, 2016 - 3:00 p.m. at the church, to include persons from across the Presbytery and beyond.
That the Presbytery provide a process for transferring any remaining members of SHPC to other churches as requested;
That the property (buildings and financial assets) revert to the Presbytery of San Gabriel in accordance with the SHPC Bylaws (1995) and the Constitution of the PC(USA);
That legal fees related to the dissolution of South Hills Presbyterian Church be paid out of its financial assets;
That the part-time pulpit supply, musician, and office secretary continue in service until the closing, as appropriate.

COMMISSION ON MINISTRY TE Cyndie Crowell reported for the commission. It was moved, seconded and voted as follows: 1. That TE Marilyn Manning be received into membership as an Honorably Retired Member of the Presbytery from Grand Canyon Presbytery, effective immediately. Rev. Manning resides at Monte Vista Grove and has been invited to serve as a Parish Associate at San Marino Community Church.
2. That TE Bear Ride be received into membership from the Presbytery of the Pacific. It was moved, second, and voted that TE be granted the status of Honorably Retired upon her dismissal. Rev. Ride currently resides at Pilgrim Place, Claremont.
3. That Krista Wuertz, certified ready candidate of San Jose Presbytery, be examined for ordination to the Position of Temporary Associate Pastor of Claremont Presbyterian Church. After a period of examination appropriate for ordination, it was moved, seconded and voted to arrest the examination. It was moved, seconded and voted to sustain the examination.
4. That the following Terms of Call between Krista Wuertz and Claremont Presbyterian Church be approved 2/3-time for 12 months; renewable by vote of Session and Presbytery:

2. That TE Tom Erickson be authorized to serve as Transitional Consultant/Head of Staff at Pasadena Presbyterian Church. Terms of Call as follows:
Initial contract begins August 14, 2016, through December 31, 2016. Contract may be renewed with agreement by Session, Transitional Consultant, and Presbytery. The Transitional Consultant will be eligible for consideration for the longer-term Interim Pastor, but will not apply for the installed pastor position. Contract can be terminated with 30 days’ written notice by either the Transitional Consultant or Session.

3. That the Presbytery concur with Pasadena Presbyterian Church’s decision to dissolve the pastoral relationship with TE Mark Smutny effective July 10, 2016. PPC held a congregational meeting on Sunday, June 12, 2016 to approve the dissolution and salary continuance agreement.
4. That TE Bob Stebe be dismissed to Cascades Presbytery effective July 27, 2016.
5. That TE Patricia Koons, be dismissed to the Presbytery of Southern New England.
6. That the Temporary Supply Pastor relationship between TE Nancy Moore and Shepherd of the Valley, Hacienda Heights be renewed for one year - January 1, 2016 - December 31, 2016. Terms of Call meet or exceed Presbytery minimum.

These figures are based upon the CPI-U for July, 2016 in the LA/Riverside/OC area which increased 1.2 % over the previous year. Other elements of the Presbytery compensation guidelines remain unchanged.
FOR INFORMATION 1. There will be a Healthy Boundaries training event on Saturday, October 15, 2016 from
9 a.m. - 4 p.m. at Monte Vista Grove Homes, Pasadena. This event is required for all members of the presbytery currently engaged in public ministry and strongly recommended for church staff members and volunteers in leadership positions. Scholarship money is available and lunch is included.
2. The COM approved the opening of a temporary associate pastor position for the Korean Language Ministry of Pasadena Presbyterian Church.
3. The COM reviewed annual reports from member teaching elders, and made plans for follow-up with individuals as requested.
4. TE Millason Daily is being installed as the Pastor of Calvary Presbyterian Church
REPORT OF THE EXECUTIVE PRESBYTER Executive Presbytery, TE Wendy Tajima reflected on the many happenings in the Presbytery, including the closing of South Hills Presbyterian Church, the leaving of TE Mark Smutny and TE Barbara Anderson for Seattle. She reported that there will be a future gathering of the 10 churches

who participated in last year’s New Beginnings process. Wendy reported that according to the Cuban government, David and Josie are the first American missionaries in 60 years. Karen Sapio and Wendy have been invited to the 70th anniversary of Mantanzas Seminary, Cuba in October. She commented on the 15 anniversary of the 9/11 disaster and spoke about the many ministries working on behalf of refugees. Wendy introduced TE Dr. Nuhad Tomeh of the National Evangelical Synod of Syria and Lebanon who gave a few words about refugee issues in the Middle East. Dr. Tomeh will be speaking during lunch for those who choose to stay. JUSTICE, PEACEMAKING AND MISSION COMMITTEE TE Rob Crowell reported for the committee. TE Rob reported that our Living Waters team will be returning to Peru on Monday to install their 6th system, a clean water system at a school. Nader Makar was invited to report on Mideast Evangelical Presbyterian Church’s upcoming mission trip to Northern Iraq. Nader reported that the first trip was exploratory and has helped them form a plan to meet the needs they recognized they could fill. He reported that they were able to give $17,000 previously in order to help buy a bus for the Syrian communities. Nader reported that they will bring gifts and will be offering counseling and medical services. An offering was taken today which will go to Mideast Evangelical Presbyterian church in support of their upcoming mission trip to Northern Iraq. TE Crowell encouraged churches to think about giving their portion of the Peacemaking offering to Mideast Evangelical Presbyterian Church for their efforts in Iraq. Presbytery of San Gabriel Report of the Presbytery Executive Commission
November 19, 2016 The San Gabriel Presbytery Executive Commission met on October 18, 2016, with a quorum present, and gives the following report: FOR INFORMATION 1. Approved next phase design for the El Monte Initiative, effective December 1, 2016. See attached
for the report.
2. Received notice from Arcadia Presbyterian Church, withdrawing their request to enter into the gracious dismissal process.
3. Approved request of First Presbyterian Church, Rosemead, to actively market their current
properties, including the house used as a manse, in order to purchase the Del Haven Christian Church property in La Puente.
4. Approved the recommendation of the Administration and Finance Committee to market for lease the Dalton Street, Azusa property (previously occupied by the Presbytery office), effective immediately. The sanctuary building and all properties facing Soldano Avenue are used for church ministries.
5. Approved initial steps towards the possible sale of the South Hills, Pomona, property after the final
worship of the South Hills congregation, and actively negotiate possible short-term use of the property as a shelter with appropriate entities.
RECOMMENDED FOR ACTION
1. That the Presbytery of San Gabriel initiate the purchase of the Temple City Christian Church
property from the Disciples of Christ Region for the amount of $3,000,000. The terms of the sale
include initial deposits totaling $75,000 and a down payment of $900,000. This property is currently
used by Grace Taiwanese Presbyterian Church. It will become the new home of Mideast
Evangelical Church, and possibly one other Presbytery related entity. Funds for the mortgage on this
property will come from all occupants, including the Presbyterian entities, Temple City Christian
Church, and a non-profit community Preschool that uses portions of the facility on weekdays.
2. That the Presbytery approve the Irwindale property (formerly used by Divine Savior and Mideast
Evangelical Church) to be immediately listed for sale, with the proceeds to be used toward the down
payment for the purchase of the Temple City Christian Church property.
3. That the Presbytery approve the 2017 budget. See budget attached.

EL MONTE INITIATIVE
Project Review and Recommendation
October 18, 2016
REVIEW COMMITTEE
A review committee met on August 29, 2016, to discuss the activities done, potential directions for
ministry, and financial considerations. The committee took into account the progress and analysis
offered by Margarita Reyes, Jaime Lazaro, and Clarke Moseley at the August 16th El Monte Initiative
meeting, and the spending patterns with the current configuration. The review committee consisted of
Wendy Tajima, Larry Ballenger, Jane and Edmundo Vasquez, and Jim Milley. The group made the
following recommendation to the El Monte Initiative Advisory Group on September 27, 2016, who
approved this proposal for review by the Presbytery Executive Commission.
BACKGROUND
The El Monte Initiative started with a three-pronged strategy:
1. Community services
2. Youth program
3. Church redevelopment.
Reports on progress in these three areas are summarized below.
FINANCES
As of July 31, 2016, $57,605 has been used for the El Monte Initiative. Thanks to market increases, the
El Calvario Fund was valued at $586,716, down $28,284 from the starting value of $615,000. The
current on-going monthly expenses for the El Monte Initiative averages at $2,500 for Jaime Lazaro,
$1,300 for Margarita Reyes, and about $1,000 for operational expenses, which totals a current run rate
of approximately $4,800/month.
CURRENT ACTIVITIES
1. Community services
Jaime Lazaro was hired on a half-time basis to explore the potential for community-based
services and community organizing. He has held Tertulia sessions with community members,
and has established a good relationship with a community services center. He also meets with
day workers on Fridays at a Home Depot, and has identified a partner leader, Yolanda Chavez.
While the efforts for community-based services have been positive, there has been concerns
raised that the needs for “El Calvario-like” services are now being offered by other groups
(schools, government, and the Episcopal church), so the current focus of ministry does not
require a half-time staff person.
2. Youth program
We were never able to identify a youth leader to develop this program, so no progress has been
made directly for youth. However, Margarita Reyes met a Fuller student who was bilingual and
interested in youth work, but it is not clear whether that student is still available.
It was suggested we consider why we are not able to locate a youth leader for the program we are
envisioning, which is a compelling question.
It is possible that we have better ability to work out with families, thereby connecting with
parents and children, and as the children grow, a youth program may emerge.

3. Church redevelopment
There are two locations we identified for church redevelopment: La Puente and El Monte. For
La Puente, there is potential for the Rosemead church to purchase a property and establish their
ministry—and a home base for La Puente community services—in this new location (the former
Del Haven Christian Church). For El Monte, the community around Community Presbyterian
Church has a more diverse demographic, with a growing mixed Asian population. If the El
Monte Initiative focuses on Spanish-language services only, this may limit our effectiveness in
serving Community Presbyterian Church’s neighborhood.
RECOMMENDATION FOR NEXT PHASE
The review committee recommends a refocusing of the El Monte Initiative in the following ways:
1. The El Monte Initiative will be implemented through the ministries of the two partner churches,
First Presbyterian Rosemead (if it moves to La Puente) and Community Presbyterian El Monte.
2. Both churches will be responsible for community outreach and services to the whole community
(that is, beyond church membership and participation).
3. The churches may, on an annual basis, propose a funding level for the coming year that comes
from the El Calvario fund. The funding would be managed by the Justice, Peacemaking, and
Mission Committee of the Presbytery, which will ensure that the funds are used for outreach and
community services, rather than operational expenses for internal ministries of the church. It is
anticipated, but not required, that the annual combined grants total between $40,000-$50,000.
4. The Presbytery Executive Commission will have oversight, with JPM, of the El Calvario fund
and its maintenance/depletion.
5. Each church will determine the most effective use of funds, including staffing. Therefore, the
current staffing for El Monte Initiative would cease, and each church will need to build in
staffing to implement future El Monte Initiative-related services. This may include current staff,
though they will be employees of the sponsoring churches. While the current efforts have been
productive and noteworthy, it is not expected that the current staffing levels will be continued
without change.
NEXT STEPS
1. Since the El Monte Initiative is currently accountable to the Presbytery Executive Commission,
and the Advisory Team agreed, this proposal will be presented for approval by the PEC at its
October 18 meeting.
2. If the PEC agrees, the new process would begin immediately.
3. Current staff contracts would be terminated effective November 30, 2016.
4. The two churches would be asked to make their proposals for 2017 to JPM by a date set by JPM.
These initial proposals would cover the period December 1, 2016, to December 31, 2017.
5. JPM would be asked to hold a special meeting to consider these proposals, prior to November
30, 2016, and communicate their decision to the churches and to PEC.
6. JPM will notify the churches of the process for funding proposals in coming years, including the date by which they will receive annual proposals for 2018 and forward.

The Commission on Ministry met on November 7, 2016 with a quorum present and gives the following report: RECOMMENDED FOR ACTION 1. That TE Sophie Eurich-Rascoe be received into membership as an Honorably Retired
Member of the Presbytery upon her dismissal from the Presbytery of the Pacific. Rev. Eurich Rascoe has a private psychotherapy practice in Pasadena.
2. a.) That TE Paul Kwon be received into membership of the Presbytery upon his dismissal
from the Hanmi Presbytery.

Barbara (“Sophie”) Eurich-Rascoe: A Biographical Sketch I was born into a large working-class, German-American family, who were anti-church. My mother was the oldest of 14 children, my father the oldest of 11. I was baptized and confirmed in the Methodist church at 13. I joined Millbrook Presbyterian Church at 16. I learned to nourish my soul with worship, prayer, Bible reading, and the communion of saints. I began working in junior high youth ministry in 1968.
After college graduation and state certification in 1973, I worked in Los Angeles as a Public Health Microbiologist. My pastor’s father was forming a medical team for World Vision in Cambodia. I accepted his invitation to create laboratory support. On Labor Day 1974 I left for Pnom Penh. My days were filled with sick and dying children, filthy and germ-infested environments, and the constant danger and distress of exploding bombs and the threatening invasion. I loved the Cambodian children and staff, and was sad when the U. S. embassy insisted we leave in February 1975. Upon my return I volunteered to work with teens at Trinity in San Gabriel Presbytery. I got on well with the youth, and my pastor and parishioners suggested God was calling me to ministry. I began taking theology classes at Fuller Seminary, entered a period of prayer and discernment, and began therapy. I married in 1980. In 1981 I was ordained to my first call to Covenant in Westchester. I loved being a “general practitioner”—participating in all aspects of the church’s life, and I knew I wanted to “specialize” in counseling. Our first daughter was born in 1984, the second in 1988. In 1986 I began my doctoral studies in clinical psychology at Fuller, and worked in the Office of Presbyterian Ministries as the Candidates’ Counselor. I served on Committee on Preparation in Pacific Presbytery. I did clinical placements at LAC-USC and UCLA. In 1993 I joined the Office of Student Services at Fuller, first as Director of Women’s Concerns, and later as Director of Student Development; I had administrative and programmatic duties, and did mediation and complaint resolution. I received my doctorate in 1995. My dissertation was published in 1997. In 2001 I left Fuller to complete a psychology postdoctoral fellowship at a community clinic that serves housebound older adults and homeless chronically mentally older adults, which provided services to the area from LAX to Long Beach. In 2003 I was licensed. I worked with this agency for most of seven years.
In 2006 I was able to return to Cambodia with a psychologists’ exchange group. It was wrenching to see the genocide museum and the shrine of skulls at the killing fields. In 2008 I accepted a psychologist position at the VA Medical Center in Long Beach. I never imagined 30 years ago in Cambodia, how that experience of war would inform in essential ways my 4½ years of work with Viet Nam veterans. Part of their experience is “If you haven’t been there, you can’t understand!” I had been there….
Since 2001 I have enhanced my learning and service by studying the work of Carl Jung, the only early psychoanalyst who took religion seriously. I am a candidate in the Analyst Training Program of the C. G. Jung Study Center of Southern California. In 2012 I left the VA to focus my attention on private practice. Many, perhaps even most, in my private practice have been students in ministry or counseling. Through all the years I have worked outside a parish setting, I continued service to the church on a variety of committees, commissions and investigating committees. I seem to be well suited for this by training, experience and temperament. My daughters are grown and launched. I became a grandmother with the birth of our first grandson last August. My husband of 36 years is a physicist who has worked at JPL for 30 years.

A Statement of Faith

1. God: I believe in one holy, living and personal God, who is the Creator, Sustainer and ‘the
source of our life in Christ Jesus’ (1 Cor. 1:30). God’s name is “I AM THAT I AM.” God is a
Spirit. God is personal, and perfect in truth and love, omniscient, omnipotent, omnipresent and
eternally existent in three Persons: Father, Son and Holy Spirit. God is the sovereign Lord of the
world and of history. God’s love is everlasting. God’s divine nature is revealed in creation, in the
Scriptures and in Jesus Christ.
2. Jesus Christ: I believe in Jesus Christ who is “Prince of life” (Acts 3:15). Jesus Christ is God's
only begotten Son, who was conceived by the Holy Spirit and born of the Virgin Mary. He is both
fully God and fully man. He is Christ and the Son of Living God. He died in my place on the
cross to redeem me from sin and death. He rose from the dead and now reigns as the resurrected
Lord and King. He will come again to judge the living and the dead. Christ, who is my life,
entered in me as my true selfhood. “He himself is before all things, and in him all things hold
together…he is the beginning, the firstborn from the dead” (Col. 1:17-18).
3. The Holy Spirit: I believe in the Holy Spirit, who is a divine Person within the Trinity. The
Holy Spirit was sent to glorify God the Father and God the Son; to regenerate, indwell, guide,
teach, empower, heal and sanctify believers; to convince the world of sin, of righteousness and of
judgment. The Spirit enlivens and transforms us into the image of Christ (2 Cor. 3:18).
4. I believe in the universal Church, which is the community of all true believers for all time. The
invisible Church is expressed in visible local churches around the world. The Church is the body
of Christ. Christ, who established the Church, is the Head of the Church. Those who are a part of
the Church celebrate their unity by and are matured through worship, declaration of the Word,
service to others, baptism, the Lord's Supper, education and fellowship.
The church’s mandate is "to preach the gospel to the poor” and “to heal the brokenhearted, to
proclaim liberty to the captives and recovery of sight to the blind, to set at liberty
those who are oppressed” (Lk 4:18).
5. I believe that the Bible, consisting of the Old and the New Testaments, is the inspired word of
God. The Bible is the word of life and light. All Scripture is profitable for doctrine, for reproof,
for correction, or instruction in righteousness” that the person of God may be complete,
thoroughly equipped for every good work (2 Tim. 3:16-17). According to Karl Barth, Jesus
Christ is the incarnate Word of God; Bible is the written Word of God; Preaching is the preached
word of God.
6. Christ Himself instituted the Sacraments (Mt. 26:26-28; 28:18-20). The elements of
Communion are bread and wine, which symbolize Jesus’s broken body and his shedding blood
for the forgiveness of sins. Through Baptism, being united with Christ, we die to sin and are
raised a new in Christ and stand righteous before God because of the atoning work of Jesus Christ.
Baptism is an antitype which now saves us (the answer of a good conscience toward God),
through the resurrection of Jesus Christ (1 Pet. 3:21). Sacraments are the “marks of the church” as
the visible word of God.

My Journey in the Christian Faith

"Before I formed you in the womb I knew you, before you were
born I set you apart; I appointed you as a prophet to the nations" (Jer. 1:5)
Looking back on my life, I see that God has called me and anointed me to be his servant. I grew
up hearing hymns my grandmother would sing. The Lord has been faithful and real to me. In my
high school years, I began to attend early morning service every day in the cold winter. When I
heard the Word of God, my heart would burn like the experience of the two disciples on Emmaus
road. The river of living water was flowing in me. I was also comforted to know that “every good
and perfect gift is from above, coming down from the Father of the heavenly lights, who does not
change like shifting shadows” (James 1:17). I often participated in overnight prayer meetings and
witnessed for our Lord on the city streets. I even experienced joy when I fasted. I vowed to be a
minister at the age of 18. I delivered my first sermon at the age of 20.
James Loder, who was my professor at Princeton Theological Seminary, once told me, “God will
use you.” Surely, my loving God has assured me to do Jesus’ ministry of teaching, preaching and
healing (Matt. 4:23). All I have and all my being belong to God and I just want to surrender
myself to God. “I thank Christ Jesus our Lord who has enabled me, because He counted me
faithful, putting me into the ministry” (1 Tim 1:12).
During my years studying at Fuller, I served as a student pastor at the Church of Living Light in
Westminster, CA. After graduation, I was an intern chaplain for clinical pastoral education at
Yuma Regional Medical Center (Aug. 2000-Aug. 2001). Then, I was an associate pastor at the
Church of River of Living Water in El Monte, CA (Feb. 2002-Oct. 2008). I was originally
ordained by Christian & Missionary Alliance in September 1997 but my ordination was
transferred to Hanmi Presbytery (P.C. USA) in 2008, when the Lord guided me to become an
installed pastor at New Canaan California Church of P.C.USA (Nov. 2008-Sept. 2010). I have
been an organizing pastor since November 2010 up through the present.
Having completed my military service where I had been an officer and pilot for 16 years, I
entered Asbury Theological Seminary for the M.Div. program in July 1992. Upon graduating in
December 1994, I studied Bible exposition and preaching further at Dallas Theological Seminary
for 2 semesters. Then, I completed the Th.M. program in pastoral theology at Princeton
Theological Seminary in May 1996. At Fuller Theological Seminary, I completed a Ph.D. in the
pastoral counseling program (Sept. 1996-June 2000).
For the church’s special project, I want to help the many Korean Americans who are suffering
from alcohol, drug and gambling addictions, as well as all who need healing and transformation. I
have taught pastoral counseling at Azusa Pacific University and several other schools. I’ve held
seminars for the Korean community, including North Korean refugees, in Los Angeles. I was one
of the main speakers in a conference on the topic of “healthy pastor and healthy church” at Fuller
Theological Seminary. I believe the Lord prepared me to do His preaching, teaching and healing
ministry for Korean Americans. May the Lord help us to build a beautiful model church where
people experience “the Kingdom of God” (Lk.17:21).

Each distinct, yet the same in substance, equal in power and glory.
Although we human beings rebelled against the Creator and turned away from God,
God demonstrated His sovereign love by sending His only begotten Son, Jesus Christ.
I believe in all Scripture, inspired Word of God.
It is fully trustworthy, and thus our rule for faith and life.
It is the complete and sufficient revelation of God for all people today.
I believe that the Church is the tool for God, in fulfilling the work of reconciliation.
Therefore, it is to make disciples, defend and proclaim the truth of God,
Provide for the worship of God, and minister to people.
I believe the Sacraments, consisting of baptism and communion,
are the holy acts established by God, and His grace will be accompanied in the Sacraments,
which are performed with faith.
I believe baptism indicates a new spiritual relationship with God through faith
and communion entrusts the privilege and responsibility in God’s people
to remember Jesus Christ’s body and blood through the bread and the cup,
which assures our gratitude, growth of faith, and devotion to God.
I believe in the Second Coming of our Lord Jesus Christ, the day only known by God.
He will come to judge both the saved and the unsaved;
And that the saved will join in the Kingdom of New Heaven and the New Earth.
I believe, therefore, the believers should live faithfully in this world according to their call,
Trusting in the promise of our Lord Jesus Christ that He will surely return.
So I Say, Maranatha! Come, My Lord Jesus!

My Biography

I was born into a nominal Catholic family in South Korea and immigrated to the States when I was 12. And ever since, the whole family has been attending a Korean Presbyterian church. My younger brother is an ordained pastor who works with the Compassion International as the Director for Korean churches in the Americas. My Father-in-law is also an ordained minister who was a chairman of Korea Harbor Evangelism for 40+ years and retired two years ago. My Brother-in-law is also an ordained minister of a Presbyterian church in Tacoma, Seattle. And my other brother-in-law is a missionary to Mongolia for last 10 years. My high school and college years were the blessing times, when I was taught and discipled under the church and organizations such as Korean CCC, and YWAM. It was in my 4th year in college when I felt the strong call for ministry. After graduating from UC Irvine, I studied at Fuller Theological Seminary from 1988 to 1992 for a Master of Divinity degree. During the seminary years and beyond, I have had the opportunity to work with a several Korean-American Churches as an intern and then a fulltime position. Especially, a serving and learning opportunity in Young Nak Presbyterian Church in LA for 10 years was a great blessing. Because of my unique background as a bilingual and a bicultural 1.5th generation pastor, I was able to experience ministries from children to elderlies and Korean speaking to English speaking, which prepared me for my future ministries to 1st generation Korean-American congregations. During this period of time, I was ordained by Southern Presbytery of Korean Presbyterian Church Abroad (KPCA) on September 11, 1993. In September 2001 I was called to serve at Glendale Korean P.C. (PCUSA), which is now a member of the San Gabriel Presbytery, as a Senior Pastor. In August 2004, I went to Hanwoory Presbyterian Church in San Fernando Valley (then, a PCUSA church with Hanmi Presbytery). After Hanmi Presbytery was dissolved, the church decided to move to KPCA, and I have resigned on September 11, 2016.
