PART–I
INSTRUCTIONS FOR PREPARATION & SUBMISSION
Barani Agricultural Research Institute, Chakwal (BARI) ─ an organization working
under Government of the Punjab, Agriculture Department intends to short list service
provider/consulting firms for the provision of technical Assistance/services to the
farmers for establishment of Olive orchards and other project implementation support
required in Pothwar under the ADP project “Developing Pothwar Into An Olive Valley”.
The Expression of interest (EOIs) is invited from interested firms. General
instructions for preparation & submission of EOI/Prequalification documents are as
indicated under:
1. The last date for submission of Prequalification documents is 30-10-2015 during
office hours
2. Interested firms should submit Prequalification documents to the Project
Director/Director BARI Chakwal in sealed envelop within due date
3. The firms must attach all the documentary evidence where required
4. Each firm shall have to pay of Rs.1000/- (Non-refundable) at the time of
purchase of Prequalification document from concerned office or at the time of
submission of Prequalification documents
5. The Prequalification document can also be downloaded from PPRA website:
http//ppra.punjab.gov.pk
6. Each page of the Prequalification document should be signed/stamped by
authorized representative of the firm
7. The firm should prepare Prequalification document on the prescribed format
given in this prequalification document, otherwise the procuring agency may
ignore it
8. The incomplete Prequalification document or received after due date shall not be
entertained
9. The acceptance/rejection of EOIs will be communicated to the firms promptly
after evalution by relevant competent committee
10. The procuring agency reserves the right to reject one or all proposals without
assigning any reason
11. Only short-listed firms shall be invited to submit Request for Proposal (RFP) as
per Punjab Procurement Rules 2014

INTRODUCTION
1.1 Project description
Government of the Punjab (GoP) has approved a development project
“Developing Pothwar into an olive valley” under ADP 2015-16 to be implemented for a
period of five years (2015-16 to 2019-20) and intends to pre-qualify firm(s) for the
project period for provision of project implementation support and technical assistance
for execution of project activities.
The long-term project objective is to increase local production of premium
quality edible oil through supporting olive farming and to create opportunities to
improve balance of payments through export of olive oil. The specific objectives are:
a) Olive cultivation on 15,100 acres of land with provision of 2,038,500 certified
nursery plants;
b) Providing need-based promotional incentives like water source development and
drip irrigation system to farmers through private sector;
c) Capacity building of private sector for acclimatization of nursery plants, and
provision of technical assistance to olive growers for layout, plantation, orchard
and irrigation management.
The project will be implemented in five districts of Punjab namely Chakwal,
Attock, Jhelum, Rawalpindi and Khushab.
1.2 Terms of Reference for Technical Assistance/Service Provider Firm(s)
The technical assistance services for project execution are required to ensure that the
envisaged activities under the proposed project are executed in an orderly manner with
high standards of workmanship and specified quality of works. Accordingly, service
provider firm(s) would be prequalified for provision of project implementation support
and technical assistance for execution of project activities. The tasks and activities of the
firm(s) include, but not limited, to:
i. Impart training and build capacity of farmers covering different aspects
of olive plantation including layout, pit digging, filling, planting,
irrigation, fertigation, plant protection measures, pruning of plants etc.
for successful plant growth;

ii. Provide backup support to the farmers about issues and suggest
solutions to the problems as confronted by the farmers related to
orchard management and water source development;
iii. Check for quality of materials purchased by the farmers, conformity
with specified standards and quantities as per approved standards and
specifications for water source development;
iv. Make recommendations to the Project Director for payments of subsidy
to the farmers on completion of relevant milestones; and
v. Verify olive plantation carried out by the farmers in terms of quantity
and quality in all.
1.3 Eligibility criteria for firms
The firm(s)/consortium/joint venture(s) having the following strength/ background
would be eligible for participation in the pre-qualification process:
i. Firm has an office in Punjab, preferably in Pothwar region;
ii. Firm is registered with SECP/Registrar of firms or any other competent
authority and possesses income tax & sales tax registration numbers;
iii. Firm has at least one agricultural graduate as its key professional
personnel;
iv. Firm has an average annual turnover of Rs. 1 million or higher

1.5 Capacity Development of technical staff of firm(s)
The training to the firm(s) technical staff will be provided by BARI Chakwal, after
award of contract, to facilitate the firm(s) in developing capacity of their staff. The
trainings will also enable firm(s) to learn about detailed requirements/project
implementation support and technical assistance for execution of project activities.

EVALUATION CRITERIA FOR SHORT LISTING OF FIRM(S)
01. Director. BARI, Chakwal/Project Director has established
following criteria for short listing of firm(s). The intention of
Director BARI, Chakwal/ Project Director in setting up such
criteria for evaluation for pre-qualification is solely to give a fair
and just opportunity to each and every firm with a view to give
necessary transparency to evaluation process. It will at the same
time reduce discretionary powers of evaluators.
03. It is warranted that firm(s) applying for pre-qualification must
provide reliable and true information about itself and its key
personnel. The information requested for and supplied by firm
must be supported by authentic documentation and certified by
contractor himself to be true and factual.
04. Any document/statement provided if proved false, misstated,
concocted or incorrect at any time during or after pre-qualification
will result into permanent disqualification and black listing of the
firm/company/partners with their names displayed on PPRA
