Notice of proposed rulemaking - The FAA proposes to
adopt a new airworthiness directive (AD) for various
airplanes modified with certain configurations of
Garmin G3X Touch Electronic Flight Instrument
System installed per Supplemental Type Certificate
(STC) No. SA01899WI or Garmin GI 275 Multi-
Function Display System (MFDS) installed per STC
No. SA02658SE. This proposed AD was prompted by a
report of a fuel quantity disparity between the amount
of fuel indicated and the actual amount of fuel. This
proposed AD would require modifying the resistive fuel
probe interface. The FAA is proposing this AD to
address the unsafe condition on these products.

1 for " Cosmetics – Oils Part 1: individual oils for

The Ministerial Decree No. 221/2021 (2 pages, in
Arabic) gives the producers and importers a six-month
transitional period to abide by the Egyptian Standard ES
5884-1. This standard specifies the requirements that
must be met by individual oils intended for direct use in

cosmetic, whether they are vegetable, animal or mineral
oils, as well as butters that do not contain any additives
of a medicinal effect, and test methods. This standard
does not apply to essential oils or mixture of oils. Worth
mentioning is that this standard complies with British
pharmacopoeia 2007.

The Ministerial Decree No. 221 /2021 (2 pages, in
Arabic) mandating the Egyptian Standard ES 5969-
2 "Water meters for cold potable water and hot
water — Part 2: test methods”
The Ministerial Decree No. 221 /2021 gives the
producers and importers a six-month transitional period
to abide by the Egyptian standard ES 5969-2. This part
is applicable to the type evaluation and initial
verification testing of water meters for cold potable
water and hot water as defined in ES 5969-1 OIML R
49‑1:2013. OIML Certificates of Conformity can be
issued for water meters under the scope of the OIML
Certificate System, provided that this part of standard
|OIML R 49, ES 5969-2|OIML R 49‑1:2013 and ES
5969-3|OIML R 49‑3:2013 are used in accordance with
the rules of the System. This part sets out details of the
test programme, principles, equipment and procedures
to be used for the type evaluation, and initial verification
of a meter type. The provisions of this part also apply to
ancillary devices, if required by national regulations.
The provisions include requirements for testing the
complete water meter and for testing the measurement
transducer (including the flow or volume sensor) and the
calculator (including the indicating device) of a water
meter as separate units. Worth mentioning is that this
standard is technically identical with ISO 4064-2:2014
(confirmed in 2019).

1 May 2021 until the end of the transitional period in 1
September 2021.

Arabic) gives the producers and importers a six-month

8471. This standard is concerned with clarifying a table

in which the hazardous materials are listed. This table is
used in the case of transport and handling of hazardous
materials. The table specifies the hazard class for the
hazardous materials, methods of transportation, and the
proper shipping name. It also specifies the type and
capacity of packing containers and the quantities that
can be shipped on ships boards or aircraft for each
hazardous substance. This table is used by: 1- Any
person transporting hazardous materials. 2- Any means
of transportation for these hazardous materials by sea,
air or railway. 3- Any person responsible for packing or
labelling of hazardous materials. Worth mentioning is
that this standard complies with 49 CRF 172.101 (2019)
- Purpose and use of hazardous materials table.

“Luncheon poultry meat”. Worth mentioning is that this
draft standard is technically identical with Codex Stan
No.89/1981 revision: 1991, 2014 and 2015 ”luncheon

This Draft East African Standard specifies requirements
for fresh chilli peppers of varieties (cultivars) grown
from Capsicum annuum, C. baccatum, C. chinense, C.
frutescens and C. pubescens, to be supplied fresh to the
consumer. This standard does not cover requirements
for chilli peppers for industrial processing. Note: Chilli
peppers with a minimum pungency of 900 on the
Scoville Index. For levels of pungency see the Annex B.

Proposed rule - The Commission proposes to revise
rules related to its equipment authorization processes to
prohibit authorization of any "covered" equipment on
the recently established Covered List. The Commission
also seeks comment on whether to require additional
certification relating to national security from applicants
who wish to participate in the Commission's
competitive bidding auctions. This action explores steps
the Commission can take to further its goal of protecting
communications networks from communications
equipment and services that pose a national security
risk. Comments are due 20 September 2021. Reply
comments are due October 18, 2021. Written comments
on the Paperwork Reduction Act proposed information
collection requirements must be submitted by the
public, Office of Management and Budget (OMB), and
other interested parties on or before 18 October 2021.
