The WSD is responsible for much of the sanitary sewer & potable

water infrastructure at the Phoenix Sky Harbor International Airport

(PSHIA) located both, airside and landside

Multiple security restrictions and accessibility issues impact WSD

ability to operate and maintain public water/sewer infrastructure

on both airside and landside

Requirements pertaining to repair access, timing, transporting

materials and equipment are much more restrictive on airside

Due to restrictions, WSD proposes to develop a strategy to

eliminate pubic water and sewer lines within the Aviation

properties, where possible.

Consider multiple options to accomplish this task

Water Infrastructure

Option 1: This is the ultimate desire, installation of a looped water

distribution main or branch system owned by WSD. The WSD would

own/operate all water mains and service connections within the City R/W.

The Aviation Department would own on-site water lines and appurtenances.

Option 2: Remove/relocate all public waterlines underneath the runways.

Option 3: Remove/relocate all public waterlines underneath airplane taxi

ways plus option 2.

Option 4: Remove/relocate all public water lines on the airside of the

Airport plus options 2 and 3.

Option 5: Remove/relocate all public water lines on the landside of the

Airport.

Other options to be develop during the study.

Sewer Infrastructure

Option 1: Explore options for transferring ownership and maintenance

of local existing sewer segments that serve PSHIA only.

Option 2: Diversion of upstream flows through new sewer(s) around

PSHIA, so existing sewer remaining on PSHIA property becomes local

sewer (see Option 1).

Option 3: Explore options to relocate collection sewer lines that cross

through PSHIA on airside to landside locations.

Other options to be develop during the study.

NOTE: Transfer of ownership of some sewer lines is clearly not feasible.

The most apparent example is the Salt River Outfall (SRO) which

crosses PSHIA along side of 3rd runway. Relocation of this 72”-84”

diameter Sub-Regional Operating Group (SROG) is highly unlikely.

Scope of Work

Project boundary: Salt River and I-10 to south, Air Lane to north, 44th St to

east and I-10 to west

Identify any public water and sewer ownership/mapping issues/discrepancies

Identify the on-site public water and sewer lines and appurtenances that

would be turned over to Aviation for their ownership and maintenance

Identify any new water/sewer main/loop alignments, including size and costs

Identify the new water/sewer service connection locations (combined fire

and domestic services would be allowed)

Develop preliminary cost estimates for water and sewer design and

construction phases

Develop preliminary design plans (plan view only): for all the recommended

new water and sewer main alignments and identify major utility conflicts

Scope of Work

Study Report: documenting the means and methods used to develop the

options, selecting the alignments and transferring ownership, provide all

information gathered, describe how the recommended alignments were

selected, etc. Provide Draft and Final versions

Provide possible aerial survey

Coordinate with other departments on all the options within the right-of-way

and/or on City owned property

Coordinate with the Aviation Department on the requirements part of the

Comprehensive Asset Management Plan (CAMP)

CAMP is a 20-year plan for airport facilities, infrastructure and land

development
