1 EXECUTIVE SUMMARY

(i) Introduction

Indian oil corporation (IOCL), has an isolated petroleum storage and distribution terminal

facility at ambala, Haryana for Aviation Turbine Fuel (ATF), High Speed Diesel (HSD),

HSD Winter Grade (W/G), Motor Spirit (MS), Diesel High Pour Point-A (DHPP-A)

Superior Kerosene Oil (SKO) & Ethanol. This terminal was established in the year 1982.

The company intends to increase storage capacity of Ethanol by 6,747KL at Indian Oil

Corporation Limited (IOCL), Ambala Terminal, GT Road, Ambala Cantt, Dist. Ambala -

133001, and Haryana.

Applicability of EIA notification – 2006

The project falls under following Schedule:

“Service Sector”, Project or Activity 6(b), Isolated storage and handling of hazardous

chemicals (As per threshold planning quantity indicated in column 3 of schedule 2 & 3 of

MSIHC Rules 1989 amended 2000)

After expansion the total storage capacity of very highly flammable liquids (MS and

Ethanol) will be 19,724 KL which exceeds the threshold quantity of 7,000 KL as

indicated in Schedule – 2 of MSIHC Rules 1989, as amended till date.

As unit was established prior EIA notification 2006, unit has valid CCA obtain from

Haryana Pollution Control Board.

(ii) Project Description

Currently, Ambala Terminal has cumulative storage capacity of 86,345 KL for Petroleum

products which includes Aviation Turbine Fuel (ATF) 9,362 KL, High Speed Diesel

(HSD) 43,743 KL, HSD Winter Grade (W/G) 5138 KL, Motor Spirit (MS)12,837 KL,

Diesel High Pour Point-A (DHPP-A) 6,747 KL, Superior Kerosene Oil (SKO) 8,378 &

Ethanol 140 KL.

After proposed expansion total Ethanol Storage Capacity will be increased to 6,887 KL.

Existing DHPP-A tank will be modified from Cone Roof to Internal Floating Roof and

used for storage of Ethanol. There is no involvement of additional construction at the

site.

Project activities at Terminal:

Receipt of product from Pipeline (Panipat Refinery): ATF, HSD, HSD (W/G), MS,

SKO.

Tank lorry unloading: Ethanol.

Sampling of Product from Tank after every receipt.

Tank lorry loading: ATF, HSD, HSD (W/G), MS, SKO & Ethanol.

Emptying out of Tank at fixed interval for Maintenance/ Cleaning for Quality

Control adherence.

Opening of Strainers for Cleaning of Strainer‟s Filters at fixed interval.

Maintenance and Repair of various Equipments Viz. Pumps, Motors, Fire

Engines, Air Compressors etc.

(iii) Environment

Air Emissions

There are Two DG set (500 KVA) stacks and Seven Fire Engines Stacks at present.

Existing flue gas stacks are of firewater engine and DG sets. There will be no additional

air emission since existing DG sets will be used for proposed expansion. There will be

no process emission since it is not a manufacturing unit.

Water

Ambala Terminal has existing water requirement 2.2 KLD, which is used in domestic and

gardening purpose. Source of water is from existing two borewell (Application for NOC

from CGWA is under process.) There is no additional water requirement due to proposed

expansion since existing availability of water is sufficient.

Waste water

Domestic sewage is generated which is disposed into septic tank in existing unit. No

additional sewage will be generated due to proposed expansion.No industrial effluent will

be generated since manufacturing activity is not involved.

Hazardous Waste

There will be no additional hazardous waste generation due to proposed expansion. At

present used oil (sent to the authorize vendor) & oil containing cargo residue, washing

water and sludge (recycling into refineries) are generated.

Safety system at Terminal

Presently following safety systems are available at terminal:

HVLR (High Volume Long Range) system

Hydrocarbon detector

Foam pouring system

Fire hydrant pump

Fire extinguisher

Water sprinklers

(iv) Environment sensitivity

There is no agricultural, forestry, CRZ, National parks, Wild life sanctuary, Eco sensitive

areas within 15 km.

(v) Conclusion

There is no adverse impact anticipated on environment due to proposed expansion.

No additional land, construction, storage tanks, utilities, wastewater generation, air

emission & hazardous waste generation is envisaged. Existing infrastructure will be

utilized.

Due to the proposed expansion there will be reduction in fossil fuel consumption.

2 INTRODUCTION OF THE PROJECT/ BACKGROUND

INFORMATION

2.1 Identification Of Project And Project Proponent

The proposed project is for expansion in storage capacity of Ethanol by 6,747 KL at

Indian Oil Corporation Limited (IOCL), Ambala Terminal, GT Road, Ambala Cantt, Dist.

Ambala -133001, and Haryana.

This proposed expansion falls under schedule/Activity; “Service Sector” under EIA

notification dated 14th September, 2006 and amended till date, to be appraised at EAC,

MOEFCC.

Details on schedule and category as per notification are shown in Table 2-1.

2.1.1 Brief description of Nature of the Project

Indian Oil Corporation Limited (IOCL) has an isolated petroleum storage and distribution

terminal facility at Ambala Terminal, Haryana. IOCL Ambala Terminal is involved in

Receipt, Storage, Handling & Distribution of Motor Spirit (MS), High Speed Diesel (HSD)

Aviation Turbine Fuel (ATF), HSD- Winter Grade, DHPP-A, Superior Kerosene Oil (SKO)

& Ethanol. The receipt of product through pipeline from IOCL Panipat refinery.

Brief description of the project & storage capacity of project is given in Table 2-2 & Table

2-3 respectively.

2.2 Need for the Project and its Importance to the Country and or Region

Government of India proposes to increase Ethanol blending up to 8-10% aiming to

reduce dependency on fossil fuels and to reduce pollution levels. In view of this policy,

IOCL-Ambala proposed expansion to increase storage of Ethanol from 140 KL to 6,887

KL.

Easily availability of Ethanol from nearby sources i.e. Sugar industries in UP. It will

create employability to local people.

Not Applicable.

2.5 Export Possibility

Not Applicable.

2.6 Domestic/Export Markets

MS, HSD, Superior Kerosene and Ethanol (for blending) are being used as a

transportation fuel in vehicles. Demand of vehicular fuel is continuously increasing.

2.7 Employment Generation (Direct and Indirect) due to the project

During the modification/construction phase around ~ 15 people will be required on

contractual bases.

The project is located at village Ambala Cantt, Tehsil and district Ambala, Haryana.The

site is easily approachable via NH-1 Grand trunk road and Jagadhari road. General and

specific location of the site is shown in Map 3-1 and coordinates of six corners of the site

in given in Table 2-1.

3.3 Details of Alternate Sites Considered

The proposed project is expansion of Ethanol storage capacity by 6,747 KL at an

existing site, with requisite facilities available at site hence, no alternate sites considered

3.4 Size or Magnitude of the Operations

Presently, Ambala Terminal has cumulative storage capacity of 86,345 KL for ATF, HSD,

HSD (W/G), MS, SKO & Ethanol. Proposed expansion will increase Ethanol storage

capacity of Ambala Terminal by 6,747KL. The details for existing and additional storages

are given in Table 3-2.

3.5 Project Description with Process Details

Indian Oil Corporation Limited (IOCL) Ambala Terminal is having storage facility of ATF,

HSD, HSD (W/G), MS, SKO & Ethanol. The Terminal operates in single shift and the

activity involved is receipt, storage and distribution of petroleum products. The Ambala

Terminal receives products from Panipat Refinery through pipeline as well as TT (in case

of Ethanol), and distribution of these products is done by road tankers to different

consumers.

Ambala Terminal has two TLF sheds with 11 bays each. 26 nos. of fully automated bays

(MS-6, HSD-12, SKO-3, ATF-4, HSD WG-2, DHPP-A-2). The terminal has a total of 14

Nos. pumps. (MS-2, HSD-3, SKO-2, ATF-2, DHPP-A-1, HSD WG-2, Ethanol-2).

The terminal is operated in accordance with the provisions of licenses and consents

granted by regulatory departments viz. Departments of Petroleum & Explosives Safety

Organization, Directorate of Factories, Manufacture, Storage & Import of Hazardous

Chemical Rules & Pollution Control Board etc. as per the applicable regulatory statutory

acts and rules of Govt. of India.

3.5.1 Activities at Terminal

Receipt of product from Pipeline: ATF, HSD, HSD (W/G), MS, SKO.

Tank lorry loading: ATF, HSD, HSD (W/G), MS, SKO & Ethanol.

Tank lorry unloading: Ethanol.

Tank Water Draining Operation.

Sampling of Product from Tank after every receipt.

Emptying out of Tank at fixed interval for Maintenance/ Cleaning for Quality

Control adherence.

Opening of Strainers for Cleaning of Strainer‟s Filters at fixed interval.

Maintenance and Repair of various Equipments Viz. Pumps, Motors, Fire

Engines, Air Compressors etc.

3.5.2 Way to Operate/Operating Culture

Each and every operation of the terminal is undertaken in line with well-defined Standard

Operating Procedures (SOPs). Any requirement to modify/ amend/ change the SOP is

only with approval of competent authority through Management of Change (MOC)

document.

SOP of Ethanol TT Decantation is given as follows:

Use Nitrile rubber hoses for TT decantation.

When not in use, keep the hose with both ends blind.

Perform QC checks before decantation.

Blend the anti-corrosion additive during decantation only @ 200 ppm.

Ensure proper earthing bonding, placement of wooden chokes immediately on

placement of Tank Truck.

After decantation ensure marshalling of empty vehicle to move it out of the

decantation area.

3.5.3 Culture of Safety

All the employees/ Contract Workmen/ Security Guards/ Tank Lorry Crew etc. are

mandated to undergo certain proficiency training at regular intervals (but not later than

once every three years). The monthly mock drills are undertaken in line with pre fire

plans to gauge the effectiveness of preparation. Also, safety committee meeting are

undertaken monthly to discuss various safety related issues of the unit. Recently,

behavior based safety (BBS) has been embraced for bringing desired improvement on

sustained basis. Any maintenance work (Hot work/ Cold Work/ Electrical maintenance/

working at height etc.) is undertaken only subsequent to issuance of relevant work

permit. All the employees are subjected to health check on regular intervals. Each Tank

Lorry Crew undergoes mandatory eye testing at regular intervals to gauge various

deficiencies viz. Cataract, Vision problem, and night as well as color blindness.

3.6 Raw Materials & Final Products

The principal activity of the Ambala Terminal is storage, handling and distribution

services for petroleum products i.e. ATF, HSD, HSD (W/G), MS, SKO & Ethanol.

3.7 Resource optimization/recycling and reuse envisaged in the project

There will not be additional usage of resources due to proposed expansion.

3.8 Availability of water its source, Energy/power requirement and

source

3.8.1 Power Requirement

The existing electrical power requirement is 3,252 KW and is source from Uttar Haryana

Bijli Vitran Nigam Limited (UHBVNL). Two DG set of 500 KVA are available in case of

emergency uses.

There is no additional power requirement for said expansion.

3.8.2 Fuel Requirement

The details of fuel consumption are shown in Table 3-3.

3.9.1 Waste Water and its Management

Domestic sewage generated is 1 KLD in existing project. There is and will be no

generation of industrial effluent. At present domestic wastewater is disposed off in soak

pit through septic tank. No additional sewage will be generated due to proposed

in following Table 3-5.

4 SITE ANALYSIS

4.1 Connectivity

By Road

The site can easily approachable via NH-1 Grand trunk road (adjacent to Terminal),

Jagadhari Road (~ 1.85 km, NE direction).

By Air

Nearest airport is Chandigarh International airport located at an aerial distance of ~ 38 Km

in N direction.

By Rail

Nearest railway station is Ambala Cantonment Junction located ~ 1.61 km in NW direction.

4.2 Land Form, Land Use and Land ownership

The current landform is industrial and there will not be and any change in landuse pattern

after proposed expansion. The land agreement document is attached as an Annexure 2.

4.3 Topography (along with map)

Topography of the study area is almost flat and devoid of any major drainage. Entire area

is covered by vast alluvium plan.

There are no National Parks/ Wildlife Sanctuary/ Eco-sensitive zone Reserved Forests/

Protected forests with in the 10 km radius of the refinery area.

4.4 Existing land use pattern

The existing landuse pattern is industrial and will remain same after proposed expansion.

4.5 Existing Infrastructure

The main activities involve at Ambala Terminal are collection, storage and distribution of

fuel(s).

Average daily maximum temperature remains at 38.1°C and average daily

The highest temperature recorded is 42.8°C and lowest 2.7°C.

Average annual rainfall in this region is 898.2 mm with average 39.6 rainy days

summer. Mornings are more humid than evenings.

secondary education.

Ambala city and district headquarter located at ~ 8.20 km in NW direction from site.

Ambala Cantt is well developed city and well connected with major villages. It has facilities

related health, education, transportation etc.

5 PLANNING BRIEF

5.1 Planning concept

Propose to increase Ethanol storage capacity by 6747 KL at the IOCL Ambala Terminal by

using existing one DHPP-A tank. After the proposed expansion it will increase up to 6887

KL. Existing DHPP-A tank will be modified from Cone Roof to Internal Floating Roof and

used for storage of Ethanol.

5.2 Population Projection

Not applicable

5.3 Landuse Planning

The total plot area is ~ 23.05 Acres. The proposed expansion will take place within the

existing premises. There is no requirement of any additional land as existing one tank will

be modified.

5.4 Assessment of Infrastructure Demand

All necessary infrastructures are available at site.

5.5 Amenities/ Facilities

The existing site is has required amenities/facilities such as Canteen facility for employees,

QC lab, Control room, Occupational Health Center (OHC) and emergency assembly point.

Proposed project only for an expansion of Ethanol storage tank capacity within the existing

facility, was there is no additional land requirement. Hence rehabilitation & resettlements is

not required.

8 PROJECT SCHEDULE AND COST ESTIMATE

8.1 Likely date of start of construction and likely data of completion

The proposed project is for expansion of Ethanol storage capacity, which will be take place

by using existing one DHPP-A tanks. Construction work is not required for proposed

project.

8.2 Estimates project cost along with analysis in terms of economic

viability of the project

Estimated project cost is approximately INR 5.46 Crores. Final Project cost to be

considered after finalization of tendering process.

9 ANALYSIS OF THE PROPOSAL (FINAL RECOMMENDATIONS)

Availability of land at site.

Availability of internal infrastructure.

Availability of well-developed safety systems as per OISD norms.

Availability of connectivity for transportation of material.

Availability of existing skilled manpower.

Government of India proposes to increase Ethanol blending in fuels up to 8-10 % aiming to

reduce dependency on fossil fuels and to reduce pollution levels. In view of this policy,

IOCL-Ambala Terminal proposed expansion to increase storage of Ethanol from 140 KL to

6887KL.

It will largely –Reduce fossil fuel consumption

Reduce pollution level

Hence project is beneficial for country.
