2. Introduction of the project

2.1 Identification of Project Proponent:

Shogun Organics Limited is a company focused on mosquito control and household insecticides. The

company provides range of high quality safe products for use in mosquito repellents. The company

makes ingredients and formulations for mosquito repellent products, mainly focused on household

insecticide category.

The company now plans to expand its range of products to agrochemicals to cater to domestic and

export needs. As per the EIA Notification No. S. O. 1533 dated 4th

September 2006, and proposed

project is covered under the schedule 5(b) which is “pesticides industry and pesticide specific

intermediates” (excluding formulations). The schedule comes under ‘A category’ as per EIA

notification.The company had already made application and received TOR approval on 30-04-2013.

This present application is made under Notification S.O. 804(E) dated 14th March, 2017.The

manufacturing unit is located at D-18 MIDC Kurkumbh, Taluka - Daund , Pune District, Maharashtra

State. It is located in chemical zone of Industrial park of Maharashtra Industrial Development

Corporation (MIDC).

2.2 Nature of project:

There is a demand for safer effective products for household insecticide use. The company also plans to

expand its range of products to agrochemicals to cater to domestic and export needs. The proposed

project will manufacture pesticides, insecticides, agro-chemicals and intermediate chemicals. The

proposed project will be located at plot no. D-18 MIDC Kurkumbh, Taluka-Daund, District - Pune,

Maharashtra State. Project is located in chemical zone of industrial park of Maharashtra Industrial

Development Corporation (MIDC).

2.3 Need for the project and its importance to the country and or region:

The main products of the company are mosquito repellents and household insecticides. With the

increasing cases in India of Dengue, Malaria, and other mosquito borne diseases, need for high quality,

safe cost effective mosquito control products has become a necessity. The demand for food and food

produce is increasing and therefore the need for agro-chemicals to increase food yield. The company

also plans to expand its range of products to agrochemicals to cater to domestic and export needs.

Exports is a key focus area to support the vision of Hon’ble Prime Minister “Make In India” program.

Some of the products will help reduce imports and develop indigenous production.

• History of the Project :

Our Environmental clearance (EC) application was made in year 2012 and received TOR approval on 30-04-

th May meeting, only for requirement of Public

hearing at our factory site.

21-07-2014 We received MoEF letter for conducting Public Hearing

13-10-2014 We made complete submission of documents with MPCB, Pune, Maharashtra to conduct

Public Hearing

10-12-2014 Office memorandum of MoEF, stating Public Hearing is not required. Our factory being

in industrial zone was exempted from Public hearing.

03-03-2015 Re-submitted our application for EC online

07-04-2015 Once again MoEF asked for Accredited Environmental Consultant details

14-04-2015 Once again we submitted EIA/EMP with details of Accredited Environmental Consultant

01-07-2015 Deficiency letter received from MoEF asking for Compliance report of our factory from

Regional unit of MoEF&CC ( i.e. Maharashtra Pollution Control Board - MPCB)

13-08-2015 Our reply letter given for this deficiency

23-09-2015 Email from Joint Director(S) of MoEF, asking to appear and present our case before Joint

Secretary, IA Division, MoEF on 28-09-2015.

26-09-2015 We sent email reply requesting another date for hearing with Joint Secretary

05-10-2015 Email from Joint Director(S) of MoEF , asking us to appear for hearing with Joint

Secretary on 19-10-2015

20-10-2015 Hearing was held in chamber of Joint Secretary, IA Division, MoEF

29-10-2015 We sent email to Joint Secretary, copy to Additional Director and Joint Director,

containing details of our EC application and summary of the hearing.

27-11-2015 Our EC application was considered complete and listed in Agenda for presentation in

the 1st Expert Appraisal Committee meeting dated 30-11-2015 to 01-12-2015

01-12-2015 Our application was not heard in Expert Appraisal Committee dated 01-12-2015.

Committee asked us to submit application for quantity amendment in our application.

12-01-2016 Received email from Joint Director(S) of MoEF , asking us to appear for hearing with

Joint Secretary, IA Division, MoEF on 25-01-2016

25-01-2016 Hearing was held in chamber of Joint Secretary, IA Division, MoEF

25-01-2016 We submitted application for quantity amendment

15-03-2016 Our EC application was once again considered complete and listed in Agenda for

presentation in the 6th Expert Appraisal Committee meeting dated 30-03-2016

21-03-2016 We sent email to Joint Secretary, copy to Additional Director and Joint Director, asking

for information and direction to Committee, pursuant to hearing on 25-01-2016

Our application was not heard in Expert Appraisal Committee meeting, stating

requirement of Compliance report of our factory from Regional unit of MoEF & CC ( i.e.

Maharashtra Pollution Control Board - MPCB)

We receive a letter from MoEF dated 05-02-2016 with reference of our EC application

file. Letter asked us to stop manufacturing activity. Copy of letter marked to Chairman

Maharashtra Pollution Control Board (MPCB).

03-08-2016 Visit from MPCB, Pune, Maharashtra office to our factory. Report sent to MPCB

Mumbai office

20-10-2016 Based on letter from MoEF, we receive letter from MPCB asking us to stop

manufacturing activity

This present application is made under Notification S.O. 804(E) dated 14th March, 2017.

• Demand supply gap

The need for indigenous production of low cost, efficacious and safe chemicals for insecticide and

pesticide is much in demand. In case of mosquito repellents there is a growing need for products to

control spread of mosquito borne diseases. The demand for food and food produce is increasing and

therefore the need for agro-chemicals to increase food yield. Demand- supply gas is created due to

lower supply capacity of certain products.

• Import Vs. Indigenous production

The proposed products including production of insecticides / pesticides and intermediates have demand

in the domestic as well as export market. Some of the products will help reduce imports and develop

indigenous production.

• Export & economic feasibility

The Indian crop protection industry is of USD 4.25 billion in FY14 and is expected to grow at a CAGR

of 12% to reach USD 7.5 billion by FY19. Exports currently constitute almost 50% of Indian crop

protection industry and are expected to grow at a CAGR of 16% to reach USD 4.2 billion by FY19,

resulting in 60% share in Indian crop protection industry. Domestic market on the other hand would

grow at 8% CAGR, as it is predominantly monsoon dependent, to reach USD 3.3 billion by FY19.

• Domestic/ export markets

The finished goods will be sold in domestic market and it would be exported to the Regulated

International Market as per demand.

• Employment generation:

The company will employ 27 to 68 skilled and unskilled personnel in its facility. It is expected that

proposed plant will generate employment for semi-skilled and unskilled people.

3.1 Project type:

The proposed pesticides and insecticides manufacturing project is an expansion project.

3.2 Location

The Existing & proposed pesticide manufacturing unit is located at Plot no. D-18, MIDC

Kurkumbh, Taluka - Daund, Distt – Pune 413802, Maharashtra. The location is shown in the Google

earth image below.

3.3 Details of sites considered:

The MIDC Kurkumbh is situated close to Pune – Solapur State Highway. The land rates are

cheaper to promote the industrialization and the MIDC have all adequate facilities viz. good

road and rail network, 24 hour electricity, water supply, MIDC roads, CETP and availability of

man power etc.

BRIEF PROCESS DESCRIPTION : Charge Allethlone Alcohol, Pyridine and Tolune in room temperature. Add Chry. Acid Chloride slowly by

maintaining temperature to 25°C under string. On completion, wash the unreacted content with HCL and

make neutral by NaOH Solution. Then transfer the mass to distillation. Distilled out solvent and get the

product.

3.6 Raw material details

All basic raw material details with its quantity is given below. The raw materials are available in

domestic market and they will be transported by road to the manufacturing unit. Some key raw

materials are imported. They are imported as per requirement and stored in storage room (Godown)

Bags, Carbuoys and drums will be stored in storage area( Godown). The nitrogen gases will be

stored in the cylinders as per storage specifications.

3.7 Resource optimization ( recycle/ reuse):

1. The effluent generated from process scrubber will be sold as byproduct namely sodium sulphite

and HCl.

2. The proposed expansion will be ZLD system wherein the entire effluent will be recycled /

reused within the plant. Thus, the fresh water requirement will be significantly reduced.

3. The treated domestic sewage will be reused for gardening which will reduce daily fresh water

need for gardening.

4. The company has installed rooftop rain water harvesting and the harvested rain water will be

stored in dedicated underground water tank. In rainy season the fresh water need will be

reduced.

5. The sludge from STP will be used in house as a manure for gardening.

3.8 Availability of water, energy fuel:

The water will be supplied by MIDC Kurkumbh. Total fresh water need for domestic and process

water requirement will be 43.55 CMD.

A load of 270 KW has been sanctioned by MSEDCL. Out of which the present consumption of 95

KW and proposed consumption would be 130 KW. Hence there is no requirement of additional

load.

3.9 Quantity of waste to be generated

• Total 16.78 CMD process waste will be generated. It will be treated in distillation system and

CMD water will be recycled to process.

• Total 5.3CMD domestic sewage will be treated and treated sewage will be used for gardening.

Site Analysis

3.11 Connectivity:

The project is located at MIDC Kurkumbh Industrial area, Taluka – Daund, Distt. Pune

413802, Maharashtra. The MIDC area at Kurkumbh is notified Chemical Zone MIDC area,

Kurkumbhisclose to the Pune – Solapur highway, which is a state highway.It is around 35

kms from the well developed township of Baramati and around 75kms away from Pune

which isthe site ofthe National Chemical Laboratory. The nearest railway station is Daund,

which is15 kms away. There are already large chemical plants like Reliance

Petrochemicals, CIPLA Ltd., Emcure Pharmaceuticals located in this area. The proximity

to the highway is a great advantage, since the company's raw materials and finished

products will move by road.

• Nearest Railway Station : Daund Junction.approximately at a distance of 15 km.

• Nearest Airport : Pune International Airport, Lohgaon. approximately

of 80 Kms.

The industrial area is centrally located and easily accessible through all modes of transport.

3.13 Existing land use pattern

The project site is located in the notified chemicalzone in Maharashtra Industrial Development

Corporation which has been developed for industrial development. The existing land use pattern in

the 10 km radial distance of the project site comprises of Industrial, human habitations/settlements,

small agricultural/ crop lands.

3.14 Existing infrastructure:

We have ready constructions for existing production. We have not yet started additional

construction for expansion products. Most of products can be accommodated with the existing plant

& machineries.

3.15 Soil classification:

The main type of soils found in the district are forest soils, varkas soils, rice soils, & laterite soils.

Climatic data from secondary sources

Average rainfall in the district is 600 to 700 mm. This is usually during the monsoon months from

July – October. Moderate temperatures are mainly observed here. The rainfall is unpredictable in

tune with the Indian monsoon. Summers here begin from early March to July. Summers are dry and

hot. The temperature ranges from 20 °C to 38 °C, though at the peak they may reach 40 °C.

From November to February, is the winter season. Temperatures at the peak drop to single digits

but usually they hover around 7 °C to 12 °C sometimes lowers up to 3 °C. January to March are the

months with moderate temperatures.

3.16 Social infrastructure available:

Social infrastructure like schools, road, hospitals, is available near Kurkumbh MIDC.

4. Planning Brief

5.1 Planning concept:

• M/s. Shogun Organics Ltd. has valid consent to establish and Operates for setting up a

Insecticides / pesticides technical and formulation plant. The company later decided to increase

volume of existing technical products and increase of new technicals and formulations of

pesticide manufacturing because of the change in global demand and supply for technical and

formulation products.

• The Kurkumbh MIDC have road network and water will be provided by MIDC, therefore

company will not be relied on ground water in the MIDC area.

• Electricity will be provided by MSEDCL and transformer have been installed .

5.2 Land use planning:

The proposed manufacturing expansion unit will be established in plot D-18, MIDC, Kurkumbh.

The land is acquired by MIDC and the land use will be industrial type. No cultivated land or forest

land will be utilized for the proposed unit.

5.3 Assessment of Infrastructure demand

The major physical infrastructure like road, water supply is provided by MIDC Kurkumbh. The

electricity will be supplied by MSEDCL by means of continuous feeder substation.

5.4 Amenities:

Basic amenities like road, electricity, process water will be available at site. The drinking water will

be provided by further purification of process water by RO purification unit. In the plant personal

hygiene facilities will be provided to workers as per the rule.

5. Proposed infrastructure:

6.1 Industrial area

The proposed pesticide expansion manufacturing unit of Shogun Organics Ltd. will be

established on plot no. Plot No. D-18, Kurkumbh MIDC, Taluka – Daund, District – Pune, Pin

– 413802, Maharashtra.,

Residential area

The unit is pesticide manufacturing unit and situated at Chemical notified zone., therefore

there will be no need of residential infrastructure on the plot.

6.2 Green belt

The proposed unit have provided with 19,989.50sq. m. of green belt area around the boundary

and inside of the plot.

6.3 Social infrastructure:

The project site is approximately 15 km from Daund city. All basic social infrastructure

facilities are available in the study area.

6.4 Connectivity

The site can be accessed by State highway from Pune to Kurkumbh. The MIDC Kurkumbh

have excellent internal and connecting road network therefore no additional connectivity

infrastructure will be constructed.

6.5 Sewerage system

The sewage will be treated in STP and the treated sewage will be utilized for gardening

purposes.

6.6 Industrial waste management

Total 16.78 CMD process liquid waste will be generated. It will be treated in distillation system

and treated water will be recycled to cooling tower makeup.

5.3 CMD domestic sewage will be treated in STP and treated sewage will be used for

gardening.

6.7 Solid waste management

The hazardous waste will be segregated as per category in schedule I of “Hazardous and Other

Wastes and it will be stored in demarcated area. The hazardous waste will be treated at

CHWTSD facility.

6.8 Power requirement/ supply/ source

Rehabilitation and resettlement

The unit will be established in notified Chemical Zone at MIDC Kurkumbh. No rehabilitation

and resettlement will be incorporated.

6. Project schedule and cost estimation

Most of the proposed products can be accommodated in the Existing Plant. It is proposed that

the project will be commissioned after 12 months from grant of EC. The cost estimation is

presented in CA certificate attached as Annexure – 4.

7. Analysis of proposal

• Proposed production activity will provide employment to the local residents, resulting financial

and social benefits of the nearby people.

• Indirect employment will be generated by the proposed unit like canteen, transportation

facilities to workers.

• The export will result in generation of foreign exchange to the Country.
