1. Executive Summary
The following is a report of the pre-demolition hazardous materials survey conducted byRemington Caldwell, Certified Asbestos Consultant (CAC) and California Department of PublicHealth (CDPH) Inspector/Assessor and John Alexander, Certified Asbestos Consultant (CAC) andCalifornia Department of Public Health (CDPH) Inspector/Assessor with RGA Environmental, ATerracon Company (RGA). The survey was performed on April 3, 18 and May 9, 2017 at theHealth and Science building located at 2600 Mission Bell Drive, San Pablo, California.
The survey scope included the interior, exterior, and all roof levels of the Health and Sciencebuilding and the attached corridor connecting to the vacant Liberal Arts building.
A total of thirty-four (34) suspected asbestos containing materials (ACMs) were identified andsampled throughout the interior, exterior, and roof of the captioned structure and attachedcorridor connector. Seven (7) of the materials were confirmed to be positive for asbestoscontent upon laboratory analysis. Due to the current occupancy, six (6) suspect materials wereassumed to be asbestos containing.
Three (3) painted surfaces and one (1) window sealant were sampled for potential leadcontent. Three (3) of the painted surfaces were found to contain lead content above thelaboratory detection limit. The window sealant sample was found to contain lead above thelaboratory detection limit. One (1) of the paint samples were found to contain lead inconcentrations exceeding 5,000 parts per million (ppm), the threshold for designation of lead-based paint. Due to the occupancy, four (4) suspect ceramic tiles were observed and assumedto be lead containing.
Three (3) suspect exterior sealants were sampled for potential polychlorinated biphenyl (PCB)content. PCBs were reported in two (2) of the samples.
One (1) roof mounted mechanical unit was observed on the main roof level of building. The unitwas marked as containing R-22 refrigerant, a hydrochlorofluorocarbon (HCFC) basedrefrigerant. One (1) chilled water cooler was identified in the first floor hallway.

Mercury containing fluorescent light tubes and compact fluorescent lamp (CFL) bulbs werepresent throughout the interior and exterior of the building. Four (4) high intensity discharge(HID) fixtures were observed on the exterior of the building.
Representative lighting ballasts inspected in the building were labeled as containing “No PCBs”.All ballasts not specifically labeled as “No PCBs” are assumed to contain polychlorinatedbiphenyls (PCBs).
Seven (7) exit signs with backup batteries were confirmed present on the ground and first floor,however, no tritium exits signs were observed. One (1) emergency egress lighting unit withbackup batteries was observed within the structure.
2. Scope of Work
The scope of the survey was as follows:
· Inspect the subject property for the presence of suspect ACMs, lead-containing paint andmaterials, mercury-containing products, PCB lighting ballasts and sealants,chlorofluorocarbon (CFC) or hydrochlorofluorocarbon (HCFC) containing equipment, tritiumexit signs, and universal wastes.
· Collect samples of suspect ACMs following a National Emissions Standards for Hazardous AirPollutants (NESHAPS) protocol for sample collection for a demolition survey.
· Asbestos bulk samples will be analyzed using polarized light microscopy (PLM) inaccordance with the EPA’s July 1993 method for the determination of asbestos in bulkbuilding materials - EPA 600/R-93/116.
· Collect bulk paint chip samples of primary painted surfaces and other materials suspectedto be lead containing. Bulk samples will be analyzed at an accredited laboratory by FlameAtomic Absorption (AA) for Total Lead reported in parts per million (ppm).
· Collect bulk samples of suspect PCB containing sealants on exterior of buildings if present.PCB samples will be analyzed by analytical method SW8082.
· Submit written report including analytical results, regulatory requirements, and conclusions.
3. Methods and Sampling Strategy
Visual Inspection
Accessible building materials on the interior and exterior of the structure were visuallyinspected using the methods presented in the federal Asbestos Hazard Emergency ResponseAct (AHERA) regulations (40 CFR, Part 763) as a guideline. AHERA was originally only applicableto schools, however State and Federal Occupational Safety and Health Administration (OSHA)and Asbestos School Hazard Abatement Reauthorization Act (ASHARA) have adopted theAHERA sampling methodology for all buildings subject to demolition or renovation.

Visual Inspection for Mercury Containing Materials
Approximately two hundred and eighty (280) fluorescent light tubes (mercury containing) wereidentified in the building. Approximately Ten (10) CFLs and (4) HID bulbs were noted on theinterior and exterior of the building. All of the light tubes, HID, and CFL bulbs should beremoved without breakage prior to removal of fixtures and managed as a universal waste.
Visual Inspection for PCB-containing Equipment and Materials
Approximately one hundred and sixty-five (165) fluorescent light ballasts were identified on theinterior of the structure. Ballasts observed were labeled as “No PCBs”. All ballasts should beinspected prior to disposal to verify the presence/absence of PCBs. Ballasts should be assumedto be PCB-containing unless specified by the manufacturer’s label as containing “No PCBs”.
Visual Inspection for Tritium-containing Exit Signs
Seven (7) exit signs with backup batteries were identified on the ground and first floor levels.Exit sign were lit with either incandescent or LED bulbs. No tritium-containing exits signs wereobserved within the building.
Visual Inspection for CFC Containing Equipment
One roof-top mechanical system was observed on the main roof level. The refrigerant type wasconfirmed as R-22 on the identification labels on the exterior of the unit. The R-22, an HCFCrefrigerant, should be captured from the unit prior to disposal or disconnecting close-looppressurized lines. A chilled water cooler was observed in the first floor hallway. The refrigeranttype could not be determined. No testing was performed.
Bulk Sampling of Asbestos
Bulk samples were collected of homogeneous suspect ACMs from the on the subject building. Ahomogeneous material is defined as a surfacing material, thermal system insulation, ormiscellaneous material that is uniform in color, size, texture and age of construction. Examplesof homogeneous materials include:
· Resilient flooring of identical color and pattern;· Troweled on surfacing materials located in contiguous areas;· Acoustical ceiling material produced by the same manufacturer and installed during the
same time period.
The building was visually inspected for the presence of suspect materials. As materials wereidentified, bulk samples were obtained with the aid of a coring device or other hand tool andplaced into individual sampling bags. Each sample was given a discreet identification numberand recorded on field notes as well as chain-of-custody forms. Refer to accompanying tablesand appendices for details on material sample locations and results.

Bulk Sample Analysis - Asbestos
Bulk samples were analyzed by EMLab P&K (EML) in Henderson, Nevada and Arvado, Colorado.EML is accredited under the National Institute of Standards and Technology's NationalVoluntary Laboratory Accreditation Program (NVLAP).
When None Detected (ND) appears in this report, it should be interpreted as meaning noasbestos was observed in the sample material above the reliable limit of detection for the PLMmethod.
Note: Under EPA assessment criteria, if a single sample of a homogeneous material testspositive for asbestos, all areas of that homogeneous material are considered to be asbestoscontaining.
Bulk Sampling of Lead Paint and Suspect Bulk Materials
Paint chip and bulk samples were collected using a hand scraper or chisel and were placed intoindividual plastic sampling containers. Each sample was provided a discreet sample number,which was recorded on a chain-of-custody form. The samples were transported underchain-of-custody procedures to QuanTEM Laboratories (QuanTEM) in Oklahoma City,Oklahoma. Please refer to Table III for details on sample locations and sample results. Allsamples were analyzed for lead content in accordance to EPA Method 7000B.
4. Asbestos Results
During the survey, a total of thirty-four (34) suspected asbestos containing materials (ACMs)were identified. Seven (7) materials were confirmed positive for asbestos content uponlaboratory analysis. Six (6) suspect asbestos-containing material were assumed to containasbestos. The confirmed and assumed asbestos containing materials are listed in Table I below.

Twenty-one (21) suspect materials were sampled, but were not reported to contain asbestos.The non-asbestos containing materials are listed in Table II below.

5. Lead Results
Three (3) painted surfaces and one (1) window sealant sample were sampled for potential leadcontent. All of the painted surfaces were found to contain lead content above the laboratorydetection limit. One of the paint samples was found to contain a lead in concentrationexceeding 5,000 parts per million (ppm), the threshold for designation of lead-based paint. Four(4) suspect lead-containing ceramic floor and wall tiles were assumed to contain lead.
The laboratory results for lead testing are summarized in Table III below.

6. PCB Results
Three (3) bulk samples of exterior sealants was collected from the building to determine thepotential presence of PCBs. Two of the samples was reported to contain PCBs. All of thematerials were reported less than 50 ppm PCB, the threshold for a contaminated PCBcontaining material. The laboratory results for the PCB bulk sampling are summarized in TableIV below.

7. Conclusions and Recommendations
Based upon the survey results, RGA concludes the following:
· Asbestos was detected in various materials including floor tile mastics, cove basemastics, drywall finishing compounds, and exterior stucco. The grout/mastics associatedwith the ceramic tiles in the restrooms, mechanical pipe valve flange gaskets, and 9”grey vinyl floor tile and associated mastics are assumed to contain asbestos.
· If additional suspect materials that have not been characterized as ACM or non-ACM inthis report are discovered during demolition, these materials should be assumed to

contain asbestos and be treated accordingly until proven otherwise by appropriatesampling and laboratory analysis.
· Lead was detected above the laboratory detection limit in the painted surfaces tested.One (1) of the painted surfaces was found to contain lead in concentrations exceeding5,000 parts per million the threshold for lead based paint. Four (4) ceramic tile sampleswere assumed to be lead containing.
· Mercury-containing fluorescent-light tubes, HID bulbs, and CFL bulbs and wereidentified throughout the survey area. Mercury-containing tubes and bulbs should beremoved from the fixtures or equipment without breakage and packaged for mercuryreclamation as a universal waste through an appropriate vendor prior to removal of anyfixtures.
· Suspect PCB-containing ballasts associated with the fluorescent lights were observedthroughout the structures. Each ballast label should be inspected for the phrase “NoPCBs” prior to disposal. Ballasts not labeled as such should be assumed to contain PCBs.PCB ballasts should be removed from fixtures and disposed of as PCB-containingmaterials prior to disposal of the fixtures.
· One roof-top HVAC system was confirmed to contain R-22 refrigerant. One (1) chilledwater-fountain was observed in the 1st floor corridor. The refrigerant type for the water-fountain could not be confirmed.
8. Regulatory Requirements
AsbestosImpacting materials containing greater than 0.1% asbestos either through repair,maintenance, or demolition activities triggers numerous regulations enforced by suchagencies as OSHA (worker protection) and EPA (environmental exposure, transportationand disposal).
Listed below are the regulations that apply if the materials are removed:
· Any individual who contracts to provide health and safety services relating to ACMsmust be certified by Cal-OSHA as either a Certified Asbestos Consultant or a SiteSurveillance Technician. The activities they are certified to provide include: conductingasbestos surveys; writing work plans or specifications for abatement; monitoring thework of abatement contractors; collecting air samples; and determining if the work areais safe for re-occupancy by non-asbestos workers. Regulation: Cal-OSHA 8 CCR 1529(q)(1).
· If more than 100 square feet of materials that contain greater than 0.1% asbestos willbe abated, the materials must be abated by a Cal-OSHA registered asbestos abatement

contractor. Regulation: Cal-OSHA 8 CCR 1529 (R).
· ACMs that are classified by OSHA as other/miscellaneous materials are present.Removal of these materials is considered a Class II activity according to Cal-OSHAregulations. Work practices and engineering controls for Class II work are specified inCal-OSHA 8 CCR 1529 (g) (7-8).
· Removal of friable ACMs greater than 100 square feet or 100 linear feet requiresnotification of the Bay Area Air Quality Management District ten (10) working days inadvance of intended removal.
· Friable ACMs greater than 1% asbestos must be manifested, transported, and disposedof as hazardous waste in accordance with the Department of Toxic and SubstancesControl (DTSC), a division of Cal-EPA. DTSC regulates disposal of asbestos waste. DTSCissues U.S. EPA hazardous waste generator identification numbers.
Lead
Impacting lead materials or lead-containing paint either through repair, maintenance,renovation or demolition activities triggers numerous regulations enforced by suchagencies as OSHA (worker protection), EPA (environmental exposure, transportation anddisposal), and Department of Public Health (DPH).
Listed below are the lead regulations that apply:
· There are presently no federal, state or local regulations limiting the concentration oflead in public sector buildings, however several regulations established for the privatesector as well as for government subsidized housing are used industry wide asguidelines for assessing exposure to lead. The Consumer Product Safety Commission(CPSC) has set a maximum limit of 90 ppm in paint used for residential purposes. TheDepartment of Housing and Urban Development (HUD) requires abatement of leadhazards involving paint in concentrations exceeding 5,000 ppm.
· Proper waste stream categorization is required for the disposal of all lead containingmaterials and painted construction debris with total lead content that exceeds 50 ppm.The debris should be classified as hazardous waste if lead waste concentrations exceedeither the total lead concentration or soluble lead concentration regulatory limits. Totallead concentration is determined by Total Threshold Limit Concentration (TTLC). Solubleor leachable lead is determined by the Soluble Threshold Limit Concentration (STLC,California required test) and/or Toxicity Characteristic Leaching Procedure (TCLP)(Federal EPA required test). Regulatory limits characterize a lead waste as a hazardouswaste if lead concentrations exceed 1,000 ppm by TTLC or 5 milligrams per liter by STLCor TCLP.

· Federal OSHA as well as California OSHA regulates all worker exposure duringconstruction activities that impact lead-containing paint. California OSHA enforces theLead in Construction Standard in Title 8 CCR 1532.1. The scope covers construction workwhere employees may be exposed to lead during such activities as demolition, removal,surface preparation for re-painting, renovation, clean-up and routine maintenance. TheOSHA specified method of compliance includes respiratory protection, protectiveclothing and equipment, housekeeping, hygiene facilities, medical surveillance, andtraining, among other requirements.
PCBsPCBs are regulated by the EPA under 40 CFR 761. The production of PCBs has been bannedsince 1979 and may be present in electrical capacitors, sealants, hydraulic oils, andtransformers commonly found in buildings. Materials with greater than 50 ppm PCB contentare considered PCB contaminated waste while materials with greater than 500 ppm PCB areconsidered PCB containing.
PCB containing equipment and/or contaminated materials must be removed and disposedproperly prior to demolition of a building. PCB containing lighting ballasts may be present insome lighting fixtures and must be verified by labeling. All PCB containing materials must beremoved and disposed prior to building demolition.
Universal Waste and Other Potential Hazardous MaterialsUniversal waste are common wastes with hazardous properties that must be managed andhave landfill disposal restrictions. Example of universal waste include electronic devices,batteries, and mercury containing equipment or lighting. Handling, transportation, anddisposal is simplified under the universal waste regulation in the California Code ofRegulations Title 22, Division 4.5 Chapter 11.
All materials in the buildings meeting the definition of the universal waste must beremoved prior to demolition and handled, transported and disposed through anappropriate vendor.
RefrigerantsThe use, management, and release of ozone depleting substances used as refrigerants areregulated under the Clean Air Act (CAA) of 1990. Section 608 of the CAA forbids the ventingof regulated refrigerants such as CFC, HCFC, blended refrigerants. All regulated refrigerantsassociated with the buildings and equipment must be recovered prior to severingpressurized systems or disposal of equipment.

9. Limitations
RGA warrants that the findings contained herein have been prepared in general accordancewith accepted professional practices as applied by similar professionals in the community at thetime of its preparation. Changes in the state of the art or in applicable regulations cannot beanticipated and have not been addressed in this report.
Although every effort was made to access building materials throughout the building, in theevent that additional materials not listed in this report are uncovered during demolition, thesematerials should be assumed hazardous and may contain asbestos until suitably provenotherwise.
The field and laboratory results reported herein are considered sufficient in detail and scope todetermine the presence of ACMs, lead containing materials, PCB sealants, mercury lightingequipment, and PCBs ballasts identified in this report. Also, note that this is a survey report andnot an abatement specification. This document is not appropriate for competitive bidding orfor use as an asbestos or lead abatement specification.
