Important Information about Voting at Convention 2021
The Business meeting, with voting, is on Saturday, October 23. Deputies and
clergy will need the following:
Convention book, which will be sent either electronically or via USPS
depending on your choice at registration
The Election Runner Landing Page URL which will be emailed at least 3
days prior to convention
A Voter ID and Voter Key, which will be emailed to you at the same time
as the URL, at least 3 days prior to convention
For each parish deputation, there will be a separate Voter ID and Voter
Key for the group of deputies to vote as a unit in the Vote-by-Orders.
This will be on the same email with the URL and the individual Voter ID
and Voter Key
Registration for the business meetings is available on the Diocesan website
(www.albanydiocese.org). Certificates of Election and Registration for
convention must be completed no later than 10 days prior to Convention,
Wednesday, October 13, 2021. Participation cannot be guaranteed after that
date.
The Convention consists of the eligible voters who are noted in Article III of the
Constitution of the Diocese of Albany.
In accordance with the rules of order for the Diocesan Convention (Rule 9), most
voting at convention is decided by voice vote, but there are exceptions. One more
than half the eligible votes cast (a majority) is required for a decision in a voice vote.
In lieu of a voice vote, for this virtual meeting yes/no votes will be done using the
Zoom polling feature.
The Diocesan Constitution and Canons require some voting to be done by ballots.
Ballots will be available through the Election Runner platform.

Supplemental Special Rules of Order for Virtual Attendance at Annual Convention
October 23, 2021
I. Preamble
1. Supersede Regular Rules. These Supplemental Special Rules of Order for Virtual
Attendance at Annual Convention (hereinafter, "these Rules") shall supersede the
regular Rules of Order and to the extent they are in conflict with the regular Rules of
Order, these Rules shall prevail.
2. Purpose. The purpose of these Rules is to facilitate the calling and meeting of the
Diocesan Convention of the Episcopal Diocese of Albany in a situation where it is
impractical to hold a face-to-face physical meeting of the Convention due to
governmental restraints or as otherwise directed by the Ecclesiastical Authority of the
Diocese.
3. Convention Managers. In order to facilitate the conduct of an electronic meeting of
the Convention, the Ecclesiastical Authority shall appoint one or more Convention
Managers to assist the President and Secretary of the Convention.
II. Notice of Meeting of Virtual Convention and Connection Information
1. Increased Notice Time. If the Ecclesiastical Authority shall call for a meeting of
Convention by electronic means, the notice for such meeting shall be given by
publication on the diocesan website and otherwise no later than four (4) weeks prior
to the date called for the opening of the meeting.
2. Members to Furnish Communication Information. No later than ten (10) days before
any such meeting, every member of the clergy entitled to seat, voice, or vote in
Convention must notify the Ecclesiastical Authority of his or her email address in
order to receive the ability to participate in a Convention held electronically. No later
than such date, every rector, priest in charge, vicar, or a warden of any congregation
entitled to representation in Convention must notify the Ecclesiastical Authority of
the email address of (a) every Lay Deputy of such congregation or (b) any Alternate
who will replace an elected Lay Deputy who will be unable to attend the Convention.
3. Secretary of Convention or his or her designee shall send an email to every member
of Convention setting forth (a) the time of the meeting, (b) the URL and codes
necessary to connect to the Internet meeting service, and, as an alternative and
backup to the audio connection included within the Internet service, the phone
number and access codes the member needs to participate aurally by telephone, and
(c) if applicable, a Voter ID code.
III. Opening of Meeting and Quorum
1. Login Time. The Secretary shall schedule Internet meeting service availability to
begin at least thirty (30) minutes before the start of each meeting.

2. Signing in and out. Members shall identify themselves as required to sign in to the
Internet meeting service, and shall maintain Internet and audio access throughout the
meeting whenever present, but shall sign out upon any departure before adjournment.
3. Quorum. The Convention Managers shall determine and report to the Secretary the
presence of a quorum as required by the Constitution on the basis of members' login
information. The members present may continue to do business until adjournment,
notwithstanding the withdrawal of enough members to leave less than a quorum. Less
than a quorum may adjourn the meeting.
IV. Conduct of Meeting
1. Technical requirements and malfunctions. Each member is responsible for his or her
audio and Internet connections. No action shall be invalidated on the grounds that the
loss of, or poor quality of, a member’s individual connection prevented participation
in the meeting.
2. Forced disconnections. The President of Convention may cause or direct the
disconnection or muting of a member’s connection if the member’s connection is
causing undue interference with the meeting. The President’s decision to do so, which
is subject to an undebatable appeal that can be made by any member, shall be
announced during the meeting and recorded in the minutes.
3. Assignment of the floor. To seek recognition by the President, a member shall use the
Zoom "raise hand" request and await recognition. Once the pending action is
completed, the Convention Manager shall clear the online queue.
4. Interrupting a member. A member who intends to make a motion or request that
under the rules may interrupt a speaker shall use the Zoom Chat feature for so
indicating, and shall thereafter await the President’s instructions.
5. Motions submitted in writing. A member intending to make a main motion, to offer
an amendment, or to propose instructions to a committee, shall, before or after being
recognized, post the motion in writing to the online area designated by the Secretary
for this purpose, preceded by the member’s name, parish affiliation and a number
corresponding to how many written motions the member has so far posted during the
meeting (e.g., “John Smith, Rector of St. Swithin's, Albany, 3:”; “Sally Doe, St.
Swithin’s, Troy, 1”). Use of the online area designated by the Secretary for this
purpose shall be restricted to posting the text of intended motions.
6. Seconding of motions and related posts. Members responding "so moved" to a
request from the President for a motion, or seconding any motion that requires a
second, must do so using the Zoom Chat feature without needing to be recognized by
the President.
7. Display of motions. The Secretary shall designate an online area exclusively for the
display of the immediately pending question and other relevant pending questions
(such as the main motion, or the pertinent part of the main motion, when an
amendment to it is immediately pending); and, to the extent feasible, the Secretary, or
any assistants appointed by him or her for this purpose, shall cause such questions, or
any other documents that are currently before the meeting for action or information,
to be displayed therein until such pending question is completed.

8. Video display. The President, the Secretary, or their assistants shall cause a video
image of the President to be displayed throughout the meeting, and shall also cause
display of the video image of the member currently recognized to speak or report. A
member’s participation in the meeting shall constitute permission for the member’s
image to be displayed when such member is recognized.
9. Broadcasting. The Convention Manager shall arrange for broadcasting via
livestreaming or otherwise so that the public and members of the Diocese other than
members of the Convention may observe the proceedings.
V. Floor Nominations and Voting
1. Nominations from the Floor. Any persons who have not been nominated through the
Nominating Committee or the Secretary of Convention may be nominated for office by
written nomination form for such purpose, completed and submitted to the Secretary no
later than a week prior to the opening of Convention, provided that when the President
invites nominations from the floor for that office the person making the nomination
confirms the nomination and the person nominated confirms willingness to serve if
elected.
2. Voting. Votes not requiring ballots may be taken by the Zoom polling feature. Other
votes, including balloting for elections, shall be taken by the anonymous voting feature
of the Internet voting service, using members' assigned Voter ID code. Results of votes
may be reported to the President by the Chair of the Balloting Committee or the
Secretary.

Diocesan Organizations with Elective Offices
Plurality Elections
The Diocesan Council. Diocesan Council is the “program agent with the Bishop and the Convention of
the Diocese between meetings of the Convention.” Between conventions, the Council consults with the
Bishop, who is the President of the Council, on budget and program matters to be presented to the
Convention for the work of the Church in this Diocese. Representatives to Council should expect to be
involved with the mission and goals of the Diocese.
The Great Chapter of the Cathedral of All Saints. The Chapter is the corporate body that governs the
Cathedral of the Diocese of Albany. The members who are elected at each Convention become members
of the Great Chapter. Members should expect to contribute their time and talent for the support of the
Cathedral and its mission. The election of Chapter members is not a canonical requirement, but is held
at Convention at the request of the Cathedral, which is a church in union with the Convention, in
accordance with the Cathedral Charter.
The Trustees of the Diocese. The Trustees invest, manage, and control all the real and personal property
of the Diocese, subject to the control and discretion of the Convention. They may also hold title to and
act in a fiduciary capacity in other ways as well. Members should have some background in finance,
investments, real estate, or building management and maintenance.
Vote by Order Elections
The Disciplinary Board. The Disciplinary Board only meets if charges are brought against a Priest or
Deacon of the Diocese. Members should be aware that they might be called upon to hear testimony and
issue a decision in cases of alleged clergy misconduct. Both fairness and compassion are needed.
Members of the Court should plan to meet with the Secretary of the Diocese at the Convention, after the
election, to set a meeting date for the yearly election of the Disciplinary Board President.
The Standing Committee. The Standing Committee is primarily the Bishop’s Council of Advice. The
duties of the Standing Committee may range from (but are not limited to) certain aspects of ordinations
and consecrations to certain aspects of the sale or mortgage of church property. Members should have a
broad knowledge of the Diocese of Albany and acquire at least a basic understanding of the role of the
Standing Committee in the Canons of the General Convention, the Canons of the Diocese of Albany, and
in the New York State Religious Corporations Law.

Julie Bailey has been a parishioner at St. George’s in Clifton Park for the past 18
years. Her father was in the military, which brought her family to a number of
churches across the country and overseas. The Episcopal Church was a
welcoming, steady presence in our life. Ms. Bailey is currently a licensed clinical social worker
and has been a therapist for children who have experienced sexual abuse. Her work reminds her
that, through God, healing, hope and love are all within reach. She is committed to helping our
diocese be a place that exemplifies God’s love – a love that knows no bounds and is welcoming
and inclusive to all regardless of gender, sexual orientation, race or ethnicity.

Christopher Cassidy has been a parishioner at St. Stephen’s in Delmar since the
late ‘90s. He has been married to his wife, Debby for 41 years. Together they
have three adult sons, three daughters-in-law and six grandchildren. Chris has
served as Lector, Vestry member, Senior Warden, Finance Committee Chair, Stewardship
Committee Chair, Search Committee Co-Chair, Standing Committee member and Bible Study
Leader. He is currently employed by Wells Fargo Advisors as a Senior Vice President. Chris lives
with his wife in the hamlet of Slingerlands.
RANDALL DEMLER

Randall Demler is a life-long Episcopalian and current member of St George's
Church, Clifton Park. He is a former vestry member in each of the parishes
where he and his wife, Maureen, have been members - St. George's, Clifton
Park, Bethesda, Saratoga Springs, and Trinity, Tariffville, CT. Randy worked for 44+ years at the
Knolls Atomic Power Laboratory, having held several senior management positions prior to his
retirement in December 2015. He is a past member of the Diocesan Standing Committee and
current member of the Commission on Ministry and the CtK Advisory Committee.

THE REV. SCOTT EVANS

Fr. Scott trained for ministry at Fuller Theological Seminary and Nashotah
House Episcopal Seminary and was ordained a Priest on January 9, 2010. He
served as a Curate at Christ Church In Ballston Spa from January 2010 through December 2013
with a focus on evangelism and healing ministry, becoming Priest In Charge of All Saints Round
Lake in January 2014. Scott holds a Ph. D. in Electrical Engineering from RPI and is married to
Stephanie - they have four beautiful children.

Fr. Art Garno, Rector, St. John’s, Delhi, and St. Peter’s, Hobart; was ordained
Deacon in 2005 and Priest in 2017. He served churches in Ogdensburg and
Waddington, before starting full time ministry in the Susquehanna Deanery. Art
was Director of Workforce Development at SUNY Canton and before that worked in the
Electronics Industry in Manufacturing Engineering. Fr. Art has served several terms on Diocesan
Council. Fr. Art and his wife Tammy have two grown children, The Rev. Scott Garno, priest in
the Albany Diocese and Stacy Summers who works in special education. They have seven
grandchildren.
DIANA GLASER

Diana Glaser has been a member of St. George’s in Clifton Park for 19 years, along
with her husband, Dan, and their six children. They have loved being a part of the
Episcopal Church and having a welcoming, loving place for their children to grow
in their faith. Having their kids grow up in church has led to her past involvement in a number of
youth ministries. She has witnessed the struggles of our diocese lead to children and youth
feeling unwelcome. Ms. Glaser is running for election to the trustees because she has a
background in non-profit organizations, finance, and engineering. She knows that she can
contribute to helping our diocese grow in love and faith and be a place that is welcoming for us all.

THE REV. KENNETH HITCH

The Rev. Kenneth (Ken) Hitch is rector of St. Eustace, Lake Placid and a recent
newcomer to the Diocese of Albany, having served in the Diocese of Southern
Ohio, the Diocese of Vermont, and most recently, the Diocese of Eastern
Michigan. In his almost 20 years of ordained ministry, he has served on the Communications
Committee in Southern Ohio, as member and then president of the Rock Point Board in Vermont,
and on Diocesan Council in Eastern Michigan. Ken looks forward to serving in the Diocese of
Albany and would be honored to be elected to the Standing Committee.
JOHN HYDE

John Hyde is completing his first term as a member of the Standing
Committee. He and his wife Sue have been married for 34 years and are
blessed with two daughters and a 2-year-old grandson. He started his
successful medical equipment business in 1994. He now conducts the sales and marketing for the
company and is a Certified Aging in Place Specialist. John is the Lay Vicar of St. Mark’s Church
in Hoosick Falls, plays guitar and leads the music for Sunday worship. He has served as warden,
on building and grounds, usher and LEM. He is serving his second term as Lay Director of
Cursillo, is a Faith Alive Weekend Coordinator and served on the Faith Alive National Board.
THE VERY REV. N. BRADLEY JONES

Rector of Christ Church, Schenectady since September of ’98, Dean of the
Metropolitan Deanery and Deputy to General Convention. Served on Standing
Committee 2017-2020. Member of Ecclesiastical Trial Court 1999-2005; 2006-
2011, President of Disciplinary Board 2011-2017. Served two terms on Episcopal Charities of
Albany board. Served on boards of Alpha Pregnancy Care Center (2004-07) and NOEL/Anglicans
for Life (1996-2008). Married to Mary since 1984 with seven children, two grandchildren and one
on the way. If elected, Fr. Jones would be honored to serve God and our diocese as I take my
“share in the councils of the Church.” (BCP, p.531)

MARY B. JONES

Seconded by Deborah J. Bisner, Christ Church, Schenectady
Mary B. Jones has been a member of Christ Church, Schenectady, since the fall
of 1998. Mary has been a diocesan convention delegate for a number of years
and was elected to represent the diocese at General Convention 2018 as well as
General Convention 2021/22. She was also elected to serve on the Disciplinary Board from 2018-
2021. Mary has been active in a variety of outreach opportunities to her local community, and has
led or participated in Sunday School, Bible studies, retreats, prayer ministries, healing ministries
and youth outreach events. Additionally, she served on staff of Cursillo in 2018. Mary would
bring her earnest desire to serve God wholeheartedly and to be faithful to the Gospel to the work
of serving on the Disciplinary Board for another term.
THE REV. CN. JUDITH MALIONEK

The Rev. Cn. Judith Malionek wishes to continue her service on the Great
Chapter, supporting the Dean in his visionary initiatives, and continuing to lay
the groundwork for the new Cathedral Association.” Mtr. Judith serves as
Rector of Saint John’s Episcopal Church in Troy, New York. A cradle Episcopalian, she has
worked professionally in crisis intervention with families, Christian journalism, education, and
liturgical music. She earned her M.Div. from Trinity School for Ministry. She has been married
to The Rev. Tom Malionek for more than 30 years; they have two grown children.
THE VERY REV. DR. THOMAS PAPAZOGLAKIS Nominated for Trustees of the Diocese

The Very Rev. Dr. Thomas Papazoglakis is Rector at St. George’s Episcopal
Church in Clifton Park, NY. He lives in Clifton Park with his wife Elizabeth,
who serves as Associate Rector at St. George’s. They have been married for
44 years, with 3 children and 3 grandchildren. Prior to serving at St. George’s, he served as Rector
of St. Mark’s, Malone and Assisting Priest at St. John’s, Massena. Fr. Tom serves as Dean of the
Upper Hudson Deanery and Director of Deacon Formation Program. He is also on the Committee
on Architecture and the Arts, the Christ the King Center Advisory Commission, the Profile and
Search Committee and is a current member of the Trustees.

HELEN SMITH Nominated for Trustees of the Diocese

Helen Smith currently serves as a Trustee of the Albany Diocese and hopes to
continue to serve the diocese. She works professionally as the Director of
Finance and Operations for the Schuyler Center for Analysis and Advocacy, an Albany based non-
profit organization working to advance public policies for children and families living in poverty.
Helen also manages the financial books for Big Brothers Big Sisters of the Capital Region and a
foundation in the Bronx. She is a member of St. Luke’s parish in Catskill. Helen has been
married for 35 years to her husband, Bob, a radiation oncologist, and they have three adult children
and one adorable granddaughter. In her free time, you can find her gardening, hiking, and
spending time with her family.

The guidelines here are the minimum suggested stipend for 2022 for clergy serving parishes in
the Diocese of Albany. There is nothing to prevent congregations from providing
compensation and benefits higher than those suggested. Indeed, the salary and benefits
committee is aware that in some circumstances, the minimum suggested amount may not be
adequate. The committee is also aware of the negative impact the Covid-19 virus has had on the
income of individuals, parishes, and the Diocese and the hardship of meeting expenses. Each
congregation is urged to review their compensation package in light of their circumstances and the
clergy’s needs.
1.) Clergy compensation and benefits
During the twelve months, August 2020 through August 2021, the Northeast Region Consumer
Price Index (Unadjusted) rose approximately 5.0%. Social Security benefits, surrounding Diocese
and Episcopal Church data were also considered. Considering the present unstable and
unpredictable immediate future economic culture, the Committee recommends that vestries
increase their priest’s stipend by 5.0% for 2022. The following table shows the recommended
minimum and normative stipends for parishes of different income levels to pay their clergy in
2022.
It is important to note that the diocesan-recommended stipends represent only the cash salary paid
to priests. Housing, Self-Employment Contributions Act (SECA), health insurance, Church
Pension payments and travel expense reimbursement are not included. The suggested minimum
stipend guideline for full-time curates and other full-time assisting priests is two thirds of the
rector’s stipend. The stipend for part-time priests should be proportionate to the time they spend
working for the parish.

As in the past, if a vestry, or vestries of a group of congregations served by one priest, is unable to
meet the minimum stipendiary guidelines they shall consult with the Bishop.
2.) SECA Payments
The IRS classifies clergy as Self-Employed for Social Security purposes and are responsible for
paying their total Social Security assessments (SECA). The Diocesan recommended standard for
parishes is that a minimum of one half of the Self Employment Contributions Act (SECA)
payment be paid to the clergy by the parish.
3.) Minimum recommended compensation for supply clergy (priests and deacons). $130 for one Eucharistic weekend service.
$25 for each additional service in the same weekend.
$100 for weekday liturgical services
$80 per unit for pastoral or other assigned responsibilities such as prayers at time of death, hospital
visits, etc. A unit is a morning, an afternoon or an evening.
Expenses are reimbursed at cost for meals, lodging, parking, etc and at the IRS maximum
approved rate for mileage. The mileage rate changes every six months. Please go to this address

4.) Church Pension Group
Church Pension Group participation is mandatory for clergy, including supply clergy, “if you are
regularly employed for five or more consecutive months by the same employer and are
compensated by your employer”. If you would otherwise meet the criteria for mandatory
participation except that you are expected to be employed for less than five consecutive months,
you and your employer may choose to participate in the Clergy Pension Plan if you have a letter
of agreement (or other contract of employment) that provides for the payment of Assessments on
your behalf by your employer.
Laypersons scheduled to work more than 20 hours a week, or 1000 hours a year, for a church
should be enrolled with the Church Pension Fund.
5.) Health Insurance
Clergy and family health insurance continues to be part of all clergy compensation packages of the
Diocese of Albany. It is recommended that family dental insurance be provided as well.
Laypersons scheduled to work more than 30 hours a week, or 1500 hours a year, should be
enrolled on parity with the clergy.
6.) Vacations
The normal vacation time for clergy in the Episcopal Diocese of Albany is a total of four weeks to
include 5 Sundays for all full and part time priests and deacons serving as “in charge” regardless of
how long they have served.

RESOLUTION 1: CANON V

Be it resolved: that Canon V of the Diocesan Canons be amended to read as follows:
CANON V – DEANERIES AND DEANERY COUNCILS
5.1 Geographic Areas
The Deaneries shall consist of those congregations in a geographic area designated by the
Bishop, which designation shall be ratified by the Convention.
5.2 Dean
The Bishop shall appoint a Priest of the Deanery to be its Dean. The Dean shall represent the
Bishop in the Deanery and, when requested, act for the Bishop in liturgical and pastoral matters.
5.3 Deanery Council
Each Deanery shall may have a Deanery Council constituted of all members of the Clergy who
are resident or have a cure in the Deanery and who are canonically resident in the Diocese, and at
least one lay representative, selected from each Congregation the communicants in good
standing as defined in General Convention Canon 1.17.3, as the same may be amended from
time to time, of each Congregation.
5.4 Purpose of the Deanery Council
Each Deanery Council shall promote the work of the Diocese in its Deanery, and through the
Deanery representatives on the Diocesan Council, maintain communication between the Deanery
and the Diocesan Council.
5.5 Meetings and By Laws
Each Deanery Council shall meet at least twice a year the discretion of the Dean. Each Deanery
Council shall may adopt By-Laws, not inconsistent with the Constitution and Canons of the
Diocese, which shall include provisions for the number and method of election of lay
representatives to the Deanery Council, quorum requirements and method of voting on business
before the Council.
Rationale: The current canon mandates the formation of Deanery Councils and a minimum of
two convocations per year for the business that would come before the Deanery. Over the years,
most Deaneries have not functioned in this manner, as there has been no official business to
come before them that would necessitate the election of officers and parish representatives. This
resolution would amend the canon to remove the mandate for Deanery Council and twice-annual
convocations, while allowing for their use if and when there is business to come before the
Deanery or the Dean determines that it would be of benefit. The goal of the resolution is to
avoid the mandate for unnecessary elections and meetings if there is no business that needs to be
addressed. The proposed resolution would bring into alignment the language of the canon with
the reality of the way the Deaneries are functioning at present.

Be it resolved: that Sections 3.1 and 3.2 of Canon 3 be amended by replacing the words “four
priests” with the words “four Clergy, either priests or deacons,” in each place where the words
“four priests” occur in said sections.
CANON 3 - DEPUTIES AND PROVISIONAL DEPUTIES TO GENERAL CONVENTION
3.1 Election to General Convention
The Convention shall, at its next regular annual meeting following each regular session of the
General Convention, elect by a vote by orders, four Priests four Clergy, either priests or
deacons,, canonically resident in this Diocese, and four Lay Persons, who are confirmed, adult
communicants of a church in this Diocese, to act as Deputies from this Diocese to the General
Convention.
3.2 Election of Provisional Deputies
The Convention shall, at its next regular annual meeting following the election of Deputies to
General Convention, also elect, four Priests four Clergy, either priests or deacons, and four Lay
Persons to act as Provisional Deputies, whose qualifications for election shall be the same as
those of Deputies to General Convention. This election shall be determined by taking a vote by
orders ballot with the ballots counted in the aggregate. The four candidates of each order
receiving the highest aggregate number of votes shall be deemed elected. All Deputies and
Provisional Deputies to General Convention shall also serve as Deputies to Provincial Synod and
shall hold office until their successors are elected.
Rationale: Currently, the Canons of the Diocese of Albany authorize the election four priests
and four lay persons to serve as deputies from this Diocese to the General Convention of The
Episcopal Church. The same applies to provisional deputies. The purpose of this resolution is to
permit deacons as well as priests of the Diocese of Albany to be elected and serve as clergy
deputies and provisional deputies to General Convention. The resolution would bring the canons
of the Diocese into accord with the Constitution of the General Convention of The Episcopal
Church, which already permit deacons to serve as deputies. The resolution recognizes important
role of deacons in the life, mission, and governance of The Episcopal Church, especially in the
Diocese of Albany.

Be it resolved: That subdivisions (A) and (B) of Canon 11.8 of The Canons of the Diocese of
Albany be and hereby are repealed.
11.8 – Standards for Ordination and Consecration
A. To be eligible to be ordained to the Diaconate or Priesthood, or consecrated a Bishop, a
person must live within the covenant of Marriage between one man and one woman, or be
celibate and abstinent.
Standards for Election, Appointing, and Licensing
B. To be eligible to be elected, appointed or licensed to any position of ordained ministry in the
Diocese, a member of the clergy must live within the covenant of Marriage between one man
and one woman, or be celibate and abstinent.
Rationale: Subdivisions (A) and (B) of Diocesan Canon 11.8 are not consistent with The Canons
of General Convention, Title III.1.2, which provides, in part, that “No person shall be denied
access to the discernment process or any process for the employment, licensing, calling, or
deployment for any ministry, lay or ordained, in this church because of … sexual orientation,
gender identity and expression … except as otherwise provided by these canons.”

Be it resolved: That Canon 16 of The Canons of the Diocese of Albany be and hereby is
repealed.
CANON XVI – MARRIAGE
16.1 – Celebration or Blessing of Marriages by Clergy
Members of the Clergy Resident in or Licensed to Serve in this Diocese shall neither officiate at,
nor facilitate, nor participate in, any service, whether public or private, for the Celebration or
Blessing of a Marriage or any other union except between one man and one woman. Unions
other than those of one man and one woman in Holy Matrimony, even if they be recognized in
other jurisdictions, shall be neither recognized nor blessed in this Diocese.
16.2 – Marriages on Church Property
Properties owned, controlled, managed, or operated by this Diocese, or any Parish of the
Diocese, or any legal entity established by the Diocese or a parish of the Diocese, shall not be the
site for any service, public or private, for the Celebration or Blessing of a Marriage or any other
union except those between one man and one woman.
Rationale: General Convention Canons already provide Members of the Clergy of the Episcopal
Church with discretion to decline to solemnize or bless any marriage. Action taken in 2018 by
the 79th General Convention authorizing for continued use “The Witnessing and Blessing of a
Marriage” and “The Celebration and Blessing of a Marriage 2” (from “Liturgical Resources I: I
Will Bless You and You Will Be a Blessing, Revised and Expanded 2015”) brought the diocesan
canon on marriage into non-conformity with provisions of Canon I:18 of The Canons of General
Convention. Article IX of the Constitution of the Diocese of Albany provides that diocesan
canons be consistent with the Constitution and Canons of General Convention or the diocesan
constitution. This resolution effectuates that diocesan constitutional provision.
